Opis:
The article presents the role of innovation in city logistics, and above all the impact of modern logistics investments on the quality of life of residents. On the example of the proceedings of the local government of the city of Rzeszów, a brief description was made of activities related to innovations in urban logistics of various types: technological, organizational, structural, process and image-related. On the basis of a survey among the inhabitants of Rzeszów and the Rzeszów agglomeration, the impact of innovations in urban logistics was examined, among others on changing the behavior of society, lifestyle, preferences in movement, quality of life, as well as the identification of residents with the city. As a result of the research, it was found that the inhabitants perceive very well all already implemented and being implemented innovations in urban logistics. It was also recognized that modern investments contribute to improving the quality of life, lifestyle, air quality, health and safety. In particular, it can be said that the innovations made it possible, among others, to shortening travel time by public transport, smoothing traffic in congested areas, infrastructure integration of ecological forms of transport operating in the urban and suburban areas, connecting public transport with individual bicycle, pedestrian and car communication, improving the mobility of people with disabilities or people with reduced mobility, energy efficiency of urban transport by investing in transport with alternative propulsion systems, reducing the negative impact on the environment, including reducing noise and vibrations as well as greenhouse gas emissions, mainly CO2.
W artykule przedstawiono rolę innowacji w logistyce miejskiej, a przede wszystkim wpływ nowoczesnych inwestycji w obszarze logistyki na jakość życia mieszkańców. Na przykładzie postępowań samorządu miasta Rzeszowa, dokonano zwięzłej charakterystyki działań związanych z innowacjami w logistyce miejskiej o różnym charakterze: technologicznym, organizacyjnym, strukturalnym, procesowym oraz wizerunkowym. Na podstawie badań ankietowych wśród mieszkańców Rzeszowa i aglomeracji rzeszowskiej, zbadano m.in. wpływ innowacji w logistyce miejskiej na zmianę zachowań społeczeństwa, styl życia, preferencje w przemieszczaniu się, jakość życia, a także utożsamianie się mieszkańców z miastem. W wyniku badań stwierdzono, że mieszkańcy bardzo dobrze postrzegają wszystkie wdrożone i wdrażane innowacje w logistyce miejskiej. Uznano również, że nowoczesne inwestycje przyczyniają się do poprawy jakości życia, stylu życia, jakości powietrza, zdrowia i bezpieczeństwa. W szczególności można stwierdzić, że innowacje umożliwiły m.in. skrócenie czasu podróży komunikacją miejską, upłynnienie ruchu na obszarach objętych kongestią, integrację infrastrukturalną funkcjonujących na obszarze miejskim i podmiejskim ekologicznych form transportu, powiązanie transportu publicznego z indywidualną komunikacją rowerową i pieszą oraz samochodową, poprawę mobilności osób z niepełnosprawnością lub osób z ograniczoną zdolnością ruchową, poprawę efektywności energetycznej transportu miejskiego przez inwestycje w transport o alternatywnych systemach napędowych, zmniejszenie negatywnego oddziaływania na środowisko, w tym redukcję hałasu i drgań oraz emisji gazów cieplarnianych, głównie CO2.

China’s Belt and Road Initiative (BRI), in which the countries of Central Asia play a key role, is becoming very attractive for the transit countries. China is investing heavily in the economic and infrastructure development of the region. Beijing pays attention not only to energy carriers but also plans to invest in transport and other industries. The BRI is a complex project that is still being finalized and many details are not yet clear. However, it seems that the Chinese government is doing its best to implement the aims of this initiative.Since the collapse of the USSR and the independence of the Central Asian republics, there has been a noticeable change in the geography of the distribution of productive forces worldwide. In addition, new economic centers have emerged. All this has caused increased competition between transit countries for new routes in the transport services market in the region.In this context, security issues for the implementation of Eurasian integration projects by China in the transport sector occupy one of the most important places on the agenda, since long-term operation and implementation are directly dependent on ensuring their security.This research analyzes internal threats, instability conditions and security risks in Central Asia at national, sub-regional and regional levels. The contradictions between different actors create a basis for the emergence of conflict situations, the potential consequences of which need to be taken into account by China when planning and implementing major integration projects in the region.

Opis:
Purpose/reason for writing the paper: Carrying out a cost-benefit analysis of large infrastructure projects in the area of transport causes considerable difficulties and problems in identifying the positive and negative factors of project implementation, and their translation into cash flows generated by the project. The aim of the paper is to present problem solving in the course of financial analysis and economic analysis of an infrastructure transport project. Methodology/approach to problem solving/scope of the study: The scope of the study and the approach to the problem include: • presentation of the role of cost-benefit analysis in the process of assessing the competitiveness of infrastructure transport projects in terms of making decisions about their co-financing from community funds; • characteristics of general assumptions of financial analysis and economic analysis of projects in the transport sector; • discussion of the methodologies of quantification and monetization of socio-economic factors and factors influencing the external environment in the process of assessing the economic effects of a transport project on the regional and national scale; • indication of the latest sources of methodological support for the preparation of cost-benefit analysis (CBA) of the project; • embedding the issues of financial and economic analysis in the context of the requirements for beneficiaries' application for grants from the funds. Arrangements: Different methodologies are used in transport projects to quantify and monetize the impact of individual factors on the external and socio-economic environment. The paper indicates the latest methodological studies, the scope of their application, examples of calculations and recommendations for beneficiaries on how to adjust the information they have to a specific project situation. Practical implications: Adaptation of the Beneficiary to the applicable and recommendation source materials, knowledge of methodologies for conducting analyses increases the probability of reliable preparation of documentation and obtaining a positive decision regarding financial support for the planned investment project. Social implications: Correct and consistent analysis of projects increases the effectiveness of obtaining their co-financing from EU funds. On the other hand, the implementation of modern infrastructure transport projects is a social good that increases the comfort of passengers, reduces the operating costs of carriers, reduces carbon dioxide emissions, noise and local environmental pollution, contributes to saving time and reducing road accidents. Originality/value of the study (for whom?): The paper is directed and will be useful for investors, as well as beneficiaries of community funds, in order to prepare project documentation for the implementation, execution and operation of infrastructure projects in the field of transport.

New changes and a new way of obtaining EU funding emerged in the intermodal transport sector in 2004-2006 and 2007-2013.The new economic situation requires changes of the ways of obtaining EU funding to subsidise projects involving the development of intermodal transport in Poland. Intermodal transport projects are one type of investment projects that increase safety and promote environmentally friendly solutions in transport. The article is an analysis of the available sources of EU funding for intermodal transport projects. The objectives and priorities of funding projects within two financial perspectives are presented. The article also looks at the principles of Poland’s policy on implementing such projects subsidised by the EU.

Purpose: The purpose of this paper is to analyse the effects of the Pomorska Kolej Metropolitalna infrastructure project from the perspective of transport exclusion of the Gdańsk-Gdynia-Sopot Metropolitan Area residents. The reason for undertaking the topic is the importance of this project for many different groups of stakeholders and the possibility of analysing some of the already visible effects of its implementation. Design/methodology/approach: The theoretical part describes the phenomenon of transport exclusion as well as the specifics and importance of infrastructure and infrastructure projects. The research part is based on a case study: an analysis and evaluation of selected effects of the presented project. The subject matter covers a regional transport investment - the Pomorska Kolej Metropolitalna. The study used statistical data analysis and the descriptive method. Findings: The analysis of selected parameters concerning various aspects of the infrastructure project’s effects showed that the Pomorska Kolej Metropolitalna improves the residents’ quality of life by reducing the phenomenon of transport exclusion. Increased transport accessibility affects both residents of the region’s capital city and other towns in the analysed area. Research limitations/implications: The main limitation of the study is that the project is still in the implementation phase. As a result, not all of its effects are discernible and quantifiable. Therefore, the study takes into account only selected elements describing the effects of the Pomorska Kolej Metropolitalna, mainly in the context of the problem of transport exclusion. Practical implications: The findings of the study may be used by the entities responsible for the implementation of public investments as an argument for choosing transport projects as a tool to improve the quality of life in the region. Originality/value: The value of the study is to indicate that the benefits of infrastructure investments are linked not only to measurable: financial and material results, but also to other aspects relating to the quality of life of the society and reducing the problem of transport exclusion. The paper raises the issue of benefits for the local community, providing arguments for decision makers responsible for spending public funds earmarked for regional development.

In this paper the authors refer to the method of commercial provision of road infrastructure called BOT (build-operate-transfer) under Public-private partnerships (PPPs) scheme. First we present the investment criteria for transportation PPP projects as well as application of price theory. Then we recognize that the different participants in PPP projects have distinct goals and requirements that must be met in order for them to be able to participate in an effective partnership. The main challenge for the toll road pricing is to determine the economically viable toll rate that takes into consideration the diverse and sometimes conflicting interests of different stakeholders involved in the project. The main objective is to review the theory of economic principles for optimal toll roads pricing and to review the existing approaches to transportation projects appraisal. Then the authors show how to formally derive the condition for toll rate that meets 2 criteria: 1) is socially optimal and 2) covers operator’s costs. For this purpose we use II type Tőrnquist function, a member of an Engel family of functions. This function models the relationship between income and consumption of inferior and normal goods. Tőrnquist function is a mathematical representation of the well-known Engel curves. These curves record the relationship between the quantity of goods purchased and total income. They are not necessarily straight lines. The demand for some “luxury” goods may increase proportionally more rapidly than income, whereas the demand for “necessities” may grow proportionally less rapidly than income. The precise shape will depend on the individual’s preferences for goods as reflected in the indifference curve map. We deem the highway trip to be a “second necessity good”. There is number of economists who apply the Tőrnquist function for microeconomic analysis. The extremely simple form of the Tőrnquist function allows to get the solution in a closed form.
