After last global financial crisis from a decade ago, financial market have been experiencing significant increase in number of regulations. This was especially visible in the banking sector, in which number of post-crisis new regulations amounted to thousands per year. It was not only challenging for banks, that have been spending increasingly more financial resources on compliance, but also for supervisory entities that have to keep track of compliance for every entity on financial market. Due to the fact that supervisory process relies mostly on manual process, it can be both time consuming and inefficient. This is why, not only banks have been exploring new technologies in compliance with regulations (Reg Tech), but also supervisory authorities have been doing the same with the aim of increasing their efficiency (Sup Tech). The research paper aims to test hypothesis, which is as follows: – Sup Tech is becoming an innovative tool for banking supervision and is expected to have increasingly larger role in banking supervision. For the purpose of the paper, the following methods have been applied: critical analysis of literature and research papers as well as descriptive method and comparative analysis of presented data.

The police process huge amounts of personal data without which they would not be able to carry out their basic tasks. The data processed by the police have a very different nature and scope. Data processing in such large quantities and in such a wide range is associated with great responsibility for its safety. Maintaining a high level of security becomes a challenge when, at the same time, it is necessary to take care of the rights of data subjects. The article contains an overview of administrative decisions issued by the Inspector General for Personal Data Protection (currently: the President of the Personal Data Protection Offi ce) relating to police activities. The issues of the implementation of the rights of data subjects are discussed in three areas, i.e.: sharing information from police resources, deleting data from the National Police Information System, and verifi cation of identity documents.

The Polish Financial Supervision Authority is the authority competent for cybersecurity for the banking sector and financial market infrastructure. It is the only cybersecurity authority that does not have the status of a minister managing a government administration department as well as being the only authority competent for cybersecurity outside the structure of the government administration and not operating within the legal personality of the State Treasury. Only some entities supervised by the Polish Financial Supervision Authority under the regulations on supervision over the financial market are subject to its supervision as the authority competent for cybersecurity. Regulatory differences lead to the necessity to apply different rules when the Polish Financial Supervision Authority carries out controls under the regulations on financial market supervision and controls under the National Cybersecurity System Act.

Financial market supervision is exercised by the Polish Financial Supervision Authority (PFSA). It is a central public administration authority, but not a government administration authority. Since 1 January 2019, it has become a body of a state legal entity – the Office of the Polish Financial Supervision Authority (UKNF). A number of systemic changes concerning the shape of financial market supervision were introduced based on limited objectives without a broader analysis of the systemic consequences of these changes being conducted. This also applies to the recognition of the Office of the Polish Financial Supervision Authority as a state legal entity, and the Polish Financial Supervision Authority and its Chairman as authorities of the Office. Under administrative law, the Office remains the work apparatus of the Authority.

The purpose of the article is to present the genesis of the emergence and the scope of powers of the European Supervisory Authorities (ESAs) (the EBA, ESMA, and EIOPA), with particular reference to the EBA as regards the building of its supervisory normative standard and the protection of the consumer of financial services. The authors will propose de lege ferenda postulates which, in their view, would allow for an improvement in the quality of the financial services offered to consumers and ensure a higher level of protection of their interests and, at the same time, legal certainty for their providers. Increasingly sophisticated and complex financial products cause interpretation difficulties for both the courts and consumer protection authorities, but above all for consumers themselves, which consequently poses a challenge for both sides of the market (supply and demand). It is also a challenge for the post-crisis ESAs as the EU bodies not only designated to monitor and manage both the stability and security of the financial market, along with the actual level of consumer protection within it. In the preparation of the article, the legal-dogmatic and legal-theoretical method, which is standard for such studies, was applied, which allows for an analysis of the provisions of EU law and the identification of the norms stemming from them using interpretation and the assessment of the content of the provisions through the prism of the principle of consumer protection from Articles 12 and 169 TFEU and the EBAs’ competence provisions. Due to the fact that, in principle, the powers and competences of all three ESAs are analogous and only differ in terms of the scope of their application (i.e., financial institutions operating in the relevant financial market sectors – banking, insurance, and pension and investment), the authors will present their considerations with reference to the European Banking Authority (EBA), which is an exemplification of the powers of the other supervisory authorities. Thus, the secondary piece of EU legislation to be considered in this article will be the Council and European Parliament Regulation, hereinafter known as “EBA Regulation” and the actions taken by the EBA on that basis.
