Author of this publication identifies safety requirements regarding maritime transport of dangerous goods class 1. Various modes of transport are used to hazardous materials that often include maritime transport of hazardous materials, such as explosives. Dangerous Goods’ refers to items that are potentially dangerous during transportation. The above paper is based of techniques in ship operations, as well as the desirability of having more comprehensive recommendations which included dangerous goods. Dangerous goods have special transport requirements to eliminate or minimize the risk of injuring people or damaging property and the environment. The Recommendations are aligned with relevant IMO codes and the IMDG Code in particular. The above article is based on the results of safety research on maritime transport of hazardous materials, as Sworn Expert of the Polish Chamber of Maritime Commerce.

Safety, along with the issue of security, is the most substantial and critical issue to any society and nation of the mankind. The fact that human elements contribute dominantly, in particular, to the transportation – marine, air and road traffic – accidents requires not only the technical approaches, but also cultural configuration inherent to the accidents. This paper tries to incorporate Hofstede’s dimensions of national culture to identify possible interaction with accidents. It will be of help to figure out the need to consider the aspect of national culture to be efficient in dealing with policies for safer communities and nations.

The tsunami traveling times were examined in connection to the earthquake that took place on 26 December 2004 in the Indian Ocean, changing the sea level as far as the Atlantic. For 17 ports located on the coasts of the two oceans theoretical times of wave arrival at the ports were calculated and compared with the real data recorded by mareographs. It has been found that the theoretical and real times differed, which can be explained by the effect of shallow water. Furthermore, as regards to the earthquake itself, instead of a single point epicenter as it was reported, it should have been considered as a zone of continental plates subduction extending 1200 km. The tsunami speed averaged for 17 ports amounted to 682 km/h, which necessitates an alteration of the coefficient in the formula (2) from the existing 5.0 to 4.38.
W pracy dokonano analizy czasu przemieszczania się fal tsunami na Oceanie Indyjskim i Atlantyku w efekcie trzęsienia ziemi w dniu 26.12.2004. Dla 17 portów rozmieszczonych wzdłuż ich wybrzeży obliczono teoretyczne czasy dotarcia fal tsunami i porównano je z danymi rzeczywistymi zanotowanymi na wodowskazach (mareografach). Stwierdzono odpowiednie ich różnice, co uzasadnia się oddziaływaniem efektów płytko wodnych i uwzględnieniem faktu, że miejsce trzęsienia ziemi nie zaistniało jako punkt epicentrum podawany w komunikatach, ale jako strefa subdukcji płyt kontynentalnych na długości około 1200 km. Dla 17 portów uśredniona prędkość fali tsunami wyniosła 682 km/h, co w tym przypadku zmienia współczynnik we wzorze (2) z 5,0 na 4,38.

The paper has been presented criteria of similarity between of liquid motion. Results of initial research on air flow’s dynamic impact on a ship model of 888 project type are presented in the elaboration as well. The research has been executed at a test stand located in the Polish Naval Academy. The ship model of 888 project type has been an object of the tests. Results of executed measurements have been compared with theoretical calculations for an angle of dynamic heel. Input parameters for the tests and calculations have been defined in accordance with recommendations of Polish Register of Shipping (PRS) and IMO (IMO Instruments). Determination of a heeling moment by wind operation has been a key issue.

The paper objectives are to present the methods and tools useful in the statistical identifying the unknown parameters of the components reliability and safety of complex industrial systems and to apply them in the maritime industry. There are presented statistical methods of estimating the unknown intensities of departure from the reliability state subsets of the exponential distribution of the component lifetimes of the multistate systems operating in various operation states. The goodness-of-fit method applied to testing the hypotheses concerned with the exponential form of the multistate reliability function of the particular components of the complex technical system in variable operations conditions is suggested. An application of these tools to reliability characteristics of a ferry operating at the Baltic Sea waters is presented as well.

Groundings and ship collisions are the two most frequent accident types in the Gulf of Finland, which in the past decades has seen an increase in tanker traffic. This has mainly been oil transport from Russia. Both accident types pose a major hazard to the marine ecosystem, as spills of catastrophic magnitude can occur as a consequence. In order to better plan for the response to and/or prevention of accidents, the frequency and size of spills should be known. This paper estimates the expected number of tanker groundings of different tanker types for the busiest tanker ports in the Finnish part of the Gulf of Finland. Furthermore, in this paper statistics of the sizes of chemical, gas and oil tankers visiting Finnish ports is presented. Finally, the expected number and size of spills is estimated based on the expected number of groundings and the tanker sizes using a spill model based on tanker deadweight (DWT).

This study aims to improve an earlier safety analysis of port and maritime transportation systems in two cases. The first case does not consider outside impacts and the second case operates under the assumption that they are impacted by their operation processes. New and original suggestions on separate and joint system safety and operation cost optimization are also described and future research is also outlined. Probabilistic modeling methods are used as the research methods. The proposed research procedures enable the determination of the safety function and risk function for the port oil terminal critical infrastructure and the maritime ferry technical system in both examined cases, based on the strictly exact statistical data about their operation processes and on the improved approximate evaluations of their components safety parameters through expert opinion methods that originate directly from the users of these systems. Other proposed practically significant safety and resilience indicators are the mean lifetime up to the exceeding of a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensity of ageing/degradation in both cases, the coefficient of operation process impact on system safety, and the coefficient of system resilience to operation process impact in the second case. As a result of this research, it is originally found that the proposed cost optimization procedures and the finding of the corresponding system safety indicators deliver an important possibility for the system total operation cost minimizing and keep fixed the corresponding conditional safety indicators during the operation. It was also established that the proposed system safety optimization procedures, and corresponding system operation total costs, deliver an important possibility for the system safety indicators maximization and keep fixed the corresponding system operation total costs during the operation.

Different databases about merchant navy ships are utilized or introduced in Poland: Polish Harbors Information & Control System (PHICS) allowing to collect data concerning vessels visiting Polish ports, database of the Automatic Identification System (Helsinki Commission Service) collecting in real time information transmitted by ships sailing in the Baltic Sea area and enabling its distribution to maritime administrations of all Baltic States, global Long Range Identification and Tracking (LRIT) system extending ships monitoring outside GMDSS A1 areas and Information Processing System (IPS) which is a database about ships visiting the area of the Vessel Traffic Service (VTS) Zatoka Gdańska. Usage possibilities of these five databases for maritime safety and security control will be analyzed in this paper.

The maritime industry plays a crucial role in the global economy, with roughly 90% of world trade being conducted through the use of merchant ships and more than a million seafarers. Despite recent efforts to improve reliability and ship structure, the heavy dependence on human performance has led to a high number of casualties in the industry. Decision errors are the primary cause of maritime accidents, with factors such as lack of situational awareness and attention deficit contributing to these errors. To address this issue, the study proposes an Ant Colony Optimization (ACO) based algorithm to design and validate a verified set of instructions for performing each daily operational task in a standardised manner. This AI-based approach can optimise the path for complex tasks, provide clear and sequential instructions, improve efficiency, and reduce the likelihood of human error by minimising personal preference and false assumptions. The proposed solution can be transformed into a globally accessible, standardised instructions manual, which can significantly contribute to minimising human error during daily operational tasks on ships.
