The smart city concept has been growing in importance in the research activities worldwide as a direction in the development of modern cities. Mobility-as-a-Service (MaaS) solutions are quite a new transport concept introduced in a small number of cities usually in the pilot phase. The main purpose of the article is to explore the interactions and complementarity of these concepts. This paper analyses how MaaS can support progress in achieving smart mobility, and thus the idea of a smart city. It has the potential to improve the use of assets and contributes to a reduction in the number of passenger cars in congested cities. The research methodology includes a literature review and a deductive research method. The research has shown that cities having high indexes of ‘smartness’ are more likely to implement technologically advanced ICT solutions in transport systems and both these concepts (smart city and Mobility-as-a-Service) are important for the future of cities making them more sustainable and providing a higher quality of life for residents and visitors. The results of this study can be useful for policy makers, especially at local and regional levels.
Koncepcja inteligentnego miasta jako kierunek rozwoju nowoczesnych miast zyskuje na znaczeniu jako przedmiot badań naukowych. Mobility-as-a-Service to nowa koncepcja organizacji transportu, wprowadzona w niewielkiej liczbie miast, mogąca poprawić wykorzystanie zasobów, zmniejszyć udział samochodów osobowych w przewozach i po- ziom kongestii. Głównym celem artykułu było przedstawienie badań nad interakcjami i komplementarnością tych dwóch koncepcji. W pracy wykorzystano przegląd literatury i wnioskowanie metodą dedukcji. Wykazano, jak MaaS może wspomagać osiągnięcie inteligentnej mobilności i celów inteligentnego miasta. Badanie empiryczne dowiodło, iż miasta mające wysokie wskaźniki w rankingu inteligentnych miast wykazują większe skłonności do wdrażania zaawansowanych technologicznie rozwiązań zaliczanych do MaaS. Obie te koncepcje (smart city i Mobility-as-a-Service) są istotne dla miast, aby rozwijały się w sposób zrównoważony i zapewniały wysoką jakość życia mieszkańcom.

The term smart city is increasingly used in media and across society. Every city wants to have the status of a smart city, because it means using smart solutions to help the city with contemporary problems related to, inter alia, public transport. For the inhabitants of these cities, the implementation of the smart city concept may mean a higher level of quality of life and greater comfort of life. The main goal of this paper is the presentation of the results of the conducted study on what cities should do and how, in order to improve the quality of public transport in their city to become a smart city. Based on comparative analysis of public transport of the best smart cities in the world i.e. London, San Francisco and Singapore, this research aims at pointing out the development direction of implementing smart mobility for cities. The selected cities will be examined and compared according to the following criteria: availability of transport in the city, applied technologies in transport solutions, and the strategy for the development of transport services in the city

Smart cities and smart mobility are often analysed by systematic, sustainability-related, informatical, etc., issues. However, the quality elements of smart mobility services have not yet been reviewed. In this paper, we reviewed smart cities and smart mobility as well as the quality elements of smart mobility services. Based on the reviewed literature, we illustrated the requirements against smart mobility and uncovered the need for optimisation. We also interpret a monitoring method based on SERVQUAL. This method can be a base of establishing key performance indicators as well as benchmarking between cities.

The article presents issues related to creating sustainable mobility, which is one of the main elements of a smart city, the understanding of which in recent years has changed dramatically. We can observe a departure from the strictly technological understanding of a smart city, in favour of creative development and providing incentives for shaping urban space that is not only public, but also respects the requirements of the environment. This aspect is also necessary for the development of smart and sustainable mobility. The aim of this study is to identify the main premise and the characteristics of a smart and sustainable city, and to present mobility as one of the key challenges involved in the operationalization of the concept. Although the issue of a smart city and sustainable city in the literature is often taken up, their combination is less explored. These considerations start with presenting the key components of a smart sustainable city. This will allow to understand the idea of the concept. Next, we will go to the issue of mobility, which plays an important role in creating a smart sustainable city.
Artykuł prezentuje zagadnienia związane z kreowaniem zrównoważonej mobilności, która jest jednym z głównych elementów smart city. Obserwujemy odejście od stricte technologicznego rozumowania miasta inteligentnego na rzecz kreatywnego rozwoju i dostarczania bodźców do kształtowania przestrzeni miejskiej, odpowiadającej nie tylko społeczeństwu, ale respektującej wymagania środowiska. Aspekt ten jest niezbędny dla rozwoju inteligentnej i zrównoważonej mobilności. Za cel opracowania przyjęto identyfikację założeń oraz cech miasta inteligentnego i zrównoważonego, a także przedstawienie mobilności jako jednego z kluczowych wyzwań smart sustainable city. Rozważania rozpoczniemy od przedstawienia głównych elementów miasta inteligentnego i zrównoważonego. Pozwoli to zrozumieć ideę koncepcji smart sustainable city. Następnie przejdziemy do kwestii mobilności, która odgrywa ważną rolę w operacjonalizacji koncepcji.

To optimize the everyday functioning of a city, urban authorities can implement smart city tools and solutions. Mobility is a typical field associated with the concept of a smart city. It is interesting to take a closer look at the solutions applied through the information accessible on the official websites, while exploring, at the same time, the possibilities offered by new research tools. The main objective of this work is to establish the significance of the information and communication technologies (ICT) in the process of creating smart mobility in a smart city, based on the texts posted on official websites. Using the natural language processing (NLP) methods and tools offered by the CLARIN.EU infrastructure, we verified dominant connotations with the mobility in the cities recognized as smart. The cities sample is the extract from the existing smart city rankings. To fulfil our goal, we searched for an answer to the question: What information about ICT solutions is posted on the websites of the studied cities and in what thematic contexts are they used? We looked for the results of the smart city rankings, referring to the official websites of the selected cities (a random selection from a total of 174 cities). The results show that mobility forms a distinct topic in smart cities communication, covering various kinds of transport solutions and systems, with a strong focus on the project side of this activity. The results are the part of the research “The smart city 4.0 maturity model,” conducted at the Department of Marketing and Logistics UO.

Intelligent transport systems (ITS) are undoubtedly an opportunity for the sustainable development of smart cities today. ITS is based on advanced transport technologies that help minimise the emission of harmful substances to the environment. Smart mobility and ITS are related to the use of ICT. The implementation of technologically advanced ITS is associated with several benefits, barriers and difficulties. However, transport, ITS and smart mobility (as a component of a smart city) are indicated as the most desirable option for sustainable urban transport systems. The article aims to identify barriers related to the implementation of ITS in cities from the point of view of people responsible for the organisation of urban transport representing the local government of selected voivodship cities in Poland. The goal formulated in this way allowed to identify the following research question: what are the problems and barriers of implementing ITS in the city from the local government’s perspective? To achieve the paper’s aim, the author based their analysis on a qualitative technique of collecting empirical data. Ten individual in-depth interviews were conducted with representatives of local governments (vice-mayors and members of urban transport organisers) in voivodship cities, which represented six Polish macro-regions. Research results and findings indicate the main categories and subcategories of barriers related to the ITS implementation. The identified barriers are grouped into the following categories: economic, social, organisational, technological and legal. The contribution is twofold: first, in the presentation of the theoretical and practical barriers to ITS in juxtaposition; and second, in identifying the intelligent transportation impact, which affects the provision of being a smarter city. The findings can positively influence as important factors for local governments to focus on intelligent transport.

Subject and purpose of work: Integrated fare to date is essential for the efficient functioning of city transport services and for the involvement of citizens to shift from private to public transport. Implementation of this kind is a necessary component of the future development of the city in the direction of smart mobility. Materials and methods: The research focuses on evaluating the barriers and challenges towards the implementation of an integrated fare in Ukraine, mainly using the city of Kyiv as a case study. Modern cities are focused on the implementation of the assumptions of sustainable transport development. They invest in modern solutions and intelligent technologies that improve the mobility of residents and reduce energy consumption and pollution emitted by means of transport. This article deals with issues of smart urban mobility and carsharing, in particular, as one of the examples of the implementation of sustainable transport policy. The objective of this article is a comparative analysis of the pace of development of the carsharing markets in Poland and Germany. The analysis is carried out using statistical and comparative analysis methods. In addition, for a complete presentation of the problem raised, a literature analysis is performed. The research area covers two countries, Poland and Germany, from which ten cities for each are selected for analysis. In addition, to achieve the assumed objective, we also present the basic assumptions of smart mobility and solutions used in cities, and then determine the increase in the number of cars driving in the carsharing system. In addition, the factors influencing the change in transport patterns of urban residents are analyzed, and the importance of modern communication technologies in the development of carsharing systems is emphasized. The results of the analysis can be used as a tool to support the decisions of city authorities in the field of transportation management and, in particular, the implementation of carsharing systems. They also present the dependencies of the spread of this solution in a given urban space. They indicate the largest problems that may affect the introduction of this solution as an element of the city’s transportation system.

Purpose: To establish underlying issues that have hindered the implementation of smart mobility systems in Cape Town. Design/methodology/approach: This article review is based on a theoretical literature review on the idea of mobility and smart City in Cape Town, South Africa. The theoretical approach was based on published journals, government sources, and other sources. Findings: Smart mobility is one of the developmental strategies of this City with a focus on enhancing the existing transport system. This will help improve commuter transfer speed and the overall quality of life. However, the current transport systems have greatly undermined commuter experience, leading to traffic congestion, high transport costs, air and noise pollution, and generally low quality of life. This has had a significant negative impact on the local inhabitants' economic, social, and psychological. The government has also lost revenue due to frequent maintenance, vandalism, and an underutilized transport system. Originality/value: the presented review paper provides a realistic overview of the issues affecting the local government and residents of Cape Town. These issues directly affect the national government and, therefore, there is a need to change the underlying transport structures to ensure that Cape Town meets its smart mobility goals.

This article aims to identify main trends in scientific literature characterising urban smart mobility, on the basis of bibliometric analysis of articles published in the ISI Web of Science and Scopus databases. The study period was set from 2000 to 2017. Authors used a basic technique of the bibliometric analysis of the scientific literature characterising urban smart mobility with the support of the VOSviewer software. The analysis included the number of publications, citation analysis, research area analysis and the most frequent keywords. The analysis led to taking notice of current research trends dealing with the urban smart mobility. The core of the paper is a theoretical framework of research trends, which was developed through a review of scientific literature. The result of this paper is a map showing the existing relationships between key terms, research areas characterising publications dealing with the urban smart mobility and intelligent transport system (ITS). "Smart city" is probably the most "in vogue", debated and analysed concept among researchers and administrative/ governmental representatives from all over the world. This multidimensional concept is mainly based on smart technology structured around few major components: smart mobility, smart environment, smart governance, smart living, and everything that targets the people’s wellbeing. This work focuses on a hot topic – mobility because of its significant impact on the environment by pollution as well as living by requiring intelligent transport systems.

This article highlights the need to rethink how to manage mobility in Morocco more intelligently, given that it is a major pillar of economic competitiveness. Smart mobility based on Intelligent Transport Systems (ITS) allows to improve and ensure the optimal use of existing infrastructure before embarking on heavy and irreversible infrastructure projects. The case regarding the separation of the urban traffic and the Heavy Goods Vehicles (HGV) traffic circulating between Casablanca Port and Zenata Dry Port is a relevant example where smart mobility could provide efficient solutions without building costly tunnels. A dynamic simulation was made using the Aimsun software to quantify the relevance of the proposed lane designated to HGV in the existing road. This simulation allows to visualise congestion sections and quantify the circulation of vehicles and pedestrians. The article presents defined functions and characteristics of the Advanced Traffic Management (ATM) to ensure the optimal operation and efficient setting of the simulation. All appliances, hardware, and sensors that will be set up on-site will help to improve traffic safety, traffic flow, traffic information, and reduce congestion and pollution. This case study illustrates the complexity of managing the flow of goods in cities and suggests how to solve this type of problems using smart mobility. This research proposes reserving a special lane for HGV. ITS will help this cost-optimal alternative, will promote the urban framework of the coastal road, and contribute to sustainable mobility in Casablanca.

The article provided a classification of scientific research relating to European Green Deal (EGD) issues to assess their compatibility with areas identified in the EGD strategy document and identify emerging future research directions. A systematic literature review was based on bibliometric analysis and focused on articles in Scopus and Web of Science databases. The systematic literature review aimed to identify, integrate and evaluate research on the selected topic based on clearly defined criteria. Research query included (TITLE-ABS-KEY (“EU” OR europ*) AND TITLE-ABS-KEY (“green deal”)) in the case of Scopus and TS = (“EU” OR europ*) AND “green deal”) in the case of Web of Science. In total, 641 publication records were qualified for analysis. The bibliometric analysis allowed identify-ing eight thematic clusters and linking them to the eight areas of the European Green Deal strategy. The bibliometric analysis enabled the identification of eight thematic areas of international research undertaken in relation to the European Green Deal. These cover a variety of topics from social sciences, engineering, agriculture, sciences and natural sciences. Clusters included: Energy, circular economy, industry, building, mobility, food, biodiversity and pollution.
Celem artykułu jest próba klasyfikacji badań naukowych odnoszących się do problematyki Europejskiego Zielonego Ładu (EGD), ocena ich zgodności z obszarami wskazanymi w dokumencie strategicznym EGD oraz identyfikacja pojawiających się kierunków badań. Na potrzeby badań zastosowano systematyczny przegląd literatury, oparty na analizie bibliometrycznej publikacji zawartych w dwóch bazach Scopus i Web of Science. Celem systematycznego przeglądu literatury jest identyfikacja, integracja i ocena badań, dotyczących wybranej tematyki, na podstawie jasno zdefiniowanych kryteriów. Kryteria wyszukiwania uwzględniały [TITLE-ABS-KEY ( "EU" OR europ* ) AND TITLE-ABS-KEY ("green deal")] w przypadku bazy Scopus oraz TS = [("EU" OR europ*) AND ("green deal")] w odniesieniu do bazy Web of Science database. Na potrzeby analiza zakwalifikowano 641 rekordów publikacyjnych. Przeprowadzona analiza bibliometryczna pozwoliła na wyodrębnienie ośmiu klastrów tematycznych i powiązanie ich z ośmioma założeniami (elementami), na których opiera się European Green Deal. Analiza bibliometryczna pozwoliła na wyodrębnienie ośmiu obszarów tematycznych międzynarodowych badań podejmowanych w związku z Europejskim Zielonym Ładem. Obejmują one różnorodne zagadnienia z zakresu nauk społecznych, inżynierii, rolnictwa, nauk ścisłych i przyrodniczych. Klastry obejmowały: energia, gospodarka cyrkularna, przemysł, budownictwo, mobilność, żywność, różnorodność biologiczna i zanieczyszczenie środowiska.

Urban transport as an important element of „The Smart City”

The concentration of population in urban centres and the progressing economic development are the one of the fundamental causes of problems of functioning of contemporary cities. One of these issues is the urban transport causing environmental losses and a lower quality of life. The concept that limits the adverse phenomena may be the smart city, and intelligent solutions in the way of moving the urban community. The purpose of this article is to show how urban transport can influence the shaping of intelligent solutions in cities with the help of various factors and components.
Koncentracja ludności w ośrodkach miejskich oraz postępujący rozwój gospodarczy stanowią jedne z zasadniczych przyczyn problemów funkcjonowania współczesnych miast. Jednym z tych zagadnień jest transport miejski powodujący straty w środowisku naturalnym oraz niższą jakość życia. Koncepcją ograniczającą niekorzystne zjawiska może być smart city, a w tym inteligentne rozwiązania w sposobie przemieszczania się miejskiej społeczności. Celem niniejszego artykułu jest ukazanie jak transport miejski może wpłynąć na kształtowanie inteligentnych rozwiązań w miastach przy pomocy różnych czynników i komponentów.

Opis:
Urban traffic congestion created by unsustainable transport systems and considered as a crucial problem for the urbanised areas provoking air pollution, heavy economic losses due to the time and fuel wasted and social inequity. The mitigation of this problem can improve efficiency, connectivity, accessibility, safety and quality of life, which are crucial parameters of sustainable urban mobility. Encouraging sustainable urban mobility through smart solutions is essential to make the cities more liveable, sustainable and smarter. In this context, this research aims to use spatiotemporal data that taxi vehicles adequately provide, to develop an intelligent system able to predict traffic conditions and provide navigation based on these predictions. GPS (Global Positioning System) data from taxi are analysed for the case of Thessaloniki city. Trough data mining and map-matching process, the most appropriate data are selected for travel time calculations and predictions. Several algorithms are investigated to find the optimum for traffic states prediction for the specific case study concluding that ANN (Artificial Neural Networks) outperforms. Then, a new road network map is created by producing spatiotemporal models for every road segment under investigation through a linear regression implementation. Moreover, the possibility to predict vehicle emissions from travel times is investigated. Finally, an application with a graphical user interface is developed, that navigates the users with the criteria of the shortest path in terms of trip length, travel time shortest path and “eco” path. The outcome of this research is an essential tool for drivers to avoid congestion spots saving time and fuel, for stakeholders to reveal the problematic of the road network that needs amendments and for emergency vehicles to arrive at the emergency spot faster. Besides that, according to an indicator-based qualitative assessment of the proposed navigation system, it is concluded that it contributes significantly to environmental protection and economy enhancing sustainable urban mobility.
