Opis:: An approach to reliability analysis of two-state systems is introduced and basic reliability characteristics for such systems are defined. Further, a two-state consecutive “ k out of n: F” system composed of two-state components is defined and the recurrent formulae for its reliability function are proposed. The algorithm for numerical approach to reliability evaluation is given. Moreover, the application of the proposed reliability characteristics and formulae to reliability evaluation of the system of pump stations composed of two-state components is illustrated.

Opis:: The paper deals with the application of neural networks for state variables estimation of the electrical drive system with an elastic joint. The torsional vibration suppression of such drive system is achieved by the application of a special control structure with a state-space controller and additional feedbacks from mechanical state variables. Signals of the torsional torque and the load-machine speed, estimated by neural networks are used in the control structure. In the learning procedure of the neural networks a modified objective function with the regularization technique is introduced. For choosing the regularization parameters, the Bayesian interpretation of neural networks is used. It gives a possibility to calculate automatically these parameters in the learning process. In this work results obtained with the classical Levenberg-Marquardt algorithm and the expanded one by a regularization function are compared. High accuracy of the reconstructed signals is obtained without the necessity of the electrical drive system parameters identification. Simulation results show good precision of both presented neural estimators for a wide range of changes of the load speed and torque. Simulation results are verified by the laboratory experiments.

Opis:: The flypaper effect is undoubtedly among the most interesting concepts in subnational government spending behavior. This study is the first attempt to provide empirical evidence on the existence of the flypaper effect in the two largest economies in Sub-Saharan Africa: Nigeria and South Africa. Using the two-step system generalized method of moment’s estimator, our results show that the flypaper effect exists for both state and provincial governments in Nigeria and South Africa. Provincial governments in South Africa are found to be more responsive to positive changes in unconditional federal transfers than state governments in Nigeria. We therefore recommend sensitization on the receipt and disbursement of unconditional federal transfers. This will help reduce the illusion or information asymmetry about the use of unconditional federal transfers.

Opis:: This article proposes a method of study the M/E_s/2/m and M/E_s/2/∞ queueing systems with a hysteretic strategy of random dropping of customers. Recurrence relations are obtained to compute the stationary distribution of the number of customers and steadystate characteristics. The constructed algorithms were tested on examples with the use of simulation models constructed with the help of GPSS World.
