The peculiarity of this research is determination and analysis of exhibition activities of regional enterprises and issues concerning the development and operation of exhibition activities for the economy of the country, borders and other geographical regions. To achieve the above, we explored the importance of exhibition activity for the socioeconomic regions development, identified the characteristics of this type of activity operation at the macro- and micro- levels, analyzed the main problems of exhibitions business development in regions, and also offered practical and promising ways of exhibition activities in international cooperation.

The article discusses international cooperation of the urban municipality of Węgrów and presents a case study of international cooperation of one of 314 municipalities of Mazowieckie Voivodeship. It describes the characteristics of international activity of a specific urban local community which has its foreign partners in Ukraine, Lithuania, Belarus and Italy. International cooperation of Węgrów has been discussed, indicating its similarities to international initiatives of other municipalities of Mazowieckie Voivodeship and the entire Poland. The summary contains a proposed definition of the role played by international cooperation of municipalities.
Artykuł jest poświęcony współpracy międzynarodowej gminy miejskiej Węgrów i studium przypadku opisującym współpracę międzynarodową jednej z 314 gmin województwa mazowieckiego. Zawiera on charakterystykę aktywności międzynarodowej konkretnej miejskiej wspólnoty lokalnej, która ma swoich partnerów zagranicznych na Ukrainie, Litwie, Białorusi i we Włoszech. Omówiono w nim przede wszystkim współpracę międzynarodową Węgrowa, ale także wskazano na podobieństwa tej współpracy do współpracy międzynarodowej innych mazowieckich i polskich gmin. W podsumowaniu artykułu umieszczono propozycję określenia roli, jaką pełni współpraca międzynarodowa gmin.

Cultural and social cooperation among nations lived in East and Central Europe has been sprung up over many centuries. In the 20th century, the nations of the part of Europe were subjected to an attempt to standardize their national cultures by means of introducing the socialist realistic culture. At present the message of cultural cooperation is social and cultural integration. Relations between Poland and Lithuania can be an example for development of cooperation among the other countries of Central and Eastern Europe on the state and regional levels, as well as example for educational institutions and economic associations, the connected relations may become germs of cooperation and good-neighbourly relationship as well as in the perspective of social development of the region among the Baltic Sea, the Black Sea and the Adriatic Sea.
Współpraca kulturalna i społeczna między narodami z Europy Środkowowschodniej kształtowała się przez wiele stuleci. W XX wieku narody tej części Europy zostały poddane próbie ujednolicenia kultur narodowych poprzez wprowadzenie kultury socrealistycznej. Przesłaniem współpracy kulturalnej jest integracja społeczno-kulturowa. Stosunki między Polską i Litwą wypracowane w cięgu ostatnich 15 lat mogą być przykładem rozwoju współpracy pomiędzy innymi krajami Europy na poziomie państwowym i regionalnym, jak również dla obudzenia inicjatywy obywatelskiej. Nawiązywane kontakty mogą stać się zalążkiem współpracy i stosunków dobrosąsiedzkich, a w perspektywie rozwoju społecznego regionu pomiędzy Bałtykiem, Adriatykiem i Morzem Czarnym.

This paper intends to answer the question of how Sino-Indian controversies, specifically relations between India and the US, and Sino-Russian cooperation influence the ties between Russia and India. The paper offers an analysis of the key fields of cooperation between Russia and India, which are mainly defined by a strong interdependence in a number of areas, such as military and technical cooperation and nuclear energy. Through the lens of the neorealist paradigm, the current relations between Russia and India are studied in the context of each country's relations with the US and the PRC. The balance of power in Asia is shifting towards China due to its dynamic foreign policy and economic expansion during the past decade. As a result, China's increasing activities in Asia reduce India's potential for development, while a worsening confrontation between the US and Russia forces Moscow to drift towards Beijing. The paper concludes that the actual cooperation between Russia and India is mutually beneficial and to a large extent supports New Delhi's ambitions to contain a shift in the balance of power in Asia. However, the escalating Sino-Indian controversies and a growing rapprochement between Russia and China could cause a deterioration in relations between Russia and India. This, in turn, could predetermine India's choice in favour of a close rapport with the US in the longer term.(original abstract)

Opis:
Northumberland Fire and Rescue Service (UK), the Forest Research Institute (Poland) and 11 other international partners have recently completed some substantial work on an innovative and highly successful 2 year project focused on wildfires and forest fires. The European Forest Fire Networks Project (EUFOFINET) was launched in October 2010 and came to a conclusion in December 2012. The principal aim of the project was to improve and enhance regional and local approaches to wildfire prevention and suppression through European cooperation, collaboration and exchange of good practice. This article provides a summary overview of some of the key activities delivered during the project and makes specific reference to a new common glossary of terminology which was produced. The article is punctuated with illustrative examples from the British and Polish partners of the project to provide some specific context to the project activities and deliverables.
Straż Pożarna i Służba Ratownicza hrabstwa Northumberland (Wielka Brytania), Instytut Badawczy Leśnictwa (Polska) oraz jedenastu pozostałych, międzynarodowych partnerów, ostatnio z wielkim sukcesem ukończyło pracę w dwuletnim, innowacyjnym projekcie dotyczącym pożarów lasu. Projekt pod nazwą „Europejskie sieci dotyczące pożarów lasu” (EUFOFINET) rozpoczął się w październiku 2010 r. i został zakończony w grudniu 2012 r. Głównym celem projektu było poprawienie i udoskonalenie rozwiązań regionalnych i lokalnych w zakresie zapobiegania i zwalczania pożarów lasu, poprzez współpracę, współdziałanie i wymianę dobrych praktyk na poziomie europejskim. W artykule dokonano krótkiego przeglądu prac wykonanych w ramach projektu, ze szczególnym uwzględnieniem nowego, wspólnego słownika terminów. Artykuł prezentuje szczegółowo przykłady działań brytyjskich i polskich partnerów projektu, które zostały zrealizowane w ramach projektu EUFOFINET.

Chociaż Wietnam uczestniczył w licznych operacjach kosmicznych, współpracując z wieloma narodami z całego świata, prawna regulacja sektora kosmicznego jest wciąż w powijakach. W artykule przedstawiono rozwój polityki i prawa kosmicznego, a także współpracy międzynarodowej w zakresie wykorzystania przestrzeni kosmicznej w Wietnamie od 1979 roku do chwili obecnej, z punktem zwrotnym w 2006 roku. Autorzy wskazali także kilka prognoz dotyczących przyszłej ścieżki wietnamskiego prawa kosmicznego w nowej erze, liczonej od 2020 roku.
Although Vietnam has participated in numerous outer space operations with many nations worldwide, its legal system in this sector is still in its infancy and consequently has several restrictions. More specifically, this article investigates the establishment and evolution of policies, laws, and international cooperation regarding the utilization of outer space in Vietnam from 1979 to the present, with the turning point in 2006. The authors then give some predictions concerning the future pathway of Vietnamese space law in the new age from 2020.

The Arctic has been affected by the climate change stimulated institutionalisation of cooperation among ‘Arctic nations’, and the Arctic Council has been influential toward a peaceful future. The purpose of the paper is to analyse the Council as a regional intergovernmental organisation facilitating nonviolent cooperation and collaborative solutions toward the Arctic, preserving its ecosystems and natural environment. The research questions are how the Council deals multidimensionally with the Arctic and what is conflict potential due to security developments. The thesis is that the Council is effectively performing its missions as a cooperation forum despite differing agendas among members and observes. One of the reasons is that the military aspect is not included in the agenda. The paper is based on qualitative research founded on academic papers and official documents, including member states and observer nations’ perspectives and positions toward the region and Council. The assumption is that the Council must distinguish between individual national and shared goals to preserve peaceful cooperation. The teamwork is essential but is increasingly complicating as of differing nations’ agendas. The paper is contributing to systematise the perception of the Council and the challenges it is facing. 
Zmiany klimatyczne w Arktyce wpłynęły na instytucjonalizację współpracy „państw arktycznych”. W tym kontekście utworzenie Rady Arktycznej było ważne dla pokojowej przyszłości regionu. Celem artykułu jest analiza Rady Arktycznej jako międzyrządowej organizacji regionalnej promującej pokojową współpracę i skoordynowaną eksplorację Arktyki, z zachowaniem jej ekosystemów i środowiska naturalnego. Pytania badawcze dotyczą tego, jak Rada radzi sobie z obecną wielowymiarową sytuacją w Arktyce oraz czy istnieje potencjał sytuacji konfliktowej w związku z ewolucją sfery bezpieczeństwa. Teza artykułu przyjmuje, że obecnie Rada Arktyczna skutecznie wypełnia swoją misję jako forum współpracy, pomimo różnych celów państw członkowskich i obserwatorów. Jednym z problemów jest nieujęcie w programie aspektu militarnego. W artykule wykorzystano badania jakościowe oparte na analizie oficjalnych dokumentów i opracowań akademickich, w tym stanowiska państw członkowskich i obserwatorów wobec regionu i Rady. Oceniono, że Rada Arktyczna musi dokonać rozróżnienia między indywidualnymi oraz wspólnymi celami państw, tak by kontynuować pokojową współpracę. Współpraca jest kluczowa, jednak staje się coraz bardziej złożona ze względu na różne cele zaangażowanych państw. Artykuł powinien przyczynić się do usystematyzowania i lepszego zrozumienia działań Rady Arktycznej oraz wyzwań, którym musi sprostać.

Artykuł omawia dostosowanie polskich sił zbrojnych do standardów NATO. Proces ten zbiegł się ze zmianami w światowym środowisku bezpieczeństwa oraz ze zmianami w strategii Sojuszu Północnoatlantyckiego. Wojsko Polskie stanęło wobec tego przed koniecznością transformacji, zmniejszenia liczebności armii i modernizacją wyposażenia. W artykule przybliżono rozważania dotyczące postrzegania członkostwa Polski w NATO a stanem siły militarnej wynikającej z polsko-amerykańskiej współpracy wojskowej.

This special issue of the International Journal of Occupational Safety and Ergonomics (JOSE) reports the results from an extensive multinational and multidisciplinary collaborative investigation of the impacts on visual display terminal (VDT) work of musculoskeletal, visual, ergonomic, and psychosocial factors. For brevity, this effort has been referred to as the MEPS project musculoskeletal-eyestrain-psychosocial-stress). This paper lays out the basic methodological structure of the study. The study was conducted in 4 countries utilizing VDT data entry workers as the primary subject population. A battery of objective and subject assessment measures, including muscle load, visual function, physical and visual strain, postural, ergonomic and psychosocial factors, were assessed at 3 different points in time. A pre-test was given prior to an ergonomic intervention. Two posttests were given 1 month and 1 year after the ergonomic intervention.

The MEPS (musculoskeletal—eyestrain—psychosocial—stress) study involved an extensive degree of multidisciplinary and multicultural cooperation. The objective was to examine the effects of multiple ergonomic interventions on visual, musculoskeletal, postural, and psychosocial outcomes amongst operators of visual display terminals (VDTs). The inherent complexity of a comprehensive ergonomic investigation requires participation of researchers from a variety of disciplines, as well as comparisons among populations with different geographical and cultural backgrounds. The design and execution of the resulting research protocol presents a number of challenges. This paper discusses the advantages and pitfalls associated with multidisciplinary multinational cooperation. Advantages include the necessity for development of a common language and perspective providing a basis for future collaboration. Pitfalls include logistic and coordination difficulties associated with conducting standardized procedures in different locations, as well as the inherent potential for professional conflict. It is argued that such pitfalls ought to be understood and integrated into the project planning process.

The Norwegian MEPS (musculoskeletal-eyestrain-psychosocial-stress) study included 3 groups: data entry, data dialogue (female) and data dialogue (male). Before intervention, the data entry group reported significantly more symptoms and signs of musculoskeletal illness and had longer periods in front of the video display terminal (VDT) without a break. The ergonomic intervention consisted mainly of ergonomic information and training. After intervention, the data dialogue female group reported a significant reduction in shoulder pain in parallel with a reduction in trapezius load. Increasing the understanding in how to adjust the work stand and chair may have been contributing factors to reducing the pain level. There was a significant reduction in eye problems in all groups; the greatest reduction in eye symptoms was seen in the groups who had new optometric corrections.
