The purpose of the article is to demonstrate the close relationship between regional development and territorial marketing, which based on the implementation of the marketing concept focuses on creating regional and local products and their effective positioning towards potential buyers. The presented thesis is a result of reflection on using regional marketing in creating regional policy, based on consideration of the specific features of the region which marketing specialists are supposed to know in order to create a marketing plan for the respective region. Further, the marketing plan may be used in the political strategy of regional development based on the satisfaction of the residents’ needs and their individual development. The care of politicians, who fulfil their functions following the election by the citizens, and the development of residents would coexist with the creation of regional development. The phenomena should be closely interrelated. When describing the interrelation from a scientific perspective, it must be said that synergy of the indicated types of activity depends on a series of facts and correlations which fall within various scientific domains. Therefore, there is a need for multidisciplinary approach. The authors of the article hypothesize that management of regional development should be supported by the professional use of regional marketing, taking into account the assumption that each organization should shape its impact system by analysing its needs, already used solutions and the needs of its stakeholders. The views expressed are based on the analysis of selected literature.

Regional contracts developed in Poland as a consequence of the process of the state decentralisation and the building of local governments in the 1990s. By learning from other countries’ experiences (especially the French regional policy), an instrument was devised in order to support the decentralisation of the state development intervention and to foster the regions’ empowerment to programme and administer the regional policy. Unfortunately, since the very first edition, regional contracts in Poland have become a hostage to impromptu political acts determining changes to the economic policy, the limited state budget and very frequent legal amendments. The goal of this article is to conduct a synthetic analysis of the origins, changes and challenges related to the use of regional contracts in the Polish development policy. The author’s subjective, critical opinions were confronted with the opinions of the representatives of regional authorities in selected voivodeships. To this end, interviews were conducted with directors of departments in selected marshal offices. The resulting evaluation, conclusions and recommendations allowed the verification of the author’s subjective views.

The paper critically discusses several widespread views about regional development and how it can be stimulated by regional policy. It is argued that in the current development paradigm it is neither possible nor expedient to achieve regional convergence, which in effect would lead to a deep change in understanding the very assumptions of the EU Cohesion policy. It is indicated that external stimuli do not lead to an accelerated growth in lagging regions, which is especially true in the case of infrastructural projects, especially those which are related to incidental events, like expositions or sports championships. One of the most broadly used models for an ex ante evaluation – the HERMIN model – is also discussed.

Demographic trends in developed countries require focus on the problem of aging populations. These trends are directly related to structural changes within the economy. Modifications of economic models imply a need for the creation of a new regional development concept. An example of such a concept is the silver-economy strategy implemented at the regional level. This article attempts to identify the existing potential and the main barriers to the introduction of the silver-economy concept in the region. Investigations will be carried out by a case study of Lubusz Province.

The aim of the work is to identify effects of the process of revitalization in the space of a region. The authors examine the results which were achieved on closing the realization of revitalization projects in the years 2007-2013 in Opolskie Voivodeship. They also undertake an attempt to determine their significance for the perspective shaping of the regional development policy. The research was conducted on the basis of the analyses of: applications of revitalization projects co-financed within the Regional Operation Program for Opolskie Voivodeship in the years 2007-2013, local revitalization programs in the cities of Opolskie Voivodeship, focus studies conducted in 12 cities of the region, as well as survey research carried out among representatives of all local government units in the voivodeship. The results of the studies point to the fact that the attained effects of revitalization only partially were in accordance with the assumptions of the conception of revitalization and its idea. It is indicated that cities, mainly medium-sized and large, are privileged regarding the range of generating positive changes which result from revitalization and that economic effects are marginalized.

Competitiveness is a key factor determining the development of a region and hence the standard of living of its inhabitants, and human capital is one of the most important factors enabling improvement of regional competitiveness. The aim of the presented research is to analyse the spatial differentiation of the level of human capital in the regions of the European Union (EU) in relation to their level of competitiveness. The results show significant disproportions in this respect, especially between the so-called old and new EU. The higher levels of human capital in the old EU regions were also generally accompanied by a higher level of competitiveness. In the long run, this will lead to an increase in regional disparities in development.

Research background: In recent years, special attention has been given to the research direction regarding the study of economic, social, and demographic aspects of regional development. This direction is especially important for transition countries, including Ukraine. Despite that, there is a lack of research studies in which interdependencies of economic and demographic indicators of Ukraine?s regions are investigated. Purpose of the article: The paper assesses the relationships between the selected indicators of Ukrainian regions (export of goods per capita, foreign direct investment per capita, and the average resident population) and gross regional product per capita. Methods: Research results were compared in the periods before and during the military conflict in the eastern part of the country, based on regional data for 2010 and 2015. We used a multiple linear econometric model and tested multicollinearity. Findings & Value added: The analysis confirms that there is a positive correlation between export of goods and gross regional product and between foreign direct investment and gross regional product. That is why it is necessary to pay attention to the effective use of existing trade opportunities, especially within the framework of the Ukraine ? EU Association Agreement, and to elaborate directions for further expansion of export activities. It is important to provide simpler and more understandable conditions in order to attract foreign investments in Ukrainian regions. Our study also shows that there is no influence of the average resident population on gross regional product. In many aspects, the interaction between demographic and economic components takes place through the labour market. This situation indicates that insufficient attention is given to regional employment issues, and the quantitative and structural imbalance is observed on the labour market at the regional level. In our opinion, to improve the situation, targeted activities should be elaborated on in the frame of regional development programmes.

Purpose – The aim of this article is to investigate how the use of financial instruments influences the development of Regional Development Funds (RFR) in Poland and to assess the maturity and coherence of the regional development financing system in this country. Design/methodology/approach – The methodology is based on the multilevel governance literature and on data collected during 26 in-depth interviews in regional, national and international institutions. Findings – The authors demonstrate that the use of financial instruments stimulates new kinds of cooperation between several institutions and contributes to the establishment of RFR. The authors also show that the Polish regional financing system is still developing and formulate recommendations about necessary improvements. Originality/value – The main contribution of this article, in addition to taking up a new, relevant topic for the regional development policy in countries benefiting from European Union (EU) cohesion policy, is the application of the multilevel governance (MLG) concept to explain the development of the Polish regional development financing system. Moreover, the significant added value of this study comes from the use of data collected during 26 in-depth interviews (IDI) in regional, national and international institutions on the use of repayable instruments in regional development policy.

This paper focuses on the increasing regional disparities in Ireland, especially since the great recession and assesses the degree to which the recovery has been concentrated in urban areas. Ireland was initially affected by the recession to a greater extent than other countries but has recovered strongly. However, this recovery has not been evenly distributed, with some regions showing greater economic resilience. Using descriptive statistics of GDP per capita (PPP), GVA and employment, this paper examines the extent to which the recovery has been a two-tier recovery. The paper finds evidence to suggest that the recovery has been heavily concentrated in Dublin, and to a lesser extent in Cork and Galway, resulting in an urban-rural divide.

Why do countries engage in Regional Financial Cooperation (RFC) initiatives and why they may give up on them? Under which conditions are those mechanisms born and how may changes aefct their performance? Although comparative studies have been a prolific strategy to investigate RFC the focus on the experiences of a specific region may reveal new insights. eThrefore the aim of this paper is to map the existing RFC mechanisms in Latin America, seeking to identify the demand, supply and conjectural conditions behind the processes of their creation and evolution. ehT theoretical framework provides concepts from International Relations' theories concerning regional institution building. Empirically fourteen Latin American RFC initiatives are surveyed. As a result important variables explaining RFC mechanisms in Latin America are presented in the paper: demand for greater participation (sense of belonging), material and political capacity from a paymaster and macroeconomic coordination.

Evolutionary economic geography became popular in the late 1990s. The study has developed on the basis of evolutionary economics, which has achieved greater success in explaining phenomena in the microeconomic than in the macroeconomic sphere and it has had non-spatial character. Evolutionary economic geography is an alternative in economic geography and regional planning for static or pseudo-dynamic research. Supporters of evolutionary economic geography, by criticizing among others New Economic Geography by P. Krugman, conduct research with the use of generalized Darwinism, path dependence and complexity theory. In this paper the author discusses the basic approach and assumptions of evolutionary economic geography and its application in regional economy, especially as an answer to the search for ways out of the economic crisis of regions and cities.

In the last ten-odd years we have been observing a discussion held in the European Union on the change of the regional policy paradigm in terms of its objectives, priorities, tools and the geographical scope of intervention. Changing development conditions require modification of the European cohesion policy model, the main priority of which still is to equalize the level of development of regions in the Community Member States. At the turn of the centuries we can see changes in the way the European cohesion policy is implemented and also the orientation of the equalization policy (which compensates the social and economic backwardness of regions) towards the development policy (which supports competitiveness, takes advantage of the endogenous potential for development and eliminates various barriers). Such policy is to contribute to a more effective use of the potential for development in the entire Community to stimulate growth, employment and cohesion. This paper aims at attracting attention to the evolution of the European cohesion policy model towards a place-based policy.

A case study of the Lower Silesian Voivodeship is presented in this article. From the European Union's perspective, Lower Silesia is an example of a less developed region; however, it is also an example of a region that has improved significantly in regards to development due to a change in its innovation model. The purpose of this article is to identify the factors that have had an impact on the change in the region's development path (stimulants), as well as to indicate the weaknesses and barriers limiting further development. This article is based on a review of the literature, statistical data analysis as well as structured, in-depth interviews that were conducted with representatives of regional and local authorities, scientific units and business-related institutions. Recommendations for the regional policy of Lower Silesia have been formulated on this basis.

The article discusses the process of regional natural and recreational systems formation, methodological basis for the creation of them, which is the concept of ecological networks (environmental systems) and regional recreational systems (RRS). Analyzed in the article is the formation of five regional conservation and recreation systems: western, northeastern, central, eastern and southern, with developed environmental and recreational infrastructure. It is considered in the context of a network of national parks (NNP) and the Regional Landscape Parks (RLP) development as multifunctional environmental and recreational areas, the creation of which is directed to meet the growing needs of the population in a natural habitat. The representativeness of Ukrainian landscape areas network of NPP and RLP is reviewed. Their highest density was observed in the Ukrainian Carpathians and zone of broadleaf forests, where one park occurs per 3.4 and 4.9 thousand square kilometers respectively. The density of the NNP is the lowest in forest-steppe, coniferous-broadleaf forest and steppe zones, with one park per 19.10; 18.29; 18.31 thousand square kilometers respectively. The combined development of local recreation and environmental systems causes the creation of eco-stable framework that will ensure the conservation, anthropological and recreational functions of geosystems in Ukraine.

The development of any region is a complex phenomenon that depends on various factors, including a financial infrastructure that supports enterprises and other business entities. Issues related to the impact of financial institutions on economic development are often addressed in the academic literature. Some researchers claim that the development of financial institutions and instruments leads to the development of the entire country, indicating a close correlation between them. Others confirm this interdependence; however, they argue that it is non-linear and it depends on other factors, such as the country’s level of economic development, as well as how advanced its financial infrastructure is. Few studies have addressed the impact of regional financial institutions on regional development, and although macroscale studies have been implemented on the micro-level, they don’t necessarily reflect any interdependencies. Regional financial infrastructure plays an important role in regional development, and the Regional Development Funds (RDFs) that have recently appeared in some voivodeships confirm this interdependency. These institutions are likely to become integrators and stimulators of regional financial markets, and RDFs can become entities that manage capital that can be appreciated in many banks and exert a tangible effect on regional financial policies. At the same time, they will level any market flaws in terms of access to capital by micro-, small, and medium enterprises, as well as running growth-promoting policies tailored to the specific regional needs.
