Opis:
Securitization of environmental problems in the Euro-Mediterranean area (Euromed) seems to be a crucial issue that impacts stabilization of this region in the 21st century. The European Union, as the main actor in this field, regularly declares and stresses that lack of natural environment protection and of preventive actions undertaken by the states of the Mediterranean Sea Basin’s southern flank will transform into an existential threat to the security of this common region. Such a declaration on being endangered formulated by the states of its northern flank, i.e. European part of the Mediterranean, is a kind of a speech act (securitization). Thus, this paper aims to analyze securitization of environmental threats in the Euromed. Firstly, it needs to explain and present the evolution of security itself and its widening scope (environmental dimension). In order to examine the securitization of environmental problems, an analysis of the specific functional and institutional structure of the Union for the Mediterranean (UfM) is required.

Throughout the period between the 11th and 15th centuries, Christian and Arabic countries as well as territorial dominions, although faced with feudal political chaos, managed to take joint action against pirates. Piracy was unanimously treated as a major risk both to inshore safety and safety at sea, as well as to trade and economic growth. Attempts were made to establish institutional framework for prosecuting the pirates and setting terms under which respective counties would remain legally liable. International treaties had laid foundations for the aforementioned framework and imposed certain liabilities on the countries. A number of treaties concluded during the period under discussion and published by an archivist in the 19th century enables modern researchers to get to know the Law of Nations created somewhere in between the Islamic and European legal cultures.
W okresie od XI do XV wieku chrześcijańskie i arabskie państwa oraz władztwa terytorialne, mimo że funkcjonowały w warunkach feudalnego chaosu politycznego, były zdolne do wypracowania jedności działań skierowanych przeciwko piratom. Piractwo traktowano zgodnie jako zagrożenie bezpieczeństwa morskiego i przybrzeżnego a także zagrożenie handlu i rozwoju gospodarczego. Próbowano stworzyć ramy instytucjonalne do wspólnego ścigania piratów oraz wypracować zasady odpowiedzialności karnej państw. Ich podstawą były zawierane traktaty międzynarodowe, nakładające na państwa określone zobowiązania. Zbiór traktatów z tego okresu opublikowany w XIX wieku przez archiwistę umożliwia współczesnym badaczom zapoznać się z prawem międzynarodowym tworzonym na pograniczu islamskiej i europejskiej kultury prawnej.

The Union for the Mediterranean, established in 2008 by France, was intended to strengthen French influence in the region. After Germany intervened, this exclusively French project was expanded to encompass the entire European Union, which provided financial support from the European Neighbourhood Policy. The immense political, economic and social problems facing the south of the Mediterranean prevented the Union for the Mediterranean from operating efficiently there. Under the circumstances of the crisis in the euro zone, and after the Arab revolutions, France and Germany intend to continue to support the democratisation process in the region and they have come up with numerous initiatives, especially in the field of energy, cross-cultural dialogue and educational projects. They also support measures to combat terrorism and curb illegal immigration into the European Union.

The Mediterranean region constitutes the closest neighbourhood of the European Union. The region needs support and assistance to equal differences between the North and South part of the Mediterranean. In order to achieve this ambitious aim it was decided to institutionalise co-operation between EU and other countries of the region under the auspices of the Barcelona Process. Although reasons of those differences were determined and identified and mechanisms that were supposed to abolish them were established, until today no significant success has been archived. The changes towards approach to the project of Barcelona Process: Union for the Mediterranean which were dictated by the Arab Spring definitely give an opportunity to improve the situation. Nonetheless after more than two decades since establishment of the Process it may be stated that the Resolution of EuroParliamentary Assembly is still as valid now as it was on the day of its signing on 15th March 2005.

Mavi Sürgün [Blue Exile] by Halikarnas Balıkçısı is a memoir published in 1961, describing the events of 1920–1947. Its hybrid form contains elements of autobiography and reportage, and the leitmotif is an attempt to introduce the Mediterranean Sea into Turkish literature, and introduce Turkish literature itself into the circle of Mediterranean civilization. The article explains the phenomenon of such a late “discovery” of the Mediterranean Sea for Turkish literature and presents Halikarnas Balıkçısı, the Fisherman of Halicarnassus (his real name is Cevat Şakir Kabaağaçlı), as a person engaged in the literary, touristic, and cultural promotion of the Mediterranean Sea among Turks.
Mavi Sürgün [Błękitne wygnanie] Halikarnasa Balıkçısı to książka wspomnieniowa wydana w 1961 roku, a opisująca wydarzenia z lat 1920–1947. Jej hybrydyczna forma zawiera elementy autobiograficzne i reportażowe, motywem przewodnim są próby wprowadzenia Morza Śródziemnego do literatury tureckiej, a samej literatury tureckiej w krąg cywilizacji śródziemnomorskiej. Artykuł wyjaśnia fenomen tak późnego „odkrywania” Morza Śródziemnego dla literatury tureckiej i przedstawia Halikarnasa Balıkçısı, Rybaka z Halikarnasu (prawdziwe nazwisko to Cevat Şakir Kabaağaçlı), jako człowieka zaangażowanego w literacką, turystyczną i kulturową promocję Morza Śródziemnego wśród swoich rodaków.

Aim: The aim of the paper is an analysis and assessment of the partner-countries’ various positions and interests with regard to the European Neighborhood Policy (ENP). The focus was put on expectations and reservations related to ENP in the partner countries.   Design/ research method: The analysis is based on the subject literature related to the ENP. The paper comprises three parts. The first one depicts general geopolitical overview of the ENP. Second part concentrates on partner countries different approaches towards the initiative and the third section is an attempt to examine the neighboring countries’ conflicting visions towards the ENP.   Conclusions: The widespread criticism of the outcomes of the ENP is a result of grave geopolitical turbulences, i.e.: the Mediterranean partners have experienced the Arab Spring uprisings and the Eastern neighbors have again found themselves in the orbit of particular interests of Russia. The partner countries’ visions and expectations towards the ENP are very diverse. Some of them seek to achieve economic benefits without closer political relations with the EU, others strive to achieve membership in the EU which is perceived as an inherent element of the process of successful reforms and systemic transformation.   Value of the article: The paper addresses the problem of declining the ENP. The reason is twofold: contradictory interests of the partner countries and second, floppy engagement of the UE’s institutions in forging of the ENP policy.   Limitations of the research: The analysis is limited to general political tendencies and line of actions addressed by the ENP partner countries. It resulted both from changes in the ENP agenda as well as international relations and internal turbulences in the regions.

In 2016 the 60th anniversary of the establishment of the Research Centre for Mediterranean Archaeology of the Polish Academy of Sciences (Zakład Archeologii Śródziemnomorskiej Polskiej Akademii Nauk) and 50th anniversary of the edition of the first volume of Études et Travaux took place. It is an opportunity to recall the story of the institution founded on the initiative of Prof. Kazimierz Michałowski, one of three key components constituting the ‘Polish school of Mediterranean archaeology’. The Centre’s scholars have participated in many archaeological missions conducted under the auspices of the Polish Centre of Mediterranean Archaeology of the University of Warsaw. They carried out scientific projects connected with explored sites, but also various studies undertaken independently of the fieldwork. In addition to scientific research, scholarly editions, the lasting traces of their activity are popular scientific publications. In 2010, the Centre was combined with the Centre for Studies on Non-European Countries of the Polish Academy of Sciences and was thus transformed into the Institute of Mediterranean and Oriental Cultures of the Polish Academy of Sciences (Instytut Kultur Śródziemnomorskich i Orientalnych Polskiej Akademii Nauk).

The migration flow to EU in 2015 or the so called “migration crisis” forced the EU to take rapid steps. One of them was a closer cooperation with Turkey which was the main transit country to Greece. The aim of this article is to examine the outcomes of the EU–Turkey Agreement in the context of accessions talks and effectiveness in decreasing the number of migrants arriving to Greece. One of the costs of this cooperation was supposed to be the speeding-up of both the negotiations and the visa liberalisation. However, after over a year since the Statement entered into force, this condition has not been fulfilled because of the violation of human rights in Turkey. It is reason to say that the Agreement didn’t have impact on the accession talks, but it gave Turkey a strong argument for blackmailing. The aim of the Agreement was also to decrease the number of migrants arriving to Greek islands and the fact is that it remains much lower compering to 2015, what can be considered as the effect of the Agreement even if the decreasing tendency started before announcement of the EU–Turkey Statement. But there are more factors which has to be analysed as e.g. closing the border with Syria by Turkey.

In this article, I would like to propose an alternative and long view of “1968” which is grounded in black liberation movements, Afrodiasporic cultures, neighborhood-based organizations and sustained and propagated by music and sound. Venturing into this alternative history, I consider the Bronx, Harlem, and Naples, Italy as networks of resistance and nodal junctures for the transmission of Afrodiasporic cultures of opposition. Connecting the mutual influence of global social movements, music and neighborhood-based organizations, my article is also an invitation to start thinking about history through acoustic/musical resonances.
