Opis:
Insufficient due planning policy in Poland is subject to widespread and justified criticism. This applies to all levels of spatial management. Legal instruments governing spatial planning in Poland are passive - setting out only the legal framework corresponding to a particular area. They regulate what might be developed within its boundaries, however, they do not specify how it is to be accomplished. Therefore, there is a need to develop an integrated spatial development planning, in which also investors and/or stakeholders would be involved. Apart from answering to the question of what is going to be developed, it will also provide a very comprehensive and flexible implementation strategy having regard to different timelines and local amenities (facilities). This paper also brings an example showing how the spatial planning strategy was conducted for the development of the "Fort Bema" housing estates in the Warsaw district of Bemowo. It highlights the relevance of the planning phase for the subsequent in-use (operating) phase.
Brak racjonalnej polityki przestrzennej w Polsce jest przedmiotem powszechnej i uzasadnionej krytyki. Dotyczy to wszystkich poziomów zarządzania przestrzenią. Jak pokazują raporty środowisk naukowych, przedsiębiorców i organizacji zawodowych, poparte dodatkowo postulatami organizacji samorządowych i społecznych, nieracjonalny system zarządzania przestrzenią powoduje wymierne i rosnące straty społeczne oraz gospodarcze [7]. Jest to szczególnie widoczne z perspektywy praktyka zarządzania procesami inwestycyjnymi. W dokumencie zatytułowanym: „Tezy do naprawy prawodawstwa przestrzennego” przygotowanym przez Unię Metropolii Polskich czytamy: „Chaos przestrzenny ma negatywne skutki ekonomiczne i ekologiczne. (...) Powoduje nieracjonalny wzrost kosztów budowy i utrzymania infrastruktury technicznej i społecznej (...)” [7]. W rezolucji IV Kongresu Miast Polskich (2012) czytamy następujące postulaty: ”Prawo winno umożliwić prowadzenie racjonalnej polityki przestrzennej, wprowadzając równocześnie bariery ustawowe i procedury nadzorcze, które ograniczają działania szkodliwe społecznie i gospodarczo. (...) Zreformowane prawo winno ułatwiać inwestowanie, upraszczając procedury i eliminując bariery administracyjne (...)” [8]. W swoim referacie przybliżyłem system planowania przestrzennego obowiązujący w Polsce wraz z obowiązującymi aktami prawnymi oraz wyszczególniłem zadania władz samorządowych i krajowych w zakresie planowania przestrzennego w podziale na poziom decyzyjny: gminy, powiatu, województwa i kraju. Na każdym z poziomów decyzyjnych są do opracowania różne dokumenty: od miejscowych planów zagospodarowania, aż po koncepcje przestrzennego zagospodarowania kraju.

Opis:
Reclamation and redevelopment of subsidence and inundation resulting from mining excavation are different from procedures adopted in the case of mining gobs and workings, the former cannot be pre-designed with such accuracy as subsurface excavations yet, they occur at areas that do not belong to mining companies. The reclamation and redevelopment of subsidence and inundation areas is, in many cases, undertaken, after several years of abandoning underground mining works. As far as subsidence and inundations are concerned, there is a need of a specific approach and activities concerning programming and cooperation of the stakeholders. The scope of the paper is the description of the case of the land inundation caused by underground hard coal mining excavation by Jastrzębska Coal Mining Company in the area of Mszana and Jastrzębie-Zdrój. The problem is to designate the modes of redevelopment the degraded areas in consideration of the possibilities of stone deposition, preservation of the biological qualities and land development plans of local governments and communities. The methodology of research adopted by the authors facilitates the indication of spatial management development directions and, in addition, coordination of the objectives to be adopted by Jastrzębska Coal Mining Company towards the said local communities on the grounds of operational planning. The elaboration will provide the grounds for further activities to be undertaken by Jastrzębska Coal Mining Company and implementation of changes in the local land use plans of the two local communities.
Rekultywacja i zagospodarowanie zapadlisk i zalewisk powstałych w wyniku eksploatacji górniczej różni się od postępowania z wyrobiskami: zapadlisk i zalewisk nie można zaprojektować a występują one zwykle na gruntach nie należących do kopalni. Do rekultywacji i zagospodarowania zapadlisk i zalewisk przystępuje się nierzadko wiele lat po ustaniu eksploatacji podziemnej. Procesy te, w przypadku zapadlisk i zalewisk wymagają specyficznego podejścia i działań zarówno w zakresie ich programowania, jak i współdziałania zainteresowanych uczestników. Artykuł opisuje przypadek zalewisk powstałych po podziemnej eksploatacji węgla kamiennego przez Jastrzębską Spółkę Węglową S.A. (JSW SA) na obszarze gmin Mszana i Jastrzębie-Zdrój. Problemem do rozwiązania było wyznaczenie kierunków zagospodarowania zdegradowanych terenów z uwzględnieniem możliwości dalszego składowania kamienia, zachowanie wartości przyrodniczych, uwzględnienia planów rozwojowych gmin. Metodyka opracowana przez autorów umożliwiła nie tylko wskazanie kierunków zagospodarowania omawianego obszaru ale także koordynację celów JSW SA oraz gmin Mszana i Jastrzębie-Zdrój na płaszczyźnie opracowanego planu operacyjnego. Dokument ten będzie podstawą do dalszych działań JSW SA oraz wprowadzanie zmian do miejscowych planów zagospodarowania przestrzennego odpowiednich gmin.

Objectives: The objective of this article is to identify the reasons for the emergence of urban sprawl in Poland, with particular reference to selected medium-sized cities in the Małopolska voivodeship, located at different distances from Kraków. The second objective of this article is to indicate the awareness of the authorities of these cities of the influence of the core city (Kraków) and their efforts to use this phenomenon for their own developmental goals. Research Design & Methods: Documents defining the socio-economic development policies of Limanowa, Niepołomic and Nowy Targ were used for the analysis, as well as selected quantitative data indicating the direction and strength of the urban sprawl. An important element of this article is an indication of the consequences of this phenomenon and remedies for public administration of various levels in Poland. The model of gravitational potential was utilised as the research basis. Contribution / Value Added: As an added value, an attempt should be made to indicate the relation between the values of indicators and the policy of local development (actions of local authorities to eliminate negative effects of the urban sprawl phenomenon). Implications / Recommendations: Although the urban sprawl phenomenon is involuntary (and ubiquitous), it can be controlled, and the lack of actions to control consequences will make them even more acute. Solutions should be systemic in nature and implemented at the level of central administration in Poland, but the attitude of local authorities is also important. In addition, the influence of Kraków on its functional surroundings has a different strength and character. From the point of view of local authorities, it is important to diagnose strength and character (positive or negative) in order to properly choose the direction of the given city’s development policy.

Due to the complexity of planning processes, as well as the desire to satisfy stakeholders and entities involved in spatial development and planning procedures, there is a clear need to create a platform for managing spatial development planning information. The aim of this paper is to present a project and pilot version of an urban platform (spatial planning geoportal), which is intended to be a solution used for the creation, analysis, and presentation of spatial data related to spatial planning. To implement the concept of the geoportal, one of the models used in systems and software engineering known as incremental execution was used, together with the language for documenting phases of an IT project – the Unified Modeling Language (UML). The concept includes a formal description of the geoportal functionalities using UML as well as the perspective of solution users and stakeholders. This paper also shows the functionality of the pilot version of the geoportal, which refers to spatial planning at the local level and local spatial development. The spatial planning geoportal presented in this paper adheres to the reform of spatial planning and is intended to help in conducting spatial policy, both at the local and central level. Establishment of the spatial planning geoportal may contribute to increasing the efficiency and quality of the spatial planning system in Poland, as well as other areas such as management of local government units, local and regional transport, and regional planning.

The purpose of this study was to identify compatibilities of land-use patterns resulting from adjacent functions within the rural commune of Oleśnica. The analysis was made based on the relevant studies of conditions and directions of spatial planning, as well as a field inventory. The results of the studies show that the applicable planning document became a potential source of spatial conflicts. On these grounds, a negative assessment was given to the functioning spatial planning system, which, according to the premises of spatial order and sustainable development, should prevent them. The existing incompatibilities are the result of issues with coordination of the local spatial policies. As a consequence, they cause an urban development chaos, lack of proper space shaping, environmental damage and lower the residents‘ quality of life.

The research based on analysis smart city-initiatives in framework of sustainable development. The main hypothesis is a lack of a comprehensive vision of a smart city slows down the development of the city as a whole. The competitive passport of the city that developing on bases of proposed methodology will allow to reveal explicit and implicit competitive advantages of the territory, to choose the most needed at this stage of smart-technology, to develop an up-to-date strategy with specific (measurable and achievable) goals. Thereby using the concept of smart cities allows cities, regardless of their size, to achieve economic development, attract investors, and mobilize local people and create new jobs. The smart platform allows share data between all participants and stakeholders, this improves efficiency and stimulate changes.

The main aim of the paper was to elaborate a conception of spatial development around dormitories of the Jagiellonian University Collegium Medicum located in Prokocim – one of Krakow quarters. The area that is being elaborated comprises public space of academic commune which lives there. Lack of possibility to spend free time in the closest neigbourhood together with special landscape values and a very bad state of buildings and also outdated infrastructure became inspiration to create this conception. The task was characterized by works’ multi-stages and its main goal was to create favourable conditions of functioning and friendly space for its inhabitants. Special attention should have been paid to demands concerning architecture, environment and landscape values with simultaneous preserving of  economic balance while planning the conception. Planned assumption of modernization and development of objects and not only sporting and recreational ones can become a response for inhabitants’ expectations and needs in the range of free time realization and spending.

The article discusses the spatial development of non-urban areas based on the use of local peat resources. Creating a methodology for the advanced spatial development of non-urban areas has peat resources based on multi-criteria optimisation of production and social infrastructures. The industrial and social infrastructure of the non-urban areas having reserves of peat, associated mineral, and industrial raw materials. Regularities, trends, and features of formation and functioning of the productive and social infrastructure of the natural and man-made complex in the development of peat reserves, associated mineral, and industrial raw materials. To achieve this goal, it is necessary to conduct interdisciplinary research and solve the following specific objectives: (1) the scientific justification of new technological processes and equipment for peat and mineral raw materials processing for obtaining new composite materials for multiple purposes; (2) the feature analysis of the use of local peat resources to provide the development of non-urban areas based on a set of scientific approaches; (3) the development of the methodology for project management of the natural and man-made complex to ensure multi-criteria optimisation of productive and social infrastructure. The example of the Khanty-Mansiysk Autonomous Okrug – Yugra development selected results of confronting the existing “big grand” and national challenges through the mechanisms of rational use of local peat resources non-urban areas are illustrated. The results indicated that by 2030 there would be a 3.8-fold increase in mineral extraction and a 5.9-fold increase in processing industries.

In recent years, grassroots organising has become important in advocating for the interests of local communities in spatial development processes in the Balkans. Though differing in terms of size, focus, and method, these initiatives seek to articulate dissatisfaction with the existing models of spatial governance, and to imagine, propose, and demand more just and inclusive alternatives. This paper focuses on grassroots activism contesting the top-down model of governing space in Montenegro. The paper deals with the problem of rail noise pollution in cities in the context of legal amendments. This aspect is often neglected in the process of spatial planning. The authors were motivated to undertake this analysis both by legal changes permitting higher levels of acceptable noise thresholds, which were introduced and legalised in October 2012, and by the intensified levels of investment in areas neighbouring railways. On selected examples of residential areas in Warsaw, Poland (the city districts of Ursus, Białołęka and Ursynów), relevant land development sites were analysed against the course of isophones showing permissible noise levels. The analysis was based on data taken from acoustic maps for Warsaw from 2012 and 2017, planning studies, the Topographic Objects Database (BDOT10k) and the current state of land development. Using ArcGis software, 22 features, three study areas, and corresponding quantitative indicators were assessed. The authors presented the level of railway noise pollution set against the general spatial development. The analysis demonstrated that the changes in legislation have resulted in the “acoustic release” of land near railways; i.e., in these areas new, lessrestrictive regulations on noise pollution have become permissible. In turn, the number of buildings that were considered at risk of noise pollution before 2012 has fallen. The aforementioned regulatory changes may unfavourably impact residential areas neighbouring railways and this has even provoked a wider discussion at the European Union level.

Presentation of contemporary trends in development of such residential units as peripheral housing estates in large Polish cities, as exemplified by Warsaw, is the objective of the paper. Such units are compared with their counterparts being built in Berlin. Research was carried out in three housing estates in the western part of the Bemowo District of Warsaw, i.e. Lazurowa (developer J.W. Construction), Nad Jeziorem (developer DoR Group) and Villa L'Azur (developer Bouygues Immobilier Polska). The first two were completed at the turn of 2008/2009. The third is in the final stage of construction. All three are located inside immediate city borders. Within framework of research were carried out analysis of developers' materials, cartographic materials from the City Hall as well as field research. The results were juxtaposed with research made in 2008 in Berlin.

Opis:
This paper studies spatial differences in the fluctuations of the regional building activity in Greece, by developing a composite multinomial logistic regression model expressing the building activity’s variability in socio-economic terms. The results show that the variability in building activity is related to economies of scale within the construction sector, along with the performance of two other Greek economy’s major sectors, i.e., tourism and tertiary, in highlighting a dependence on the prime drivers of economic and regional development. Overall, the research provides empirical evidence on the macro-economic modelling of spatial demand, based on a proxy incorporating all aspects of human activity in the geographical space.
