Security as a social category is realised intuitively (subjectively) and is not always subject to unambiguous (objective) assessments. The perception of various formations tasked with ensuring public security and order gives rise to extreme assessments, sparking numerous discussions on how to judge their functioning. In today’s world, it is hardly surprising that various services (including private services) operate in cities, ensuring the security of the residents. The aim of the article is to analyse the basic components which shape the social image of people and property security services in the public consciousness of the inhabitants of Słupsk – a medium-sized city in Poland . This has been researched on the basis of empirical surveys (questionnaires) diagnosing the assessment of the work and activities of security personnel. The research problem is the following question: What is the image of people and property security services in the system of security and public order, as perceived by the residents of Słupsk, a medium-sized Polish city? The quantitative research conducted for the purpose of this paper was carried out in the form of a diagnostic survey, and the technique applied were questionnaires.

The publication aims to analyze public security and public order in conceptual and institutional terms as an analytical category of security sciences. The legislator defines neither public security nor public order. So far, they have been treated mainly as categories of administrative law. It is therefore important to assign them analytical content in the new scientific discipline. The research results allowed for the presentation of the thesis that public security and public order are mainly connected with protection against pathological phenomena occurring in the public space, which are minimized by institutions established to ensure it. These categories should constitute the research field (subject) of the security sciences. The research problem formulated in the form of the question: How are public security and public order treated in definitional and institutional terms? The problem was solved based on a critical analysis of the literature. The paper uses theoretical research methods, including analysis of literature and phenomena occurring in society and inference – as a cognitive factor of the subject of analysis. A critical analysis of the literature on this issue played a large role in the cognitive process.

The Police Academy in Szczytno has a long and very variable history. Over the years, in place of existing militia schools of a military nature, new ones have been created, which were to meet the didactic needs of the then Civic Militia. Political changes from the early 1990s brought a wave of reforms in various areas of social and political life in The Republic of Poland. Serious reforms also concerned the security and public order authorities, including the newly appointed Police. A number of major changes were introduced to the level of police education, and in particular in the newly established Police Academy in Szczytno. These were not only formal changes, but ones that actually diametrically changed the profile and functioning of the academy. It was on the wave of these changes that the academy boldly started, and in the following years intensively developed, cooperation with Polish security and public order formations, to an extent that had not been done here until then. In this article, the author wishes to demonstrate, in a synthetic way, the participation of the academy in the process of improving the staff of the Polish security and public order system through intensively conducted cooperation in this field, not only in the didactic dimension, but also in scientific research

The state is the organizational structure, which unites the whole nation by providing optimal conditions for the functioning and development. One of the conditions for the basic functions of the state is efficient administration headed by a person with the role of management. They not only hold the highest position, but also represent the authority of the state. For this reason, they need special protection. Each attack undermines the authority of the administration and trust in the state institutions. For the protection of persons performing managerial functions in the state corresponds to the Government Protection Bureau that providing them protection at the same time protect the state.

In accordance with the legal regulations in Poland, local government administration is obliged to share responsibility for ensuring public order and security. However, the law does not take into account an appropriate system of preparation of the local government administration which emerges from democratic elections, to implement the statutory obligations to ensure this security. Due to the above, the role of the Police Academy in Szczytno in the support of local authorities in the implementation of tasks in the field of ensuring security and public order remains extremely important. The scope of this support should concern, among other things, the organisation of course trainings, the development of methodologies, instructions and training courses for the e-learning method, and other materials in the field of subject security, and to support local authorities in organising conferences and seminars. The above proposals to support local government administration by the Police Academy in Szczytno would result in the use of uniform forms and principles of training, and would allow for the coordination of this training at the level of municipalities and counties. The above would allow for more effective integration of all elements of the internal security system in the area of security and public order, would improve the organisation of cooperation and coordination of activities, and thus would consistently improve the efficiency of operations.

Opis:
The purpose of the article is to signal that actions aimed at implementing the principle of social justice (in the context of Article 2 of the Polish Constitution) require the legislator to consider a number of variables. It is particularly about the principle of equality and guaranteeing an appropriate level of security (including social security), as well as respect for acquired rights and trust in the state and law. Legislative actions that result in legitimate securitization of the law may of course lead to the limitation of the principle of social justice, as long as they take into account the objective needs of safety and health protection. The use of inadequate measures by the legislator or the creation of apparent threats and the related fear by the power apparatus will evoke a deep sense of injustice and lead to violent opposition from society.
Celem artykułu jest zasygnalizowanie, że działania zmierzające do realizacji zasady sprawiedliwości społecznej (w kontekście art. 2 Konstytucji RP) wymaga od prawodawcy uwzględnienia szeregu zmiennych. Chodzi zwłaszcza o zasadę równości i gwarantowanie odpowiedniego stopnia bezpieczeństwa (w tym socjalnego) oraz poszanowanie praw nabytych i zaufania do państwa i prawa. Działania legislacyjne owocujące uzasadnioną sekurytyzacją prawa mogą oczywiście prowadzić do ograniczenia zasady sprawiedliwości społecznej o ile uwzględniać będą obiektywnie występujące potrzeby bezpieczeństwa i ochrony zdrowia. Użycie przez prawodawcę środków nieadekwatnych lub kreowanie przez aparat władzy zagrożeń pozornych i związanego z tym strachu, będzie wywoływać głębokie poczucie niesprawiedliwości i prowadzić do gwałtownych sprzeciwów społeczeństwa.
