Objectives: The subject of the study is the right to information on the environment. It is a human right, but also a collective right, aimed not only at satisfying curiosity about activities, but also allowing for taking actions aimed at protecting the environment. Material and methods: The purpose of the study is to analyze the provisions of international, EU and Polish law in terms of similarities and differences in legal solutions adopted in the field of access to information on the environment. Results: The purpose of the study is to analyze the provisions of international, EU and Polish law in terms of similarities and differences in legal solutions adopted in the field of access to information on the environment. The research hypothesis is the statement that it is impossible to effectively protect the natural environment against its degradation by human activities without the right to information about that environment. Conclusions: The final conclusions indicated that the social activation is necessary to increase the level of using the right to information on the environment. It is necessary to change the mentality of citizens, but also of public authorities.

This paper presents the most vital parts of technical tests of military vehicles in relation to environmental protection. The presented method is based on the most popular military off-road truck of the Star 1466 type. It includes a diagram showing the parts of the test of this vehicle from the perspective of environmental protection whose sequence is not imposed. What is solely required is that all these parts are executed - in accordance with the applicable provisions. For this purpose, the paper presents the methodology (whose major parts are described) of testing the vehicle complying with the requirements of environmental protection. Furthermore, it outlines the process of checking leakages of exploitation fluids, smoke opacity, measurement of external noise of this vehicle and the measurement of the level of an acoustic signal. The description of particular checks is based on the applicable provisions and regulations, as well as on typical and commonly available measuring instruments. It is stressed how important it is to maintain and follow the technical parameters - concerning the systems (units) responsible for polluting the environment - which are required by particular provisions and regulations. In the conclusions, the most crucial documents governing the organization of stations used for testing military vehicles, as well as methods and necessary equipment, have been presented.

The author considers the psychological aspects of globalisation, drawing attention to the possible effects of worldwide transformations. She presents definition problems and characterises the main currents and mechanisms of globalisation at the turn of the 20th and 21st century. Several standpoints of contemporaneity researchers concerning the evaluation of the effects of undergoing transformations have also been recalled. Noticing the diverse effects for development and the functioning of individuals and groups, she concentrates on a selected aspect of the living environment, namely, on diversity. She formulates the thesis that the heterogeneity of the environment, which constitutes a characteristic of globalisation, stimulates development in its various phases and fields, optimising particularly the functioning of reflective persons who enter into dialogue with contemporaneity.

The purpose of the article is to familiarise the readers with the issues related to the theoretical grounds involving penal responsibility for violating the provisions of the Penal Code concerning environmental protection, and to show the statistics connected with this type of crimes. The article is of dogmatic-empirical nature. The dogmatic part includes provisions of the 1997 Penal Code and the acts not covered by the code. The empirical part is based on the statistical data provided by the Ministry of Justice and the National Police Headquarters. The data shows a discrepancy between the statistics and the real situation, as well as the importance of the so-called dark figure of crimes against the natural environment. It should be note, that the environmental protection system in Poland is very imperfect and contains numerous gaps that are taken advantage of by perpetrators who cause numerous violations and hazards to the natural environment. The public awareness in the area of animate and inanimate nature remains on an extremely low level. It is necessary to conduct broad educational activities involving citizens regularly, with the aim to improve the ecological security. Since the end of the 20th century, the term “ecological ethics” has been used to identify one of the instruments of ecological security. Such approach appears to be right in all aspects because ethical behavior towards oneself, others, and the surrounding nature makes it possible to prevent dangers.

In the article was presented results of international researches about environmental consciousness. The project was realized in 2015. The main purpose of this article is to describe the level of environmental knowledge, values and attitudes among university students from Central Eastern Europe. In introduction of article was defined concept of environmental awareness. The research problem is question: What are differences in the state of environmental awareness between respondents living in the Poland, Slovakia and Ukraine? In the first part text was presented methodology of the conducted research. The second part of the article concerns the analysis of the collected data. On the basis of the conducted research it can maintain that the students of Central and Eastern Europe generally declared interest the state of the environment. The overall outcome of the research leads to the conclusion that the highest proportion of the respondents who declared interest in the environmental protection came from Slovakia. The fact that in their opinion it should care about the environment more than the students from Poland and Ukraine may result from the higher level of the environmental awareness.
W artykule przedstawione zostały wyniki międzynarodowych badań na temat świadomości środowiskowej. Projekt został zrealizowany w roku 2015. Głównym celem niniejszego artykułu jest opisanie poziomu wiedzy, akceptowanych wartości i postaw studentów z Europy Środkowej i Wschodniej względem przyrody. We wstępie artykułu zdefiniowano pojęcie świadomości środowiskowej. Problem badawczy został sformułowany w następujący sposób: Jakie występują różnice w stanie świadomości środowiskowej między respondentami z Polski, Słowacji i Ukrainy? W pierwszej części artykułu przedstawiona została metodologia przeprowadzonych badań. Druga część tekstu dotyczy analizy zebranych danych. Na jej podstawie można stwierdzić, że wybrani studenci z Europy Środkowej i Wschodniej ogólnie wykazywali zainteresowanie stanem środowiska przyrodniczego. Przeprowadzona analiza statystyczna pozwala również na sformułowanie wniosku, iż najwyższy odsetek respondentów, którzy deklarowali zainteresowanie ochroną środowiska stanowili słowaccy studenci. Fakt ten świadczy o tym, iż respondenci ze Słowacji prezentowali wyższy poziom świadomości środowiskowej niż studenci z Polski i Ukrainy.

The chapter describes the concept of sustainable development to minimize the environmental footprint and introduces the concept of the zero-utility solar passive house. The purpouse of the chapter is presentation of sollution for small zero-utility passive houses as a method of lowering smog and protecting the environment. The different concepts of the solar passive residential dwellings are being discussed and evaluated from the perspective of lowering carbon emissions. Energy savings as a result of increasing energy efficiency are also being calculated. The chapter analyzes the procedure for selecting the photovoltaic (PV) system to power the passive house and charge an electric car. Authors calculate the environmental benefits. There were some suggestions and recommendations for industry.

To forecast the optimum route passage of a vessel in the real weather conditions using the so-called velocity characteristics of the ship. These are developed in the way, as to have a very simple form, which can not guarantee high precision in calculating the speed of the vessel. The paper presents a mathematical model of the external forces operating in the vessel and the algorithm to solve this model for calculating the instantaneous speed of the vessel in the selected weather conditions. Made of a computer program, after appropriate research and testing, can be used to optimize the transport route of the ship.

This paper discusses the use of satellite tracking during an environmental disaster at sea, and it assesses the possibility of using remote sensing imagery captured by satellites using multispectral cameras and synthetic-aperture radar (SAR). This study is based on scientific literature and satellite tracking of the X-Press Pearl container ship disaster, which involved the EO-Browser platform. The purpose of this paper is to assess selected remote sensing methods for detecting and tracking marine pollution. The first part of the paper discusses satellite tracking of the X-Press Pearl disaster. The second part focuses on evaluation of the quality of remote sensing imagery from satellites and aircraft, when taking weather conditions into consideration. It should be noted that the research was conducted in real time when the incident occurred. News about the accident was also tracked in real time, allowing for a thorough analysis of the incident and, thus, an assessment of the different sensing systems. Although research on such disasters is crucial for the protection of the marine environment, scientific literature on this topic remains limited. This research area is very important for the protection of the marine environment, in the context of looking for solutions to these issues.

This article presents the environmental component as one of the extremely important components of national security, which is a state of natural objects protection, as well as the protection of human life and health from environmental threats, where all components of the natural environment are optimal for the normal functioning and development of human civilization. One of the important tasks of ensuring environmental safety is to guarantee a population's livelihood in a technogenically safe and ecologically clean world. This is why concern about the state of the environment grows every year, and the need to integrate environmental policy with security measures remains a priority for world leaders. In the leading states of the world, such as the USA, Germany, Great Britain and France, environmental safety is considered as one of the main areas of environmental policy implementation. In particular,a "Green Deal" is currently being implemented in the European Union which will help the EU become the world's first climate-neutral continent by 2050. It is important that the Ukrainian state faces not the simple, but the obvious and important task of ensuring and restoring its environmental security. In order to transform environmental safety to high standards and become an example of a country that can rebuild its environmental sector in a post-war period, Ukraine needs to develop the following priority directions in the environmental sector: reforming state management in the field of environmental protection, compliance with climate policy, effective waste management, reasonable use of natural resources, and conservation of natural ecosystems and biodiversity. With the introduction of such reforms as part of a comprehensive climate policy, including ecological safety, reform of the regulation of industrial pollution, effective waste management, the rational use of natural resources, ecological management so as to preserve the landscape and biological diversity, effective state management in the field of environmental protection, environmental control and establishing legal responsibility thereof, and comprehensive environmental monitoring, Ukraine will be able to transform its environmental safety to high standards and become an example of a country that was able to rebuild its environmental sector in a post-war period.

While developing the projects for the construction of new and reconstruction of the existing roads, there is a probability of using privately owned land. In these cases, the mechanism of alienation of the private land plots is used to meet the public needs. Among the list of social needs, in the first place, there is a need for the land plots during construction, major repairs, reconstruction and maintenance of transport infrastructure objects, in particular roads. While designing the road construction and reconstruction projects, the technical-economic and transport-operational characteristics of the design object should be determined in conjunction with the protection of the environment and the rational use of natural resources. The article deals with the issues of assessing the impact of the road construction on the environment and the measures to reduce the level of pollution of the environment by introducing the environmental, technological, sanitary-technical and organizational measures.

The article is devoted to the constitutional protection of the environment in Poland. The analysis includes environmental protection as one of the tasks of the Republic of Poland, duty of public authorities, a condition limiting the rights and freedoms of man and citizen, as well as rights and obligations of the individual in the area of environmental protection, including right to be informed of the quality of the environment and its protection. According to the author the scope of constitutional protection of the environment is sufficient. However the Constitution of the Republic of Poland does not guarantee right of the individual to use unpolluted environment.
Artykuł jest poświęcony konstytucyjnej ochronie środowiska w Polsce. Analiza obejmuje ochronę środowiska jako jedno z zadań Rzeczypospolitej Polskiej, obowiązków władz publicznych, przesłankę ograniczenia wolności i praw człowieka i obywatela, jak również prawa i obowiązki jednostki w sferze ochrony środowiska, w tym prawo do informacji o stanie i ochronie środowiska. Zdaniem autorki zakres konstytucyjnej ochrony środowiska jest wystarczający. Niemniej Konstytucja RP nie gwarantuje prawa podmiotowego jednostki do korzystania z nieskażonego środowiska naturalnego.
