    The analysis of women’s participation in elections has long been an important theme within political studies. Scholars have looked at factors that affect women’s participation in politics in general, as well as their decisions to run in parliamentary or regional elections. In 2011, as the second Central and Eastern Europe country (the first being Slovenia), Poland introduced gender quotas into the proportional electoral system. Researchers looking into the consequences of such systemic solutions in various countries have established that the intended goal of increasing the proportion of women in legislative bodies has not always been achieved. In fact, the outcomes have varied widely. Such discrepancies invite further examination. The presented study focuses on regional assembly elections in Poland between 2010 and 2018. The article elaborates on and complements the results of the authors’ prior work on the 2010 and 2014 elections. The research looks at how effective women were in winning the available mandates, what were their placements and which parties managed to get most women into the assemblies.

    Opis:
    The aim of the article is to present an empirical contribution towards the research on the recruitment of political elites. It seeks to determine patterns by which candidates’ lists were composed in the 2010 regional assemblies election. It is descriptive and exploratory in nature and based on a case study containing a qualitative analysis of biographies of candidates that ran for seats. The scope of the research includes four national political parties: Civic Platform (PO), Law and Justice (PiS), Polish People’s Party (PSL) and the Democratic Left Alliance (SLD).
    Celem artykułu jest zaproponowanie wkładu empirycznego do badań dotyczących rekrutacji do elit politycznych. Autorki zmierzają do określenia wzorców konstruowania list wyborczych w wyborach do sejmików wojewódzkich w 2010. Praca posiada charakter opisowy i wyjaśniający oraz jest oparta na studium przypadku, w którym dokonano analizy jakościowej biografii kandydatów. Zakres przedmiotowy badań obejmuje cztery największe partie polityczne Platformę Obywatelską (PO), Prawo i Sprawiedliwość (PiS), Polskie Stronnictwo Ludowe (PSL) i Sojusz Lewicy Demokratycznej (SLD).

    Opis:
    The regular conduct of elections and the compliance of their procedure with the current legislation is a prerequisite for the functioning of a democratic political system. The occurrence of emergencies, such as military operations, pandemics, and the like, is a serious problem and challenge for the country’s leadership. The resulting social tension and instability, changes in the current electoral order and electoral procedures, pose a threat to the ruling regime and provide additional opportunities for the opposition. The article shows the activities of the leadership of Russia and the Irkutsk region in the context of a Covid pandemic during the regional elections of 2020. The legislation was changed and special measures were organized to ensure compliance with all epidemiological norms and to prevent a significant increase in the number of cases. A special feature of the elections in the Irkutsk region was the holding of early, really competitive elections for the governor, in which a Kremlin protege and a local representative of the Communist Party fought. In a really difficult situation, the elections were held calmly and without any special violations of the law and moral norms. Despite the fundamental nature of the struggle for the governor’s seat, the voter turnout was low and fundamentally lower than the plebiscite held in July of the same year to amend the Constitution of the Russian Federation.
    Regularne przeprowadzanie wyborów i zgodność ich procedury z obowiązującym ustawodawstwem jest warunkiem funkcjonowania demokratycznego systemu politycznego. Występowanie sytuacji nadzwyczajnych, takich jak operacje wojskowe, pandemie i tym podobne, stanowi poważny problem i wyzwanie dla kierownictwa państwa. Wynikające z tego napięcia społeczne i niestabilność, zmiany w dotychczasowym porządku i procedurach wyborczych, stanowią zagrożenie dla rządzącego reżimu i stwarzają dodatkowe możliwości dla opozycji. W artykule przedstawiono działania kierownictwa Rosji i obwodu irkuckiego w kontekście pandemii Covid podczas wyborów regionalnych w 2020 roku. Zmieniono ustawodawstwo i zorganizowano specjalne środki, aby zapewnić przestrzeganie wszystkich norm epidemiologicznych i zapobiec znacznemu wzrostowi liczby zachorowań. Szczególną cechą wyborów w obwodzie irkuckim było przeprowadzenie przedterminowych, naprawdę konkurencyjnych wyborów gubernatora, w których walczyli protegowany Kremla i lokalny przedstawiciel partii komunistycznej. W naprawdę trudnej sytuacji wybory odbyły się spokojnie, bez szczególnych naruszeń prawa i norm moralnych. Mimo fundamentalnego charakteru walki o fotel gubernatora, frekwencja wyborcza była niska i zasadniczo niższa od przeprowadzonego w lipcu tego samego roku plebiscytu w sprawie zmiany Konstytucji Federacji Rosyjskiej.

    The following article concerns selected aspects of the implementation of the quota system in elections to the regional assemblies (Sejmik wojewódzki) in Poland. This comparative analysis concerns two elections: in 2010 (before the quota system was introduced) and in 2014 (after its introduction). The key questions the authors would like to address involve the number of women represented on the electoral lists in 2010 and 2014 respectively, and the number of mandates in regional assemblies awarded to women before and after the quota system was introduced, as well as the relationship between the position on the electoral list and mandates awarded to female candidates. The authors also focus on the personnel policies of political parties. Out of all regional elections, the regional assembly elections were characterized by the highest level of party dependency. Introducing the quota system resulted in an increase in the number of women represented on electoral lists, yet it did not help increase the number of mandates awarded to female candidates. One of the reasons for this situation was the strategy adopted when the positions on the electoral lists were awarded by the parties with the largest political support. The representation of women on the upper positions of the electoral lists is smaller than the quota of female representatives imposed by the electoral law, and the larger number of women on the positions further below on the electoral lists translates into smaller chances of these candidates gaining a mandate.     The main aim of the paper is the theoretical analysis of the concept of the territorial heteronomy. Conclusions concerning the idea of territorial autonomy, regionalism or federalism easily can be found in the scientific literature. But they are useless to investigate and explain many political processes and political preferences in states of the Central and Eastern Europe. It is because states of this part of the continent did not have a chance to create and develop their own models of classic administration institutions in the nineteenth century, inter alia the local and regional government. Their only experience in this area is limited to the interwar period between 1918 and 1939. They have gained a new chance for a democratic division of public tasks after the collapse of the communist system in the very end of the twentieth century. But in that period they have focused more on the horizontal division of powers than on the vertical one. For that reason up till today political phenomena in the political centre have more importance than the regional policy impact attempts. The inspiration for such a research were electoral results obtained by two regional parties at elections to the Śląskie Voivodeship Assembly in 2018.

    During the local self-government elections that took place in 2018 in Poland, for the first time regional electoral commissions for conducting voting in the circuit and regional electoral commissions for determining the results of voting in the circuit appeared. Both electoral commissions are appointed by the appropriate electoral commissioner from among the voters. The tasks of the regional electoral commission for voting in the circuit include conducting voting in the circuit and ensuring that the election law is observed in the place and time of voting. However, the tasks of the regional electoral commission for determining the results of voting in the circuit include determining the results of voting in the circuit, making them public and sending the results of voting to the appropriate electoral commission. The introduction, by the legislator, of regional electoral commissions for conducting voting in the circuit and regional electoral commissions for determining the results of voting in the circuit should be assessed positively. However, the legal position of both committees certainly requires changes to be made by the legislator.
    W czasie wyborów samorządowych, które odbyły się w Polsce w 2018 r., po raz pierwszy zafunkcjonowały obwodowe komisje wyborcze ds. przeprowadzenia głosowania w obwodzie i obwodowe komisje wyborcze ds. ustalenia wyników głosowania w obwodzie. Obie komisje wyborcze powołuje spośród wyborców właściwy komisarz wyborczy. Do zadań obwodowej komisji wyborczej ds. przeprowadzenia głosowania w obwodzie należy przeprowadzenie głosowania w obwodzie oraz czuwanie w dniu wyborów nad przestrzeganiem prawa wyborczego w miejscu i czasie głosowania. Natomiast do zadań obwodowej komisji wyborczej ds. ustalenia wyników głosowania w obwodzie należy ustalenie wyników głosowania w obwodzie i podanie ich do publicznej wiadomości oraz przesłanie wyników głosowania do właściwej komisji wyborczej. Wprowadzenie przez ustawodawcę obwodowych komisji wyborczych ds. przeprowadzenia głosowania w obwodzie oraz obwodowych komisji wyborczych ds. ustalenia wyników głosowania w obwodzie należy ocenić pozytywnie. Z pewnością jednak pozycja prawna obu komisji wymaga wprowadzenia przez ustawodawcę zmian.

    In this article, an author proves that devolution based on the national identity fosters political development in Wales. The main historical facts are briefly recalled, coming smoothly to Tony Blair’s reforms and their partly failure. Author considers them as irreversible process’ elements, later continued by David Cameron who saw them as vital to awake national identity of Wales. Such efforts finally result in economic success of the whole region, based on devolution of powers, as it is concluded at the end.
