In the context of the ongoing changes in the management systems of higher education, the issue of higher education institutions’ (HEIs) relationships with external stakeholders are of key importance. The article discusses the issue of external stakeholders of polish HEIs. The aim of it is to answer following questions: Who is perceived by HEIs as their external stakeholders? What expectations external stakeholders formulate towards HEIs? In order to do so, a questionnaire was conducted among HEIs’ heads in Poland, and the Polish and foreign literature on the subject was analysed. The results of survey show that many entities are in the network of Polish HEIs external stakeholders, however key categories of stakeholders are: employers, economy representatives, regional authorities, and labor market institutions.

Opis:
A key issue for stakeholder management is to determine who, to what extent and why can influence a project. Proper identification of stakeholders and their classification according to the criteria adopted allows for defining their hierarchy, strength and impact on the project. This, in turn, conditions the development of a strategy for dealing with individual stakeholder groups. The definitions of the concept of a stakeholder have been reviewed to determine the identification criteria. The article also attempts to systematize methods of qualifying stakeholders, depending on the number of differentiation criteria. The methods used for the qualification of stakeholders are often presented graphically.

The aim of this paper is to assess the functioning of spatial planning in Poland in the context of public management objectives. Drawing on the concepts of New Public Management, we use the category of stakeholders and public value generated for stakeholders. Two groups of stakeholders in spatial planning are distinguished, namely public (national and local government) entities, and private entities (including individuals and businesses). We describe the mechanisms of stakeholders’ influence on spatial planning and the effects of this influence on the development of space. We found that the actual spatial planning mechanisms in Poland are aberrational from the perspective of public management. The ubiquity of these aberrations (in diverse municipalities) allows us to rule out the most obvious types of causes, particularly the incompetence or corruption of local authorities or administrative apparatus. Therefore, it is postulated that the causes of the aberrations are structural and inherent to the legal system that impacts spatial planning both directly and indirectly. We propose solutions to improve the situation through the appropriate management of relations with stakeholders in processes implemented by a public entity. The article presents a model of such management. A change in the legal context – above all an amendment of the law regulating spatial planning procedures – provides an opportunity to balance the impact of various stakeholders on spatial planning arrangements.

Objective: The aim of the research presented in this article is to identify factors that influ-ence the involvement of large public interest entities that operate in Poland in conducting dialogue with stakeholders and thus foster the development of dialogue-based accounting. Methodology/research approach: The literature review identified potential factors that increase the chances of developing dialogic accounting. A sample of 159 large public interest entities was used to verify the hypotheses. Data were collected through content analysis of statements (reports) on non-financial information published for 2020, as well as infor-mation posted on their websites and corporate social media accounts. The logit regression method was used to verify the hypotheses. Results: Our findings suggest that the non-financial reporting standard used and the com-pany’s orientation towards employees may influence the dialogue process with stakehold-ers, increasing chances for the development of dialogic accounting. Limitations: The research sample is limited to one country, and the data were collected for one year only. Originality/value: The Article broadens accounting knowledge, in particular on the deter-minants that influence public interest entities’ involvement in stakeholder dialogue.

One of the ways workers express their displeasure to their respective employers is through industrial action or strike, as it is commonly called. This study investigated the causes and consequences of the Academic Staff Union of Universities strike among public universities in Nigeria. The study employed the descriptive survey method. The population of the study comprised all the 91 public universities in Nigeria; the sample of the study was 400 stakeholders, comprising of lectures, students, parents, transporters, and marketers across all the public universities in the nation, who were selected using multistage sampling procedure of purposive and simple random sampling at their respective public universities. Four hundred respondents were sampled from twelve (12) universities, where 33 respondents were selected from each university. The data collection instrument for this study was a self-designed questionnaire titled “Stakeholders’ Perception of Prevalence, Causes, and Consequences of ASUU Strike among Public Universities in Nigeria: 1999-2022 (SPCCASPUN)”. The questionnaire was on a 5-point Likert scale containing 24 items, validated via experts/professionals with a reliability of 0.87 obtained using a split-half method. At the same time, the data was analyzed using descriptive and inferential statistics of mean rating, percentage, and t-test. Findings of the study revealed, amongst others, that poor budgetary allocation to the education sector, failure of the federal government to honor their long-term agreement, staff bonuses, the politicization of the ASUU strike, revitalization of universities, etcetera are causes of the ASUU strike. As identified by the stakeholders, the consequences include loss of interest in school due to increased social vices, the rush of academic programs, missing out on NYSC and other job opportunities, and loss of sponsorship, among others. It was concluded that both the government and ASUU should come to terms and resolve the issue once and for all to avoid future reoccurrence.

Research background: Cooperation within the public and the private sectors is one of the conditions for a tourist region to achieve a competitive advantage, and it is one of the most important aspect for building a regional tourist brand. Research studies often raise the issue of tourism cooperation; however, there are few papers undertaking this topic in the context of place branding. The issue of benefits and barriers of this type of cooperation seen from the perspective of the involved stakeholders is rarely the sole object of research and is often presented indirectly or implicitly. Purpose of the article: The aim of the paper is to identify the benefits and barriers of cooperation seen by the local government and other representatives of regional tourism organization in the process of developing a regional brand. Methods: To achieve the aim of the paper, the authors conducted a case study of a region, specifically Podlaskie Voivodship in Poland. This case study involved individual in-depth interviews conducted among representatives of organizations - members of the Regional Tourism Organization. Findings & Value added: The findings of this study contribute to a better understanding of cooperation between tourism entities in the process of regional place branding. The authors established a conceptual framework for systematization of benefits and barriers of cooperation as seen by regional stakeholders. The benefits were grouped into the following categories: economic, organizational, marketing and social; and the barriers included economic, organizational, socio-cultural and political determinants.

Youth Focused Vegetable Production Program (YFVPP) was started by Vegetable Development Directorate (VDD) for the first time in the FY 013/14 as pilot phase in 25 districts with the aim of increasing opportunities to youths in vegetable sector so that out migration to gulf countries in seek of job can be reduced. After positive response from all stakeholders in pilot phase, the program was extended to all 75 districts as full phase for two consecutive years. The program covered 9893 youth farmers throughout the country. Out of them 23% were female while 77% were male farmers. A survey was conducted in three districts namely Sunsari, Dhankuta and Sankhuwasabha with a sample of 60 youth farmers. Majority of participants (50 percent) were either returned from abroad or in process of going aboard and 96.70 percent were not interested to go abroad for employment after participation in program. The study showed that per ropani income from winter vegetable was high as compared to income from spring and rainy season vegetables. Majority of participants, 95.0%, were continuing their vegetable farming while 5% were found to discontinue their farming business after participating in youth focused vegetable production programme. Selling of products in hat bazaar by farmers themselves was the most commonly preferred system of selling comprising 63.3% of respondents. Other practices were selling to the local traders, selling from collection centers and selling via agents.

RESEARCH OBJECTIVE: The purpose of this paper is to verify the hypothesis according to which the principles of corporate governance constitute an effective complement to the legal norms pertaining to the supervision over the operation of joint‑stock companies, thereby improving the quality and effectiveness of their operation. THE RESEARCH PROBLEM AND METHODS: An analysis of the legal regulations governing joint‑stock companies reveals that, while providing a potential for further development of this organisational and legal form, they also contain areas that are ambiguous or open to abuse. Therefore, steps should be taken to close the existing legal loopholes by providing governance guidelines that would have the desired effect without burdening enterprises with excessive bureaucracy. In their work, the authors have employed the hypothetico‑deductive method. THE PROCESS OF ARGUMENTATION: The present work consists of five parts. It begins with an analysis of the legal structure of joint‑stock companies and the fundamental principles of their operation justifying the implementation and observance of good practices. In the concluding part, we discuss the effects that can be achieved by companies with a higher level of corporate governance. RESEARCH RESULTS: The prevailing level of corporate culture affects the ability of national economies to accumulate capital resources, use them efficiently, and successfully monitor their allocation. This corroborates the hypothesis put forward in the present work, according to which the rules of corporate governance constitute an effective complement to the legal norms pertaining to the supervision over the operation of joint‑stock companies, thereby improving the quality and efficiency of their operation. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: Solutions offered by corporate governance meet the market’s need for an effective tool for managing investor expectations that would be based on the thought‑out building of a stable market position for a given company rather than on dictates and prohibitions.

The article presents the introduction of online learning at universities in Poland, which was a solution aimed at preventing, countering and combating COVID-19. Attention was drawn to the perception of this change by the stakeholders, i.e. students. The analysis examines students’ concerns regarding the implementation of this form of learning in selected areas related to access to technology, the organization of classes, and the participation in them, social interactions and administrative activities. The aim of the research was also to ascertain students’ opinions on the consequences of the implemented change and on the actions aimed at facilitating the transition to online learning undertaken by the authorities and university employees. The research was conducted with the use of an electronic survey questionnaire. The responses of 189 full-time university students were analyzed. Based on the results of the research, communication between students and university authorities, as well as the involvement of participants in the process of change were considered as key elements in the implementation of online learning. Among the important activities there were those that enable participation in online learning (provision of equipment, programs, licenses) and those that support learning (access to library resources). As regards the latter, conclusions were formulated concerning the planning of teaching, i.e. the content and the way of transferring knowledge.

Research objective: Justification of stakeholder engagement as a possible pillar of efficient regulatory governance The research problem and methods: To visualize the significance of stakeholder engagement to regulation, the OECD data on stakeholder engagement are interpreted. Then, the case studies of the stakeholder engagement within regulatory impact assessment procedures in the European Union, Korea and the United Kingdom are highlighted. The methodology is based on the comparative analysis of the OECD secondary data and case study comparative analysis. The process of argumentation: Starting from a view of regulatory policy as the realization of policy goals with regulation, law, and other instruments through which a higher standard of living of the population can be achieved. Concluding with the reasoning that stakeholder engagement is a crucial component of a check-and-balance mechanism in regulatory governance. Research results: The stakeholder-engagement-driven three-layer division covers: Policy-driven layer (strategy) determined by the contemporary challenges stemmed from emancipation of association consciousness and movements and ICT revolution; Administration-driven layer (operationalization) determined by effectiveness and efficiency as well as public service imperatives; Governance-driven layer serving as the exponent of varieties of conflicting and complementing ideas and interest of social groups, check and balance in the process of monitoring, legitimization and accountability of regulators while wide-spreading the essential public services. Conclusions, innovations, and recommendations: Stakeholder engagement as a crucial part of regulatory impact assessment has been the pivotal element of the systemic adjustments reaching out to the behavioral adaptations, and to the institutionalization of evidence-based policy making.

Though there has been an upward rise in the number of publications on COVID-19, tourism and hospitality, researchers have turned a blind eye towards conducting a multifaceted stakeholder assessment of its impact on a given destination and the possible effects of recent developments on the destination’s recovery. To address the latent gap, this study first attempts to assess the impact of COVID-19 on various aspects of a destination’s businesses, workforce and the local community. Taking into consideration the recent pharmaceutical developments and ease in travel restrictions, it then explores the effects of such an intervention on the destinations’ recovery process. 142 valid questionnaires were collected from employees of travel agents, tour operators, transport operators and hotels in the northern part of India. Subsequently, PLS-SEM (partial least squares structural equation modeling) was applied using SmartPLS to test the proposed hypotheses. Through two individual studies in September 2020 and November 2021 i.e. at different stages of the pandemic, this study not only offers insights into the current status of destination recovery but also tests the validity and applicability of recent publications, their proposed recommendations and future practices. Recovery at a destination was found to be a result of the recovery of its businesses, workforce and community. These factors also had positive and negative impacts on each other. The article further suggests the low transformational ability of the pandemic in the context of tourism and hospitality. It is amongst the first few studies to have carried out a temporal assessment of stakeholders for an investigation into the pandemic’s impact on destinations in addition to their recovery.
