The development of public transport systems presently focuses on sustainability. In this situation, the issue of user (passenger) migration has become important to the transport company as a service provider. This paper presents an integrated model of the operational risk of vehicle incapacity, including the following: costs of incidental repairs, costs of unplanned downtime and costs resulting from potential user migration. The paper presents the results of operational research on buses of two makes over a period of 6 years, in the mileage range of 0-420 000 km. The authors have determined the risk as a regression function of operational mileage to estimate the optimum life cycle. The quality of the vehicle was assessed using the criterion of the maximum cost of the operational incapacity risk being equal to the current residual value of the vehicle. The research results confirmed the suitability of the integrated risk model for a comparison of vehicle makes and assessment of their reasonably foreseeable life cycle in a balanced carrier-vehicle-user system.

A sustainable transportation development plan is a strategic document that is created to guarantee convenient conditions in terms of the mobility of users and to ensure all other aspects that aim to improve the quality of life in the city. It is created on the basis of existing planning practices, using documents that already exist in this area and with the participation of various social groups. For this reason, the purpose of this study is to analyze sustainable public transportation development plans for selected 10 municipalities in Poland. The authors will analyze the sustainable development plans of these cities, try to find common features in them, and suggest how a given plan can be expanded to seek better solutions for creating sustainable urban mobility to replace previously developed transportation plans.

In this article the authors present the methodology adopted and the results obtained in the first stage of the research encompassing focus group interviews (FGI) about the needs of public transport users in a selected city (Poznan). The elicitation and assessment of the requirements were carried out for three groups of people with disabilities using public transport in the city of Poznań: blind and partially sighted people, deaf and hearing-impaired people, as well as people with locomotor dysfunctions. A study carried out on the basis of a scenario especially designed for the FGI purpose has made it possible to identify barriers for people with disabilities and, consequently, to formulate their pre-trip, on-trip and post-trip requirements when it comes to urban public transport services. The results will be used to construct a questionnaire to be used further on in the project.

If South Africa's Gauteng Province is to become a more 'sustainable', urbanised region, attention needs to be paid to building a transportation network that aligns with sustainable development principles. Currently, public transport passenger levels are low, whilst the geographical area it serves is large and becoming larger. This study analysed the long term, historical transportation trends of Gauteng by comparing four transport studies undertaken between 1975 and 2003. It reveals that an adherence to the 'predict and provide' transportation planning model has systematically enhanced road infrastructure over rail, and private over public transport. Effective, efficient and low cost public transport has been systematically under-provisioned; while a reliance on private vehicles is now entrenched and systemic. Racial segregation, spatial apartheid and weak urban land use planning, has resulted in an entrenched, low-density urban sprawl. Lastly, there is the need to collect comparable, longitudinal transportation data, if the successes and failures of policies are to be monitored.

The issues discussed in this article concern the basic assumptions for the sustainable development of public transport in cities. We discussed the need and direction of changes that occur in public transport that were referred to both users and transport organizers in cities. To this end, we characterized the activities which encourage urban residents to use forms of urban transport and the limitations of commuting via individual transport. The purpose of this article was to determine the main directions and areas of development of public transport in Szczecin. In addition, we also presented the solutions applied in the city transport system aimed at making it sustainable. In addition, an attempt was made to determine the impact of selected solutions on residents’ transport behaviors. The survey research method was used to examine societal opinions and expectations regarding public transport. We also approximated the basic investments that have been implemented to make transport more sustainable and the activities for the development of electromobility. Future research directions on the sustainability of transport in the city, and especially on limiting vehicular traffic, were also discussed.

The assumptions and goals of sustainable urban mob ility are defined in global and national documents, for example, the United Nations 2030 Agenda and in the Transport Policy of the State of Poland for 2006–2025. Achieving these goals is a long process. Tools and actions have been identified that play a fundamental role in achieving sustainable mobility, and various methods of measuring the effectiveness of these activities have been presented and compared. The article presents the following research hypotheses: achieving the goals of sustainable mobility through the development of the public transport offer requires the use of modern management methods, it is necessary to identify the main attributes of public transport that determine the use of this type of transport and to finance those elements of the transport offer that correspond to these attributes. The aim of the article is to assess the role of public transport as an element of sustainable mobility and to explain the reasons for unsatisfactory policy effects in Poland. Analysing the effectiveness of actions and tools used in Polish cities in achieving the goals of sustainable mobility, the processes of management in public transport and shaping the attributes of transport services and technical solutions were selected for the analysis. The analysis was carried out on the example of selected Polish cities. On the basis of the conducted research, the authors formulated conclusions: the idea of sustainable mobility development is an element of the transport policy of modern European cities, achieving sustainable development requires changes in the structure of urban transport, effective implementation of a sustainable mobility policy leads to changes in transport behaviour, the condition for increasing the share of public transport is to increase the attractiveness of its services. Detailed conclusions were defined in relation to selected Polish cities, in particular Gdańsk and Gdynia. The use of public transport by people who can travel by car can be increase by affecting the freedom to use passenger cars in cities through traffic and parking restrictions. The most effective tool that limits the use of private cars turns out to be parking fees in the city. Conclusions from the conducted research allowed us to confirm the research hypotheses of the article.
Założenia i cele zrównoważonej mobilności miejskiej określone są w dokumentach globalnych i krajowych, np. Agendzie ONZ 2030 oraz Polityce transportowej Państwa Polskiego na lata 2006–2025. Osiągnięcie tych celów to długi proces. Zidentyfikowano narzędzia i działania, które odgrywają fundamentalną rolę w osiągnięciu zrównoważonej mobilności. Przedstawiono i porównano różne metody pomiaru efektywności tych działań. W artykule przedstawiono następujące hipotezy badawcze: osiągnięcie celów zrównoważonej mobilności poprzez rozwój oferty komunikacji zbiorowej wymaga zastosowania nowoczesnych metod zarządzania, konieczne jest zidentyfikowanie głównych atrybutów transportu publicznego determinujących korzystanie z tego rodzaju transportu oraz sfinansowanie tych elementów oferty przewozowej, które odpowiadają tym atrybutom. Celem artykułu jest ocena roli transportu publicznego jako elementu zrównoważonej mobilności oraz wyjaśnienie przyczyn niezadowalających efektów polityki w Polsce. Analizując skuteczność działań i narzędzi stosowanych w polskich miastach w osiąganiu celów zrównoważonej mobilności, do analizy wybrano procesy zarządzania w transporcie publicznym oraz kształtowania atrybutów usług transportowych i rozwiązań technicznych. Analizę przeprowadzono na przykładzie wybranych polskich miast. Na podstawie przeprowadzonych badań autorzy sformułowali wnioski: idea zrównoważonego rozwoju mobilności jest elementem polityki transportowej nowoczesnych miast europejskich, osiągnięcie zrównoważonego rozwoju wymaga zmian w strukturze transportu miejskiego, skuteczna realizacja polityki zrównoważonej mobilności prowadzi do zmian zachowań transportowych, warunkiem zwiększenia udziału transportu zbiorowego jest podniesienie atrakcyjności jego usług. Szczegółowe wnioski określono w odniesieniu do wybranych polskich miast, w szczególności Gdańska i Gdyni. Korzystanie z transportu publicznego przez osoby, które mogą podróżować samochodem, można ograniczyć, wpływając na swobodę korzystania z samochodów osobowych w miastach poprzez ograniczenia ruchu i parkowania. Najskuteczniejszym narzędziem ograniczającym korzystanie z prywatnych samochodów okazują się opłaty parkingowe w mieście. Wnioski z przeprowadzonych badań pozwoliły potwierdzić hipotezy badawcze artykułu.

The twentieth century, which became a period of unprecedented growth of cities and urbanization, revealed the need of mankind to develop and implement the principles of sustainable development. Possible ways to shift to sustainable transport system (such as the use of alternative fuel and transition to public and non-motorized modes of transport) are discussed in this article. The objective of this publication is to assess efficiency of such methods’ implementation on the example of the concrete city. Authors have suggested to change the bus route network, the structure of the bus fleet on the routes and to replace public transport buses by the new ones run on methane. To check these suggestions, authors have built the new one transport model and have simulated three cases: the existing route network and bus fleet’s structure, the proposed new one route network with buses run on diesel fuel and the proposed new one route network with buses run on methane. To evaluate efficiency, authors have assessed economic efficiency, positive social effect, environmental friendliness and sustainability of the urban transport system. Economic efficiency is achieved by reducing overruns and fuel costs thanks to the use of buses run on methane. The social effect is in the reduction of: 1) the delivery time by the route network optimization, 2) the likelihood of traffic jams, and 3) the downtime of buses at the bus stops. Since congestions increase pollutant emissions, route network optimization reduces negative impact on the environment. Replacing public transport buses by the new ones run on methane gives the same positive effect. To assess sustainability of the urban transport city is the most difficult task. The authors have identified indicators and used the radar map to compare possible solutions.

In many EU cities, trolleybuses are experiencing a period of revitalization. New lines, state-of-the-art designs, the use of auxiliary propulsion batteries, ecological values and other factors offer great opportunities for this kind of public transport as an effective tool to shape transport policy in accordance with the principles of sustainable mobility. Gdynia is one of three cities in Poland with a trolleybus public transport subsystem. Since the beginning of political and economic transformation, Gdynia’s authority consistently implements measures aimed at balancing urban mobility, above all by improving the quality of public transport services and creating conditions for the development of alternatives forms of transport to private car travel. The experience of the development of trolleybuses in Gdynia as an element of sustainable mobility, the nature of this means of transport in both economic and operation terms, the implementation of original technological solutions in the trolleybuses’ construction and the impact on decision-making by marketing research are the areas of interest in this paper.

The dynamic development of cities based on the role of the car in addressing transport needs leads to a reduction of mobility, as well as to an increase in external costs generated by the transport system. This problem can be solved thanks to the sustainable mobility concept, in which transport needs are limited at the stage of planning spatial development and then covered by public transport as well as by cycle and pedestrian journeys. This article identifies arguments justifying the implementation of FFPT in Poland, and also evaluates their relevance based on the experiences described in the literature and the example of Żory. On this basis, it can be concluded that the evidence for the impact of FFPT on sustainable urban mobility is poor. Neither does FFPT reduce mobility exclusion. At the same time, the introduction of this solution is expensive, especially in the metropolitan areas.

Sustainable Development Goals require holistic actions, including activity at the intersection of urban planning and environmental engineering. Turning our cities towards transit oriented development might help in reducing pollutant emissions caused by individual transportation modes that rely on crude oil. This research presents how the use of geospatial network analysis can support local decision makers in the evaluation of potential public transport accessibility by citizens in the case of a Central European city – Wrocław (Poland). The obtained results indicate differentiation in access to railway stations and stops, which results from pedestrian path networks and the number of entrances to railway stations. The visualization of serve area shows which parts of the city are excluded from comfortable access to public transport and in that way high light where future actions should be taken.

The concept of influencing changes in transport behavior towards sustainable mobility, which is gaining popularity in the 21st century, is free public transport (FFPT). It is estimated that the number of cities in which attempts were made to introduce FFPT exceeds 100. Most of them are located in Europe, especially in France and Poland. FFPT has mostly been restricted to specific city areas or market segments in the hope of increasing demand for public transport services. Because of this, a number of publications on free fare results refer to specific cases in cities. The main aim of this article is to examine the impact of free fares on the behavior and transport preferences of pupils in Gdynia, Poland. On the basis of the study of preferences and transport behavior of the inhabitants of Gdynia, carried out earlier by the team in 2010, 2012, 2015, and 2018, a preliminary description of the behavior and transport preferences of students was prepared. The research of the pupils was conducted twice: before and after the introduction of free travel entitlements. The results of the research carried out, and the data analysis, confirmed that FFPT had no impact on demand for public transport services or the travel behavior of pupils. According to the authors, the lack of positive effects of FFPT on travel behavior in the segment of students, or even more broadly, for achieving the purposes of sustainable mobility, results from the interaction of the following factors: specificity of students' travel behavior determined by the schedule of school activities, pupils' positive attitude to cars as urban transport means, not covering all means of public transport services of FFPT in Gdynia (the city rail is not covered by FFPT), short period of time since FFPT has been introduced. The results of the presented studies could not be verified due to the COVID-19 pandemic. The authors emphasize that before introducing FFPT, politicians should rely on the analysis of anticipated changes in the behavior of residents and the impact of FFPT on the economy of public transport, sustainable mobility goals and political and social results. This article complements the current knowledge on the results related to the introduction of FFPT for a selected group of residents.

The aim of the conducted research was to assess how the elderly viewed the functioning of public transport, with Łódź, a large city in Poland, as the example. The data presented in the article originates from research of 400 inhabitants aged 60+ was conducted in the district of Bałuty in Łódź at the turn of November and December 2018. On the basis of the questionnaire survey (which contained questions concerning the use of local public transport by the over 60s for daily journeys and was accomplished by CAPI and MOBI methods) it was found that the over 60s have quite a high opinion of the offer of the municipal transport company MPK (they hardly ever use services of other carriers). As for the means of public transport, the tram is rated slightly higher compared to the bus. The results of the research enable the proposal of general recommendations for the transport policy in Łódź. This policy should be focused to a larger degree on: shortening the waiting time and, consequently, increasing the frequency of connections and punctuality, while continuing to provide high travel comfort, increasing the level of accessibility to stops and enhancing the clarity of information with regard to fare prices and exemptions.

Less than ten years ago, Algeria embarked on an energy transition with the objectives of sustainable development. Although it concerns all economic sectors, efforts made in the field of road transport, as the main polluter and energy consumer at the national level, are far from being sufficient despite its inclusion in policy statements. This sector is operational exclusively on fossil and exhaustible energies whereas its atmospheric pollutants and gaseous emissions are highly harmful to the environment, public health and the economy. Thus, this paper points out the emergency of an energy transition in the road transport sector to clean and renewable energy as a necessity rather than a choice. It highlights, first, the characteristics of the Algerian automobile fleet and its various impacts and damages on the environment, public health and the economy. Furthermore, it evaluates the various policy initiatives towards sustainable transport and their deficiencies. Hence, the right attitudes and regulatory instruments towards sustainable transport in Algeria are recommended.
