This article presents a theoretical and empirical analysis of resource efficiency in the use of natural resources for economic growth consistent with the principles of sustainable development in EU countries. To realize this objective, a review of the literature and EU strategic documents concerning the subject under study is presented. The comparative analysis has been prepared on the basis of international statistical data (Eurostat, EEA) for EU countries from the years 2002−2013. The analysis covers the following indicators: resource productivity, water exploitation index, water productivity, generation of waste, and the landfill and recycling rate. The results show that in general terms the efficiency of resource use in the EU is gradually improving, but only to a small extent. With regard to individual countries this process shows significant diversity, and is closely associated with the level of economic development of a particular country. In some individual countries, this resource efficiency is at a very low level, which is the case with several countries of Eastern and Central Europe.

Advancing climate change, tense world markets, and political pressure steadily increase the demand for resource-optimized production solutions. Herby, the positioning of the raw material in the machine tool is an important factor that has received little attention. Traditionally, this is done centrally on the machine table, which leads to locally increased wear of the feed axis. Furthermore, positioning directly influences energy consumption during machining. Consequently, the longest possible component utilization through optimum wear and energy optimization creates a direct conflict of objectives. To solve this conflict, this paper presents an automated approach for software-defined workpiece positioning and NC-Code optimization regarding the axis-specific energy consumption and the spindle condition of ball screws. An approach for mapping the energy consumption and the directly measured spindle condition is presented. Both represent input variables of the cost function. Approaches for the optimization of the position as well as for the practical implementation are proposed.

Within classic German manufacturing structures, costs of resources exceed all other cost factors by 46% [1]. Solitary focus on energy or labor costs as sources to raise companies profit no longer seems adequate. Nowadays material costs of the manufacturing industry are about 500 billion euro per year, connected with a saving potential of 100 billion euro per year. Intelligent transportation systems mostly operate on information exchange principle between vehicles and roadside infrastructure. They are commonly regarded as a base technology for persistent diminution of road accidents and traffic efficiency increase. However, intelligent transportation systems can also be used at all levels of transportation systems as a basis for stable development of cities, enterprises, regions, states, continents. According to the research, the existing intelligent transportation systems not only provide the considerable reduction of greenhouse gases emissions, fuel saving, time of travel cutting, but they don’t marginalize citizens’ mobility as well. Thus, the further development and introduction of modern transportation innovative technologies will allow to guarantee the power- and resources efficiency and, therefore, the sustainable development of the whole society.

Research background: The value of clusters in developing advanced technology products and services as well as promoting regional growth is acknowledged by many policymakers and researchers (Lee et al., 2012). Hence, clusters are identified as enablers of the circular economy and resource efficiency in this study. Companies aim to enhance competencies and create competitive advantages in global competition and this can be achieved through pulling from a common and accessible pool of resources, information and demand for innovation which means that companies can profit from belonging to a cluster. Purpose of the article: The main aim of the article is to overview the scientific literature that addresses the circular economy, identify clusters and their role in the circular economy and suggest how small and medium enterprises could engage in a circular economy through clusters' performance development. Methods: Bibliometric literature analysis enables identifying the latest trends in scientific articles regarding a circular economy and clusters. The analytical hierarchy process (AHP) allows for composing the scheme of the cluster?s competitive advantage within circular economy. Findings & Value added: The findings suggest that resource efficiency is considered to be one of the most important ambitions and clusters can work as enablers of a circular economy for small and medium enterprises (SMEs), gaining a competitive advantage at the same time. Clusters can encourage and provide conditions in which SMEs would turn to a circular economy. The scheme of Cluster's competitive advantage proposed by the author can help cluster's coordinators, policymakers and all the concerned parties to verify the importance of clusters' involvement in the circular economy.

However, monitoring shows that companies do not use high potential identified during in-plant assessments. Main barriers at company level are low awareness of the benefits of the resource efficient and cleaner production approach, limited access to financial resources, inadequate human capacities, and absence of incentives from the state.

Opis:
Sustainable development is a concept which is diffusing through many dimensions of peoples’ life. As consumers, people can make their choices with regard to a sustainability idea. It is possible, mainly due to green entrepreneurship. Among UE members we can indicate those countries which are more engaged in ecopreneurship, and those which are less interested or ignore this issue. The main question of our research is why some UE countries outperform the others in green entrepreneurship development? We believe that green entrepreneurship requires integration of all three pillars of sustainable development (economic, environmental and social). Only the integration of all three components can give the most satisfactory results. In our research we state that economic support from government and well-educated society create good conditions for green entrepreneurship. On this basis we put forward two hypotheses: enterprises operating in richer countries are more green-oriented and enterprises situated in countries where the society is more educated are more green-oriented.
Zrównoważony rozwój jest koncepcją, która może wywierać wpływ na różnorodne aspekty ludzkiego życia. Będąc konsumentami, ludzie mogą dokonywać wyborów sprzyjających idei harmonijnego rozwoju społeczeństwa. Jednym ze sposobów tego rodzaju funkcjonowania jest sprzyjanie rozwojowi zielonej przedsiębiorczości. Wśród krajów Unii Europejskiej (UE) można zidentyfikować zarówno te, które sprzyjają eko-przedsiębiorczości, jak również te, które wykazują niższy poziom zainteresowania tą koncepcją lub wręcz wykazują ignorancję w tym zakresie. Stąd też, można postawić zasadnicze pytanie, co powoduje, że jedne kraje dominują nad innymi w obszarze rozwoju zielonej przedsiębiorczości? Bezsprzecznie, jej rozwój wiąże się z integracją trzech kluczowych filarów zrównoważonego rozwoju (ekonomicznego, środowiskowego oraz społecznego). Zachowanie równowagi pomiędzy nimi wydaje się być sposobem na uzyskanie co najmniej zadowalających efektów zrównoważonego rozwoju. Na gruncie rozważań prowadzonych w niniejszym artykule postawione zostały dwie hipotezy, wskazujące, że przedsiębiorstwa działające w krajach UE cechujących się wyższym poziomem zamożności (mierzonej produktem krajowym brutto – PKB) oraz kładące nacisk na wyższy poziom edukacji i świadomości pro-ekologicznej, są silniej zorientowane na wspieranie działalności sprzyjającej rozwojowi zielonej przedsiębiorczości.

The concepts of ‘green economy’ and ‘sustainable consumption and production’ determine the direction of political and legal changes as the goals of the 2030 Agenda followed also by the European Union and its Member States. ‘Circular economy’ as an element of those concepts includes waste management and is a vital element of EU environmental policy. Turning waste into resources presents a multidimensional challenge. In the years 2015–2018, the European Commission conducted works on the changes in the community law on waste which will enable the enforcement of ‘circular economy’ goals. In May 2018, four directives which will significantly remodel the obligations of Member States in the scope of waste management were enacted. Also in 2018, the Commission announced new proposals, as well as law changes, emphasizing the problem of plastic waste.
Koncepcje „zielonej gospodarki” oraz „zrównoważonej konsumpcji i produkcji” wyznaczają kierunek zmian politycznych i prawnych jako Cele Agendy 2030, realizowanej również przez Unię Europejską i jej państwa członkowskie. „Gospodarka o obiegu zamkniętym” – jako element tych koncepcji – obejmuje również gospodarkę odpadami i stanowi istotny element polityki ochrony środowiska UE. Przekształcenie odpadów w zasoby stanowi wielopłaszczyznowe wyzwanie. W okresie 2015–2018 Komisja Europejska przeprowadziła prace nad zmianami w unijnym prawie o odpadach, które umożliwiają wdrożenie celów „gospodarki o obiegu zamkniętym” w życie. W maju 2018 roku uchwalone zostały cztery dyrektywy znacząco przemodelowujące zobowiązania państw członkowskich w zakresie gospodarki odpadami. Również w 2018 roku Komisja ogłosiła nowe propozycje, w tym zmiany prawa, eksponując zwłaszcza problem odpadów plastikowych.

Okra (Abelmoschus esculentus L. Moench) yield is characterized by low productivity but may be increased through the adoption of new technology or the efficient allocation of existing resources. In addition, improving the level of resource allocation is important for improving productivity. This study investigated resource use efficiency in small-scale okra production. A multi-stage sampling procedure was used to select 100 respondents. The primary data generated through the survey of 100 okra farmers were analyzed using descriptive statistics, the ordinary least squares regression model, and marginal value analysis. The average age of the respondents was 45 years, with 7 members in the household, and 2.8ha being farmed. The ordinary least squares regression estimate indicated age, labor, farm size, and herbicide and insecticide use that influenced okra production. Returns to scale was 2.09; resource use efficiency indicated the following values: farm size 0.343, herbicide application 0.857, insecticide application 0.75, and labor 4.80. The high cost of inputs (1.93), low numbers of extension contact with farmers (1.82), high incidence of pests and disease (1.49), non-access to credit (1.39), difficulty in obtaining labor (1.23), drought (1.15), and marketing problems (1.09) are constraints negatively affecting okra production. Although the positive and statistically significant effect of pesticides, farm size, and labor indicate these inputs can effectively improve okra production, small-scale okra production is inefficient because farmers use too many pesticides and farmland and less labor than is needed. The marginal product of inputs is not enough to offset the corresponding marginal cost. Therefore, small-scale farmers should operate on smaller farms than they currently do, apply pesticides at recommended rates, and spend more on labor. So, training should be organized through extension workers and agricultural research stations to improve scientific knowledge of farmers for efficient use of productive resources.

The modern turbulent environment and threats to resources of an organization create uncertainty. The conditions of organizational functioning, including complexity and dynamics of change, give rise to searching for ways of counteracting the “generalized uncertainty”. The development of the trend and practice called “risk management” is undoubtedly one of the ways. The phenomenon grows in importance, which results in more entities using this man-agreement method. Taking into consideration the unquestioned and key human factor for all the processes, also the ones involving risk, the efficiency of the personnel function determines the efficiency of organization management. Cohesion of risk management and human resource management constitutes a synergistic success of an organization at a strategic, tactical and operational level and guarantees both the company and employee development.

The paper deals with the problem of production material flow management. The proper way of logistic tasks management has an impact on the production process effectiveness and the cycle time, which is a very important factor in manufacturing. Reducing the production process cycle time results not only in the ability to provide more customers with orders but also in increasing the level of resources usage (machines, operators etc.). In order to reach the aim of improving production effectiveness, the simulation modeling was used. It is a computer method that supports a decision-making process and allows to perform experiments on production without interfering with the real process. The paper also includes a risk analysis performed to evaluate the imperfections of simulation modeling, based on the rules of fuzzy logic.

In contemporary computer systems security issues are very important for both safety and reliability reasons thus application of appropriate cryptographic methods is a necessity in system design and maintenance. This paper deals with one such method – BLAKE hash function – and investigates its implementation in hardware. The algorithm was a candidate proposed for the SHA-3 contest and, although it was not selected in the final round as the winner, it was very well received for its cryptographic strength and performance, being still used as a hash method of choice in contemporary IT systems. In this paper we discuss a specific modification in hardware realizations of the function which eliminates need for involved data paths distributing message bits among the round units by using auxiliary memory modules for repetitive storage of the message inside each round instance. The idea was implemented in realizations of both BLAKE and BLAKE2 versions of the algorithm in four different organizations: the standard iterative one and three high-speed loop-unrolled architectures with 2, 4 and 5 rounds instantiated in hardware. Together with standard (without RAM) implementations this produced a total of 16 test cases: after implementation in a popular Spartan-3 device from Xilinx their parameters allowed for exhaustive evaluation of the proposed modification. The results reveal that the modification outstandingly enhances size of all the tested architectures: on average, occupation of the FPGA array is reduced at least by half while the improvements in speed, although not so spectacular, are also visible. Additional analyses indicate that the method can also increase overall efficiency of routing, helps in implementation of the loop-unrolled architectures and strengthens optimizations introduced by the BLAKE2 version of the algorithm.
