The purpose of the article is to characterise the road transport of abnormal loads and the process of obtaining an abnormal transportation clearance as well as to present a method of supporting transport organisation. The authors undertook to characterise road transport of abnormal loads in light of Polish conditions. The current legal environment in Poland, foreign and domestic literature were used in the research for analysis. The planning process for transport of abnormal load with the analysis of requirements specified was performed in a practical manner. in addition, the successive steps of this process were included on a structured algorithm, showing the steps taken in the research methodology. a detailed analysis showed the complexity of abnormal road transport and the challenges it faces. The experience conducted shows that the process of obtaining an abnormal transportation clearance is time-consuming and involves many institutions working together. an analysis of the requirements for abnormal transport shows the process areas that are bottlenecks. Focusing efforts on their proper organisation can ensure safe preparation of transport and effective management of the entire transportation process. The experience conducted to obtain an abnormal transportation clearance allows us to learn and understand this process, which can be a kind of signpost for those organising such transport without the necessary knowledge. The authors conducted an experiment, applying for a hypothetical abnormal transportation clearance to the General Directorate of national roads and motorways.
Celem artykułu jest scharakteryzowanie drogowego transportu ładunków nienormatywnych w świetle polskich warunków, a także procesu uzyskiwania zezwolenia na przejazd pojazdu nienormatywnego oraz przedstawienie metody wspomagającej organizację przewozu. W badaniach do analizy wykorzystano aktualny stan prawny w Polsce, literaturę zagraniczną oraz krajową. W sposób praktyczny zrealizowano proces planowania przemieszczenia ładunku nienormatywnego z dokonaniem analizy stawianych przed nim wymagań. Kolejne kroki tego procesu zawarto na uporządkowanym algorytmie przedstawiającym działania podjęte w ramach metodyki badań. Szczegółowa analiza pokazała złożoność drogowego transportu nienormatywnego oraz wyzwań, które przed nim stoją. Z przeprowadzonego doświadczenia wynika, że proces uzyskiwania zezwolenia na przejazd pojazdu nienormatywnego jest czasochłonny i angażuje wiele współpracujących ze sobą instytucji. analiza wymagań stawianych transportowi nienormatywnemu pokazuje obszary tego procesu, które są wąskimi gardłami. Skupienie wysiłku na ich właściwej organizacji może zapewnić bezpieczne przygotowanie przewozu i efektywne zarządzanie całym procesem transportowym. autorzy przeprowadzili doświadczenie, występując z wnioskiem o wydanie zezwolenia na hipotetyczny przejazd drogowy pojazdu nienormatywnego do Generalnej Dyrekcji Dróg Krajowych i autostrad. Przedstawiono metodę doboru środka transportowego i zweryfikowano jej działanie na rozpatrywanym przykładzie. Przeprowadzone w praktyce doświadczenie uzyskania zezwolenia na przejazd pojazdu nienormatywnego pozwala poznać i zrozumieć ten proces, co może być drogowskazem dla organizujących przewozy tego rodzaju bez niezbędnej wiedzy.

Scheduling buses in public transport systems consists in assigning trips to vehicle blocks. To minimize the cost of fuel and environmental impact of public transport, the number of vehicle blocks used should be as small as possible, but sufficient to cover all trips in a timetable. However, when solving real life transportation problems, it is difficult to decide whether the number of vehicle blocks obtained from an algorithm is minimal, unless the actual minimal number is already known, which is rare, or the theoretical lower bound on the number of vehicles has been determined. The lower bound on the number of vehicle blocks is even more important and useful since it can be used both as a parameter that controls the optimization process and as the minimum expected value of the respective optimization criterion. Therefore, methods for determining the lower bound in transportation optimization problems have been studied for decades. However, the existing methods for determining the lower bound on the number of vehicle blocks are very limited and do not take multiple depots or heterogeneous fleet of vehicles into account. In this research, we propose a new practical and effective method to assess the lower bound on the number of vehicle blocks in the Multi-Depot Vehicle Scheduling Problem (MDVSP) with a mixed fleet covering electric vehicles (MDVSP-EV). The considered MDVSP-EV reflects a problem of public transport planning encountered in medium-sized cities. The experimental results obtained for a real public transport system show the great potential of the proposed method in determining the fairly strong lower bound on the number of vehicle blocks. The method can generate an estimated distribution of the number of blocks during the day, which may be helpful, for example, in planning duties and crew scheduling. An important advantage of the proposed method is its low calculation time, which is very important when solving real life transportation problems.

Today, route planning requires freight forwarders to make a conscious effort to identify unloading points such that the transport process is both cost- and time-efficient. At the same time, operational parameters that help to determine the validity of the chosen route must also be considered. This article aims to present the key metrics and ways of attaining them to provide a reliable determination of a transport company’s performance. Based on a selected transport company, the authors collected data on the transport routes implemented in 2020. Interpretation and analysis of the extracted information of the concerned sections were carried out and followed by alternatives. We present in this article the results of research concerning the exploitation parameters of the vehicle set. The evaluation of a given route section was indicated using selected indicators adapted to the specificity of the enterprise. The results are aimed at locating the components that have a destructive impact on the entire process. The proposed solutions serve to introduce factors that will pave way for improving the services provided. An in-depth analysis of all sections and key parameters was performed. Because of the conducted studies, abnormal parameters were identified, efficient sections were distinguished and new routes were developed in the case of previous routes that were not highly efficient and which had a possible alternative corridor. The obtained results of the research can comprise, for logistics managers, vital elements in the transport process, to which attention should be given in the course of overseeing these processes.

The work deals with the issue of assigning vehicles to tasks in transport companies, taking into account the minimization of the risk of dangerous events on the route of vehicles performing the assigned transport tasks. The proposed risk management procedure based on a heuristic algorithm reduces the risk to a minimum. The ant algorithm reduces it in the event of exceeding the limit, which differs from the classic methods of risk management, which are dedicated only to risk assessment. A decision model has been developed for risk management. The decision model considers the limitations typical of the classic model of assigning vehicles to tasks, e.g. window limits and additionally contains limitations on the acceptable risk on the route of vehicles' travel. The criterion function minimizes the probability of an accident occurring along the entire assignment route. The probability of the occurrence of dangerous events on the routes of vehicles was determined based on known theoretical distributions. The random variable of the distributions was defined as the moment of the vehicle's appearance at a given route point. Theoretical probability distributions were determined based on empirical data using the STATISTICA 13 package. The decision model takes into account such constraints as the time of task completion and limiting the acceptable risk. The criterion function minimizes the probability of dangerous events occurring in the routes of vehicles. The ant algorithm has been validated on accurate input data. The proposed ant algorithm was 95% effective in assessing the risk of adverse events in assigning vehicles to tasks. The algorithm was run 100 times. The designated routes were compared with the actual hours of the accident at the bottom of the measurement points. The graphical interpretation of the results is shown in the PTV Visum software. Verification of the algorithm confirmed its effectiveness. The work presents the process of building the algorithm along with its calibration.

The article refers to the previous work of the authors, in which the model of traffic organization of cooperating trains including the optimization of the use of energy returned to the catenary was presented. In the presented article, the model was modified by changing the main control variable, which affects the efficient use of energy. Departure time was changed for the arrival time of the train to the stop or station. The optimization is done by controlling the arrival time to the station in the acceptable (scheduled) range while maintaining the scheduled departure time. This model assumed optimization using the interval halving method (bisection) to achieve the optimal solution. The modified optimization method has been implemented in the original model of railway traffic organization. It considers the optimal use of energy recovered during electrodynamic braking using the energy transmission strategy to the catenary, assuming the cooperation of a train pair and volume of all recovered energy and stop time at the station.

Urban transport plays a massive role in the proper functioning of cities [1, 2]. Prioritisation of public transport [3] is an attempt to fight growing traffic congestion, which has a noticeable impact on people’s comfort of living, especially in large cities [4-6]. Shaping the road environment to improve the quality of functioning of public transport means that the management of urban infrastructure cannot cause difficulties. The continuous execution of construction works in Wroclaw has forced the ordering party to introduce temporary, and often complicated, traffic organisation solutions. The primary goal is to ensure the most efficiency for public transport users while maintaining the smoothness of private transport. This article presents solutions to temporary tram traffic organisation used in Wroclaw. The frequency and effects of the applied solutions were analysed using examples of completed and planned tram investments in Wroclaw. The reasons for the applied solutions and possible directions for further analyses were considered.

The cross-border transport of soldiers and military equipment is particularly difficult and characterized by a distinct difference with civil transport. For its implementation, political will is needed, in line with the tolerance of representatives of foreign armed forces on the territory of the state, as well as adequate transport capacity and infrastructure capable of ensuring transport efficiency. These circumstances are particularly important in the case of alliance cooperation within NATO in the Euro-Atlantic subregion. Legislation within the organization is designed to ensure coordination of military transport activities. However, the procedures currently in place are criticized as being too rigid and failing to provide a quick transfer of forces and resources in the event of a sudden threat to one of NATO’s allies. For this reason, there have been calls to create an allied “Schengen military zone”, in which the Schengen Agreement would be abolished, internal controls and administrative hindrances between NATO countries would be lifted, and the free transport of soldiers and military equipment would take place. The aim of this article is to examine the feasibility of implementing this proposal and to identify the basic difficulties involved in carrying out military transport within the NATO context. A question arises about the possibility of creating a “Schengen military zone” for NATO. The aim of the article is, firstly, to present NATO legal sources governing the issue of military transport. In the next part of the analysis, allied military transport procedures will be analysed, accompanied by a critical identification of potential shortcomings. The article concludes by providing answers to the research question.

The maritime industry plays a crucial role in the global economy, with roughly 90% of world trade being conducted through the use of merchant ships and more than a million seafarers. Despite recent efforts to improve reliability and ship structure, the heavy dependence on human performance has led to a high number of casualties in the industry. Decision errors are the primary cause of maritime accidents, with factors such as lack of situational awareness and attention deficit contributing to these errors. To address this issue, the study proposes an Ant Colony Optimization (ACO) based algorithm to design and validate a verified set of instructions for performing each daily operational task in a standardised manner. This AI-based approach can optimise the path for complex tasks, provide clear and sequential instructions, improve efficiency, and reduce the likelihood of human error by minimising personal preference and false assumptions. The proposed solution can be transformed into a globally accessible, standardised instructions manual, which can significantly contribute to minimising human error during daily operational tasks on ships.

W artykule omówiono problematykę transportu lotniczego towarów niebezpiecznych i specjalnych, takich jak żywe zwierzęta, towary nietrwałe (np. żywność), ludzkie zwłoki, szczątki, organy do transplantacji czy krew. Autorka przedstawia ramy prawne, według których trzeba postępować mając styczność z takim ładunkiem, m.in. zapisy Organizacji Międzynarodowego Lotnictwa Cywilnego. Przeanalizowano wytyczne i procedury dotyczące bezpiecznego transportu takich dóbr, i dokumenty dotyczących ich klasyfikacji. Autorka stwierdza, że większość błędów pojawiających się w trakcie transportu niebezpiecznych i specjalnych towarów wynika z niewiedzy personelu lotniczego i tzw. „błędów ludzkich”, co można poprawić poprzez większą liczbę odpowiednich szkoleń.

The article seeks to characterise the activity of GUUAM, an organisation of post‑Soviet states set up in 1997 comprising Georgia, Ukraine, Uzbekistan (officially withdrew in 2005), Azerbaijan and Moldova, to cooperate on issues of shared importance. After presenting a historical overview of the organisation’s beginnings, the author analyses their joint security issues, their dependence on Russian energy sources, and finding ways of diversifying and transmitting key resources. In her reflections on the future of the organisation, she concludes that GUUAM’s main policies will remain strictly tied to energy security issues.

The article contains a description of the method supporting the organization of broken cargo transportation. The program, which uses the presented method allows the planning of transport including rail and inland waterways. Description of the computer program shows how to calculate the direct costs for transport modes and external costs of inland transport and probability to achieve throughput of individual sections of the waterway. An essential part of the description is providing a method for calculating the probability of the desired depth of the waterway, the continuous number of days needed to complete the task. The reported results were referred to data from the past. The program is intended for use by shipowners and shippers operating the inland waterways.
Referat stanowi opis metody wspomagania organizacji transportu łamanego. Program, który wykorzystuje przedstawianą metodę pozwala na planowanie transportu wodno-kolejowego. Opis programu komputerowego wskazuje sposoby obliczania bezpośrednich. jak i zewnętrznych kosztów transportu oraz sposób obliczania prawdopodobieństwa wystąpienia określonej głębokości drogi wodnej na jej poszczególnych odcinkach. Najważniejszą częścią referatu jest przedstawienie metody obliczania prawdopodobieństwa wystąpienia pożądanej głębokości drogi wodnej, przez ilość dni umożliwiająca wykonanie określonego zadania przewozowego bez konieczności przerywania procesu. Uzyskane wyniki zostały odniesione do głębokości drogi wodnej zarejestrowanej w przeszłości. Program może służyć armatorom, spedytorom i innym osobom planującym przewozy na polskich drogach wodnych.

Opis:
Purpose: The article deals with the development of the e-commerce market as a challenge for international maritime transport and shipping. The aim of the study is to analyze the current, post-andemic factors in the development of the e-commerce market and its impact on the functioning of the maritime transport and shipping market, with an indication of the synthetic implications for changes that should be introduced to improve the functioning of maritime transport, goods responding to the demand expressed on the global e-commerce market. Design/methodology/approach: The article uses the method of analyzing the literature and the method of analyzing data from public statistics on the development and functioning of the e-commerce market as well as shipping and sea transport in 2012-2020. Findings: The main factors of development and problems resulting from the development of the e-commerce market before and after the Covid 19 pandemic were identified as challenges for the transport and shipping of goods by sea. Practical implications: Organization of the supply chain in the area of targeting the development of transport services and international freight forwarding based on maritime transport and shipping. Originality/value: The value and originality of the articles results from a thorough review of the current literature on the subject and statistical data on the functioning of enterprises from the e-commerce market as well as transport and sea freight. The recipients of the results of this work may be managers and persons shaping the rules of functioning on the maritime transport and shipping market.

Opis:
The scope of this work focuses on the aspects of quality and safety assurance of the iron cast manufacturing processes. Special attention was given to the processes of quality control and after-machining of iron casts manufactured on automatic foundry lines. Due to low level of automation and huge work intensity at this stage of the process, a model area was established which underwent reorganization in accordance with the assumptions of the World Class Manufacturing (WCM). An analysis of work intensity was carried out and the costs were divided in order to identify operations with no value added, particularly at individual manufacturing departments. Also an analysis of ergonomics at work stations was carried out to eliminate activities that are uncomfortable and dangerous to the workers' health. Several solutions were proposed in terms of rationalization of work organization at iron cast after-machining work stations. The proposed solutions were assessed with the use of multi-criteria assessment tools and then the best variant was selected based on the assumed optimization criteria. The summary of the obtained results reflects benefits from implementation of the proposed solutions.
