The analysis of the existing dilemmas as well as methods of environmental programming indicates clearly that radical change is needed, not only procedural, but above all in institutional management. This change should be linked with the proposed by the Ministry of Regional Development reform, with almost revolutionary development management system change. It should be achieve by adequate strategic planning of the development of Poland. Equally important is to organize the substantive content of the various “green” policies. Cardinal factor causing disorder in the Polish strategic programming is the lack of guidance document, a document which is kind of foundation of the whole edifice of development programming. It should be a strategy for sustainable development of the Poland. Without it, “we are all lonely rudder and sailors”.

Opis:
The article presents proposals for a university management model supporting the process of strategic management at a university. The proposed model is based on the use of multi-criteria methods such as the 0–10 technique, object ranking, and optimisation methods – linear programming. The proposed solution integrates ranking and optimisation methods, the use of which may be helpful in the hands of managers in making management decisions. The proposed approach may also be helpful in developing a strategic scorecard, especially in the stage of formulating goals. It also enables the optimal selection of goals with the existing time constraints for the implementation of the strategy. The article presents a proposal for the use of the strategy implementation model and an example of its use. The strengths and weaknesses of the model were also indicated.

The possibility of a first-mover advantage arises in a variety of strategic choices, including product introductions, business start-ups, and mergers and acquisitions. The strategic management literature reflects ambiguity regarding the likelihood that a first mover can or will capture additional value. This paper uses a real options approach to address the optimal timing of strategic moves. Previous studies have modeled real options using either a perpetual or a European financial option. With these models, a strategic choice could only be made either without respect to a time frame (perpetual) or at a fixed point in time (European option.) Neither case is realistic. Companies typically have strategic options with only a limited time frame due to market factors, but companies may choose to act at any time within that constraint. To reflect this reality, we adapt a method for valuing an American financial option on a dividend paying stock to the real options context. The method presented in this paper proposes a solution for the optimum value for a project that should trigger a strategic choice, and highlights the value lost by not acting optimally. We use simulation results to show that the time frame available to make a strategic choice has an important effect on both the project value for when action should be taken, as well as on the value of waiting to invest at the optimal time. The results presented in this paper help to clarify the ambiguity that is found in the strategic management literature regarding the possibility of obtaining a first-mover advantage. Indeed, a first mover that acts sub-optimally could incur losses or at least not gain any advantage. A first mover that waits to invest at the right time based on the superior information supplied by models based on real options could be better positioned to obtain the benefits that might come from the first move.

Opis:
A penalty kicker’s problem in football has been modelled. The study took into consideration different directions in which the ball can be struck and goalkeepers’ success at defending shots. The strategic form of the game that can be used to predict how the kicker should optimally randomise his strategies has been modelled as a non-linear game-theoretic problem from a professional kicker’s viewpoint. The equilibrium of the game (i.e., the pair of mutually optimal mixed strategies) was obtained from the game-theoretic problem by reducing it to a linear programming problem and the two-phase simplex method was adopted to solve this problem. The optimal solution to the game indicates that the kicker never chooses to kick the ball off target, to the goalpost or to the crossbar, but rather chooses to kick the ball in the opposite direction to the one where the goalkeeper is most likely to successfully defend from past history.

Opis:
The oil and gas industry nowadays is challenged by dealing with nonconventional reserves and offshore environments. Decision-making associated with projects in the petroleum sector has to handle various technological issues, risks, and uncertainty. The Smart Fields approach was introduced to cope with complicated production conditions and make the production of hydrocarbons economically efficient. A significant part of this approach is proactive planning which implies taking into account the uncertainty, or lack of knowledge of the recoverable reserves, future hydrocarbon prices and various operational issues inherent in the projects. In this study, a multi-stage stochastic programming approach is employed to cover the relevant engineering issues of oilfield development and petroleum production while addressing the geophysical uncertainty related to the developed deposit. The proposed model covers such aspects as well drilling, gathering pipeline infrastructure planning, capacity selection for the infrastructure and the processing units, as well as planning the production operations with consideration of artificial lift efficiency. The model aims to optimise the entire field lifecycle, given the chosen planning criterion, that is an economic criterion of the project’s net present value. The contribution of the developed model to the area of planning in the petroleum industry is the detailed consideration of the technology: the flows and pressures in the planned infrastructure, reservoir behaviour, and the artificial lift performance. The goal of including these technological details is to apprehend the economic tradeoff between investments, operating costs and the prospective revenues, given the lack of knowledge of the geophysical properties of the developed deposit. The stochastic modelling implemented in this study is relevant to the development projects in nonconventional environments, where several deposits of various sizes are present; however, not each deposit's properties get to be studied in detail.
