Opis:
The public sphere which is the closest to the inhabitants is managed by the local government. The legislator entrusted this local government with a number of tasks that should certainly be defined as basic from the point of view of the local and regional communities. These tasks having the nature of a public interest include also tasks related to telecommunication. The local government units as entities financed to a large extent from the public funds could abuse their market position by competing with telecommunication companies, therefore, they were obliged by the legislator to comply with the rules of the market game, including fair competition. They cannot, therefore, abuse their position in the scope of telecommunication activities or in the case of developing telecommunication infrastructure or sharing it with others.

Thanks to the transfer matrix method, we perform a theoretical investigation of the optical properties of the symmetrical photonic crystal designed as Bg5/Cu1/Bg5, where Cu1 is the first generation of the copper mean sequence and Bg5 is the fifth generation of the Bragg sequence. We design a developed polychromatic filter which allows the transmission of all the telecommunication wavelengths 0.85, 1.3, and 1.55 µm at oblique incidence for both of TE and TM polarization with a high transmission rate and high quality factor. This photonic crystal can be employed in the fabrication of telecommunication devices.

Opis:
In this paper a novel scheduling algorithm of packet selection in a switch node for transmission in a network channel, based on Reinforcement Learning and modified Adaptive Heuristic Critic is introduced. A comparison of two well known scheduling algorithms: Earliest Deadline First and Round Robin shows that these algorithms perform well in some cases, but they cannot adapt their behavior to traffic changes. Simulation studies show that novel scheduling algorithm outperforms Round Robin and Earliest Deadline First by adapting to changing of network conditions.

Polish maritime administration, implementing the regulations of the European Union on Vessel Traffic Monitoring and Information System (VTMIS) and ships reporting formalities, currently forwards into operation National Maritime Safety System (KSBM). The Polish telecommunication market (PTM) is very complex in terms of products offered, as well as the size and types of companies operating on it. Recent years, despite the global economic crisis, were relatively good for most segments of the telecommunication market, which was characterized by a positive trend in most of its segments. The only exception was a segment of fixed telephony, which has noticed decline in the number of active subscriptions ever since 2009. During the period of 2007 – 2010, the telecommunication market has witnessed mergers and acquisitions, as well as new entries into the market. Despite the prevailing economic stagnation, market events had a positive impact on PTM, which made it one of the fastest growing telecommunication markets in the European Union.

In this paper a new flow control strategy for connection-oriented communication networks is presented. It utilises methods of control theory, in particular the Smith predictor and dead-beat control, to achieve desirable dynamics of the considered network. In contrast to a number of earlier proposals in which the controller command is interpreted as the rate transmission, in our solution it is interpreted as the quantity of data that the controlled node is expected to send. This allows us to model a single virtual connection with non-persistent data source as a time-delay system in which the delay may temporarily exceed its assumed boundary. Favourable properties of the proposed control strategy are formulated as mathematical theorems and thoroughly discussed.

Telecommunication networks are intrinsically multi-layered, a single failure at a lower level usually corresponds to a multi-failure scenario at an upper layer. In this context, the concept of shared risk link group (SRLG) allows an upper layer to select, for a given active path (AP), a backup path (BP), which avoids every SRLG that may involve the selected AP, in the event of a failure. That is a SRLG diverse path set maybe defined as a set of paths, between an origin and a destination, such that no pair of paths can be simultaneously affected by any given failure (or risk) in a single failure scenario. Firstly we present the formulation of the SRLG di- verse path pair calculation problem in a directed network. An algorithm for enumerating SRLG diverse paths, by non decreasing cost of their total (additive) cost will be presented, which is based on an algorithm proposed for generating minimal cost node disjoint path pairs. The SRLG diverse path pairs may be node or arc disjoint, with or without length constraints. Computational results will be presented to show the efficiency of the proposed algorithm for obtaining node or arc disjoint SRLG diverse path pairs in undirected networks.

Opis:
A two-level hierarchical multicriteria routing model for multiprotocol label switching networks with two service classes (QoS, i.e., with quality of service requirements, and best effort services) and alternative routing is reviewed in this paper. A heuristic resolution approach, where nondominated solutions are obtained throughout the heuristic run and kept in an archive for further analysis is also reviewed. In this paper, an extensive analysis of the application of this procedure to two reference test networks for various traffic matrices is presented. Also a comparison of the results of our method with a lexicographic optimization approach based on a multicommodity flow formulation using virtual networks is carried out. Finally, results of a stochastic discrete event simulation model developed for these networks will be shown to illustrate the effectiveness of the resolution approach and to assess the inaccuracies of the analytic results.

Opis:
Retina is a conceptual system combining modules for telecommunication, visual data acquisition, data processing and decision making. The goal is the study of options for the monitoring of motion trajectories of selected objects – driver/vehicle units – without support from the observed car or truck by means of GPS, RFID or other on-board units such as are used e.g. for toll collection. In the paper, the state of the art of the technical components is evaluated along with a proof of concept of the whole system by means of a computer simulation.
Retina jest koncepcją systemu składającego się z komponentów telekomunikacyjnego, akwizycji danych wizualnych, przetwarzania danych oraz podejmowania decyzji. Celem całości jest badanie możliwości monitorowania trajektorii ruchu wybranych obiektów – jednostek kierowca/pojazd – bez wsparcia ze strony monitorowanego auta osobowego czy TIRa sygnałami przykładowo wbudowanych modułów GPS, RFID lub innych tzw. „onboard units” służących do poboru opłat. W artykule ocenia się stan obecny w rozwoju technicznych elementów składowych oraz aktualną sprawność działania koncypowanego systemu drogą symulacji komputerowej.

The paper describes new developments of a multiple objective dynamic routing method (MODR) for circuit-switched networks previously presented, based on the periodic calculation of alternative paths for every node pair by a specialised bi-objective shortest path algorithm (MMRA). A model is presented that enables the numerical calculation of two global network performance parameters, when using MMRA. This model puts in evidence an instability problem in the synchronous path computation model which may lead to solutions with poor global network performance, measured in terms of network mean blocking probability and maximum node-to-node blocking probability. The essential requirements of a heuristic procedure enabling to overcome this problem and select "good" routing solutions in every path updating period, are also discussed.
