Region is evaluated as a spatial unit which defines the economic-social structure and in which the planning processes like determining, implementing, managing and inspecting the regional development strategies and politics changing within the scope of paradigm changes are carried out. In Turkey, experience related to regional development politics goes back to the 1960s; it has been analysed to what extent regional planning and the concept of a region are affected by the changing processes which are experienced in economic and social structure, according to which criteria the borders for regional planning are determined and the role of these borders in the success of regional politics. According to the results, being unable to provide the interaction between regional planning and the meaning attributed to the concept of a region is the main factor in the non-occurrence of the success which has been aimed in regional development politics although regional planning and the concepts of a region are affected from the paradigm changes.

It is important to recognise future conditions in planning because it primes future actions. Scenarios are useful prognostic tools, especially when the social and institutional behaviour plays a crucial role. The aims of the paper are: (1) to indicate the roles and the place of scenarios in the strategic plan building process; (2) to analyse and evaluate the application of scenarios in regional planning in Poland; (3) to transpose the research results on scenarios in local planning for their application in regional planning. There are a few documents in which scenarios are applied: three strategies for regional development and two spatial development plans for regions. The author analysed the scenarios in all of those documents and offered some recommendations transposing the effects of previous research from local to regional planning.

Conservation planning becomes signifi cant as globalisation and rapid urbanisation challenge the preservation of historical urban sites. As an integral part of communities’ place identities, the destruction of built heritage for development challenges local identities. Protecting built environment heritages can preserve local identity. Also, a paradigm shift in conservation planning supports including local perspectives and knowledge systems for sustainable urban conservation planning and democratic participation processes. Community engagement in urban conservation planning offers town planners insight into emotional values that communities attach to built heritages for incorporation in physical planning proposals. Emotional attachments are traditionally not considered as valid constructs in public participation. However, place attachments can propel communities to constructively participate in development processes if such developments strengthen their place identity, or prompt obstruction if communities perceive developments as threats to place identity. This research aims to explore communities’ place attachment through community engagement to inform urban conservation planning proposals. An action research approach was followed to explore place attachments associated with built heritage resources in two South African communities, Khuma and Stilfontein. The research indicates that specifi cally socio-economic, natural, and aesthetic place attachments assisted the communities to envision urban conservation proposals for future built environments for Khuma and Stilfontein that will be cherished. These proposals were unique for each community due to diff erent underlying place attachments. The implication of this research is that urban conservation should acknowledge communities’ place attachments, as they can optimise the fit between communitiesand urban conservation eff orts.

Integrating the ecosystem services (ES) concept into land-use planning has been the focus of researchers in recent years. Forwarding this objective in order to foster human well-being, urban and regional planning became the focus of research efforts. Furthermore, governance research has been beneficial in studying the coupling of ecosystem services and planning processes. Thus, in this explorative case study we have analysed the governance of urban and regional planning in two case studies – Rostock and Munich – in order to gain insights about the role and value of ecosystem services among planning actors. We conducted semi-structured interviews to identify relevant parameters to facilitate integrational approaches of ecosystem services into decision-making in the context of cross-sectoral urban and regional planning. Based on our results, we argue for a change of the perspective of ES within planning practice. Instead of ecological or economic endeavours, the contribution of ES to human well-being should be in the centre of attention. Human well-being as an overarching aspiration may have the potential to shift ecosystem services from sectoral to cross-sectoral planning.

Land suitability assessment is an important stage in land use planning that guides the direction of optima land use. The objective of this study was to select a suitable location for settlements in earthquake-prone areas using the integration of the Analytical Hierarchy Process (AHP) and Geographical Information System (GIS). In total, six maps were considered to determine a suitable location for settlements, namely topography, soil, geology, land cover/land use, a regional spatial planning pattern map, and an earthquake vulnerability map. The results showed that in medium earthquake-prone areas, the suitable land area which are available for settlement was 90.25 km2 (46.36% of the total land area available - 194.68 km2). Whereas in highly earthquake-prone areas, the suitable and available land area was 528.11 km2 (70.25% of the total land area in the high vulnerability zone - 751.81 km2). The research proved that AHP and GIS integration is very effective and robust for mapping land suitability in earthquake-prone areas. The results of the analysis can be used by planners to prioritize settlement development in the Sukabumi regency. The methodology developed is recommended to be applied in selecting locations for settlements in other parts of Indonesia.

Peripheries means the land outside metropolitan areas. One of the main problems in these areas is a lack of growth factors. Some towns can contribute to the development of these regions, because there are few such factors, and it is easier to create the new ones, especially in urban policy. The subject of this paper is a typology of towns within the Polish peripheral coastal regions, limited to towns with more than 5 thousand inhabitants. Its purpose is to recognize diverse role of towns in the regional development, and to create the basis for the formulation of urban and regional policy. Typology takes into account the state of economic development, the external functions of towns, their impact, as well as present and future transport accessibility. Two kinds of systematization were applied: 1) quantitative typology applying Principal Components Analysis (PCA) and the cluster analysis using the k-means algorithm, 2) qualitative classifications. Then synthetic typology was done. As a result of the typology, there were identified important towns for the future development of peripheral areas and formulated the conclusions for regional planning and urban policy.

Spatial planning is a set of complex processes that aim to determine the correct location of objects in the established area subject to planning procedures. Planning documents, executed at all levels of detail, must consider the current state of land development, both in the area subject to land-use planning procedures and adjacent areas. Hence, the creation of such documents must be preceded by multiple analyses. These considerations should lead to the determination of conditions to be met by future land development elements in such a way as to take into account and use the existing ones. Because land use elements such as river network, road networks, buildings or forest areas are considered examples of random fractals, it was considered that the detection of fractal structures in area subject to land-use planning procedures could facilitate decision-making processes during creation of planning documents on a regional scale. This paper checks if it is possible to mathematically describe the clear chaos that prevails in the existing area subject to land-use planning procedures and if the use of fractal analysis in spatial planning is possible. The research was based on data from the Database of General Geographical Objects and the Bank of Local Data. Analyses were conducted within the borders of provinces.

From 2000 to 2010, the Internationale Bauausstellung (IBA) Fürst-Pückler-Land has been active in shaping the post-mining landscape in Lusatia (Brandenburg, East Germany). Based on IBA's experiences, we have formulated ten principles concerning the treatment of post-mining landscapes. The goal is to establish a common understanding for handling post-mining landsapes.
Od 2000 do 2010 roku, Międzynarodowa Wystawa Budowlana (niem. Internationale Bauausstellung) (IBA) Fürst-Pückler-Land czynnie uczestniczyła w zagospodarowywaniu terenów pokopalnianych na Łużycach (Brandenburgia, Niemcy Wschodnie). Opierając się na doświadczeniach IBA, sformułowano dziesięć zasad postępowania z terenami pokopalnianymi, których celem jest stworzenie ogólnych założeń dla zagospodarowania terenów pokopalnianych.

Regional economic activities and developments are measured through various techniques where Location Quotient (LQ) is one of the most reliable techniques. This paper classifies the settlements by economic potentials in the southern region of Niger state using the LQ. A structured questionnaire was administered to 1.040 in the 37 rural communities selected from 37 districts in 8 LGAs in the Niger South Federal constituency in Niger State. The data collected was analysed using LQ. Findings of the study in terms of economic potentials of the region, reveals that communities are mainly engaged in basic economic activities; including the cultivation of food crops (rice, maize, beans, millet and yam); cultivation of cash crops (benisead, ground nut, vegetable, cassava and melon), plantation agriculture (palm, kola nut, cashew and sugar cane). Findings in terms of basic economy revealed that Egbako has the highest LQ with an average score of 0.06, and is closely followed by Takuma, Batako, Kusoyaba, Mukugi and Kalmo, with an average LQ score of 0.04 each, while in terms of non-basic economy, the findings indicates that both Egbako and Kuchita have the highest non-basic LQ with an average score of 0.07, which were closely followed by Katcha, Mukugi and Gayankpa settlements with non-basic economic LQ and average scores of 0.04 each. The study concludes that LQ is one of the best techniques in measuring economic potentials of regions. It also recommends LQ for regional economic assessments.
Działalność gospodarcza w regionie oraz rozwój regionu są mierzone różnymi metodami, wśród których iloraz lokalizacji (LQ) jest jedną z najbardziej wiarygodnych technik. Niniejszy artykuł klasyfikuje osady według potencjału gospodarczego w południowym regionie stanu Niger przy użyciu wskaźnika specjalizacji regionalnej LQ. Ankietę zawierającą pytania zamknięte rozdano 1040 osobom w 37 społecznościach wiejskich wybranych z 37 stref ośmiu obszarów samorządowych w okręgu federalnym Niger South w stanie Niger. Zebrane dane zostały przeanalizowane przy użyciu techniki LQ. Wyniki badania w zakresie potencjału gospodarczego regionu pokazują, że społeczności są głównie zaangażowane w bazową działalność gospodarczą, w tym uprawę roślin spożywczych (ryż, kukurydza, fasola, proso i ignam); produkcję upraw rynkowych (benisead, orzeszki ziemne, warzywa, maniok i melony), rolnictwo plantacyjne (palma, orzech kola, nerkowiec i trzcina cukrowa). Najwyższą wartość LQ dla działalności podstawowej uzyskało Egbako ze średnim wynikiem 0,06, następnie Takuma, Batako, Kusoyaba, Mukugi i Kalmo, ze średnim wynikiem LQ 0,04. Pod względem gospodarki niebazowej zarówno Egbako, jak i Kuchita mają najwyższe LQ ze średnim wynikiem 0,07, a tuż za nimi plasują się osady Katcha, Mukugi i Gayankpa ze średnimi wynikami LQ 0,04. W badaniach stwierdzono, że LQ jest jedną z najlepszych technik pomiaru potencjału gospodarczego regionów. Technikę tę poleca się również do wykorzystania przy sporządzaniu ekonomicznych ocen regionalnych.

The article explores the potential of using panoramic videography for the spatial engineering and spatial management of landscape. The concept of panoramic photography, as a basis for panoramic videography, has been widely used for visualisation of cultural heritage sites and documentation of various sites. Panoramas are widely used, for example, by Google in StreetView to present not only the cityscapes, but recently also rural landscapes. Panoramic videography is a process of creating panoramic (360-degree) video, which represents the dynamic environment. The land intensity factors (WIT - in Polish: "współczynniki intensywności terenu") introduced by Litwin is a method for evaluation of the landscape where different functions can be specified: agricultural, non-agricultural and recreational. Although this method can be used in different terrains, this article proposes to use panoramic video camera for the enhancement of the recreation function of WIT. The process of creating panoramic videography is explained in this article as it was tested and explored in the United Kingdom (in Launceston) and Poland (the district of Czarny Dunajec). It is based on gathering imagery not from airplanes but from a mobile setup that traverses through streets. What is more, the combination of vector and raster modelling of terrain in a visual and interactive environment has a potential to become a powerful tool for enhancement of land intensity factors. The administrative borders are one of the drawbacks for a determination of WIT and comparing them to terrain values. This article proposes the application of a path-based approach to visualize changes in land value and recreation function thanks to data collected from panoramic videography and information input to database. Annotations and measurements (panoramic photogrammetry) gathered from geo-referenced video provides a potential not only for determining WIT factors, but also for regional planning.

This paper discusses in a critical way how the regional area is conceptualized in the Tenth Development Plan of Turkey (2014–2018). The Tenth Plan introduced in 2014 considerably rests on the strategic framework of the preceding Ninth Development Plan (2007–2013). The regional area in Turkey was and is a strategically ambiguous area where the delineation efforts were mostly devoted to the concerns of public administration and territorial sovereignty rather than functional regionalization. The treatment of the regional area in the Tenth Plan seems to confirm this premise. Here, the main topics of the analysis involve new institutional bodies and governance, new and old policy tools of development planning and sustainable development as well as a territorial statistical system. These three analytical areas will be elaborated on by the relevance to geographical representation system, spatial setting and hierarchy. In that vein, the paper attempts to develop a somewhat different view of the development planning in Turkey by focusing on the treatment of the regional area and the spatial context in the latest development plan.

The energy market paradigm shift towards the so called “green revolution” assumes that in the next few decades dispersed energy sources will replace centralized generation systems. Despite growing energy related spatial conflicts, already accompanying the development of dispersed generation, it is not clear how to integrate new energy infrastructure into planning procedures. This article presents a new approach at the regional level, by unveiling the technology diffusion theory and its implications for the development planning of renewable energy sources (RES). It suggests how to integrate energy related issues into regional spatial policy, by presenting prospects for agricultural biogas plants (ABPs) in the Lubelskie region, Poland; dwelling on the experiences from a best practice region Lower Saxony, Germany.

This paper concerns the institutional tools of the Tenth Development Plan of Turkey (2014- -2018) in a critical way through a comparison between the regional development practices of Turkey and Poland. The Tenth Plan introduced in 2014 considerably rests on the strategic framework of the preceding Ninth Development Plan (2007-2013). The main topics of the institutional analysis in the paper involve new institutional bodies and governance, new and old policy tools of development planning and sustainable development and territorial statistical system. Here, the key lesson derived from the Polish case, especially from Lower Silesia, is that the policy tools of a regional development framework at national level (development plan) can only be operational and effective when these tools retain functional ties to the real economy and catch the creative essence of development. In that vein, the paper makes a comparison between Turkey and Poland by highlighting the policy tools of current regional development practices and strategies in Poland. These tools are related to the emerging learning economy, supporting institutions, growth pole strategy, urbanization economies, entrepreneurship, regional innovation strategies, metropolitan administration and public-private partnership in Poland.

The Chinese urban development dilemma: heritage and green areas as victims of rapid urbanization

This short paper aims to give an account on China’s rapid urbanization and the dilemmas and controversies this brings along. First the peculiarities of Chinese urbanization are discussed, such as the strange definition of urban areas and, more importantly, the contradiction between the quick marketization of the economy and the slow change in the strict top-down regulation of urbanization. Second, the most important factors of the urbanization process are analysed: the split of the society between urban and rural residents, and the difficulties of the central political power to control the development process, especially the expansion of the market actors and the related financial interests of the local municipalities. The general statements are extended with the analysis of the case of Hangzhou city where the dilemma of how to preserve the architectural heritage and the green areas in and around growing cities is especially strong. The paper ends with the analysis of differences and similarities between the Chinese and the European urban areas, emphasizing that the managing of the large urban development challenges of China would need fresh thinking (also) from the European urban scholars and potentially the adaptation of earlier European approaches to similar dilemmas.
Celem artykułu jest podsumowanie procesu gwałtownej urbanizacji Chin oraz dylematów i kontrowersji z nim związanych. W pierwszej części autor definiuje specyfikę chińskiej urbanizacji jako dysonans między szybkim urynkowieniem gospodarki i powolnymi zmianami w planowaniu przestrzennym. W drugiej części autor analizuje najważniejsze czynniki procesu urbanizacji. Są to między innymi: podział społeczny między mieszkańcami miast i obszarów wiejskich, brak skutecznej kontroli państwa w planowaniu rozwoju, szczególnie w kontekście wspólnych przedsięwzięć prywatnych inwestorów i władz lokalnych. Szczególną uwagę poświęcono Hongzhou, w którym jak w soczewce skupiają się problemy zachowania dziedzictwa kulturowego i wartościowych terenów zielonych w otoczeniu dynamicznie rozwijającej się metropolii. Na zakończenie autor porównał rozwój chińskich i europejskich aglomeracji, podkreślając, jakim wyzwaniem jest konieczność nowego podejścia do zarządzania chińskimi obszarami miejskimi. Niewykluczone, że w tym zakresie mogą zostać wykorzystane doświadczenia europejskich badaczy zajmujących się podobnymi problemami występującymi wcześniej w Europie.
