The participation of Poland in the Union’s military missions was dictated by a conviction about the need of a common, solidary cooperation in solving problems on a local, as well as international level, especially in the situation, when local issues could transform into a problem of a wider, so regional or global nature. Ensuring a state’s safety and strengthening of the position of Poland on the international arena, as constant purposes of our national policy, required joining in any international initiatives that were supposed to serve as a realization of strategic national aims. Due to the fact that different processes and phenomena happening in surroundings, regions and in the world influenced by the Polish safety, Poland had to actively participate in these actions. The active membership of Poland in foreign missions had been creating conditions that favor economical development and a progress of civilization. The participation in missions lead under the aegis of the European Union was also a realization of allied commitments and they were the one to constitute the credibility of Poland. The participation of Poland in the Common Security and Defence Policy can be divided into two periods. The first once embraces a time, when Poland was not a member of the European Union and, to be honest, its participation in a decisive process under the CSDP had more of a personal nature of engagement into lead missions. Therefore, Poland activated its military forces in military operations, as well as civilian ones, of which there were more. A second period is the time after 2004, when Poland had become a member of the European Union. In this case, we had a formal right to participate or make decisions ands not to participate in certain initiatives of the European Union. In operations that had national forces involved, it is possible to notice happening there processes of the Europeanization. Generally, they were based on taking over soft regulation aspects elaborated on a Union’s level and implementing them in actions of Polish organizations. Even though under the CSDP decisions were made and are made in an intergovernmental way, in situations when Poland participated in operations lead by the European Union, it has always adjusted to the dictate of Brussels. It resulted from an operational, organizational and logistic subordination of the Polish Military Contingent. To sum up, it can be assumed that even in a policy considered as a field with many flaws, there still are ongoing processes of Europeanization based on taking over elements of soft laws and in some cases – hard regulations as well. In this context, Polish armed forces received some “best practices”, learnt to act in completely different conditions and fields that made their adjustments and taking over good practices have some kind of a socialization nature.

Sea accidents are aimed to be prevented with an extensive amount of maritime safety regulation. The purpose of this paper is to present the findings of a questionnaire study that was targeted at Finnish maritime experts and addressed the question: how to prevent an oil accident in the Gulf of Finland. This study also includes a literature study about the problems of the current maritime safety regime. The findings of the questionnaire study are compared to the findings of the literature study. The questionnaire study showed that many kinds of policies have improved maritime safety, and they are needed to ensure maritime safety. For instance, ship construction, fairway maintenance, nautical charts and rules of the road at sea can be considered the cornerstones of maritime safety. However, the results ranked voluntary activities of companies as the most effective way to improve maritime safety in the future. Self-regulative approaches could solve some problems connected to more traditional policy-making.

Each year 1.2 million people die and 20–50 million people become disabled as a result of road traffic accidents (RTA) [5]. Every day hundreds of people around us, wherever we are – in Poland, China, Venezuela or United States, are dying preliminarily and suddenly – just going to work or vacations, crossing the road or on their way to an amorous appointment. They are drivers and pedestrians, mothers and children, old and young. The threat of road accidents is on everybody’s mind, but it seems that we still do not realize the real magnitude of the problem. These are lives not lived, families not created, children not born. These are also disability pensions, pain, families broken, sufferings. And the situation is getting worse even though we know that these tragic situations and their consequences are predictable and preventable. Some countries – among them are Denmark and Sweden – have shown spectacular results in reducing the road accident rates.

In the article considered conditions substantiation of criteria database: immutability legal procedures, the development of legislative support for the implementation of international environmental policy is towards the implementation of the Association Agreement between Ukraine and the EU, the advantage of economic instruments implementation of international environmental policy given incentive and motivating methods, criteria should be formalized and subject monitoring the effectiveness of their performance criteria justified solely for the purposes of international environmental policy, that is, taking into account the specifics of this activity, in other words, the criteria for the claims of uniqueness and commensuration. The international mechanism to implement environmental policy is one of the key elements and components of international environmental policy, in particular, it relies on the solution of international controversies and improving procedures for the implementation of environmental policies at the international level through the institutions and agreements, through monitoring and elements of economic mechanism oriented issues, such as considering multiple stakeholders interstate level or at the level of competence of state bodies or non-governmental or multinational businesses.

This article aims to investigate recall policies for product safety in Korea and make suggestions for future improvements. Problematic issues in current recall policies are reviewed and analyzed. Based on survey results and previous studies, this article discusses the consumer perception of a recall. Consumers tend to regard a recall as a signal of poor quality. Furthermore, regulatory differences and weak penalties remain as obstacles to improving the recall system. Suggestions for the betterment of recall policies are derived from consultations with an expert panel and the application of other appropriate methods. At first, despite an increasing number of recall cases in Korea, it turns out that consumers are not highly sensitive to recalls, although their perceptions are mostly negative. Secondly, regulatory inconsistencies and difference problems are primarily attributable to the existence of many separate rules and regulations by product category. Thirdly, the information concerning recalls is limited, which creates an inefficient environment in which manufacturers are reluctant to voluntarily recall a defective product and consumer participation rates are too low. Therefore, the government should induce consumers to have more positive perceptions of recalls whilst concurrently reinforcing the related rules and regulations in accordance with international standards.

The object of the research is to analyze the politics and economics of the solar energy sources in Ukraine. Application of alternative energy sources in Ukraine, especially solar energy, is extremely promising. The adopted strategy of power by 2020 assumes that Ukraine should play an important role. The methods of analysis, comparison and synthesis were used to assess the level of theoretical studies. The analysis of solar energy enabled to get the result of historical research and forecasting functional areas for possible development paths. The advantages and disadvantages of solar energy were posted. Fundamental directions and applied research in Ukraine related to the development of solar energy. The dynamics of the solar industry in Ukraine was posted. Practically in almost all regions of Ukraine, the investment projects aimed at creating plants that run on solar energy are implemented actively. At various stages of implementation in Ukraine there are more than 100 solar power projects with the total capacity of over 1380 MW in all regions of the country.
Celem badań była analiza polityki i gospodarki źródłami energii słonecznej na Ukrainie. Zastosowanie na Ukrainie alternatywnych źródeł energii, w szczególności energii słonecznej, jest bardzo obiecujące. Przyjęta strategia do 2020 roku przewiduje, że Ukraina powinna odgrywać istotną rolę na tym polu. Aby ocenić poziom studiów teoretycznych zastosowano metody analizy, porównania i syntezy. Analiza energii słonecznej pozwoliła uzyskać wynik badań historycznych oraz prognozowanie obszarów funkcjonalnych dla możliwych ścieżek rozwoju. Przedstawiono zalety i wady energii słonecznej oraz kierunki badań podstawowych i stosowanych na Ukrainie związanych z rozwojem energii słonecznej. Praktycznie prawie wszystkie regiony Ukrainy aktywnie realizowały projekty inwestycyjne mające na celu stworzenie elektrowni, które działają w oparciu o energię słoneczną. Na Ukrainie działa ponad 100 projektów energii słonecznej o łącznej mocy mocy ponad 1380 MW we wszystkich regionach kraju.

Israeli policy governing written occupational safety information for carriage and supply of hazardous goods, and procedures for implementation, are described and evaluated for their potential communicative effectiveness, in view of users’ linguistic abilities and the language employed. We also consider whether the addressee should include the end-user and the reading-impaired. The evaluation is set in the context of broader Israeli language policy, and comparison is made with communication policies for hazardous goods adopted by the European Union, the UK, and the USA.

State social policy should take into account the subsidiary nature of assistance from public authorities in relation to the activity of the interested parties in their efforts to find and pursue work. Social assistance supports individuals and families in their efforts to meet the necessary needs and enables them to live in conditions which conform to human dignity. This aim is achieved by preventing insurmountable, difficult life situations when an individual in a crisis situation ceases to be self-sufficient. A classified form of this difficult situation is the case of individuals (families) who are on the verge of social exclusion. For it is the category of “social safety” that accommodates those allowances that are directed at individuals (families) being in a particularly difficult situation, and their function is to prevent the deprivation of needs. The group of social safety benefits singled out in this study constitutes a sub-category of social assistance benefits. Providing social safety is implemented with the use of a directory of services of different specifics, roles and functions.

The future and the development of power industry are the one of the major issues in the domestic and global policy. The impact of the power sector on the earth climate changes and the attention for sufficient funds of energy in the following years are the primary challenges which the power industry is facing. The article delineates the current state of the domestic sector of energy production. In the prospect of the next few years, it will draw on conventional power engineering nevertheless, with the growing involvement of renewable energy sources. However, it is important to develop the new energy strategy, which will point the direction of domestic energy production sector changes. What is more relevant, the new legal regulations connected with environmental protection will definitely restrict using fossil fuels in the power industry. In addition, the paper discusses the most important aspects involved in creating a country’s energy mix. The first aspect is the current state of the energy sector in Poland, i.e. the percentage of particular technologies in the present power and electrical energy balances, the technical state of the manufacturing sector’s infrastructure. Based on historical data of Polskie Sieci Elektroenergetyczne SA regarding the energy consumption and demand, a mathematical estimation for electricity demand and its consumption forecast was performed. The obtained forecasts were then used to conduct a simulation of power and energy demand fulfillment in the national power system. Finally, several possible scenarios were presented, taking different factors affecting the energy sector in Poland into consideration.
Przyszłość i rozwój energetyki to jeden z najważniejszych problemów zarówno w polityce krajowej, jak i światowej. Odpowiedzialność sektora energetycznego za zmiany klimatyczne na Ziemi oraz troska o zapewnienie wystarczających ilości energii w najbliższych latach, stanowią główne wyzwania, jakie stoją obecnie przed energetyką. W artykule przedstawiono stan obecny krajowego sektora wytwórczego. W perspektywie najbliższych kilkunastu lat dalej będzie się on opierał na energetyce konwencjonalnej, jednak z coraz większym udziałem źródeł odnawialnych. Konieczne jest jednak opracowanie nowej strategii energetycznej, która wskaże, w jakim kierunku będzie zmierzać krajowy sektor wytwórczy. Jest to tym bardziej istotne, że nowe uwarunkowania prawne związane szczególnie z ochroną środowiska przyrodniczego zdecydowanie ograniczają stosowanie paliw konwencjonalnych w energetyce. Ponadto, w artykule omówiono najważniejsze aspekty uwzględniane podczas tworzenia miksu energetycznego dla kraju. Pierwszym z nich jest opis aktualnego stanu sektora energetycznego w Polsce, udział procentowy poszczególnych technologii w aktualnym bilansie mocy i energii elektrycznej oraz stan techniczny infrastruktury sektora wytwórczego. Na podstawie analizy danych historycznych Polskich Sieci Elektroenergetycznych SA, dotyczących wielkości obciążenia oraz zużycia energii przeprowadzono matematyczną estymację zapotrzebowania na moc elektryczną oraz prognozę zużycia energii elektrycznej. Wyznaczone prognozy zostały użyte do przeprowadzenia symulacji wypełnienia zapotrzebowania na moc oraz energię w Krajowym Systemie Elektroenergetycznym. Przedstawiono kilka możliwych scenariuszy uwzględniających różne spojrzenia na sektor energetyczny w Polsce.

The objective of the study was to analyse the policy and economy of renewable energy sources development in the Northern Black Sea Coast of Ukraine. Presently the share of the renewable energy resources in the power balance of Ukraine is rather small, namely 0.3% of the general development of the electric power. Nevertheless, Ukraine has huge potential with this regard. The accepted power strategy of Ukraine till 2020 has to play an important role. The potential of renewable energy sources in Ukraine makes 113 million tons of equivalent fuel whereas taking into consideration the modern level of production, traditional energy sources can provide Ukraine with 68 million tons of equivalent fuel with fuel and energy resources. The required theoretical level of the research included the use of analysis, comparison and synthesis. The analysis of the alternative energy development, which aims at experience and forecast of possible ways of development has given the opportunity to obtain the result of the research within vertical (historical) and horizontal (functional) scopes. In the southern regions of the country the investment projects aiming at the creation of power plants, working with sun and wind energy are actively carried out. The Northern Black Sea Coast of Ukraine is the most suitable region for development of this branch of alternative power engineering.
Celem pracy jest przedstawienie polityki i gospodarki na rzecz rozwoju odnawialnych źródeł energii na północnym wybrzeżu Morza Czarnego na Ukrainie. Obecnie udział odnawialnych źródeł energii w bilansie energii Ukrainy jest niewielki i stanowi tylko 0,3% ogólnego potencjału energetyki konwencjonalnej. Niemniej jednak Ukraina posiada ogromny potencjał w odnawialnych źródłach energii. Przyjęta strategia udziału OZE w bilansie energetycznym Ukrainy do 2020 roku ma do odegrania ważną rolę. Potencjał odnawialnych źródeł energii na Ukrainie oceniany jest na poziomie 113 mln ton paliwa umownego, natomiast biorąc pod uwagę nowoczesny poziom produkcji, źródła tradycyjne są w stanie dostarczyć Ukrainie 68 mln ton paliwa umownego w postaci zasobów paliw i energii. W celu spełnienia wymagań związanych z poziom teoretycznym badań zastosowano metodę analizy, porównania i syntezy. Analiza rozwoju alternatywnych źródeł energii, której celem było doświadczenie i prognoza możliwych sposobów rozwoju umożliwiła uzyskania wyniku badania w zakresie pionowym (historycznym) i poziomym (funkcjonalnym). W południowych regionach kraju projekty inwestycyjne ukierunkowane na budowę elektrowni, pracę z energią słoneczną i wiatrową są aktywnie realizowane. Północne wybrzeże Morza Czarnego na Ukrainie jest najbardziej odpowiednim obszarem dla rozwoju tej gałęzi energetyki alternatywnej.

The article is based on an analysis of the subject literature, the legal acts and information from the official web sites of European non-governmental organizations (NGO’s), the main purpose of which is to present the idea and the primary role of NGO’s, whose priority is to propagate and popularize consumer protection within the European Union. In addition, an analysis is conducted of the systematics of the Consumer non-governmental sector in the European Union. Also the relation between non-governmental organizations and the European Commission are discussed. The article includes a characterization of the specific role of the European Economic and Social Committee, which consists of representatives of the various economic and social components of organized civil society, such as consumers in the development of consumer protection in the European market. In the next section of the article the chosen European Union non-government organization and its role in consumer protection is analyzed. In particular the specific actions undertaken in this area by the European Community of Consumer Co-operatives (Euro Coop), the European Farmers Organization, the European Association for the co-ordination of Consumer Representation in Standardisation (ANEC) and the Bureau Européen des Unions de Consommateurs ( BEUC ) are analyzed. The final section of the article is the conclusion of the real role of consumer NGO’s both now and in the future in European Union policy. Those considerations are based on real European Union regulations such as Regulation (EU) No 254/2014 of the European Parliament and of the Council of 26th February 2014 on a multiannual consumer programme for the years 2014-2020.

Objectives: The purpose of this article is to identify the quantitative and qualitative methods applied by Russia in planning exerting influence on other countries, including members of the Visegrád Group. Methods: The research method used in this study consists in a systematic review of Russian and global political literature, as well as military literature, publications in the field of international relations, international politics, econometrics and forecasting, economy and management, in the aspect of the differences between the methods of forecasting the influence on other countries with respect to the methods described in international subject literature. Results: The conducted analysis of documents enabled the identification and drawing the characteristics of the strategic forecasting methods that Russia may apply to influence other countries. The study also identifies the institutions as well as researchers who deal with the issues related to forecasting influence on specific countries in Russia. Conclusions: Both the identified methods and the research centres focus on ensuring the effectiveness of Russian foreign policy that requires an accurate assessment of the current situation as well as detailed forecasts of potential events (scenarios) in the future. The method that deserves particular attention is the strategic matrix method, which has probably been modified, but its essential elements are still functioning.

The accession of Poland to the group of NATO member states was undoubtedly one of the milestones in the modern history of the country and in the direction of strengthening security in the international arena. The whole process was conditioned by various types of determinants: technological, organizational, political and ideological (Kupiecki, 2016). Many publications have been dedicated to Poland's accession to NATO and its later role among the allied members. Nevertheless, there is a lack of particular studies in the professional literature that presents a detailed chronology of Polish preaccession activities and the diverse opinions of the US administration regarding the enlargement of NATO with new member states recruiting from the former Warsaw Pact. This gap in available literature was a trigger for writing this article with the purpose to present the undertakings of Poland aimed at accession to NATO in the aspect of “Partnership for Peace” and the US point of view. In the research process, two basic methods were employed: analysis and synthesis. The method of analysis was used in relation to the verification of collected literature, normative acts and documents on international security. The method of synthesis was applied for conclusions. The undertaken research on the topic proved that without consistent actions and initiatives conducted by Poland in the international area and without the support of the US, joining NATO would be highly difficult or even impossible. At the same time, a detailed analysis highlighted that the accession of Poland to NATO was and still is mutually and beneficial for Warsaw and Washington.

This paper focuses on the methods to reduce social inequalities through appropriate public health management implemented within the EU. In the initiatives taken by the EU, it is important to contribute to the achievement of greater equality in terms of health in all social groups in the member states, and to reduce heterogeneity between countries in combating health inequalities by focusing on their socioeconomic determinants related to health and lifestyles. The research method adopted in this paper was the analysis of documents related to direct actions on health safety and health policy within the European Union.
