    In the discussion of regional development factors in recent years, more and more importance has been attributed to territory, locality, site specificity and endogenous resources, as evidenced on theoretical grounds by the concept of territorial capital (Camagni 2008) and regional, place-based policy. This article aims to identify the elements of territorial capital that play a key role in the process of changing the development path of an underdeveloped region - Podkarpackie - as well as ascertaining what consequences territorial capital has for development planning within regional policy. The research highlights the importance of the immobile and intangible development factors - a high level of social capital, extensive networks and the ability to cooperate - which have helped to eliminate the limitations resulting from the weakness of other factors (especially material factors, such as private capital and low GDP).

    Objective: In this article Urban Functional Areas (UFAs) and their essence of matter and leading qualities are considered through the prism of theoretical concepts such as transaction costs, the concept of territorial capital and the space of flows with connection to the network economy. Research Design & Methods: Each theoretical concept prompts its own group of intervention instruments in the processes of territorial development. On this basis the authors focus on explanation of the possibility of public intervention in the functioning and development of urban functional areas. Contribution / Value Added: This article has a theoretical character but formulates general basis for elaboration of integrated development policy on the level of local self-government co-operation”. Finding and recommendations: The authors show that the territorial authorities and enterprises in Urban Functional Areas should integrate their development policies around the “new quality resource” in the form of territorial capital. The territorial capital in UFAs of modern economies becomes the most important source of building long-lasting competitive advantages for businesses.

    W podejściu do  kształtowania  procesów  rozwojowych  zaczęto  odchodzić od podejścia sektorowego na rzecz podejścia terytorialnego. Jest ono głównym paradygmatem w tworzeniu polityki rozwoju zarówno na szczeblu Unii Europejskiej, jak też na szczeblu krajowym czy regionalnym. Przyczynił się do tego obserwowany wzrost roli kapitału terytorialnego w globalizującym się świecie, który wymaga takiego ukierunkowania polityki rozwoju, które pozwoli na wykorzystanie specyficznych uwarunkowań występujących na poszczególnych obszarach. Ze względu na fakt, iż walory endogeniczne składające się na całość kapitału terytorialnego zazwyczaj zlokalizowane są w obrębie kilku jednostek samorządu terytorialnego, które wykazują ze sobą silne powiązania funkcjonalne, przedmiotem polityk rozwojowych nie powinny być pojedyncze gminy lecz obszary funkcjonalne. Celem artykułu jest przedstawienie różnych podejść do koncepcji kapitału terytorialnego oraz wskazanie roli, jaką odgrywa ten kapitał w procesach rozwojowych. Autorzy pragną też podkreślić potrzebę integracji planowania i interwencji realizowanych w obszarach funkcjonalnych.
    The sectoral approach to shaping processes of development has recently started to lose ground to a territorial-based approach. The territorial approach has already become the leading paradigm for creating development policies on the EU level as well as on national and/or regional levels. This results from the growing role of territorial capital in the globalizing world – even though globalization is an undisputed fact, the development policies are increasingly emphasizing the need to adapt development plans to the existing, specific conditions characterizing each territory. Endogenic resources which in their entirety create territorial capital are typically located within the administrative borders of several, functionally inter-dependent territorial units. That is why individual communes (or other territorial units, i.e. districts or even regions) should not become the leading subjects of development policies as this role is best performed by entire functional areas. A functional area may cover the territory of anywhere from several to over a dozen communes and/ or districts located in not just one administrative region and as such requires that an integrative approach to steering development processes is applied. The article aims at analyzing the changes in perception of the ‘territorial capital’ concept as well as at highlighting its growing importance with regards to development processes. The authors will also indicate the possible dimensions in which integration of the approach to steering development processes is possible.

    Poland joined the European Union on 1 May 2004. By 2007, this had resulted in Poland being the greatest beneficiary of the European cohesion policy due to its low per capita GDP by purchasing power parity at the voivodeship level. The scale of European Structural and Investment Funds brought the possibility for a fundamental acceleration of socio-economic growth in Polish regions. The European Union gradually modified the directions of intervention under the framework of the European cohesion policy, initially orienting this activity principally towards cohesion, but from 2010 directing it mainly towards competitiveness. Of particular significance was the Europe 2020 strategy (2010). In Poland its arrangements were deferred until the signing of the Partnership Agreement for the period 2014-2020, which established extensive support for innovation, competitiveness and the R&D sector. In the final part of the paper, conclusions and recommendations for regional policy are elaborated.

    Opis:
    The study examined the development process of towns in the Polish region Lower Silesia. It analysed seven units with a very specific function - spa and tourist resort. The final comparison considered the period of 2015-2019. The conducted analysis was based on a taxonomic method that examined local explanatory factors towards the territorial aspect of development. The initial research findings show that towns can be an important link in regional settlement units, but only those who developed specific endogenous functions are performing well and respond to changing economic patterns and economic globalisation. In this case spa and touristic character were analysed.
    Artykuł prezentuje wyniki badań dotyczące procesów rozwoju miast o charakterze uzdrowiskowym i turystycznym na Dolnym Śląsku w latach 2015-2019. Analiza została przeprowadzona w oparciu o metody taksonomiczne z uwzględnieniem czynników bazujących na terytorialnych aspektach rozwoju. Wstępna analiza pokazała, że małe i średnie miasta mogą mieć wpływ na rozwój całego regionu, ale szczególnie te miasta, które spełniają specyficzne, endogeniczne funkcje, rozwijają się i są w stanie podążać za zmieniającymi się wzorcami rozwoju i globalizacją.

    The aim of this scientific article is to assess the importance of an integrated approach to the Polish capital market for financing the development of Polish regions after 2020. The result of the research will be creating an analytical integrated model of sequential organizational changes in the Polish capital market. At the theoretical level, an integrated capital market model will be created enabling the correlation of activities of the capital market participants and emphasizing the very essence of political risk management and allowing for determining their potential impact on financing the development of Polish regions’ investments. At the empirical level, the matrix method of decision of problems in the conditions of political risk was used, assuming the occurrence of the following events in the following system: determining the nature of risk, identifying activities, determining possible packages of actions within the framework of political decisions. The results of the research will enable identification of implementation options for actions, and will support implementation of the capital market development strategy. Practical application of research allows for adequate reaction to participants in the situation of organizational changes in the capital market and for showing the importance of financing the development of Polish regions.

    Introduction/background: A number of places have some difficulty implementing their brands due to the fact that there is no coherent framework within which they could expect some measurable results or monitor the process, and most importantly, they are totally incapable of controlling the return on investment in branding. Aim of the paper: The article puts forward a model which, irrespective of the size of the place and the extent to which the brand has been developed, introduces order into the process of brand building, indicating the point at which a brand is and optimizing the way for a brand to become an asset and a part of the equity. Materials and methods: The model is based on miscellaneous experiences comprising case studies, observations and results analysis of more than 15 place branding projects that were undertaken in Poland over the last 10 years. The project of building the brand of the city of Lublin has been based on this very model. Results and conclusions: Any local government that has at its disposal limited financial, human or any other resources can successfully use this model owing to its flexibility, clarity and simplicity.
