Problems of sustainable economic development also apply to urban transport. The European Union emphasizes the creation of a sustainable transport system in which public transport will function more efficiently. Currently not all possible means of transport are used in public transport. Attempt to introduce transport water means in public transport does not always have a successful result. Existing solutions do not fully meet the postulates requested in passenger transport. The article analyzes the main technical and financial conditions and makes proposals necessary for the implementation of water public transport. Special attention in these proposals is paid to Szczecin agglomeration.

In 2019, the Polish Government introduced a new legislation on public transport. The main objective of these laws is to determine a new division of responsibilities within the public administration system for the planning, implementation and financing of public transport. These new regulations may significantly affect the scope of responsibilities and competencies of transport organizers, in particular regarding the creation of transport plans and funding mechanisms. As a result of maintaining an under-financed, unsustainable transport system based solely on commercial public transport for more than two decades, Poland has experienced a collapse of the public transport system in remote areas. The absence of complex policies in the field of public transport has caused millions of people to suffer from transport exclusion, especially in settlements located outside the main transport routes. This is resulting in disputes over the structure of the regional transport network. The aim of the research paper is to identify potential axes of conflicts between transport organizers, government and local governments subsidizing co-financed transport services, passengers and companies providing public and commercial passenger transport.

This article presents objective coefficient of availability of public transport in time, just like inhabitants observe it.
Niezależnie od rodzaju organizowanej komunikacji jedną z najistotniejszych wartości, charakteryzujących podaż usług transportowych jest liczba kursów obsługujących dany rejon komunikacyjny w wybranej relacji [5]. Jednakże często miara ta bywa myląca - brak w niej odniesienia do rozłożenia kursów w czasie. W niniejszym artykule przedstawiony zostanie obiektywny wskaźnik, obrazujący dostępność do komunikacji w czasie faktycznie postrzeganą przez jej użytkowników.

The main achievement of the research was to present the problems of accessing public transport in Warsaw agglomeration. The case study of Sulejówek shows that there are a lot of difficulties with the regional transport network. On the one hand there are organisation issues as inefficient or luck of support of train transport and, on the other hand, bad quality of local roads. Nevertheless, the simulation presents that it is possible to organise bus lines which allow inhabitants the access to the local train stations. The next step of the research would be creating timetables for both presented solutions in combination with train timetables and choosing the optimal option for implementation. This kind of research could be the recommendations for local authorities which are in charge of public transport issues. If both modes of transport are covered by one common ticket, the whole system would operate on effective and high level.

The objective of this paper is to discuss the replication of passenger congestion (overcrowding) effects on output path choices in public transport assignment models. Based on a comprehensive literature review, the impact of passenger overcrowding effects was summarised in 3 main categories: the inclusion of physical capacity constraints (limits); the feedback effect between transport demand and supply performance; and the feedback effect on travel cost (discomfort penalty). Further on, sample case studies are presented, which prove that the inclusion of capacity constraints might significantly influence the assignment output and overall results in public transport projects’ assessment – yet most state-of-the-practice assignment models would either miss or neglect these overcrowding-induced phenomena. In a classical 4-step demand model, their impact on passengers’ travelling strategies is often limited to path (route) choice stage, while in reality they also have far-reaching implications for modal choices, temporal choices and long-term demand adaptation processes. This notion has been investigated in numerous research works, leading to different assignment approaches to account for impact of public transport capacity constraints – a simplified, implicit approach (implemented in macroscopic-based models, e.g. PTV VISUM), and a more complex, explicit approach (incorporated in mesoscopic-based models, e.g. BusMezzo). In the simulation part of this paper, sample tests performed on a small-scale network aim to provide a general comparison between these two approaches and arising differences in the assignment output. The implicit approach reveals some differences in assignment output once network capacity constraints are accounted for – though in a simplified manner, and producing somewhat ambiguous output (e.g. in higher congestion scenarios). The explicit approach provides a more accurate representation of overcrowding-induced phenomena - especially the evolving demand-supply interactions in the event of arising congestion in the public transport network. Further studies should involve tests on a city-scale, multimodal transport model, as well as empirical model validation, in order to fully assess the effectiveness of these distinct assignment approaches.

A properly functioning public transport is one of the most important components of urban mobility for the population. Due to spatial inhomogeneity and overall socio-economic differences within a city, there are often considerable disproportions in the quality of transport services within its districts. Also, the city of Krakow is no exception in this case. For a comparison of public transport accessibility in 18 Krakow districts, 7 major quantitative and 5 minor indicators were created. These indicators include the most important characteristics of transport services such as accessibility, frequency, connectivity of connections, and ratios of tram public transport subsystem. The resulting values give a fairly comprehensive picture of the quality of the transport services. Overall higher values for most indicators occur in the central districts of the city. However, due to the complexity of the observed characteristics, it is possible to discover significant differences in the structure of individual indicators. Peripheral districts reach higher amplitudes, which means that in some aspect they have even better transport services than the city center. Yet, at the same time, we also find opposite extremes here, highly below-average values for most other indicators. A detailed analysis of the results provides a unique perspective on the disparities among districts. It can also serve for specific identification of strengths and weaknesses of transport services and its possible optimization.

One of the most important elements determining the assessment of the quality of trolleybuses and buses in public transport is the operating cost which comprises mainly the cost of power or fuel consumption. The knowledge of economic properties of new vehicles is justified when the decision about their purchase is being made. The information about vehicles which have not been used in the company so far comes mainly from the protocols of homologation tests as well as the opinions of other users. In both cases such knowledge is insufficient against the expected information providing for specific driving conditions in urban traffic. Chosen driving tests applied for the evaluation of energy consumption of trolleybuses and buses operation are presented in the article. Working conditions of the trolleybus were analysed on the basis of the comparative tests of the bus and the trolleybus for a chosen communication line in Lublin. On the basis of the determined characteristics describing working conditions of the vehicles constituting public transport in Lublin, the MPKPL test was drawn up and the analysis of findings was carried out for a chosen communication line.

Public transport services are an example of important category for the implementation of key activities by the local community. These services enable the movement of residents and guests visiting destinations and provide access to city elements of the settlement. The aim of the article is to identify the reasons for using public transport services in Cracow in the group of respondents. Selected characteristics of public transport are outlined on the basis of an analysis of the published literature. Particular attention was paid to the offer of Cracow’s public transport. The study presents the results of surveys conducted by an online diagnostic survey among users of the surveyed services. The aim of the research was to identify the reasons why the respondents use Cracow’s public transport services are: the lack of a car, a travel allowance and an attractive connection network turned out to be a group of key reasons for using the analyzed services. The results indicate the need to continuously improve the level of functioning of Cracow’s public transport by: information about vehicle delays, improving the operation of ticket vending machines, and by providing a regular number of conn.

The article deals with the issues of the innovations implemented in public transport. Their theoretical background was defined in the form of the latest concepts of territorial development: the theory of sustainable development, circular economy, and smart city. The examples of innovations quoted above have been analysed in terms of their impact on: the local community, the environment, health, safety, and economic and social aspects. The main conclusion drawn from the analysis is that technical innovations in public transport contribute to improving mobility, the comfort and safety of commute, and, at the same time, have a positive impact on the environment.

The construction of passenger stops of the railway transport has been proposed in order to operate the communication infrastructure of two housing complexes – the village of Mirków and the Residential Estate ‘the Four Seasons’ (Polish: ‘Cztery Pory Roku’), belonging to the agglomeration of Wroclaw. The possibility of the location of the stops within the existing infrastructure is considered. There are presented several variants of the solution to the track layout with passenger service facilities (platforms). The parameters are provided to use for the proposed railroad turnouts and the track pavement structure. In the case of the Estate ‘Four Seasons’ there are also discussed the conditions for the construction of the tram route enabling communication with the center of Wroclaw. The concept of the tram loop in terms of the location of the estate area and the geometric layout of tracks is presented as well.

The regional public transport performs with around 11 billion passengers a part of approximately 16.3 % of all passenger transports in Germany. It is financed from tariff revenues (user financing) and, for the most part, through public subsidies. The costs for the regional public transport are only covered by 50 % by direct users. Further 50 % are covered by public funds. The demographic development in Germany and with it declining passenger numbers, legal changes at European and national level as well as the over-indebtedness of public authorities result in a significant change of the framework conditions for the regional public transport. The aim of the paper was to draw up reform proposals for public transport in Germany so that it could continue to meet the four main objectives set. The results of those proposals for reform are transferred to a defined project area enabling to measure specifically the monetary impact. By forecasting the results of the project across the country, we want to verify whether the four main public transport objectives can be achieved using possible additional financial instruments involving indirect users, even under changing conditions, provided the proposed reforms are applied.

The article presents the results of surveys on public transport and road infrastructure of Radom. There were 855 questionnaires obtained. The 19 questions of the survey were used. The survey, in addition to questions about age and gender, contained questions with specific answer options with single or multiple choice and questions in which the respondent rated the various elements of the transport system. From 8 questions, a 5-point Liekert scale was created as a basis for evaluating public transportation and road infrastructure. The reliability of the scale was assessed using the standardized Cronbach's coefficient. The analysis was done in selected groups of respondents with respect to age of respondents, gender of respondents and with respect to both characteristics simultaneously. Using the chi-square test of independence, the dependence of the scores on the age and gender of the respondents was examined. To compare the significance of differences in ratings between the separate groups of respondents, the test of significance of averages was used. The results of the survey indicate that although the overall rating is positive, due to the high percentage of negative ratings, it is necessary to take measures to improve, among other things: safety at bus stops and public transportation vehicles, availability and distribution of parking spaces. The results of the survey were compared with the results of previous surveys. Compared to the 2014 survey, a significant improvement was found in the condition of road infrastructure and the condition and distribution of bike lanes.
W artykule przedstawiono wyniki badań ankietowych dotyczących komunikacji miejskiej i infrastruktury drogowej Radomia. Uzyskano 855 ankiet. Wykorzystano 19 pytań ankiety. Ankieta, poza pytaniami dotyczącymi wieku i płci, zawierała pytania z określonymi wariantami odpowiedzi z jednokrotnym lub wielokrotnym wyborem i pytania, w których respondent oceniał poszczególne elementy systemu transportowego. Z 8 pytań utworzono pięciostopniową punktową skale Liekerta stanowiącą ocenę komunikacji miejskiej i infrastruktury drogowej. Dokonano oceny rzetelności skali za pomocą standaryzowanego współczynnika Cronbacha. Analizę dokonano w wybranych grupach respondentów ze względu na wiek respondentów, płeć respondentów i z uwzględnieniem obu cech jednocześnie. Korzystając z testu niezależności chi-kwadrat zbadano zależność ocen od wieku i płci respondentów. Dla porównania istotności różnic ocen pomiędzy wyodrębnionymi grupami respondentów wykorzystano test istotności średnich. Wyniki ankiety wskazują, że choć ocena ogólna jest pozytywna, to ze względu na duży odsetek ocen negatywnych, konieczne jest podjęcie działań poprawiających m.in.: bezpieczeństwo na przystankach i pojazdach komunikacji miejskiej, dostępność i rozmieszczenie miejsc parkingowych. Wyniki badań porównano z wynikami wcześniejszych badań. W stosunku do badań z 2014 roku stwierdzono istotna poprawę stanu infrastruktury drogowej oraz stanu i rozmieszczenia ścieżek rowerowych.

Nowadays, the issue of sustainable mobility is very resonant in the professional public. Main topic for discussion is a transport as a one of the biggest polluters in the world. Today's transport brings a number of benefits to society, but often it has a high price. This price is paid by wasted human lives and serious environmental damage. Therefore there is no wonder that a number of cities, municipalities and regions regard transport as the key to their development, but at the same time as a threat to the health of the population, their safety and quality of a whole life. The combination of public and shared transport is necessary for clean and smart mobility. Shared economy is a concept of social change in the 21st century. This paper is focused on above mentioned issues. It describes levels of the smart city concept and principles and forms of shared economy in transport and shared mobility.

In the EU programming period of 2014–2020, Hungary’s largest-ever transport development project, an intermodal passenger terminal (IPT), is planned to be built in Debrecen. The IPT will integrate all public transport modes operating in Debrecen in a single building, with the modes being as follows: railways, long-distance and local buses, trolley-buses and trams. In addition, by creating a large number of parking spaces for cars, and by building lanes for bicycles and pedestrians heading into the facility, the public transport and individual transport modes will be directly connected under the roof of the IPT. The IPT development will be accompanied by large-scale urban renewal projects to revitalise Petőfi square, one of Debrecen’s major public spaces, lying in front of the building. Relating to the IPT development, several feasibility studies and sustainability analyses have been performed; however, the impact of the IPT on the development of Debrecen has not previously been examined. The main goal of this paper is to examine whether IPT development contributes to the enhancement of Debrecen’s central position in its agglomeration, the strengthening of Debrecen’s competitiveness in Hungary’s urban system, the spatial decentralisation of the city’s cultural activities and how it may influence the change of Debrecen’s socio-economic factors.
