The graduates’ startup formation process represents a possible future role for universities in the form of active-participation, when speaking of the regional development. Tracking the path of entrepreneurial graduates who are moving between home, university, and employment, allows us to identify the specific motives that determine their migration decisions. The choice of location of graduate entrepreneurs is naturally affected by the context of their home region, as the availability of resources leads to a rising entrepreneurial intention. Similarly, the location of the startups flourish in densely populated urban regions, as well as in wealthier locations. At the same time, the vibrancy of the local entrepreneurial ecosystems is enhanced through mutual exchange and collaboration; and the higher the number of startups already present in a region, the higher the probability becomes for interaction and creativity. A leading tendency, not least to be mentioned, is that the preference to start new businesses is connected to highly-skilled creative sectors of the economy.

Software startup companies develop innovative, software-intensive products within limited time frames and with few resources, searching for sustainable and scalable business models. Software startups are quite distinct from traditional mature software companies, but also from micro-, small-, and medium-sized enterprises, introducing new challenges relevant for software engineering research. This paper’s research agenda focuses on software engineering in startups, identifying, in particular, 70+ research questions in the areas of supporting startup engineering activities, startup evolution models and patterns, ecosystems and innovation hubs, human aspects in software startups, applying startup concepts in non-startup environments, and methodologies and theories for startup research. We connect and motivate this research agenda with past studies in software startup research, while pointing out possible future directions. While all authors of this research agenda have their main background in Software Engineering or Computer Science, their interestin software startups broadens the perspective to the challenges, but also to the opportunities that emerge from multi-disciplinary research. Our audience is therefore primarily software engineering researchers, even though we aim at stimulating collaborations and research that crosses disciplinary boundaries. We believe that with this research agenda we cover a wide spectrum of the software startup industry current needs.

Program Start in Poland z budżetem przekraczającym 2,8 miliarda złotych zakłada intensyfikację postaw przedsiębiorczych, a tym samym zwiększenie stopnia innowacyjności kraju.

The ‘Start in Poland’ program with a budget exceeding PLN 2.8 billion assumes the intensification of entrepreneurial attitudes and thus an increase in the country’s innovativeness. The fundamental question, however, is whether solely, or mainly, financial support affects not only the intensification of entrepreneurial attitudes but also their quality and what factors increase the number of companies with high innovative and business potential. The aim of the article is to answer the question of what are the expectations of enterprises operating as startup accelerators, which translate into the intensification of entrepreneurial attitudes, including the creation of startups with high potential, both business and innovative. In order to answer the research question, the research was carried out in accordance with the assumptions of the explanatory strategy, by performing quantitative research (n = 112) in the initial phase and qualitative research (n = 17) in the second phase.

Opis:
The article deals with the theoretical substantiation of the mechanisms of overcoming the digital inequality of the population in Ukraine, among which the main ones have been defined as follows: creation of interoperable governance systems, introduction of educational algorithms of artificial intelligence and application of geo-information technologies (startups). Digital inequalities are classified as technical, inclusive, educational and economic. It has been proven that digital education of the future must be based on individual contextual learning, which is based on technological capacity, inclusion and interaction of teachers and students within personalized curricula. It has been substantiated that there is the necessity to create in (or at) public authorities centers of interoperable governance – organizational and technological complexes of intellectually organized workplaces of public officials, experts-analysts and specialists-communicators who carry out modeling, analysis, forecasting, graphic visualization of the situation by means of digital software, technical and communicational tools to support decision-making based on neural network technologies and artificial intelligence algorithms. A model of interaction (movement) of informational and communicational flows and influences of a typical center of interoperable governance has been developed. The use of the visual representation of spatial data and digital services of geo-information systems is recommended on the example of the EasyWay startup, a digital logistics system of public transport routes to ensure the effectiveness of the centers of interoperable governance.

Introduction/background: The research problem was formulated by asking two research questions (RQ): RQ1: What are the similarities and differences in startup activity as observed in Poland and Israel? RQ2: What characteristics of a startup allow it to be treated as an AI-organisation? The conducted literature review allowed us to identify a certain cognitive gap (CG). CG1: There are few study reports discussing the characteristics of the European market of startups utilizing modern technologies. The study was conducted in 2018-2019. Aim of the paper: The main goal of the article is to present the results of a comparative analysis of Polish startups with Israeli organizations using artificial intelligence technology (AI startups). This main goal sets the focus on the respective partial epistemological aims. TA1: To determine the current state of knowledge about the characteristics of startups in Poland and AI startups in Israel. TA2: To try and define the term AI startup. Materials and methods: The research methods employed in implementing the formulated goals included: quantitative bibliometric analysis, systematic and critical review of the subject literature, text analysis and comparative analysis. Results and conclusions: It was noticed that clear differences can be observed between the analyzed markets, especially in terms of the number of AI startups. In addition, an attempt was made to define the concept of an AI startup, and the determinants of AI startups were also presented. In conclusion, the authors set the direction for further research, which would be based on expanding the observation of a broader spectrum of AI startups in other European and American markets.

Opis:
This paper focuses on automatic locking of tracking filters used in optical frequency transfer systems. General concept of such a system is briefly described and the problems with its automatic startup, originating in the use of the analog phase locked loop to filter weak, received signal, are discussed. A supervisory circuitry and algorithm to solve these problems is proposed. The frequency of the signal to be filtered is measured indirectly and the output frequency of the tracking filter is monitored. In the case of lack of synchronism (i.e. after the startup) a significant difference of these frequencies is measured and the supervisory algorithm forces the filter to tune into the right frequency and then allows it to synchronize. A system with the proposed solution was implemented and tested experimentally on a fiber optic link with high attenuation and multiple optical connectors. Transient signals during locking were recorded to investigate the system’s behavior in real environment. The system was evaluated in the link causing synchronization losses every 17 min on average. During measurements over 3 days, the whole system was synchronized for over 99.98% of time despite these difficult conditions.

Purpose: The article discusses the pace of internationalization by empirically verifying the speed of internationalization of Polish international firms and identifying which pattern is more frequently used by international startups from Poland: born global or born regional. Methodology: The article employs a quantitative approach. It builds on a sample of 355 international businesses from Poland (CATI survey). Findings: By using t test, U test, and ANOVA, the analysis showed a correlation between the compa-ny’s international strategy as a planning instrument and the speed and scope of internationalization. Research limitations/implications: Based on prior studies from other parts of the globe, we assume that among Polish companies the number of born regionals – i.e. businesses that are international from their inception – is growing, while their activity is mainly restricted to the European Union. Among Polish international firms, there are many born global. In the studied sample (selected randomly), the share of born globals was 61.5%, and global startups 43%, which is a very high rate. The results enable to adopt a hypothesis that the number of Polish-born regionals is relatively high in comparison with the traditional path and born globals. Originality/value: The article describes one of the first studies to (i) capture the phenomenon of born regionals in Poland and (ii) enrich empirical studies on emerging markets such as Poland.

The second part of the article, whose aim is to present the PE market and its significance in young business development, presents PE / VC Funds as an alternative and more risky capital investment and describes a relation between VC funds and startups that use their support. It draws attention to the selection of the fund appropriate for the company’s business profile and the importance of market knowledge. The article shows the most commonly used contractual clauses and it recommends young businesses to use lawyers support while negotiating with investors. It also presents the advantages and disadvantages of introducing the PE investor to the company, which on the one hand is a restriction on the freedom of action for business owners and originators but on the other hand, in the absence of creditworthiness, this is often the only chance to raise capital, develop and survive. In Addition, the managerial support and networking offered by the Funds allow for dynamic growth of the company’s value.

Private Equity (PE)/Venture Capital (VE) Funds cover medium and long-term transactions on the private enterprise market. They adopt a legal form of closed-ended investment funds or more and more appreciated alternative investment companies, which contribute to a development of innovativeness in the Polish economy, supporting enterprises on each level of their expansion. Over the last years, there has been an increased value of investment reported among the European PE funds. Poland’s share in the Central and Eastern European (CEE) investments has been the highest in the region and does not fall below 46%. Moreover, more than a double increase of domestic PE investments in 2017 is an opportunity for improving one of the lowest innovation indexes in the European Union. An important role in this matter also belongs to the growing power of start-up ecosystem. It is not without significance that there is a growing awareness of start-ups cooperating with funds, which is defined e.g. by a stronger position of investor or a limited possibility to negotiate the terms of investment agreements. The aim of this article is to present the PE market and its meaning in the development of young companies. Showing in the first part of the article statistics related to management of venture capital in Poland compared to Europe and the CEE will identify tendencies in development of the Polish PE market. It will also allow estimating Poland’s chances for improving its position in the innovative European ranking and increasing Poland’s competitiveness on the international level. Emphasising the importance of startup’s education in dealing with VC funds in the second part of the study will additionally highlight the essence of their cooperation in terms of professionalization of the PE market and a growth of the country’s innovativeness.

This paper describes the most important problems related to the management of intellectual property in startups. Startups have become an inseparable element of the innovative economy. Many of these companies base their development on intellectual capital and innovations. In this context, it is extremely important to legally secure the innovations and protect intellectual property. These activities can often be the decisive factor in the development of startups. This article aims to identify, analyse and evaluate the most important issues related to the management of intellectual property in startups. The first part of this paper presents the performed literature review, which mainly concerns the definition of innovation, the state of entrepreneurship in Poland, and the definition of a startup. The second part of the article deals with the main problems related to the management of intellectual property in startups. It is divided into three issues: underestimating the importance of intellectual property, the lack of intellectual property management strategies in startups and financial challenges of startups. The main results of the research indicate that many startups still have low awareness of what is intellectual property and what can be the consequence of using exclusive rights of others. The protection of intellectual property should become one of the elements of business strategies. However, startups find that the creation of the strategy and its implementation is rather expensive.
