This article presents an approach to the verification of the safety integrity level (SIL) of rail vehicle subassemblies in accordance with the applicable railway standards PN-EN ISO 50126-1, PN-EN ISO 50126:2, and PN-EN ISO 50129. Particular attention has been given to the calculation procedure related to the determination of the tolerable hazard rate and tolerable functional failure rate indicators in a situation where various reliability indicators have been declared for components of rail vehicles, such as MTTFD or B10D. In this case, the verification of the safety integrity level using the above mentioned railway standards may be difficult, and it becomes necessary to use additional standards for safety systems based on electronic components. An example is the PN-EN ISO 13849-1:2006-01 standard, which contains a calculation method based on the transformation of the exponential model, which is useful for hazard and risk analyses of electronic systems containing components with different reliability indices. Another supplementary standard is the PN-EN 61025:2007 standard, which concerns fault tree analysis. Based on the above-mentioned standards, an algorithm was developed to verify the safety integrity level of the frequency converter control system. The obtained results allowed us to confirm the fulfillment of the functional safety requirements of the considered system.

Opis:
Proper operation of railway vehicles is the basis for the functioning of a safe railway system. At the same time, it is not possible to talk about the safe use of a vehicle without adequately carried out maintenance processes. Due to legislative changes in August 2017, the maintenance system of railway vehicles has changed significantly. In most cases, it is the entities responsible for maintenance that are fully liable for the shape of the maintenance documentation, not the national security authority (in Poland the President of the Rail Transport Office) as has been the case so far. That is a big challenge for everyone involved in maintaining railway vehicles. The article presents the system of maintenance of railway vehicles as critical for the railway system safety, with the division into those registered in the National Railway Register and the unregistered ones. National and EU requirements for maintenance systems as well as the conditions for the implementation of "changes" in these systems have been presented, based, among others, on the results of the risk assessment of the threats they generate.
Prawidłowa eksploatacja pojazdów kolejowych jest podstawą funkcjonowania bezpiecznego systemu kolejowego. Jednocześnie nie można mówić o bezpiecznym użytkowaniu pojazdu bez prawidłowego przeprowadzenia procesów utrzymaniowych W związku ze zmianami legislacyjnymi w sierpniu 2017 r. system utrzymania pojazdów kolejowych uległ istotnym zmianom. W większości przypadków to na podmiotach odpowiedzialnych za utrzymanie spoczęła pełna odpowiedzialność za kształt dokumentacji utrzymaniowej, nie zaś na krajowej władzy bezpieczeństwa (w przypadku Polski na Prezesie Urzędu Transportu Kolejowego), jak było do tej pory. To duże wyzwanie dla wszystkich zajmujących się utrzymywaniem pojazdów kolejowych. Artykuł przedstawia krytyczny dla bezpieczeństwa systemu kolejowego system utrzymania pojazdów kolejowych, z podziałem na pojazdy zarejestrowane w Krajowym Rejestrze Pojazdów Kolejowych i niezarejestrowane. Zaprezentowano wymagania krajowe i unijne dla systemów utrzymania, jak również warunki wdrażania „zmian” w tych systemach, oparte m.in. na wynikach oceny ryzyka generowanych przez nie zagrożeń.

This paper addresses an application of the specific methods of multi-criteria decision analysis to specify the appropriate supplier of an autonomous train in a certain production–distribution company. This company identifies three potential suppliers dealing with the development and purchase of autonomous train systems. In terms of the multi-criteria decision analysis, the WSA method, the Scoring method and the TOPSIS method were used to define a suitable compromise solution. To apply each method, individual suppliers were sorted depending on the appropriateness for the examined company based on relevance with all the identified criteria and their weights. The evaluation criteria include procurement cost, time of the whole autonomous train system project implementation, references from plants where such a technology has already been introduced, service department availability and battery charge time. Thereafter, the outcomes obtained using individual methods were compared to each other and the compromise supplier of the autonomous train system to be implemented in the selected company was determined.

Prognostics and health management (PHM) technologies permit actionable information to enable proper decision-making for improving systems’ performance. With the increasing requirements placed on the rail systems’ availability, better maintenance decisions should be evaluated before practical application. The aim of this work is to build maintenance models and estimate the performance of considered maintenance decisions regarding the rail system’s reliability and availability by means of Colored Petri nets. As a high-level formalization method, Colored Petri nets provide different color sets, which are suitable to represent different maintenance attributions. The maintenance models are evaluated at both the structure and parameterization levels. At the structure level, the structure correctness of the maintenance models is evaluated by using the state space analysis. At the parameterization level, specific maintenance decisions are illustrated. With various maintenance parameters, comparisons of system reliability and availability are made with the results obtained with the Colored Petri nets model.
Technologie prognostyki i zarządzania zdrowiem (PHM) dostarczają praktycznych danych, które umożliwiają podejmowanie właściwych decyzji w zakresie poprawy wydajności systemów. Wraz z rosnącymi wymaganiami dotyczącymi gotowości systemów kolejowych, rośnie potrzeba oceny decyzji dotyczących utrzymania ruchu przed ich wprowadzeniem w życie. Celem przedstawionej pracy było zbudowanie modeli utrzymania ruchu oraz oszacowanie za pomocą kolorowych sieci Petriego możliwości realizacji rozważanych decyzji konserwacyjnych dotyczących niezawodności i gotowości systemu kolejowego. Kolorowe sieci Petriego to metoda o wysokim poziomie formalizacji, którą w przedstawionej pracy wykorzystano do reprezentacji za pomocą różnych zestawów kolorów, różnych atrybutów utrzymania ruchu. Modele utrzymania ruchu oceniano zarówno na poziomie struktury jak i parametryzacji. Na poziomie struktury, poprawność struktury modeli utrzymania ruchu oceniano za pomocą analizy przestrzeni stanów. Na poziomie parametryzacji, zilustrowano konkretne decyzje dotyczące konserwacji. Niezawodność i gotowość systemu przy różnych parametrach utrzymania ruchu porównano z wynikami uzyskanymi za pomocą modelu kolorowych sieci Petriego.

Opis:
RailTopoModel is a tool for logical define object model of the data related to railway infrastructure. In April 2016, the standard was released by the UIC (International Union of Railways) as International Railway Standard IRS 30100:2016. RailML has been developed since 2002. It is based on the XML - meta-language that is used to define other languages. RailML is used as a data exchange format in railway systems. It includes within its scope data relating to railway traffic management, rolling stock management, stacking timetables, information for passengers, booking and selling tickets. RailML is currently available in version 2.3. Its upcoming version 3.0 has been especially designed to ensure compliance with RailTopoModel and will be the first practical implementation of this standard. Additionally interlocking schema will be included to the RailML 3.0 schema. The authors pay attention to the importance of both RailML and RailTopoModel specification. The current state of the standards and their prospects are discussed. The authors also present their own software which allows edit and validate RailML files.

The railway transport of goods was in past the most used type of transport. After the collapse of the Soviet Union, the performance of this mode of transport was reduced. At present, international trade is expanding in the direction of Asia–Europe. For economic and, above all, ecological reasons, it is appropriate to move the transport operations back to rail transport. The article focuses on progressive systems of railway transport of freight in the East–West direction, namely the use of the CargoBeamer system. CargoBeamer system (hereinafter referred to as CB) is an innovative technology for the transport of road semi-trailers and containers CBoXX specially designed for the CB system. The main advantage of this system is to support the transport standard road semitrailers, which will be implemented in 70% of shipments in road transport in the EU. The CB system is largely automated, especially for horizontal loading and unloading or when changing the gauge. The CB system allows to lower the shipment time significantly, thanks to automatisation of loading and unloading processes and gauge change. The paper presents the requirements, architecture and important features of a modern IT system of logistics for rail transport. The purpose of the system is to provide logistic support of transport issues relating to the work performed in the sectors of transport and maintenance of railway enterprises. In particular, special attention was paid to optimization problems of strategic and operational planning applying modern optimization algorithms. System architecture, the basic functional modules and their relationship are presented as an example of the system used by the Polish rail operators, engaged in the transport of both passenger and freight. The system is characterized by centralized architecture, divided into an application server, a database server and a terminals server. The system takes full advantage of modern mobile technologies. The study outlines basic logistics processes implemented in the system, among others,: planning of transport using background maps and a scheme of railway network, records of vehicles and employees, allocation of transport work for individual units, planning cycles of vehicles and trains, scheduling work for vehicles, train driver crews and train attendant teams, creating work schedules, short-term and long-term dispatches, verification and accounting of the work time, accounting transport and train drivers performance.

The implementation of a multi-faceted undertaking related to the preparation, construction and commissioning of the Central Polish Airport (CPK) requires effi cient transport. Th e selected location – 30 km from Warsaw, near Grodzisk Mazowiecki, where there already is a large concentration of transport routes and high speed railway lines are planned for construction – will facilitate the completion of this project. The article presents the transport environment of the CPK, the signifi cant conditions and the capabilities in terms of transporting passengers to and from the airport by rail, including the division into metropolitan area and regional traffi c and considering long-distance traffic, as well. One of the key requirements for the success of the project will be integrating the airport with the regional, national and international railway networks.

This paper presents the main aspects concerning the systemic approach to the problem of interoperability of rail transport. Follow decision about the opening of the EU market and transport services for rail transport, the European Parliament and of the Council have introduced a number of interoperability directives for implement interoperability on the rail system in EU. Their goal was to get the integration of rail transport systems, despite the differences in control -command and signaling systems, power supply and operation system, to be rich on the safe and not disrupted train running over the different countries (different infrastructure managers). The article indicated the main areas in the railway system which are depends on strongly of the interoperability implementation.
