    Opis:
    The article describes the shape of the financial safety net in the banking system in Poland. The Polish National Bank, Financial Supervision Commission and the Bank Guarantee Fund instruments were described in respect of the stability of the banking system. The study also included functions (instruments) and of the Committee of Financial Stability as a collective body set up to ensure cooperation and coordination between the financial safety net institutions to support and maintain the stability of the domestic financial system.
    W artykule scharakteryzowano kształt sieci bezpieczeństwa finansowego w systemie bankowym w Polsce. Analizie opisowej poddano instrumenty Narodowego Banku Polskiego, Komisji Nadzoru Finansowego oraz Bankowego Funduszu Gwarancyjnego w aspekcie stabilności systemu bankowego. W opracowaniu uwzględniono także funkcje (instrumenty) i kompetencje Komitetu Stabilności Finansowej jako organu kolegialnego powołanego do zapewnienia współpracy i koordynacji działańinstytucji sieci bezpieczeństwa finansowego na rzecz wspierania i utrzymania stabilności krajowego systemu finansowego.

    Opis:
    This paper deals with issues related to public interest and Polish banking system regulation. It brings several general arguments regarding the actual legal regulation of the banking system, raises questions about the reasons for such detailed regulation, and discovers the public interest in the banking system law. In addition, the author explains what has changed in the architecture of the entire financial market after the global financial crisis of 2008. In the middle part of the paper, several important facts about the functioning of the banking safety net can be found. To be more precise, the activity of the central bank, financial supervision, bank deposit guarantee system, as well as protection of consumers are mentioned and analyzed.

    Opis:
    Experiences related to the global financial crisis of 2008 and to subsequent turbulence in the financial market, and also to threats connected with the COVID-19 pandemic, demonstrate the evolution of the aims of the functioning of central banks. The goal of monetary stability, which means attempting to ensure low inflation, has proved insufficient. As a part of building a new architecture of financial regulation and supervision (at international, European, and national level), the mandate of central banks has been strengthened and supplemented with activities aimed at ensuring the stability of the financial system, understood as a state of affairs in which systemic risk does not accumulate. The aim of this article is to analyze the systemic role of the NBP (Polish Central Bank) from the point of view of the contemporary evolution of the role of central banks within the financial safety net.
    Doświadczenia globalnego kryzysu finansowego z 2008 r. i kolejnych turbulencji na rynku finansowym, w tym także i zagrożeń związanych z rozprzestrzeniającą się epidemią Covid-19, dowodzą ewolucji celów funkcjonowania banków centralnych. Cel stabilności monetarnej, co oznacza dbałość niski poziom inflacji okazał się celem niewystarczającym. W ramach budowania nowej architektury regulacji i nadzoru rynku finansowego (na poziomie międzynarodowym, europejskim i krajowym) mandat banków centralnych został wzmocniony i uzupełniony o działania na rzecz stabilności systemu finansowego rozumianej jako stan, w którym nie dochodzi do kumulacji ryzyka systemowego. Celem artykułu jest analiza ustrojowej roli NBP z punktu widzenia współczesnej ewolucji roli banków centralnych w sieci bezpieczeństwa finansowego.

    The marine safety systems, using European Safe Sea Net, help safe data sending. They make planning and guarding marine transport possible. Two systems work in Poland according to this system. They are the Maritime Safety Information Exchange System (SWIBŻ) and the Harbour and Cargo Information System (PHICS).
    Systemy bezpieczeństwa morskiego, wykorzystując europejską sieć wymiany informacji Safe Sea Net, pozwalają na bezpieczne przekazywanie danych. Umożliwiają właściwe planowanie i nadzór nad transportem morskim. W Polsce w ramach tego systemu, pracują dwa: System Wymiany Informacji Bezpieczeństwa Żeglugi (SWIBŻ) i System Informacji o Portach i Ładunkach PHICS.

    Increasing security in Polish maritime areas is not only a priority for maritime administration, but all users of this zone. The article proves the general assumptions of the implementation of the National Maritime Safety System as well and the method of implementation of its individual elements. Detailed system information was included PHI-CS and Information Exchange System and Sailing Safety. An attempt was made to investigate the scope of modernization of the System of Information and Navigation Safety System. The article describes elements: the national Safe Sea Net system, rules of passenger registration, databases, ICT connections.
    Zwiększenie bezpieczeństwa na polskich obszarach morskich jest nie tylko priorytetem administracji morskiej, ale wszystkich użytkowników tej strefy. W artykule przedstawiono zarówno ogólne założenia realizacji Krajowego Systemu Bezpieczeństwa Morskiego, jak i jego poszczególne elementy. Zawarto szczegółowe informacje systemu PHI-CS oraz systemu wymiany informacji i bezpieczeństwa żeglugi. Podjęto próbę zbadania zakresu modernizacji systemu wymiany informacji i bezpieczeństwa żeglugi. Opisano następujące elementy: krajowy system Safe Sea Net, zasady rejestracji pasażerów, bazy danych, połączenia teleinformatyczne.

    The European Commission, European Maritime Safety Agency (EMSA) and Member States of the European Union have expanded the scope of operation of the Vessel Traffic Monitoring and Information System (VTMIS). This project was established in accordance with the requirements of the Directive 2002/59/EC of 27 June 2002. Part of these measures are currently implemented in Poland and are co-financed by the European Union (EU) project entitled “National Maritime Safety System – KSBM”. It is implemented with a time delay in two stages: KSBM-I and KSBM-II. KSBM-I was located on the main list of individual projects of the Operational Programme “Infrastructure and Environment” for 2007–2013. The project is realised with the support of EU funds financed in the Priority VII “Environmentally-friendly Transport” under Measure 7.2 “Development of Maritime Transport”. The works were and are based on contracts signed 28.02.2011 (Stage I – KSBN-I) and 20.12.2012 (Stage II – KSBN-II). The first stage involved the purchase and installation of radar, computer and radio equipment and construction of radio communication network. The second was related mainly to the wire communication network. The system covers Polish coastal waters and seaports from Szczecin and Świnouj- ście to the border with the Kaliningrad Region. This paper presents concept of the system and the state of its implementation.

    Communication-based Train Control (CBTC) system is a widely-used signaling system. There is an increasing demand for innovating the traditional ground-centric architecture. With the application of train-train communication, object control and other advanced techniques, Train-centric CBTC (TcCBTC) system is expected to be the most promising tendency of train control system. The safe tracking interval would be reduced as well as the life-cycle costs. Formal methods play an essential role in the development of safety-critical systems, which provides an early integration of the verifiable design process. In the paper, the architecture design of TcCBTC is first analyzed. The official system specification of TcCBTC has not issued, so it takes efforts to perform the systematic summarization of the functional requirements. Secondly, we propose an integrated framework that combines the Colored Petri Net (CPN) models with the functional safety verification of the underlying systems. Functional safety depends on the logic accuracy and is a part of overall safety. The framework also specifies what kinds of functions, behaviors or properties need to be verified. The train control procedure of TcCBTC is regarded as the link among new functional modules, thus it is chosen as the modelling content. Thirdly, the scenarios and the color sets are prepared. Models are established with the novel design thought from top to bottom. Simulation and testing are implemented during the model establishment to discover the apparent errors. Lastly, the model checking by state space is performed. All possible states are checked in detail. Standard behavioral properties and other user-defined properties are verified by state space report and ASK-CTL (Computation Tree Logic) queries, respectively. Verification results reveal that the models are reasonable to depict the dynamic behaviors of train control procedure. The functional safety properties are satisfied and prepared for further drafting the system functional specification.
