CEL NAUKOWY: Celem naukowym poniższej analizy jest zaprezentowanie liberalnych stanowisk i poglądów prezentowanych podczas procesu tworzenia konstytucji z 1997 r. PROBLEM I METODY BADAWCZE: Problem badawczy dotyczy przede wszystkim wskazania różnorodności stanowisk liberalnych względem poszczególnych kwestii ustrojowych. W analizach zastosowano metodę analizy systemowej oraz metodę porównawczą. PROCES WYWODU: Prawa człowieka były centralną wartością w działalności demokratycznej opozycji w latach 70. i 80. XX w. w Polsce. Dlatego też konieczność ich poszerzenia i urzeczywistnienia oraz konstytucjonalizacji nie była po 1989 r. kwestionowana. Katalog praw człowieka, które miały się znaleźć w konstytucji, nie wywoływał większych sporów. Problem pojawiał się dopiero w momencie szczegółowej analizy kwestii związanych z prawami jednostki. Najwięcej emocji budziły zagadnienia dotyczące konieczności wprowadzenia, czy też pominięcia, wolności indywidualnej, a także prawnej ochrony obywatela przed państwem. Tym samym pojawiało się również pytanie, czy konstytucja ma chronić jednostkę jedynie przed państwem, czy również przed innymi obywatelami. WYNIKI ANALIZY NAUKOWEJ: W konsekwencji przeprowadzonych analiz można stwierdzić, iż w liberalnym nurcie myśli politycznej w Polsce po 1989 r. oprócz ogólnej tendencji ustanowienia konstytucji o liberalnej strukturze występowały różnice dotyczące przede wszystkim stosunku do praw człowieka w sferze ekonomicznej. WNIOSKI, INNOWACJE, REKOMENDACJE: Różnorodność stanowisk dotyczących zapisów konstytucji przyczyniła się do „rozmycia” liberalnego myślenia na jej temat. W konsekwencji można zauważyć osłabienie liberalnego nurtu w myśli politycznej w Polsce po 1989 r.

The problem of both political and sociological backgrounds is often the quality and level of political civic competence. They point out their importance for the development and consolidation of democracy as well as the quality of public life. Research on this topic is accompanied by a lack of interest in politics, knowledge of its basic mechanisms, limited social trust, and marginal participation, which may be the turnout in individual elections. At the same time, there is a lack of reflection on the sources of such behaviors, assuming (usually a priori) that they are in the historical experience, mentality, tradition or political culture prevailing in a given society. However, the observation of public life makes it possible to argue that the quality and level of political civic competences largely depend on the practice of political parties with regard to citizens in terms of both conventional and unconventional participation. Of course, it is difficult not to notice the interplay of political parties and citizens, one can even risk the notion that the "quality of citizenship" depends on the rulers, and these reflect the "quality of citizenship."

W powszechnej świadomości elity polityczne mają znaczny wkład zarówno dla kształ-towania postaw obywatelskich, jak i konsolidacji demokracji. Stąd bardzo istotne jest źródło ich rekrutacji, autorytet jakim cieszą się (bądź nie) w społeczeństwie, a wreszcie wyznaczane kierunki jego rozwoju, zasad ustroju państwa i podejmowanych działań na rzecz partycypacji obywatelskiej i politycznej. Jakość elit, ich kondycja z jednej strony jest odzwierciedleniem stanu społeczeństwa, z drugiej jednak strony stanowi źródło wzor-ców postępowania dla obywateli. Można zaryzykować tezę, że elity polityczne stanowią drogowskaz zachowań politycznych, których źródło tkwi w wartościach obywatelskich określonych nie tylko w kulturze politycznej Polaków, ale także w Konstytucji Rzeczy-pospolitej Polskiej z 2 kwietnia 1997 r.
In the general consciousness, political elites make a significant contribution to both shaping civic attitudes and consolidating democracy. Hence it is very important source of their recruitment, the authority enjoyed by (or not) in society, and finally determined the directions of its development, the principles of the political system and the measures taken to civic and political participation. The quality of the elite, their condition, on the one hand, is a reflection of the state of society, but on the other hand, it is a source of best practices for citizens. One can risk the thesis that political elites are a signpost of politi-cal behavior, whose source lies in civic values defined not only in the political culture of Poles, but also in the Constitution of the Republic of Poland of April 2, 1997.

Knowledge and its management are considered, among others, in terms of a process and a system. In the first case it consists not only in gaining and processing knowledge but also in ensuring the development of the subject. On the other hand, the whole of the authorities and administrations responsible for the execution of public tasks, linked by information and remaining in the legally established competence relations, together with the auxiliary apparatus (administrative, staff, organizational) and the necessary infrastructure, constitute the knowledge management system. In both cases, we should talk about a special type of organizations functioning in the public sphere. For the authors, the point of reference for effective knowledge management are the feedback relations based on values and norms located in the organizational culture, affecting the development of its participants in both functional and processual sense, especially in today’s VUCA world. The organizational culture of public organizations determines the system and results of knowledge management. The question addressed in this article is an extension of this issue. It presents the relationship between organizational culture and knowledge management. The conclusions drawn include the following statements: there is no ideal model of organizational culture, adequate to the objectives of knowledge management; organizational culture affects the applied methods of knowledge management; values and norms must result from the knowledge strategy of public organizations; the model of organizational culture implemented in the public sphere must take into account the characteristics of national culture.

Opis:
Civil political competency, but especially public trust are the basis of development of the civil society. Level of civil political competency also influence the electoral behaviour. In a research made in the end of 2014 we asked about Polish people civil political competency and about chosen reasons when taking electoral decisions. The group who declares an absence in the election or not taking big care about their electoral decisions and also have lack of skills to determine on which place on the left-right line they are, give evidence of a very low level of civil political competencies. Less important for them are programs and future plans presented by the politicians and political parties and also how they realize them (or not). When taking an electoral decision on the local level, this group take a lesser degree of care then other voters about the local elections candidates (for mayors, council member etc.) memberships to the political parties.

The liberalism as doctrine was never deep-rooted in the political sphere in Poland. It wasn’t possible on account of historical conditioning, but also the tradition constituting the crucial element of the political culture. Hence in principle to the turn of years 80. and 90. Of the 20th century in Poland political groups identifying themselves with liberal values didn’t function. However it doesn’t mean that liberal ideas weren’t generally speaking current in the social awareness. It will be sufficient because to point to two discussed values, i.e. the freedom and the right to hold the individual property in order to dispel all concerning doubts (enough poorly consolidated institutionally) of liberalism to the society. Of course to mark he belongs, that it isn’t regarding the society as a whole, as well as isn’t regarding the liberalism in all spheres of the activity of individuals. Because in the economic sphere the freedom is acceptable to a larger extent, than in the cultural sphere.

Opis:
One of the basic elements that distinguish open democracy is civic participation, understood quite broadly, as it covers all civic activities, including non-election activities. Such a wide range of participatory rights was also included in the 1997 Constitution of the Republic of Poland. However, while in the case of open democracy, there were postulates referring to participation as an obligation of citizens towards the community, in the basic law it is limited to civil rights. The aim of the article is to present the characteristics of the phenomenon on both planes.
Jednym z podstawowych elementów wyróżniających demokrację otwartą jest partycypacja obywatelska rozumiana dość szeroko, bo obejmująca wszystkie aktywności obywatelskie, także poza wyborcze. Tak szeroki zakres praw partycypacyjnych został także zamieszczony w Konstytucji RP z 1997 r. O ile jednak w przypadku demokracji otwartej pojawiły się postulaty mówiące o partycypacji jako zobowiązaniu obywateli względem wspólnoty, o tyle w ustawie zasadniczej ogranicza się ją do praw obywatelskich. Celem artykułu jest przybliżenie charakterystyki zjawiska na obu płaszczyznach.

Building and maintaining a high level of citizens’ political competences is the most important challenge of modern democracies. Political competence is not only a testament to the quality of democracy, but also gives hope for the stability of the regime. The subject of the present article are the different dimensions of civic political competence – namely, the axiological, psychological and systemic dimension. This approach to the matter allows to present a comprehensive overview of the phenomenon, analyzed both from the perspective of citizens – their skills, abilities and knowledge which can all be utilized to build and shape socio-political democratic structures, as well as from the point of view of wider social and systemic structures in which an individual operates. The elements named above together form the internal structure of civic political competence, wherein all its dimensions interact dynamically, and change thanks to this very interaction.
