The genesis of deterrence has been studied in the paper. The characteristic features of deterrence strategy have been presented. The evolution process of deterrence concept has been delineated, five waves of deterrence have been brought to the spotlight. The factors affecting the implementation of a deterrence strategy have been underscored. The South Caucasus has been chosen as a focal point and its comparison with other regions has been conducted. The vulnerabilities of the countries in the region have been presented. The recommendations have been made for developing a robust deterrence strategy against external actors. Azerbaijan’s strategy of deterrence for the last couple of years was thoroughly studied regarding its deterrence strategy. The authors endeavored to touch upon various aspects and elements of Azerbaijan’s deterrence strategy in comparison with other countries in the region.

The main aim of this article is to present and discuss the role of European cities in realization of the Strategy Europe 2020, as well as to briefly assess opportunities and conditions for SUD resulting from the targets adopted in the Strategy. First, the concept of SUD, the key steps of evolution of the European sustainable urban policy as well as the importance of urban areas for the EU are presented. Then, the role of cities in the context of priorities of the Strategy Europa 2020 is elaborated and dilemmas regarding SUD and the implementation of the Strategy Europe 2020 are discussed.

The article is the attempt to describe the process of merging the two administrative bodies of city and communes governments units. In the first part I established the base for public process which was created for integration of self-government bodies. I characterized also relations of city and commune authorities before the appearance of the project to merge. While searching for the answers for the question put in the title of the article, I referred to the public debate (texts placed in the local media). The analysis showed the large lack of the trust of commune authorities in comparison with municipal authorities, which did not result from the levering of essential recordings of the prepared social contract but from lack of belief in their constancy and realization. Such manner was called the strategy of the distrust.
Artykuł jest próbą analizy procesu łączenia samorządów miasta i gminy Zielona Góra. Odnosi się do jednego z wątków, a mianowicie strategii działania władz gminnych, które były przeciwne połączeniu. W pierwszej części nawiązałem do procesów społecznych, które stworzyły podstawę do integracji samorządów, scharakteryzowałem także relacje władz miasta i gminy przed pojawieniem się projektu połączenia. Poszukując odpowiedzi na postawione w tytule pytanie, odwołałem się do dyskursu publicznego (tekstów zamieszczonych w mediach lokalnych). Analiza uwidoczniła duży deficyt zaufania władz gminnych w stosunku do władz miejskich, który nie wynikał z podważania merytorycznych zapisów przygotowanego kontraktu społecznego lecz z braku wiary w ich trwałość i realizację. Taki sposób postępowania nazwany został strategią braku zaufania

This aricle is dedicated to the orgin, evolution and development prospects of the global civilisation. The object of a thorough analysis is history-forming crises as a result of which qualitative changes occured in interciviisational relations. A transdisciplinary research strategy combining the ecological, economic, political and cultural (anthropological) perspective was applied to analysis. The principal problem in researching the macrohistorical process of the global civilisation evolution is combining knowledge from several disciplines: natural sciences (climatology, ecology, evollutionary biology, phisical anthropology), econimics, political sciences and cultural anthropology. This is because the global civilisation needs to be analysed from four angles: ecology, economy, politics and culture. It is only after they are coherently combined, owing to the adopted theroretical perspective (inspired by F. Braudel concept), that the analysis becomes transdisciplinary.

The paper attempts to elaborate on the issue of the competitiveness of regions in the framework of the implementation of the Lisbon Strategy. It deals with theoretical aspects of the region's competitiveness, goals of the UE regional policy, as well as with the Lisbon Strategy and the actions planned in the UE budget for the 2007-2013 period. It depicts the most important goals of the cohesion policy in the period of 2007-2013, namely: faster economic growth and higher employment in all the EU regions. The paper also presents the fundamental assumptions of the National Development Strategy 2007-2015, which constitutes an attempt, on the part of Poland, at intensification, of activities envisaged in the Lisbon Strategy. In addition authors evaluate the impact of EU structural funds intervention on the sphere of research and development as well as of the information society.
Celem tego opracowania jest przybliżenie problematyki konkurencyjności regionów w kontekście realizacji Strategii Lizbońskiej, w którym to zaprezentowane zostaną teoretyczne aspekty zjawiska konkurencyjności regionów, cele polityki regionalnej Unii Europejskiej, a także sama Strategia Lizbońska i planowane działania w ramach budżetu UE na lata 2007-2013. Zobrazowano najważniejsze cele polityki spójności na lata 2007-2013, którymi są: większy wzrost gospodarczy i zatrudnienie we wszystkich regionach Unii Europejskiej. Opracowanie prezentuje ponadto podstawowe założenia Strategii Rozwoju Kraju 2007-2015, dokumentu będącego polską odpowiedzią na potrzebę zintensyfikowania działań zawartych w SL, jak również wyniki, przeprowadzonego przez autorów, badania dotyczącego wpływu funduszy strukturalnych na realizację Strategii Lizbońskiej oraz na rozwój sfery B+R i społeczeństwa informacyjnego w Polsce. Wyniki te ukazują, szczególnie w przypadku projektów "unijnych" w zakresie B+R oraz społeczeństwa informacyjnego niepokojąco - z punktu widzenia możliwości budowania GOW w Polsce - niewielki udział tych inwestycji w całości wartości projektów współfinansowanych ze źródeł unijnych.

The objective of the paper is to describe the author's concept of considering the negotiations between internal stakeholders as a specific tool for the creation of company's strategy. Firstly, the definition of such negotiations is presented, in the context of the general interpretations of negotiations. The most important is their definition as interactive decision making process. Secondly, specific features of such negotiations as a tool for business strategy creation are discussed. Two types of those negotiations are distinguished: multiparty and multiply ones. Thirdly, the possible strategies for conducting such negotiations are suggested, according to their two types. Finally, the assessment of proposed concept is presented, i.e. its advantages and disadvantages are listed as well as the directions for further research are pointed out.

Environmental protection policy is a multi-faceted issue which interests researchers in different branches of knowledge. The implementation of solutions of the environmental protection may take different forms among which are legal instruments. One of those legal instruments is the environmental protection policy. The aim of this article is to analyse this policy and to evaluate its functioning in the Republic of Poland as one of the public policies. Furthermore, a crucial part of this article is to define the environmental protection policy, national environmental policy and its legal bases. What is more, the article will present the analysis of purposes, directions and areas included in the Polish National Environmental Policy - 2030. To make this analysis complete it is required to indicate symptoms of the sustainable development in the environmental protection policy. As a main tool of consideration, the dogmatic-legal method, has been used. The analysis of the main topic consists of legal acts and literature on the subject (containing Polish and foreign scientific publications).

The appeal to the Russian historical, imperial or soviet, legacy as a significant residual factor, plays and has played an important role in the emergence of the Russian political- -military elites’ strategic culture, either during Soviet times or in the post-communist period. Within this context, historical analysis would allow us to identify the potential directions, means and methods (military, political, economic, cultural) employed by the Russian Federation in its goal to multiply and expand its presence in Eastern and Central Europe. Economic weakness, social discrepancies, and accelerated demographic decline of the current Russian state are masked by an appeal to the historical legacy and to the need to recover the political legacy of the past through promoting the concepts of slavophilism and, especially, eurasianism. Russian military and non-military reactions to the potential European accession of ex-soviet states, seen as part of its sphere of influence, as well as its strategy to re-conqer the Eastern and Central European area are already creating deep effects on the European security system, as well as on the political, economic, cultural and social foundations of the European Union, being the greatest security challenge to Western democracy.

Existing quantitative advantage in combat capabilities of likely the United States prospective adversaries has been offset by technological superiority, however access to innovative technology is no longer a domain of the United States. The aim of the paper is to present crucial assumptions of American Third Offset Strategy in confrontation with European dilemmas in this area. As a result of the quantitative and qualitative analysis it was found that key element of the strategy is to reverse the negative trend leading to a loss of technological superiority by the United States with maintaining its ability to global power projection, giving it the status of a global superpower. On the other hand, there are concerns about the technological closure of the United States to partners, and thus the technological gap between them and the allies (also within NATO and the European Union) will continue to deepen.
Dotychczasowa przewaga ilościowa w zdolnościach bojowych prawdo-podobnych adwersarzy Stanów Zjednoczonych była równoważona przewagą technologiczną, jednakże dostęp do innowacyjnych rozwiązań technologicznych nie jest już domeną tylko Stanów Zjednoczonych. Celem artykułu jest prezentacja zasadniczych założeń amerykańskiej strategii trzeciego offsetu w konfrontacji do europejskich dylematów w tym obszarze. W wyniku przeprowadzonej analizy ilościowo-jakościowej stwierdzono, że kluczowe w prezentowanej strategii jest odwrócenie negatywnego trendu prowadzącego do utraty przewagi technologicznej przez Stany Zjednoczone, a w konsekwencji zachowanie zdolności do globalnej projekcji siły, dającej status globalnego supermocarstwa. Z drugiej strony, istnieją obawy związane z technologicznym zamknięciem się USA na partnerów, a tym samym luka technologiczna pomiędzy nimi, a sojusznikami (również w ramach NATO i Unii Europejskiej) będzie się dalej pogłębiać.

The article's objective is to analyze the main assumptions of India's strategy in the Indo-Pacific region and define the role of the US in it. The time frame of the article is determined by the assumption of power in India in 2014 by the Indian People's Party (Bharatiya Janata Party, BJP), led by Prime Minister Narendra Modi, as well as the opening of a new stage of the US-led Indo-Pacific rebalancing strategy, which followed China's initiation in 2013 of its Belt and Road Initiative (previously known as the One Belt One Road project). The article seeks to answer the following main research question: What role has India attributed to the United States in its Indo-Pacific strategy since 2014? It hypothesizes that the United States has assumed an increasingly significant role in India's regional strategy over the past seven years, but not to the extent of a formal alliance, only approaching at best the status of a strategic partnership. The theoretical framework used to analyze the case study of the US role in India's regional strategy is the category of institutional balancing and the assumptions of neoclassical realism. The choice of such research tools was determined by their explanatory value. Moreover, both models complement each other. Bearing the above in mind, the following structure of the article was adopted. The first part presents the general assumption of the analysis and the theoretical framework. The second discusses the evolution of India's approach to the US from 2014 to 2021, indicating the reasons for its change and reconstructing the role of the US in the Indian regional strategy, especially after 2020. The third part draws on the theoretical framework adopted in the article, i.e., the assumptions of institutional balancing and neoclassical realism, to offer conclusions that answer the main research questions.

The article deals with the analysis and assessment of lean strategy as well as of Six Sigma and the Theory of Constraints applied in effective supply chain management. These concepts were found mutually complementary. Agile strategy, as well as its comparative assessment with lean strategy, were analyzed. Agile strategy's aspects of development in reactive supply chain management were discussed. Three kinds of supply chain processes and the corresponding strategies such as lean, agile and lean-agile were singled out. The article established that effective and efficient supply chain management based on agile strategy is conditioned by the preceding both geographically and chronologically lean processes implementation.

Opis:
Evaluating contemporary business changes against the backdrop of the concept of turbulent business environment presented by Ansoff in the '70s allows us to identify a new way of interpreting Ansoff's description of turbulence as the key characteristic of the business environment. The new business landscape, described by VUCA (volatility, uncertainty, complexity and ambiguity, BANI (brittle, anxious, nonlinear, incomprehensible) or RUPT (rapid, unpredictable, paradoxical, tangled) acronyms, is complex, illegible and intensified by COVID-19 and the war in Ukraine. It results in shortening the lifecycle of the organisation as well as the importance needing to be attributed to an organisation's predisposition towards remaining resilient in the face of turbulence. The paper is based on primary research and aims to identify the role of marketing in contemporary business environment and future development in the context of the idea of resilient organisations. The identified business challenges are addressed using the described marketing functions - 'customer advocacy', 'business owner' and 'professional manager'.
