Education and educational policy represent a significant place in society. The role of education in the European dimension lies in its contribution to the development of European inhabitants' awareness of common qualities of solidarity, democracy, equal opportunity and mutual respect. Due to the fact that educational systems in particular EU countries vary, the International Standard of Classification of Education (ISCED) was formed for their comparative evaluation. Within European integration the importance of EU programmes in the sphere of education (Phare, Socrates and others) has increased, aiming at improving the attitude to quality upbringing and education.

Opis:
The main directions of digitalization of the education system are considered, the infrastructural and technological aspect of new strategic directions of development is analyzed. The author analyzed information systems and services in education, taking into account the possibility of using technologies for analytical data processing. The problem of using data analytics tools in education at present is the lack of uniform formats and tools for integrating information systems. Data in education accumulates in various solutions that do not share the results of the educational process. Based on this, it is impossible to build a clear system of end-to-end interaction between systems on common platforms. The author aims to solve this problem by modeling an integrated solution for data analysis at all levels of education. The article proposes technical and organizational solutions for the creation of integrated analytics services that allow accumulating and transmitting data on educational results during the transition of a student between learning levels. The analysis tools are based on the use of big data technologies.

Opis:
Training of social workers, based on Polish and EU standards of education, aims at their acquiring professional qualifications and competences. It also aims at the development of the profession in order to cope with the social challenges of the modern society. The analysed issue of the European training system of social workers is presented in the context of the legal regulations in selected European countries. In this context, it is worthwhile to learn the basic qualifications and competences of social workers obtained in the course of education in selected European countries. The presented study examines this issue with regard to Polish standards. There is a need on the one hand of the implementation of the UE legislation to Polish legislation, but on the other hand, every state has the right to apply its own solutions to the education of social workers, defining qualification standards of the profession. There is therefore a need for updating and developing educational standards in preparation for practicing the profession of social worker in Poland, using the standards of the EU, EU Member States and European states outside the EU. The article draws attention to these considerations, and tries to present these standards in the context of European and national educational standards.

The article presents the results of an empirical study, whose purpose was to identify preferences for art motifs among fourth-grade primary school students in Slovenia and Croatia. From the viewpoint of the total sample (n=1,467), the study results have shown statistically significant gender-related differences in four out of five cases. No differences were observed with regard to social stratum. With regard to individual countries, statistically significant differences were noted in three out of the five cases. It was expected that there would be no differences in preferences for art motifs between Slovenian and Croatian students.

Lack of effective education is often highlighted as one of the main factors hindering the development of African countries. Most of Sub-Saharan Africa exhibit some of the lowest national GDP indexes and the lowest literacy rates and additionally account for more than half of out-of-school children globally. Despite gradually implemented reforms, Sub-Saharan educational systems still face numerous challenges and do not meet global standards. Although the number of articles referring to Sub-Saharan education has been growing in recent years, they remain fragmented and do not provide a synthetic analysis of the main factors shaping education in the region. This article addresses this gap in the understanding of impediments to education in Africa, aiming to connect existing discussions to identify the barriers in the Sub-Saharan education systems. Based on an analysis of a selection of existing research evidence, statistics and reports, this study delivers a holistic analysis of education systems in Sub-Saharan Africa along with their determining factors. This study contributes to a better understanding of Sub-Saharan education as one of the critical factors in the social and economic development of this region.

Purpose: The goals of the paper was a comparative analysis of educational systems as well as educational standards and funding in Poland and the United States. This was done for the purpose of identifying the best practices in both systems. Design/methodology approach: Two educational systems, Hazleton (PA-USA) and Rybnik (Poland) were analyzed from the perspective of the structure of education, educational standards and funding. The sources of information included, but not limited to the Polish Ministry of Education, Hazleton Area School District, Pennsylvania Department of Education and the United States Department of Education. Findings: The educational systems in Poland and the United States have more similarities than differences. The subjects being taught as well as the educational standards are similar. The educational system is more uniform throughout Poland because it is centrally administered by the Ministry of Education. The Performance scores of students are slightly higher in Poland. This is true in Mathematics, Reading and Science. The educational system in the United States is neither uniform throughout the country nor throughout the state of Pennsylvania. It may also vary from one school district to another school district. Research Limitations: The research limitation was the comparison of one school district Hazleton, PA (USA) with the school district in Rybnik (Poland). No competency testing was done by the authors in either of the school districts. Student competency comparison was done by using the standardized testing data obtained from the Ministry of Education (Poland) and the Department of Education (Pennsylvania). Practical Implications: A comparative analysis of the educational systems in Poland and the United States may allow for identifying the best and most effective practices which could be implemented in both countries. Social Implications: The educational system in the United States allows for dual enrollment (high school and university at the same time). Piloting a similar model in Poland would have significant social implications. Originality/value: Identifying the best and most effective educational practices in Poland and the United States is critical for planning improvements and developing a best practices model.

While reviewing the modern theoretical framework of Bulgarian preschool education and some significant reforms in preschool education in Slovakia, the current paper presents the contemporary situation of preschool education in Bulgaria and Slovakia and considers some converging points between them, but some differences as well. Since having a university education for future kindergarten teachers is influencing their future pedagogical interaction with children, the university level preparation of future kindergarten teachers is also detailed.

Twórców systemu jednoczy przeświadczenie o wielkiej roli muzyki w życiu młodego człowieka, tak ogromnej, że nie sposób nie zauważyć związku wychowania muzycznego z rozwojem umysłowym, poznawczym czy też z kształceniem ogólnej wrażliwości estetycznej dzieci i młodzieży.

Over the past two decades, we have witnessed the astounding development of Global Navigation Satellite Systems (GNSS). Celestial navigation has gradually been declining, displaced by the availability of these new, accurate, and easy-to-use electronic systems. Nonetheless, according to the International Convention on Standards of Training, Certification and Watchkeeping (STCW), deck officers onboard merchant ships must have been trained in the observance of celestial bodies to plot the ship’s position and to calibrate compass error. It is a real challenge in the current context to which lecturers in nautical astronomy can respond through innovation in their teaching methods. A new approach to training students in celestial navigation at the Nautical College of the University of the Basque Country is discussed in this paper. It has already achieved promising results in comparison with the traditional teaching methodology, and is both efficient and effective. The adoption of institutional measures is also proposed to ensure that the competence acquired in the training phase is at all times present throughout professional practice.

Opis:
This article focuses on road traffic safety in Poland, where the risk of serious injury and death in accident has remained high. We present examples of campaigns on the use of seat belts and child restraints system between 2005 and 2015 promoting positive behaviour in road traffic. Results of self-reported data from survey in real traffic on vehicles’ road user’s behaviour due to the usage of protective equipment between 2014-2016 were collected and analysed. The scientific achievement of the article is a new approach of presenting the relation between educational character of social campaigns on road safety and their dropping effect on accidents and fatalities’ statistics. Recorded annual decline confirms a need of periodic survey on road users’ behaviour and ongoing education of road users through mass media – to use safety restraints for children and adults, as the simplest and most-effective passive safety device in a vehicle, minimalizing the injuries during accident.

The aim of the paper is to analyze the knowledge creation and conversion processes in military organizations using the SECI model as a framework. First of all, knowledge creation activities in military organizations are identified and categorized. Then, knowledge socialization, externalization, combination and internalization processes are analyzed. The paper studies methods, techniques and tools applied by NATO and the U.S. Army to support the aforementioned processes. As regards the issue of knowledge socialization, counseling, coaching, mentoring and communities of practice are discussed. Lessons Learned systems and After Action Reviews illustrate the military approaches to knowledge externalization. Producing doctrines in the process of operational standardization is presented as a solution used by the military to combine knowledge in order to codify it. Finally, knowledge internalization through training and education is explored.
