Different types of random walk models are prevalent in mobile cellular network for analysis of roaming and handover, being considered as important parameters of traffic measurement and location updating of such network. This paper proposes a new random walk model of hexagonal cell cluster, exclusively developed by the authors and a comparison is made with two existing models. The proposed model shows better performance in context of number of probability states compared to existing models.

Opis:
Morphological change is not a result of mechanical, predictable processes, but of the behavior of language users. Speakers reinterpret opaque data in order to assign a more transparent structure to them. Subsequently successful reinterpretation may form the basis of new derivations. The moment such a derivative word formation process becomes productive a language change has taken place. In addition, this paper shows how language change obscures the distinction between separate morphological processes such as compounding and derivation and thus between morphological categories. Moreover, the data under discussion show that there is not a preferred natural direction of language change. Most of the examples are taken from English and Dutch, but also a few French, Frisian, German and Afrikaans data are discussed.

N-acetylneuraminic acid is an acidic nine-carbon amino ketose typically found at the non-reducing terminus of glycoproteins and glycolipids. The presence of a carboxylate group adjacent to the anomeric center suggest that this sugar could have transition states with highly stabilized oxocarbenium ion character during transfer reactions at the anomeric carbon. Kinetic isotope effect (KIE) experiments were used to probe the transition state for solvolysis of UMP-NeuAc, sialyltransferase-catalyzed transfer of UMP-NeuAc to N-acetyl-lactosamine, trans-sialidase catalyzed transfer of alfa(2--3) Neu-Lac or alfa(2--3) Neu-Gal, and acid catalyzed hydrolysis of alfa(2--3) Neu-Lac. The two key positions of isotope substitution in the N-acetyl neuraminic acid residue were the C3’ position, di-substituted with deuterium, and the C2’ position, substituted with either carbon-13 or carbon-14. The solvolysis reaction had a beta–2H KIE of 1.28 and a primary 14C KIE of 1.03. The sialyltransferase-catalyzed reaction had a b-2H KIE of 1.22 and a 14C KIE of 1.03. Trans-sialidase had a b–2H KIE of 1.05 and a primary 13C KIE of 1.03, equivalent to a 14C KIE of 1.06. Solvolysis of the trans-sialidase substrate gave a beta-2H KIE of 1.06, and a primary 13C KIE of 1.015. The results indicate a very late transition state for solvolysis of CMP-NeuAc, without nucleophilic participation. The sialyltransferase transition state is similar, but with less charge development. Trans-sialidase has a transition state with diminished charge development and considerable nucleophilic character, which leads to a covalent intermediate. The glycosyltransfer of N-acetylneuraminic acid glycosides is not limited to the classical dissociative mechanism.

Secondary isotope effects for carbonyl addition reactions of methyl thioacetate, acetone and acetaldehyde have been calculated by ab initio quantum mechanical methods in an effort to interpret measured beta-deuterium isotope effects on acetylcholinesterase- catalyzed hydrolysis of acetylthiocholine. The calculated beta-deuterium isotope effect for equilibrium addition of methanol to methyl thioacetate is D3Keq = 0.965, and the corresponding effect for addition of methoxide ion to methyl thioacetate wherein three waters are hydrogen bonded to the carbonyl oxyanion is D3Keq = 1.086. Neither of these calculated isotope effects is as inverse as the experimental beta-deuterium isotope effect for acetylcholinesterase-catalyzed hydrolysis of acetylthiocholine, D3kE = 0.90š0.03. Structural comparisons show that the water-solvated methoxide adduct of methyl thioacetate is more expanded than is the neutral methanol addition adduct, and suggest that the degree to which the isotope effect is inverse (i.e. less than) is inversely correlated to the degree of expansion of the adduct. A similar correlation of beta-deuterium and beta-deuterium secondary isotope effects with the degree of expansion of the adducts is found for equilibrium additions of methanol and methoxide ion to acetaldehyde. These computational results suggest that the markedly inverse beta-deuterium isotope effect for the acetylcholinesterase reaction arises from enzymic compression of the transition state.

W niniejszej pracy skonstruowano model do analizy prawdopodobieństwa sukcesu systemów o zadaniach (misjach) okresowych (ang. phased mission systems, PMS) z daną, ograniczoną liczbą części zamiennych. Konfiguracja systemu oraz kryteria sukcesu zadania okresowego mogą być różne dla różnych faz zadania. Większość technik i narzędzi służących do analizy systemów o zadaniach okresowych nie zakłada wymiany części podczas zadania okresowego lub nie bierze pod uwagę czasu wykonania napraw elementów składowych. Tymczasem, w niektórych zadaniach okresowych istnieje możliwość wymiany elementów składowych na zapasowe bądź to w trakcie trwania zadania bądź też w przerwach pomiędzy fazami, a czas takiej wymiany zazwyczaj nie jest bez znaczenia. Biorąc pod uwagę politykę minimalnej wymiany części (ang. minimal spare replacement policy, MSRP), często stosowaną podczas ćwiczeń wojskowych, w niniejszym artykule przedstawiono matematyczny model do analizy prawdopodobieństwa sukcesu zadania okresowego, oparty na dwóch metodach: minimalnych ścieżek zdatności oraz analizy stanu systemu. Możliwość wykorzystania modelu zilustrowano i zweryfikowano na podstawie przykładowych ćwiczeń wojskowych.
This paper builds a model to analyze the success probability of phased mission systems (PMS) with given limited spares. The configuration and success criteria of phased mission may vary from phase to phase. Most reliability analysis techniques and tools of phased mission systems assume that there is no spare replacement during the phased mission or the component repair times are neglected. However, for some phased missions, failed components can be replaced by spares during the mission or in the interval of the phases and the spare replacement times are generally not negligible. By considering minimal spare replacement policy (MSRP) which is often used in military exercise, this paper presents a mathematical model for success probability analysis of phased mission which is based on minimal path set and system state analysis methods. Then, the model was demonstrated and validated by an example of military exercise.

Effects of isotopic substitutions of "spectator" hydrogens on rate constants have been theoretically examined for the CH3 + H2 ' CH4 + H (I) and C2H + H2 ' C2H2 + H (II) reactions using variational transition state theory with the multidimensional semiclassical tunneling correction. A small but significant secondary isotope effect was found for reaction (I) but almost no isotope effect was found for reaction (II). This is because the potential energy surface for reaction (II) has an "early" character.

Theoretical background: The article is devoted to the knowledge gap in understanding processes of growing state interventionism in a number of post-communist countries, Poland being one of the most notable examples. This evolution is still understudied in the literature, both in terms of evidence and proper theoretical framework. Existing theoretical perspectives have been created for studying other types of economies an do not fully fit the transition ones. Among these perspectives, the state capitalism (SC) one seems to be the most promising.Purpose of the article: The task of this paper is to study the growing state interventionism in Poland using the state capitalism approach which had to be refined by the authors in order to be more applicable for analyzing transition economies. Using this framework, the history of SC formation and its present state in Poland are studied, including specific features of Polish state capitalism, e.g. the importance of the state-owned enterprise (SOE) sector as the source of rents, as well as the varieties of the state control over the enterprise sector.Research methods: The article makes use of mostly qualitative methods, quantitative ones playing an auxiliary role by systematizing evidence used in qualitative research. The study was based on analysis of the existing literature and evidence of interventionist practices of the Polish government. The authors attempted to fine-tune the SC approach both through refining its definition and including areas previously mostly neglected by SC studies such as relationships between the state and the enterprise sector. They created a typology of SC phenomena in transition economies which made it possible to study the Polish case in a comprehensive way.Main findings: At this stage, the authors think that no strict definition of state capitalism is possible because of its highly contextual character. Thus, the outcome of the study may not be universal, but the authors believe that their concept of six basic features of state capitalism may be applicable not only to Poland, but to other transition economies as well. Besides, the article raises awareness of the importance of state-controlled enterprises in studies on state capitalism. The article also identifies challenges for further research and the still existing knowledge gaps. Among others, the questions remain, whether the statist trends in Poland and other countries lead to a system change and what are the roots of these trends.

State-owned enterprises still play an important role in many countries around the world. The aim of this research is to indicate which factors had a significant impact on the scale of state ownership in enterprises in the group of twenty eight post-socialist countries. The large scale privatisation indicator from the EBRD and the novel microlevel-based SOE measure were regressed on sets of cultural, political, economic and control variables. The results show that cultural factors-represented by the dominant religion-had a substantial impact on the scale of state ownership in enterprises while the role of political and economic factors was less pronounced. These results emphasise the importance of cultural factors in shaping the scale of state ownership in enterprises. This study contributes to the literature by analysing factors inuflencing the scale of state ownership in enterprises in contemporary economic conditions which has been missing until now. A discussion on the role of the state as an owner of enterprises has been an important part of contemporary economic literature. The importance of this topic is driven by the fact that the scale of state ownership in enterprises is substantial in many countries around the world. Screening dependence study of the superconductivity in 4d- and 5d-transition metals based binary alloys was performed using the model pseudopotential approach, which was found quite successful in explaining superconductivity in metals, alloys, and metallic glasses. In the present work the superconducting state parameters viz. electron-phonon coupling strength λ, the Coulomb pseudopotential μ*, transition temperature T_{C}, isotope effect exponent α and effective interaction strength N₀ V of some transition metals based binary alloys of 4d- and 5d-transition metals groups were determined in the BCS-Eliashberg-McMillan framework. A considerable influence of various exchange and correlation functions on λ and μ* is found from the present study. The present results of the superconducting state parameters are found in qualitative agreement with the available experimental figures wherever exist.

Purpose: This study examines the determinants of ex-ante state capture in Poland. Methodology: In order to establish the determinants of ex-ante state capture a logistic regression is estimated. Findings: The study shows that in Poland the majority of legal acts were passed with the aim to satisfy the interest of particular groups. Furthermore, the regression analysis shows that the likelihood of state capture increases during the period of higher economic growth and local elections. The likelihood of state capture, however, declines during presidential elections. The results we attribute to different interests of political parties in the period of local and presidential elections. Finally, we fi nd that the state capture increased over the years in Poland. Additionally, we show that the EU accession did not prevent state capture in Poland. In contrast, the fi nancial crisis of 2007 resulted in a wake-up effect and the likelihood of state capture declined in Poland. Research limitations: In the study we employ proxies for state capture, yet we assume that corruption is a widespread phenomenon in Poland. However, due to its nature corruption is very diffi cult to assess and measure. Originality: The study uses a unique dataset on ex-ante state capture that was identifi ed in the legal acts that have been passed in the period 1990–2011 in Poland.

The article deals with the question whether the market needs to be regulated and if competition law is a desirable regulatory instrument for developing countries such as Georgia. This issue is not merely theoretical in nature, but reflects Georgia’s actual developments throughout the last decade when the country first repelled its existing antimonopoly law, since it was seen as unnecessary and hindering economic development, and yet later reintroduced it once again. For years Georgia was not regulating its market and, as the newly set up Competition Agency is starting to take its first steps, the question of the rationality for pro-competitive state intervention raises again. The chosen jurisdiction is unique for its unusual development path and history. It is even more special because of this particular point in time, witnessing the birth-phase of yet another competition law jurisdiction and the launching of its competition law enforcement authority. The article is dedicated to questions which are widely disputed in society, among politicians, in the media, within the local NGO sector etc. However, the academic community has not yet written much about them. This paper aims to fill this gap and encourage further academic discussion on this topic. Due to the limited number of academic sources and case-law in this field, a variety of sources has been used in this paper including: dissertations, reports of international organizations and local NGOs, personal interviews, blogs and so forth. The article is divided into sections. It starts by reviewing the evolution of competition law in Georgia and demonstrates its illogical development pattern. It moves on to outline the background and motivations present in Georgia at moments when breakthrough decisions were taken regarding its competition law regime. The article describes and analyses processes that took place on the un-regulated Georgian market in the last ten years. Based on the findings, it researches the question of the desirability of competition law, that is, whether Georgian market needs such state intervention, and what are the main challenges facing the effective enforcement of its recently adopted competition law.

Interdiffusion between Fe (Armco) and Cu single crystals of similar orientation (around [110]) annealed at temperatures of 873 and 973K in air for 0.5 up to 4 h is studied. Formation of three phases different in their chemical composition has been observed: 1) oxide layer on Cu border (porous), 2) a layer rich in copper, iron and oxygen, 3) a layer of iron and oxygen with only small addition of Cu. All reactions of interface formation occurred in solid state. It was noted that oxygen plays an important role in development of new phases. Strong Kirkendall effect is observed due to large difference in diffusion coefficients of copper atoms to iron, DCu→Fe=300exp(-67800/RT) and iron atoms to copper DCu→Fe=0.091exp(-46140/RT).

The article discusses the transformation process and state’s economic role in the transition period. The article also deals with the main objectives and goals of state regulations, the peculiarities of countries’ socio-economic formation and procedures of institutional transformation. A government’s role in economic development is changing during the transition period. The main important issues that must be set are strictly centralised state regulations and forms that are completely new systems in economic management, which should be achieved through the elimination of a state’s domination over the economic system, strengthening a privatisation process and so on. It is true that the government’s dominating power should be eliminated but establishing a new marketing-institutional environment and market culture should be developed only under the state’s active legislative, coordinative and stimulating control. The theoretical basis of the article represents the researches of foreign scientists, economists and international organisation. The methodological basis of the article is based on economic analysis, comparison, and grouping methods. While preparing the article, modern experimental methods and model of macro-economic researches, as well as researches and statistical data, approaches and methodology of several international organisations were widely used.
