Social exclusion is a multidimensional phenomenon extending beyond poverty, unemployment, access to various goods and services, but also covering the scope of breakdown of social ties and a sense of isolation as well as dependence on others. This phenomenon affects various social groups, but seniors experience the effects of social exclusion in a special way. This article aims to show how the transport-related social exclusion of seniors influences their psychosocial functioning. The problem of transport-related exclusion in Poland currently affects 13.8 million people living in municipalities where there is no organized public transport. The article tries to answer the question about the extent to which the surveyed seniors experience transportation disadvantage and how the limited access to public transport affects their psychosocial functioning. The obtained results quite clearly indicate that the elderly experience many effects of transport-related exclusion, which has an impact on the quality of their life. The communication exclusion limits their access to health care, which results in decreasing their health. Seniors experience exclusion due to difficult access to public transport, goods and services that affect their life quality. Research shows that seniors feel dependent on others. Restricting contacts with family and friends causes them to feel lonely.

In many areas of Poland, areas of transport exclusion related to the lack of public transport service or insufficient offer are identified. After 1989, when Poland underwent political transformation and consequent economic transformation, funding for bus and rail transport collapsed. While rail transport experienced a significant regression in connections, regional bus transport can be said to have been completely eliminated. On the map of the whole of Poland, Kartuzy poviat is an exception, where the role of the carrier has been taken over by a private company which offers transport services at a level corresponding to demand, thus positively influencing the transport habits of the inhabitants. The article examines the change in the offer in bus and rail transport in Kartuzy poviat in the years 1990-2023 and shows that the private bus carrier performs tasks that should de facto rest with the state authorities.

Purpose: The purpose of this paper is to analyse the effects of the Pomorska Kolej Metropolitalna infrastructure project from the perspective of transport exclusion of the Gdańsk-Gdynia-Sopot Metropolitan Area residents. The reason for undertaking the topic is the importance of this project for many different groups of stakeholders and the possibility of analysing some of the already visible effects of its implementation. Design/methodology/approach: The theoretical part describes the phenomenon of transport exclusion as well as the specifics and importance of infrastructure and infrastructure projects. The research part is based on a case study: an analysis and evaluation of selected effects of the presented project. The subject matter covers a regional transport investment - the Pomorska Kolej Metropolitalna. The study used statistical data analysis and the descriptive method. Findings: The analysis of selected parameters concerning various aspects of the infrastructure project’s effects showed that the Pomorska Kolej Metropolitalna improves the residents’ quality of life by reducing the phenomenon of transport exclusion. Increased transport accessibility affects both residents of the region’s capital city and other towns in the analysed area. Research limitations/implications: The main limitation of the study is that the project is still in the implementation phase. As a result, not all of its effects are discernible and quantifiable. Therefore, the study takes into account only selected elements describing the effects of the Pomorska Kolej Metropolitalna, mainly in the context of the problem of transport exclusion. Practical implications: The findings of the study may be used by the entities responsible for the implementation of public investments as an argument for choosing transport projects as a tool to improve the quality of life in the region. Originality/value: The value of the study is to indicate that the benefits of infrastructure investments are linked not only to measurable: financial and material results, but also to other aspects relating to the quality of life of the society and reducing the problem of transport exclusion. The paper raises the issue of benefits for the local community, providing arguments for decision makers responsible for spending public funds earmarked for regional development.

Currently, in urban areas, there are a lot of services related to the new mobility concept. The development of such services brings many benefits, from supplementing the transport of fer of a given city to environmental and economic aspects. However, it is worth remembering that these services are dedicated to the society and it is the target group of recipients of all the adwantages of shared mobility. Due to this, the authors proposed the possibility of considering shared mobility services as a solution supporting the overcoming of barriers in access to transport services and a preventive measure of social exclusion. The work includes aspects of improving transport accessibility, possibilities of adjusting services to the needs of the society, safety of services and reduction of the phenomenon of social exclusion. The work is support for the popularization of shared mobility services and public education.

Mid-March 2020 surprised societies of many countries with restrictions resulting from a need to curb the spread of a pandemic caused by a new type of coronavirus. Poland joined this group very quickly. The growing isolation of society also had an impact on non-urban public transport, especially one that was operated at the carriers’ own risk. The author of the article had a database, current as of spring 2019, with the number of bus connections in the area of six counties covering the ranges of the Low Beskids and the Bieszczady Mountains. This was an ideal starting point for trying to answer the question what the situation is like almost exactly a year later. Based on a study conducted in early April 2020, a catastrophic picture of public transport in the area has emerged. In the case of Bieszczady and Lesko Counties, there was a total lack of local bus connections. In Sanok, Krosno, Jasło and Gorlice Counties, the network of connections serving mainly the capitals of these units of administrative division has been severely limited. One of the main reasons for the observed process is suspension of school activities. This is also accompanied by a reduction in adult mobility resulting from a fear of a serious disease and a greater tendency to use other means of transport, as well as resignation from commuting by people working in jobs where remote work is possible or in companies that suspended their activity. Maintaining this situation poses a threat of huge economic problems for carriers. If it continues for many months, it may result in difficulties in traveling to schools that may appear after the holidays.

Using the notion of isolated urban islands, this paper discusses, from a theoretical point of view, three important but controversial issues related to the measurement of social exclusion in the big cities: (i) the extent to which social exclusion is likely to occur, (ii) accessibility indicators that are sensitive and relevant for the evaluation of social exclusion, and (iii) the geographical scale for evaluation. From an urban island point of view, two important issues have been raised: the distribution of jobs, basic facilities, and services within an urban island and the travels of people between urban islands. Therefore, social exclusion can be determined either by the affordability/acceptability of travel time/cost to access the minimum requirement of facilities/services or the number of facilities/services in reach of the individuals within acceptable/affordable travel time and cost. A person will be at risk of social exclusion if they belong to a minority group as opposed to the majority in the same society. Some levels of social exclusion risk have been proposed. The evaluation should be implemented at the meso-level (urban island). From the view of the urban islands, the issues of transportrelated social exclusion are clearly understood, and measurements of social exclusion should be solved. We feel that a detailed survey/interview is needed for areas at high risk of social exclusion, followed by an evaluation at the micro-level to identify excluded people and the causes for their exclusion. It is expected that this paper will attract researchers to pay more attention to this issue.

The goal of the paper is to present the concept of equity as a new approach in transport and land-use planning. This concept is consistent with the objectives of sustainable development and it is becoming more common in European and world literature. Understanding the idea of equity in the context of the transport system development is very important in creating sustainable cities and regions without discriminating any social groups and creating a cohesive society not exposed to social exclusion due to lack of access to primary and secondary activities. The paper presents some results of the preliminary analysis on transport equity in Cracow. The basic equity level which has been considered here concerns senior citizens, older people living in Cracow area, in terms of their accessibility to transport infrastructure. Taking into account living conditions of elderly pedestrians, contour measures were used, in order to determine accessibility as equity indicator.
Artykuł stanowi przedstawienie koncepcji równości, jako nowego podejścia do planowania transportu. Podejście to jest zbieżne z celami zrównoważonego rozwoju oraz jest coraz częściej spotykane w europejskiej i światowej literaturze. Zrozumienie idei równości w kontekście rozwoju transportu jest bardzo istotne w tworzeniu zrównoważonych miast i regionów, które rozwijają się nie dyskryminując żadnych grup społecznych i tworząc spójne społeczeństwo nienarażone na wykluczenie społeczne z powodu braku dostępu do podstawowych i drugorzędnych aktywności. W pracy zaprezentowano również wyniki wstępnych analiz równości transportowej na przykładzie obszaru Krakowa. W analizach wzięto pod uwagę sytuację osób starszych, mieszkających w Krakowie, pod kątem ich dostępności do infrastruktury transportowej. Do określenia dostępności wykorzystano miary konturowe, uwzględniające uwarunkowania w poruszaniu się osób starszych.
