Opis:
There is no Strategic Plan for tackling and preventing homelessness in Slovakia, which exacerbates the unsystematic process of social services for homeless people. For this reason, we point out the positives and negatives of the whole system. The research focuses on mapping the current situation of homelessness and describes the aid system under the auspices of the non-profit sector. The participants in the research were social and street workers who provide care and counseling for the homeless on an outpatient basis, on a residential basis or directly in the street where they live.

Aim/purpose – The purpose of this article was to identify the information and communication technology (ICT) tools fostering the co-production of social services, acknowledging that the technological environment is an important contextual condition enhancing the development of co-production. Design/methodology/approach – The method used was systematic literature review (SLR). Findings – As a result of the review, the catalog of solutions and tools offered by information and communication technologies was presented. The results of the research carried out indicate that the co-production of social services is favored by the use of such ICT tools as mobile applications, crowdsourcing, open data, big data, real-time data collection and analysis, gamification, and social media. Research implications/limitations – The main implication of the research is the comprehensive catalog of ICT tools that can be used to facilitate social service co-production. ICT tools also favor the emergence of new forms of co-production; there-fore, the acquaintance of these tools can accelerate this process. The study is constrained by several limitations. The study is constrained by several limitations. First, applied methodology, which is qualitative, analyzes secondary data. Second, the co-production in the social services area includes many and various services, and ICT application and impact can differ by specific type of service. Originality/value/contribution – This paper contributes to research on the co-production of social services, particularly in terms of the use of new technologies in this process, in two ways. First, the development of the catalog of ICT tools favoring social service co-production. Their application fosters the involvement of contextual actors, increasing the efficiency, effectiveness, and quality of social services. In this way, the social service co-production contributes to better addressing the citizens’ needs, increasing their quality of life and well-being, and unleashing their potential. Second, by taking the PSL perspective and situating factors favoring co-production within a service ecosystem framework, this paper draws attention to public value emerging from new relations, extensive dialogue, deliberation, common arrangements, and collaborative activity in virtual communities.

Demographic developments indicate that the number of seniors in society is increasing in the long run. Taking this situation into account, the social services – as an integral part of the intervention policy – are aimed at actual meeting the citizens’ needs. In connection with the provided social services, two themes resonate in public. The first is the quality of social services and the second is the quality of life.
Zmiany demograficzne wskazują, że liczba osób starszych w społeczeństwie wzrasta w dłuższej perspektywie. Z uwagi na tę sytuację usługi społeczne – jako integralna część polityki interwencyjnej – są zorientowane na rzeczywiste zaspokojenie potrzeb ich obywateli. W związku z dostarczonymi usługami społecznymi dwa tematy rezonują publicznie. Pierwszym z nich jest jakość usług społecznych, a drugim jakość życia.

The current situation in Ukraine concerning the guarantee of social protection and providing social services for ATO participants by state and non-governmental organizations is analyzed. Legislative strengthening of social protection of ATO participants is revealed. The current state of the providing of social services for ATO participants and their family members, the effectiveness of the use of resources (financing) for 2014–2016 on the basis of a comparative analysis of the costs on social protection in the expenditures of the Consolidated Budget of Ukraine and presented as a share of GDP, in Ukraine and the European Union countries for 2011–2014, are evaluated. The problems in the field of social protection for ATO participants and and promising measures in this field such as the evaluation of the effectiveness of national and regional social programs for ATO participants and the evaluation of the public expenditures for the social protection of ATO participants and the evaluation of the quality of social services for ATO participants are grounded.

Opis:
Development of social services in Slovakia is connected with the big reform of transformation and decentralisation held in 2002, but there are still differences between state and non-public social providers described in this analysis. An overview of the relevant social law shows that, in addition to municipalities and higher territorial units, social services can also be provided by private entities, such as non-profit organisations, civic associations, church organisations. Unlike these “private” public providers, who are authorized to provide social services under the same conditions as public providers, a non-public provider has to pass legal conditions for the provision of social services. The main differences are visible in the way of funding and in the access to public sources of a number of social care users as well as in condition of providing community-based services. Slovakia and other countries in Europe are facing the demographical changes that affect the quality of life of the elderly, economics, and long-term health and social care. It is necessary to develop community-based services in the basis of sustainability due to ageing of the population and the increased number of the vulnerable people requiring social care.

Objectives: In this study, we examined the connection between organizational changes and employees own evaluations of their work ability. Materials and Methods: In early 2010, we asked employees (n = 2429) working in the Finnish social services and health care industry to identify all the organizational changes that had occurred at their workplaces over the previous two years, and to evaluate their own work ability and whether different statements related to the elements of work ability were true or false at the time of the survey. For our method of analysis, we used logistical regression analysis. Results: In models adjusted for gender, age, marital status, professional education and managerial position, the respondents who had encountered organizational changes were at a higher risk of feeling that their work ability had decreased (OR = 1.49) than the respondents whose workplaces had not been affected by changes. Those respondents who had encountered organizational changes were also at a higher risk of feeling that several elements related to work ability had deteriorated. The risk of having decreased self-evaluated work ability was in turn higher among the respondents who stated they could not understand the changes than among those respondents who understood the changes (OR = 1.99). This was also the case among respondents who felt that their opportunities to be involved in the changes had been poor in comparison to those who felt that they had had good opportunities to be involved in the process (OR = 2.16). Conclusions: Our findings suggest that the organizational changes in social and health care may entail, especially when poorly executed, costs to which little attention has been paid until now. When implementing organizational changes, it is vital to ensure that the employees understand why the changes are being made, and that they are given the opportunity to take part in the implementation of these changes.

The health care system should offer and provide a variety of services without undue delay. Due to numerous technical, financial and human resource constraints, not all services can be offered both without restrictions and in equal measure in places of different sizes of residence. As a result of qualitative and quantitative research, a map of accessibility to social and health services was drawn up, taking into consideration the division of the country into voivodeships with different population. Spatial analysis showed great diversity in terms of service availability. Voivodships with the highest accessibility of health and social services are Dolnośląskie, Opolskie and Świętokrzyskie, while the worst situation is in Wielkopolskie. Moreover, the article identifies the main problems that people with limited functionality encounter when using health and social services.

Despite the fact that special education in Ukraine is quite extensive and eveloped, education itself and social psychological development remain unavailable for children with ASD. The article aim is to show a model of autistic children inclusion in the educational system of Ukraine taking into account the experience of success. The investigated group consists of 20 children with ASD and 20 children with mental retardation from a boarding school aged from 8 to 9 years. The children indices were investigated according to Binet-Simon Scale for intelligence level determination, method of neuropsychological research according to Alexander Luria for psychophysical development level determination and Childhood Autism Rating Scale for autism level determination. The analysis of inclusive education implementation in the educational system of Ukraine has been conducted. The results of studies have shown that children with ASD have substantially lower indices of speech development, capacity for imitation as well as concentration of attention than children with mental retardation. Conductance of social intervention based of TEACCH therapy elements for group of children with ASD has shown their progress in indices of social interaction, emotional reaction and communication. The results obtained allow us to build a model of inclusion of children with ASD in the educational system of Ukraine. The main components of the model are considered.

The continuing COVID-19 pandemic has been affecting our health and other aspects of our lives — work, family life, and contact with others. Everyday functioning has changed completely. The threat of the pandemic has forced us to develop new everyday practices, including co-producing services in conditions of minimal direct contact. The article aims to present co-production practices in public social services during the COVID-19 lockdown period. The discussion is based on the results of nationwide research conducted in Poland among formal organizers of services in local centers for older adults organized under the government’s multiannual program “Senior+” (155 from 772 centers throughout Poland). The author distinguished three primary forms of the older people co-production (Elementary, Individual, and Collective) filled with various service practices during the COVID-19 lockdown period.

In an increasingly globalised world, for many people who are using the UK adult social care services, interaction with post accession migrants as paid carers now represents an everyday encounter. This paper explores the contribution being made by post accession Polish migrants. It focuses on the role that these workers are playing in services for adults with learning disabilities in the UK. People with learning disabilities represent a service user group that continues to grow both numerically and in terms of complexity of need. Service users who rely on adult social care represent some of the most vulnerable and dependent members of society, whose needs are now largely met in community based services. This model of service delivery stands in sharp contrast to services for people with learning disabilities in Poland, where even though there is a growing shift and political commitment towards community care, most provision remains mainly orientated towards institutional care. Drawing on feminist scholarship it attempts to understand what can be learnt about care through migration discourse. The focus on social care provides opportunities for both analytical and comparative social policy analysis, while also considering the needs of adults with learning disabilities. In particular it focuses on how post accession migrants employed as care workers are key elements in the global reconfiguration of welfare systems and familial relationships. It briefly considers how the experiences and knowledge being gained by these women working in the UK could potentially impact on Polish services for people with learning disabilities
