    Entrepreneurship support activities are crucial in local management no matter what country they are used in. Local structures are usually used actively to support local development and it is very important to construct a set of entrepreneurship support instruments which is effective. To achieve that it may be useful to use foreign experience in this matter. In the article the authors outlined the instruments used in Sankt Petersburg region. The evaluation of the instruments was introduced by Russian companies which may be helpful for Polish local governments to improve their instruments systems.

    Theoretical background: The global SARS-CoV-2 virus pandemic is affecting everyone, either directly or indirectly. To mitigate the negative economic outcome of the restrictions introduced in order to limit the spread of the virus, the majority of countries have introduced a number of solutions enabling enterprises to survive and maintain employment. Poland has also implemented a whole range of instruments aimed at supporting enterprises and people who have lost their livelihood.Purpose of the article: The aim of the paper is to review selected support instruments for enterprises from the SME group and to determine the degree of their use. Research was carried out to verify the hypothesis that these instruments played a significant role in the survival of enterprises, however, their lump sum nature meant that the aid was not adequate to the needs at a micro-economic level.Research methods: Six instruments were subjected to evaluation, i.e. the standstill benefit, exemption from the Social Insurance Institution fees, low-interest loans from the Labour Fund for micro-enterprises, partial financing of business and partial financing of salary costs, as well as a financial subsidy used by 157 SMEs up to November 30, 2020. During the first step, an analysis was conducted regarding the number of instruments that were used by enterprises, in particular, subgroups. In the second step, using a correlation analysis, the amount of aid obtained in 2020 from 6 analyzed instruments under the shields launched in the first half of the year, used by entrepreneurs by the end of 2020, was compared with the revenues and pre-tax results of enterprises from a given sample.Main findings: State aid was necessary to maintain jobs and satisfactory financial conditions of companies. However, the aid introduced in the first months of the pandemic did not match the real needs of enterprises. The conditions of availability regarding individual instruments made it possible to use them by entities that did not, in reality, require state aid. Nonetheless, from the fall of 2020 (during subsequent waves of the pandemic), the aid was targeted at specific industries, and its use required more stringent conditions to be met.

    The international competitiveness of the national economy largely depends on the innovative abilities of companies and domestic industry. In this context, adequate shaping of national innovation policy is of crucial importance. It is essential to direct innovation policy in such a way that it should lead to the development of opportunities associated with current and future competitive advantages of the economy. The article contains an assessment of the impact of selected public support instruments used in Poland in the period 2007-2013 for the intensification of the innovation processes in the domestic economy. The purpose of the research is to analyse and assess the effectiveness of selected public support instruments implemented in Poland in the 2007 – 2013 period. This leads to the following research hypothesis: public support instruments implemented in Poland in the years 2007 – 2013 had an impact on the level of innovativeness of Polish economy when compared to 2004 – 2006 period. The research method included the evaluation of: 1) the compliance of the aims of the investigated instruments with the general and detailed objectives of “Dynamic Poland 2020” strategy and 2) the influence of the investigated instruments on the changes of the indicators that measure innovation performance (innovation enablers and innovation results).

    This paper discusses and characterizes actions undertaken for the development of electromobility as part of the incentive policy pursued by the state. In most European countries, development of the electric vehicle market is largely contingent on electromobility policies, but the measures adopted with a view to supporting it do not always yield the expected results. Effectiveness of supporting actions depends on the cooperation of entities which are responsible for development and social-economic cohesion. The situation requires a multi-level approach to the implementation of electromobility development policy, consolidation of actions of various stakeholder groups, and one common direction in the national development of the electric vehicle market. Development planning acts are the very instruments which serve to enhance the efficacy of efforts undertaken jointly by public administration bodies and foster partnership-based relations between state, regional, and local authorities and their social and economic partners.

    The article deals with the issue of supporting the technological modernization of agriculture by investing in infrastructure surrounding the farms with the use of a financial instrument in the form of the Rural Development Program (RDP) based on the Lubuskie Voivodeship. The article describes, among other things, the importance of infrastructure and support for its development in rural areas in the process of functioning and modernization of the agricultural sector. For the purposes of the article, the data obtained from the Department of Rural Development Programs of the Lubuskie Marshal’s Office on expenditure and effects of RDP use in 2007-2020, in infrastructure investments in rural areas of the Lubuskie Voivodeship was analysed. In the article, the authors attempted to present the instrument in the form of the Rural Development Program as a tool for indirect impact on the process of modernization and transformation of agriculture in the Lubuskie Voivodeship, primarily by changing the infrastructural conditions for the functioning and development of agricultural production in rural areas.

    The purpose of the paper is to assess the use of tax instruments by communes of the Lublin and Mazowia provinces as instruments to support enterprises in the SME sector, as well as the presentation of the opinions of micro, small and medium enterprises on the given instruments. For the purposes of the work, a description of tax instruments was made in terms of supporting enterprises. The article uses studies of the literature and the analysis of legal acts. The paper is based on the results of the author’s two studies, i.e. a survey conducted among all the communes in Poland and a focused group interview with representatives of private enterprises in the SME sector As a result of the research, it was found that communes largely use tax instruments to support enterprises. On the other hand, enterprises from the SME sector are willing to use these instruments owing to the improvement of their enterprise’s financial standing.
    Celem pracy jest ocena stosowania przez gminy województwa lubelskiego i mazowieckiego instrumentów podatkowych jako instrumentów wspierania przedsiębiorstw sektora MŚP, a także prezentacja opinii mikro-, małych i średnich przedsiębiorstw na temat danych instrumentów. Na potrzeby pracy została dokonana charakterystyka instrumentów podatkowych pod kątem wspierania przedsiębiorstw. W artykule wykorzystano studia literatury oraz analizę aktów prawnych. Praca oparta jest na wynikach dwóch badań własnych, tzn. na badaniu ankietowym przeprowadzonym wśród wszystkich gmin w Polsce oraz na zogniskowanym wywiadzie grupowym z udziałem przedstawicieli prywatnych przedsiębiorstw sektora MŚP. W rezultacie przeprowadzonych badań zostało stwierdzone, że gminy w znacznym stopniu stosują instrumenty podatkowe w ramach wspierania przedsiębiorstw. Natomiast przedsiębiorstwa sektora MŚP wyrażają chęć korzystania z tych instrumentów ze względu na poprawę sytuacji finansowej swojego przedsiębiorstwa.
