    Opis:
    The article attempts to constitutional and political assessment, whether the President of Poland is a factor of stability in the Polish system of government. After a brief overview of the evolution of the institution head of state were presented constitutional assumptions, which can make the head of state arbitrator in political disputes. Then he described the outline of constitutional practices since 1997. According to the main thesis of the article President of the Republic Polen in the little acts as a stabilizing factor, because of its dependence on political parties, which reported his candidacy in the election.
    Artykuł stanowi próbę konstytucyjnoprawnej i politologicznej analizy zagadnienia, czy i w jakim stopniu uznać można Prezydenta RP za czynnik stabilizujący polski system ustrojowy. Po krótkim zarysie ewolucji instytucji głowy państwa przedstawiono rozwiązania konstytucyjne, które mogą czynić z głowy państwa arbitra w sporach politycznych, przez co może on je „łagodzić”. Następnie przedstawiono zarys praktyki ustrojowej. W myśl głównej tezy artykułu Prezydent RP w niewielkim stopniu działa jako czynnik stabilizujący z uwagi na swoją daleko idącą zależność od partii politycznych, które zgłosiły jego kandydaturę w wyborach.

    Opis:
    Der Verlauf und die Ausdehnung der West- und Nordgrenze der Republik Polen wurden in mehreren Stufen festgelegt. Eine davon war die Militäroperation, die in der zweiten Januarhälfte und in den ersten zehn Tagen Februar 1920 stattfand. Sie war eine direkte Folge der entsprechenden Bestimmungen des Vertrags von Versailles vom 28. Juni 1919 zwischen den Siegermächten und dem während des Ersten Weltkriegs besiegten Deutschland. Das von Deutschland an die Republik Polen auf dieser Grundlage abgetretene Gebiet umfasste, obwohl es nur teilweise polnische Gebietsforderungen berücksichtigte, fast die gesamte Provinz Posen und Westpreußen - einschließlich Toruń. In dieser Studie, die auf der Grundlage von archivalischen Quellen und veröffentlichten Dokumenten, Memoiren und Tagebüchern sowie auf der Grundlage einschlägiger - umfangreicher - Literatur zu diesem Thema erstellt wurde, präsentiert der Autor die politischen und militärischen Vorbereitungen der polnischen Seite, die darauf abzielen, Pommerellen und Toruń aus deutschen Händen zu übernehmen. Darüber hinaus beschrieb er auch die Truppen der polnischen Streitkräfte, die Toruń besetzen sollten, sowie den Verlauf ihres Einrückens in die Stadt und die damit verbundenen Festlichkeiten, an denen am 18. bis zum 21. Januar 1920 ein bedeutender Teil der polnischen Einwohner des damaligen Toruńs teilnahm.
    The course and extent of the western and northern borders of the Republic of Poland were formed over several stages. One of them was the military operation that took place in the second half of January and the first ten days of February 1920. It was a direct consequence of the relevant provisions of the Treaty of Versailles of 28 June 1919 between the victorious powers and Germany defeated during the Great War. The area given to the Republic of Poland on this basis by Germany, although only partially considering Polish territorial demands, covered almost the entire Province of Poznań and the Province of West Prussia - including Toruń. In this study, prepared on the basis of archival sources, published documents, memoirs and diaries, as well as on the basis of relevant - extensive - literature on the subject, the author presented the political and military preparations of the Polish side aimed at taking over Pomerania and Toruń from the German hands. In addition, he also described the forces of the Polish Army designated to occupy Toruń and the course of their entry into the city along with the related ceremonies, which took place on 18-21 January 1920 with the participation of a significant portion of the Polish inhabitants of Toruń.  
    Przebieg i zasięg zachodniej oraz północnej granicy Rzeczypospolitej Polskiej ukształtowany został w kilku etapach. Jednym z nich była operacja wojskowa, która miała miejsce w drugiej połowie stycznia oraz pierwszej dekadzie lutego 1920 r. Była ona bezpośrednią konsekwencją odpowiednich postanowień traktatu zawartego w Wersalu 28 czerwca 1919 r. pomiędzy zwycięskimi mocarstwami a pokonanymi podczas I wojny światowej Niemcami. Oddany Rzeczypospolitej na tej podstawie przez Niemcy obszar, choć tylko częściowo uwzględniał polskie postulaty terytorialne, obejmował prawie całą Prowincję Poznańską oraz Prowincję Zachodnio-Pruską – w tym także Toruń. W studium tym przygotowanym w oparciu o źródła archiwalne oraz publikowane dokumenty, wspomnienia i pamiętniki, a także na podstawie odpowiedniej – obszernej – literatury przedmiotu, autor przedstawił polityczne i wojskowe przygotowania strony polskiej mające na celu przejęcie Pomorza i Torunia z rąk niemieckich. Poza tym opisał on również siły Wojska Polskiego przeznaczone do zajęcia Torunia oraz przebieg akcji ich wkraczania do miasta i związane z tym uroczystości, w których w dniach od 18 do 21 stycznia 1920 r. wzięła udział znacząca część polskich mieszkańców ówczesnego Torunia.
