We argue that rankings, as they are commonly used, can be, and perhaps are, misleading and potentially harmful.With little extra effort, however, one can gain much more insight into relations among the objects ranked and, in the consequence, gain a better understanding of the ranking. The fundamental notion used to compare and evaluate rankings in our analysis is that of Pareto optymality. General claims are illustrated with the ranking of Polish universities published by Perspektywy monthly in 2016.This note is based on results that are well known in the areas of multiobjective optimization and multiple-criteria decision analysis. The objective of the note is to point to the shortcomings and potential pitfalls behind the common use and understanding of rankings.

Many hospital rankings are based on algorithms and weights elicited by experts. The paper attempts to build rankings of Polish district hospitals using the TOPSIS method and to examine the sensitivity of the results to the changes in weights. We considered 11 large and 34 medium-sized hospitals. The criteria set consists of man-days total, profit/loss on sales, contract with the National Health Fund, return on assets (ROA) and return on equity (ROE). Because of this, rankings consider different spheres in which hospitals perform, including the financial aspect and their main goal, i.e., treating patients. The results show that despite the overall high similarity of rankings, the benchmarking based on rankings should be done with care as the positions of some individual hospitals changed to a great degree.

The paper deals with a bibliometric analysis of a sample of the top law schools included in the Times Higher Education World University Rankings 2022. An equal number of Western European and Central and Eastern European law schools have been analysed. The results show that both groups follow similar publication patterns. There is a clear tendency to publish in journals controlled by the authors’ universities. Citation rates in the sample are very low, and in line with what has already been found for humanities. There is a clear division between the multidisciplinary and transnational legal journals that are more international and less internationally recognised law reviews focusing on domestic issues. Law clearly follows its own publication pattern, and the East–West division is in this respect negligible: both groups perform equally well (or equally poorly) as far as the metrics indicate.

For a graph G = (V, E), a function f:V(G) → {1,2, ...,k} is a k-ranking if f(u) = f(v) implies that every u - v path contains a vertex w such that f(w) > f(u). A k-ranking is minimal if decreasing any label violates the definition of ranking. The arank number, $ψ_r(G)$, of G is the maximum value of k such that G has a minimal k-ranking. We completely determine the arank number of the Cartesian product Kₙ ☐ Kₙ, and we investigate the arank number of Kₙ ☐ Kₘ where n > m.

This paper investigates how an organization tries to restore trust after an organizational-level scandal by examining the trust repair process. The study adopts a qualitative research approach to analyze the case of the scandal at Temple University’s Fox School of Business concerning the submission of false data to the ranking body. This paper shows the importance of trust between education institutions and the society and how it is difficult to rebuild it after violation. While dealing with trust rebuilding at the organizational level, we should consider not only the prior reputation of the organization, but also appropriate timing of trust repair mechanisms and number of actors involved in the trust failure situation. This paper also presents the trust rebuilding actions in a novel institutional setting, that is, in case of the business school.

Aim/purpose – The aim of the paper is to identify key indicators from selected international rankings that might be used while formulating a university’s strategy; especially in the context of Polish higher education regulations and requirements. Design/methodology/approach – The paper is based on literature review, accompanied by qualitative-comparative analysis of the most popular international rankings of universities; comparative analysis is also applied to methodologies accommodated by these rankings and to the organization of their output. Findings – Modern universities face growing pressure from the intensifying processes of internationalization and have to search for effective methods of increasing their competitive advantages worldwide. Thus, a well-defined and implemented strategy should play a significant role in this process. Research implications/limitations – The very recent discussions concerning the proposed new Polish Law on higher education and science prove that there is still limited understanding of the importance of university strategies. The government emphasizes the significance of improving international competitiveness of Polish higher education institutions; thus, the proper use of international rankings seems to be vital in responding to governmental visions. The research findings should help universities in the development and execution of strategies. Originality/value/contribution – The paper combines analysis of international rankings and strategy development/formulation. Therefore, it might be a useful tool for the administration of Polish universities and should help in understanding of university organization.

This article explores the reasons behind the high economic and social rankings for Finland. It also reflects on why Finland is considered the “happiest” country in the world (according to a World Happiness Report). Using empirical data from two studies - an article comparing high-andlow-tax countries, and the aforementioned recent World Happiness Report - it compares Finland with its Nordic neighbours and other Western, especially Anglo-American, countries. The essay outlines a so-called “Finnish model' and looks for the roots of this model. Comparing measures in several dimensions - effort, culture, institutions, and economic and social outcomes - the essay tries to find characteristics that are particular for Finland. Education, innovation, and economic security, as well as trust, gender equality, resilient conflict solutions, and geo-historical luck, are crucial to Finland's success. Three notable Germans - Luther, Hegel, and Marx - have influenced Finnish culture and society in different ways. Is Finland the country that comes closest to the ideal - “From each according to his ability, to each according to his needs” (Marx, 1875).

The purpose of the research was to compare the logistics and logistic infrastructure development level in EU countries. To evaluate overall rank of each country in term of that traits, it was used eight variables which describes logistic characteristics. In this purpose, two of the multi-criteria models of decision making: a Multicriteria Optimization (VIKOR) and Compromise Solution and a Technique for Order Preference by Similarity to the Ideal Solution (TOPSIS) were applied and the results obtained by those two methods were compared. The results showed that VIKOR is more preferable method in comparison to TOPSIS methods and the countries where the logistic is developed the most according to the scores in created rankings are Germany, France and Poland.

Based on World Steel Association statistical data, this study brings together changes in the geographical pattern of global steel production in the first two decades of the 21st century and its fluctuations during economic and social crises. The analysis indicates a strong concentration of production in several countries, and among them, China has become the leader in the last two decades. Since 2017, it has produced more than half of all steel globally, and in 2019 its annual production exceeded one billion tonnes. In 2020 the largest Chinese concern, China Baowu Group, ousted ArcelorMittal from its leading position in the ranking of the world’s largest steel concerns. Such an intense concentration of steel production in one country and the strategies of internal consolidation of Chinese steel producers are a clear signal that China is taking control of the global market for this raw material, essential for many economic sectors.

Subject and purpose of work: The aim of the study is to assess the marketing potential of websites of rural tourism facilities’ in Poland. Materials and methods: It was assumed that the marketing potential of a website provided the basis for placing it in global popularity rankings. The study involved 1000 paid domain websites. Each website was analysed using four tools which yielded values of selected indices, including Serpstat Visibility, Alexa Global Rank and SimilarWeb Global Rank. Results: Almost half of the websites of rural tourism facilities’ obtained 0 or 1 point in the Open Page Rank index evaluation. For 764 websites from the analysed set, the Serpstat Visibility index value was not available, while in the remaining cases it was very low. The websites either reached distant positions in Alexa and SimilarWeb rankings or were not included in them at all. Conclusions: The adopted research model does not allow for absolute assessment of the actual marketing potential of websites. However, the study confirmed that it was not used.
Przedmiot i cel pracy: Celem pracy jest ocena potencjału marketingowego witryn internetowych obiektów turystyki wiejskiej w Polsce. Materiały i metody: Przyjęto, że potencjał marketingowy witryny jest podstawą do plasowania jej w ogólnoświatowych rankingach popularności. Badaniami objęto 1000 witryn w domenach płatnych. Każdą z nich poddano analizie przy pomocy czterech narzędzi, które pozwoliły pozyskać wartości wybranych wskaźników, m.in. Serpstat Visibility, Alexa Global Rank oraz SimilarWeb Global Rank. Wyniki: Prawie połowa witryn internetowych obiektów turystyki wiejskiej uzyskała 0 lub 1 punkt w ocenie wartości wskaźnika Open Page Rank. W przypadku 764 witryn z badanego zbioru niedostępna była wartość wskaźnika Serpstat Visibility, a w pozostałych przypadkach była ona bardzo mała. Witryny osiągały odległe miejsca w rankingach Alexa oraz SimilarWeb, lub w ogóle nie były w nich uwzględniane. Wnioski: W przyjętym modelu badań nie jest możliwa bezwzględna ocena rzeczywistego potencjału marketingowego witryn. Badania potwierdziły jednak, że nie jest on wykorzystany.

A nation's economic potential is always concentrated within cities. Polish cities were faced with quite radical changes in the last two decades. During this period, some cities saw losses of more and more citizens and were not ready to develop new economic approaches. Other cities were able to attract both people and businesses. The main objective of the article is to identify the changes in the economic position of Polish cities and the factors which were the driving forces behind them (including, in particular, the role of European integration). Results of the conducted regression analyses confirm that it is easier to identify “losing” factors (e.g. dependency on declining industry) than “winning” ones (as they are more individualized and more difficult to capture in statistical models).The availability of EU funds for local governments has been confirmed to be a significant factor explaining the changes in the economic position of Polish cities.

TOPSIS is a well-known approach applied to multi-criteria decision-making under certainty (M-DMC). However, recently, some analogies between this domain and scenario-based one-criterion decision-making under uncertainty (1-DMU) have been revealed in the literature. Thus, the similarities aforementioned give the possibility to adjust TOPSIS to another area. The goal of the paper is to create a new method for problems with non-deterministic parameters on the basis of TOPSIS ideas. In the suggested approach criteria weights (declared within TOPSIS) are replaced by subjective chances of occurrence which are estimated for each scenario. The novel method has an advantage over existing classical decision rules designed for 1-criterion decision-making under uncertainty since within this procedure each payoff connected with a given option is compared with the positive and negative-ideal solutions.

Internationalization is an inevitable phenomenon among all contemporary higher education institutions (HEIs) in a globalizing world. It is the driving force for development and progress. In course of the last 30 years, it became an inevitable element of HE management. However, it carries along a number of risks, pitfalls, and organizational challenges. To hedge those, quality assurance (QA) is called to the stage. HEIs therefore need not only to search for chances but also to increase the advancement of methods to safeguard the quality of education and research. It is for this reason that a discussion on the mutual evolution and impact of internationalization and QA is required, and this is the aim of this article to combine the issues dialectically. There are tools and institutions within the internationally and nationally developed QA concepts that have the potential and aim to secure the benefits of internationalization.

In September 2015, the United Nations General Assembly adopted the 2030 Agenda for Sustainable Development, which includes 17 Sustainable Development Goals (SDGs). One of them, Goal 3, is defined as: Ensure healthy lives and promote well-being for all at all ages. In the paper, we have considered the indices proposed by Eurostat, which help to measure the level that the targets achieve. We present the dynamics of indices over the period 2002–2017. Multi-criteria statistical analysis for 28 EU countries was conducted using data up to 2017 to show how much EU countries are diversified and to present rankings of countries on their way to achieving the good health and well-being status of their citizens. The results are compared with a global SGD-Sub-Index for Goal 3, developed by Sachs et al. (2018).
We wrześniu 2015 r., Zgromadzenie Narodowe ONZ przyjęło dokument: “Przekształcanie naszego świata: Agenda na Rzecz Zrównoważonego Rozwoju – 2030”. Zawarto w nim 17 Celów Zrównoważonego Rozwoju (SDGs). Jednym z nich jest Cel 3., zdefiniowany w następujący sposób: Zapewnić zdrowe życie oraz promować dobrobyt dla wszystkich ludzi w każdym wieku. W niniejszej pracy przeanalizowano 12 wskaźników proponowanych przez EUROSTAT dla celów pomiaru poziomu realizacji tego celu. Pokazano dynamikę wartości wskaźników dla Unii Europejskiej na przestrzeni lat 2002–2017. Przeprowadzono porównania dla 28 krajów Unii Europejskiej dla roku 2017 wykorzystując metody jedno- i wielowymiarowej analizy statystycznej. Zaprezentowano rankingi pokazujące różną sytuację krajów Unii Europejskiej na drodze do osiągnięcia zdrowego życia i dobrobytu swoich obywateli. Wyniki zostały porównane z sub-indeksem globalnym SDG dla Celu 3., opracowanym przez Sachs i in. (2018).

A ranking on a graph is an assignment of positive integers to its vertices such that any path between two vertices with the same label contains a vertex with a larger label. The rank number of a graph is the fewest number of labels that can be used in a ranking. The rank number of a graph is known for many families, including the ladder graph $P_2 × P_n$.
