The aim of this article is to present a case study of the creation and development of the construction of wood cluster − “SIDE-CLUSTER” located in Lower Silesia. The following considerations present a bottom-up process of cluster formation, its’ evolution and the role of the cluster for the regional and sectoral development. The researcher’s goal is to identify the key factors determining cluster development, to show the stages of its growth, the role of both the external environment in the process of incubation and the growth of the cluster and endogenous factors, i.e. thelevel of trust within the cluster. The considerations are based on an analysis of the literature and analysis of empirical research. The article contains a cluster definition, a description of the stages of development and the characteristics of the cluster of SIDE-CLUSTER from the phase of cluster initiative to its form nowadays – the 6-year-old cluster. The author proves that the cluster of SIDE-CLUSTER is a dynamic organization actively operating in the Lower Silesia.

Clusters and links between companies are becoming increasingly important in the dynamically changing global economy. Chinese clusters have been developing for many years, although they are not at a level of development such as the Japanese or American ones. Many of them are powerful entities responsible for a significant percentage of world production and trade. The Chinese authorities support the specialization of regions in specific production, which began with the open door policy and the transfer of the Japanese model “one village, one product” to the Chinese economy. The paper presents a theoretical conceptualization of the cluster idea, taking into account various approaches to this problem and outlines the development policy based on clusters in China. The main aim of this article is to present cluster-based development approach as a part of cluster policy and development in China.

Zaprezentowano różne podejścia do koncepcji i przykłady przypadków klastrów funkcjonujących w logistyce, wskazując na istotę klastrowania w tym sektorze z uwzględnieniem ujawniających się barier.
Cluster is an example of a specific solution for improve the market position of companies participating in it. The aim of the article is to point out the possibilities of using cluster in logistics operations. There were different approaches to the concept and examples of cases of clusters operating in logistics, pointing to the essence of clustering in the sector, taking into account revealing barriers.

W artykule dokonano syntetycznego przeglądu literatury tematu począwszy od prac P. Jaccarda z roku 1908 a skończywszy na pracach B. Mirkina z 2011 roku. Dokonano próby klasyfikacji znanych wskaźników jakości grupowania, uwzględniając kryteria pochodzące z różnych dyscyplin naukowych. W szczególności dokonano klasyfikacji wskaźników optymalnej liczby skupień jako podklasy wskaźników jakości grupowania. Wyniki prezentowanych badań powinny być użyteczne dla wszystkich zajmujących się problemami grupowania i klasyfikacji.
In the article are presented the synthetic review of the literature from P. Jaccard in 1908 to B. Mirkin, 2011. In this paper, the concept and classification of cluster validity indices are proposed. There are presented classification of validity indices to find the optimal number of clusters. The results of this study should be useful for all concerned with the problems of classification.

Celem artykułu jest przedstawienie polityki wspierania klastrów gospodarczych prowadzonej w Polsce oraz w Unii Europejskiej. W pierwszej części pracy zaprezentowano pojęcie oraz klasyfikację polityk klastrowych, a także możliwości wdrożenia opisane w najważniejszych dokumentach Komisji Europejskiej dotyczących wspierania klastrów. Dalsza część artykułu zawiera opis efektywnych narzędzi polityki klastrowej oraz kierunków jej rozwoju. Analiza podjętych działań na rzecz rozwoju klastrów wskazuje na ich istotną rolę jako narzędzia rozwoju gospodarczego.
The article presents the concept of cluster policy in Poland and European Union. At the beginning the author presented models of clusters policy and implementation in the most important document written by European Commission. Cluster policy for the period 2014–2020 show effective tools for government to support for cluster development. The analysis of the actions taken to support clusters shows clusters as a tool of policy and the fundamental conditions for economic success.

This article explores the notion of business clusters as defined by American economist Michael E. Porter. The phenomenon of clustering is gaining popularity. However, the concept is often misused, which results from an imprecise interpretation of Porter’s definition of the cluster. On the basis of an in-depth critical literature review, several definitions of the cluster used by researchers are discussed in reference to Porter’s definition. Moreover, the main tenets of the cluster concept are presented with a focus on its flexibility. The multitude of cluster definitions and identification methods allows for a wide range of applications. However, it hinders standardization. The article investigates the excessive and inconsistent use of the cluster concept resulting from the flexibility of Porter’s definition. It also aims to identify the most important features of clusters as defined by Porter.
Popularność pojęcia klaster znacznie przerosła wiedzę o tym zjawisku. Celem artykułu jest przedstawienie tego fenomenu gospodarczego, zgodnie z definicją zaproponowaną przez twórcę koncepcji klastra – Michaela Portera. W artykule przywołano przykłady definicji klastra pochodzące z różnych prac badaczy tego zjawiska i skomentowano zgodność tych definicji ze źródłami. Rozważania o relacjach w środowisku klastrowym, przyczynach powstawania i dynamice rozwoju klastra, służą lepszemu zrozumieniu istoty tego zjawiska. Opierając się na metodzie pogłębionych krytycznych studiów literaturowych, autor przedstawia podstawowe elementy koncepcji klastra Michaela E. Portera, a także jej zalety, polegające na elastyczności jej stosowania i wykorzystania przy tworzeniu strategii rozwoju gospodarczego. Ta elastyczność stwarza jednak problemy związane z wychodzeniem poza ramy wyznaczone przez jej twórcę. Mnogość definicji i metod identyfikacji klastrów daje duże możliwości ich stosowania, lecz także duże problemy standaryzacyjne. Wzrost popularności klastrów wynika z tego, że są one coraz ważniejszym instrumentem stymulacji rozwoju gospodarczego, konieczne jest więc uporządkowanie chaosu, który wkradł się do stosowania koncepcji klastrów przez nadużycie jej elastyczności. Artykuł jest próbą uporządkowania dyskusji o klastrze, przez wskazanie w jego definicji najistotniejszych cech, z których wynika, że jest to samoistnie powstające w gospodarce zjawisko.

The paper proposes a model to describe the decline and renewal of business clusters based on the evolution of network ties. The proposed model relies on the idea of external network effects, and the author uses the results of research into the evolution of clusters with a varied level of technological advancement. In response to the challenges of globalization and computerization, companies operating in clusters adopt strategies oriented toward a system of internal or external ties, according to Gancarczyk. Strategies oriented toward regional networks fail to protect businesses from threats related to being isolated from the rest of the economy, which implies the negative external effects of networks and a threat of cluster decline, the author says. On the other hand, strategies based on developing foreign ties linked with the relocation of selected components of the value chain (so-called selective relocation) make it possible to avoid isolation and generate positive scale effects, both internationally and globally. Relocation processes underlie the development of modular production networks in which standard components of the value chain are subject to scattering toward locations with a cost advantage, while components with a higher value added and linked with the development of knowledge and innovation tend to be concentrated in regional clusters, according to Gancarczyk.

The article investigates the potential of regional initiatives supporting business clusters. It begins with an overview of Michael E. Porter’s concept of clusters and the impact competitive clusters can have on productivity, innovation, and employment. The author also briefly examines the ways clusters might be supported by local government. Next, the trends of outsourcing and offshoring, which influence the growth of business and technology services sector worldwide, are described. The third section focuses on a business services cluster in Kraków, Poland, which is now a key outsourcing destination in Europe. The final section draws on interviews with employees of 15 cluster-based companies conducted between August and December 2016. The goal of this research was better understand Kraków’s strengths and weaknesses as an outsourcing location, gather insights on ways to improve the local business environment, and obtain information about predicted changes in companies’ activities and management over the next few years.

Opis:
This article focuses on clusters and the role they play in the innovation system in Poland. The first section examines theoretical background of the concept of clusters and cluster policy, which is emerging as an important element of governmental actions. Next, the author explores the role of clusters in innovativeness of the economy. From that perspective, cluster structures, understood as elements of innovation systems based on knowledge flows, create conditions that facilitate the development and transfer of technology, enabled by intense and constant co-operation between the creators and the beneficiaries of innovative solutions. Empirical part of the article examines the level of innovativeness of Polish clusters on the basis of data obtained from the surveys on innovation activity of industrial and service enterprises conducted by the Central Statistical Office.

Celem niniejszego artykułu jest próba zastosowania pojęcia „tożsamości” do analizy zjawisk i procesów związanych z powstawaniem i funkcjonowaniem klastrów oraz inicjatyw klastrowych. Struktury klastrowe stanowią formę grupy społecznej, dlatego winny podlegać tym samym tendencjom, pod których wpływem pozostają wszystkie inne grupy społeczne. Za jedną z takich najistotniejszych prawidłowości (bezpośrednio powiązanych z tożsamością) obserwowanych szczególnie wśród grup, których celem jest długie trwanie, uznać należy chęć wykształcenia mechanizmów – z jednej strony – wydzielających daną grupę i jej członków z otoczenia oraz – z drugiej – budujących wewnętrzną spójność i poczucie przywiązania uczestników danej struktury do siebie nawzajem i do struktury jako całości.
The main aim of this article is to apply the concept of “identity” to the analysis of phenomena and processes associated with the formation and functioning of clusters and cluster initiatives. Cluster structure is a kind of social group, and therefore should be subject to the same trends as other social groups. One of its most important characteristics (directly related to identity), observed particularly in groups whose aim is to survive for a long time, is their willingness to create mechanisms that distinguish the group and its members, and that build internal coherence and a sense of belonging of its members to the structure as a whole, and their attachment to each other.

The article refers to the issues of socio-economic clusters embedded in the health care market, with a particular focus on regional initiatives. It discusses the theoretical concepts in order to specify the particular types of activity of the health care cluster. Działalność ekologicznych klastrów wpisuje się w rozwój zrównoważony województwa śląskiego. Celem artykułu jest zidentyfikowanie i ocena tych o profilu ekologicznym, rozwijających się w województwie śląskim, mając na uwadze ich miejsce i rolę w rozwoju regionu.
In this article were shown selected cluster working in the area of environment protection in the silesian province. There was analyzed their importance in the development of the region. The main goals of the activity and advantages resulting from participation in the cluster initiative were shown as well. Activity of the ecological clusters is related with the balanced development of the silesian province.

Powstały z inicjatywy ITG KOMAG Klaster Maszyn Górniczych wpisuje się swoją strategią w ten nurt działania.
Clusters, which are the groups of collaborating companies and organizations, can play a significant role in the economic development of countries and regions on the global market. Individual companies are often not able to meet the competitive requirements of the market. Thus, companies, scientific centres and local authorities should collaborate to develop and implement an innovative product. Such approach can be seen in many EU and Polish strategies, creating the mechanisms for a development of cluster interconnections, especially at a new financing policy for the years 2014-2020. Strategy of the Cluster of Mining Machines established in the result of initiative of the KOMAG Institute of Mining Technology is a part of this type of activity.
