The role of private pensions in many developed economies has grown significantly in the past two decades. The situation is different for developing economies where private pensions are a new phenomenon and have a very low weight in the sector. Despite the diversity of retirement systems, these countries in many cases are characterized from low education level of the population for this service and not well-defined investment policy from the companies offering this product. The low education level implies that the publicity should be as simple as possible to be understood from considerable population and well–specified policies increase the self-confidence of the interest group. Developing economies in the same time are characterized even from high informal employment rate, influencing directly privet and public pension system. In this situation, new reforms and actions should be made in order to develop and incentivize the pension market. In the same time it is very important the pension model that has to be used, which should be in accordance with the economic, political and social characteristics of the country. The same can be said even for Albania, when it comes to pension system. The pension scheme in Albania consists of two pillars. The first pillar is PAYG funded system, publicly managed and “defined benefits” (DB) where benefits are calculated according to a specific formula based on the number of working-years, wages earned, as well as the contributions paid. The second pillar, as per international definition of it, does not exist in Albania. Instead there is a third pillar, privately managed, voluntary contributed and defined contributions (DC). During the past decade, the first pillar has demonstrated certain problems, like low net replacement rate, high dependency rate and considerable high level of evasion of contributions payment. The third pillar is a new one in Albania and the size and the development of it is very modest, as at the end of 2014, this market accounted for 0.05% of the Gross Domestic Product, or in number of contributors only 8,491. Despite the small number it has been increased, so compared with 2013 the number has been increased with 7.66%. The paper will be focused on the detailed analyze of pension system in Albania, and more concretely in the privet one. The objective is to give a detailed overview of this sector in Albania, with its difficulties and obstacles that are encountered and the risks faced today and in the future.

The effect of the power amplifier on speech intelligibility in public address systems is often marginalised – i.e. it is assumed that it does not introduce significant signal distortion. This approach is justified when the linear range of the amplifier is used. The large crest factor of the speech signal and economic considerations mean that the amplifier also works in the non-linear range. In this paper, the effect of power amplifier distortion on the speech transmission index for public address systems (STIPA) is presented. In the first step, this influence was evaluated by measurements for Class AB and D amplifiers. Then, a computer model of the public address system based on the direct STIPA method, taking into account the non-linear properties of the amplifier, was proposed. Using the computer model, the optimum amplifier driving values were determined taking into account the reverberation time and interfering noise.speech transmission index; power amplifier; public address system.

Subject and Purpose of the work: The present paper aims to analyze the functioning and coverage of the public distribution system in rural Haryana, India. Materials and methods: For analyses, secondary data were taken from various government reports like the Economic Survey of Haryana, Economic Survey of India, Census of India, Food and Supply Department, Haryana, etc. The analyses were conducted using descriptive statistics. Results: The study’s findings revealed that the public distribution system facilitates 51.45 percent of the total rural population of Haryana. As Per the guidelines of the National Food Security Act (NFSA) 2013, 75 percent of the rural population should be covered by the States under the benefits of the public distribution system. The public distribution system operates in the State with a vast network of Fair Price Shops (FPS) and a well-organized structure. The study revealed that the ratio of the beneficiaries of PDS to the FPS in Haryana is quite satisfactory and meets the criteria fixed by the Food and Supply Department of India. Conclusions: The State of Haryana does not meet the criteria of NFSA, 2013. One primary reason is that a large part of the population falls under the APL category, which has been excluded from the benefits of PDS after the implementation of NFSA, 2013

For many years author of this paper was dealing with the co-operation with people and properties protection companies as he was performing important functions in Police. After the police career of his, he became an auditor of these entities. He was given an important function of the vice-chairman of the Polish Association for Employers „Security” – Department in Małopolska [pol. - Polski Związek Pracodawców „Ochrona”- Oddział Małopolska]. This paper is an effect of the research programme, managed by the author, which was finished this year. The main objective of the conducted researches, which were both theoretical and empirical was establishing wheter it is possible in Poland to increase the level of usage of the private security sector for providing security. To answer this important question, first we had to determine the curent level of usage of these entities. In the paper one will find detailed data, which are an evaluation of the current level of engagement of these companies in the public security. This evaluation serves to indicate specific solutions that can allow for more effective participation of the private security sector within this socially important mission.

The goal of this paper is to emphasise the role of the Uniformed Public Services, which specialise in maintaining security and public order. An important part of the paper is made up of the analysis of a variety of separate areas – such as military, paramilitary, and civilian – whose coexistence favours the correct integration of these groups into the public security system. In light of the above, the it has been acknowledged that the desirable methodological approach to apply in the paper is a systems approach to security, understood as the exploration of system and environment boundaries, the analysis of system coordination, and the interdependence of elements or subsystems. Celem artykułu jest podkreślenie roli grup dyspozycyjnych, wyspecjalizowanych w utrzymywaniu bezpieczeństwa i porządku publicznego. Istotną część pracy stanowi analiza wyodrębnionych obszarów: militarnego, paramilitarnego czy cywilnego, których współistnienie sprzyja prawidłowemu włączeniu omawianych grup do systemu bezpieczeństwa publicznego. W związku z powyższym autorka uznaje, że pożądaną postawę metodologiczną stanowi systemowe podejście do bezpieczeństwa, rozumiane jako eksploracja granic systemu i otoczenia, analiza koordynacji systemu, współzależności elementów czy podsystemów, pozwalająca na eksplikację wysoce skomplikowanego układu

The twentieth century, which became a period of unprecedented growth of cities and urbanization, revealed the need of mankind to develop and implement the principles of sustainable development. Possible ways to shift to sustainable transport system (such as the use of alternative fuel and transition to public and non-motorized modes of transport) are discussed in this article. The objective of this publication is to assess efficiency of such methods’ implementation on the example of the concrete city. Authors have suggested to change the bus route network, the structure of the bus fleet on the routes and to replace public transport buses by the new ones run on methane. To check these suggestions, authors have built the new one transport model and have simulated three cases: the existing route network and bus fleet’s structure, the proposed new one route network with buses run on diesel fuel and the proposed new one route network with buses run on methane. To evaluate efficiency, authors have assessed economic efficiency, positive social effect, environmental friendliness and sustainability of the urban transport system. Economic efficiency is achieved by reducing overruns and fuel costs thanks to the use of buses run on methane. The social effect is in the reduction of: 1) the delivery time by the route network optimization, 2) the likelihood of traffic jams, and 3) the downtime of buses at the bus stops. Since congestions increase pollutant emissions, route network optimization reduces negative impact on the environment. Replacing public transport buses by the new ones run on methane gives the same positive effect. To assess sustainability of the urban transport city is the most difficult task. The authors have identified indicators and used the radar map to compare possible solutions.

Highpass filters are commonly used in the signal chain of public address systems. One of the reasons for using a highpass filter is to protect the loudspeaker from unwanted low-frequency signals. In addition, it can increase the intelligibility of speech. In this paper, the effect of the cutoff frequency and order of a highpass filter on the speech transmission index, the crest factor, and the sound level are presented. Analyses were performed for an ideal transmission channel, taking into account reverberation time, interfering noise, and high levels of sound. A computer model of the public address system developed by the author, based on the direct STIPA method, was used. This model enables analyses in the nonlinear range of power amplifier operation, which is often used in public address systems but is not considered in commercially available simulation programs.

Cultural space revitalisation is a specific kind of city centre renewal. It especially aims atimproving a degradad urban structure in the aspect of spatial and social attractiveness. In the paper, the author deals with questions of directing a city centre revitalisation process in the right way. In author’s opinion it is needed to prove the necessity of the search for solutions to the current spatial problems within a city centre simultaneously considering some extra questions. Having reached the proper level of social and economic stabilization, other kinds of problems will be addressed subsequently. Therefore, it is necessary to think about the future right now, and programme long-term and interdisciplinary strategies for the city downtown development. In conlusion, it is essential to provide the right spatial politics to stimulate the realization of a compact city idea.

In the late Roman Empire, the praetorian prefects (praefecti praetorio) were among the most powerful and influential dignitaries. Nevertheless, their elevated position was limited through imperial constitutions (laws) and the personnel policy by the emperor. Another method of exercising supervision over the prefects was the rivalry among high Roman dignitaries. The most dangerous rivals of the praetorian prefects were the masters of the offices (magistri officiorum). In this essay the author attempts to outline how the praetorian prefects and the masters of the offices exerted control of the public postal system (cursus publicus) and how the magister officiorum supervised the office of the praetorian prefect.
W późnym Cesarstwie Rzymskim prefekci praetorio należeli do najpotężniejszych i najbardziej wpływowych dygnitarzy. Jednak ich wysoka pozycja była ograniczona przez samego imperatora: cesarskie konstytucje (ustawy) i politykę personalną. Innym sposobem nadzoru nad prefektami była rywalizacja pomiędzy wysokimi rangą dygnitarzami. W przypadku prefektów praetorio ich najpoważniejszymi rywalami byli magistri officiorum. W niniejszym szkicu staram się pokazać jak prefekci praetorio i magistri officiorum rywalizowali o kontrolę nad pocztą publiczną (cursus publicus) i w jaki sposób magister officiorum kontrolował officium praefekta praetorio.

The article presents the results of a research project referring to the dynamics of the public bike-sharing system BiKeR (Białystok, Poland) in 2014-2015. Identification of the dynamics of the system permits modifications that lead to the enhancement of the efficiency and help to determine the reasons for the choice of a location for new bicycle stations. The basic methodology used for compiling data were the statistical methods with special emphasis on network analysis and graph theory. Analysis of the data allowed us to identify the mechanisms of changes in the system affecting its dynamics, especially in the area of network topology changes in conjunction with the location of network nodes (stations). The research and analysis showed the specificity of PBS as a transport network. The PBS network, the process of analysis, the value of network metrics and their distribution differ significantly from other types of transport networks (including municipal). The results improve decision-making processes related to the creation and modification of a PBS network, especially in the field of process support, the choice of station location and the impact of these choices on the networks dynamics (as a prognostic utility).

The disability pension system in Poland has operated largely unchanged since the 1970s. A compelling need to reform the system and adjust it to the challenges of the 21st century is an axiom in the Polish social policy. Unfortunately, restructuring of this system has never been, and is not a top priority for the Polish government. Ignoring this problem is a headwind against economic growth in Poland as the state is overburdened with significant social taxes. A need for the state to provide subsidies to cover current expenditures of the Social Insurance Trust Fund (FUS) is a permanent concern of the national economy. This paper highlights legislative errors and omissions in the Polish social insurance system, and the share of the state's budget devoted to financing of this system and benefit payments over the years 1991-2018. In the main part of the article, financial aspects of the operation of the pension system in Poland were presented. At the end of the article, a preliminary concept of a reform of the existing disability pension system was outlined, whose aim is in particular to improve its financial effectiveness and introduce uniform rules for the payment of pension benefits in Poland.

The paper presents the application of the Multiple Criteria Decision Aid/Making (MCDA/MCDM) methodology in the assessment of the development of different scenarios for an urban public transportation system (UPTS). This methodology allows considering several conflicting objectives and performing the evaluation process in a comprehensive manner. This approach also corresponds to the holistic philosophy: different aspects (economic, technical, social etc.) and interest groups – stakeholders (operators, passengers, city government etc.). The MCDA/MCDM methodology is specifically customized to the real life case study – urban public transportation system in the city of Cracow (Poland). A family of 10 criteria is proposed to evaluate several solutions (W) for a UPTS in terms of their usefulness and attractiveness for different stakeholders. These criteria take into account: travel time and standard, effectiveness of the fleet use, environment friendliness, the level of integration and reliability of the UPTS, safety and security, the profitability and availability of the UPTS, investment costs. Considering the possible solutions, the 6 alternatives were designed heuristically and compared with the current state (denotation of alternative W0). Based on the analysis, for the final considerations compared with the current alternative, 7 new solutions of the integrated urban public transportation in Cracow were adopted, denoted as: W1 (bus/rail alternative: integration of high-speed agglomeration rail with bus transportation), W2 (rail/tram/bus alternative: integration of high-speed agglomeration rail with tram and bus transport system), W3 (alternative with the underground: integration of the underground with high-speed agglomeration rail and with tram and bus transport system), W4 (tram/rail alternative: integration of high-speed agglomeration rail with tram transport), W5 (Tram alternative: integration of tram transport with bus transport), W5A (tram alternative: sub-alternative to the alternative W5, integration of tram transport), W6 (dual-mode tram alternative: integration of dual-mode tram transport). The variants of the scenarios for the urban public transportation system were generated by VISUM computer macro-simulation software. The computational experiment was carried out with the practical application of different Multiple Criteria Decision Aid/Making methods: AHP (Expert Choice program) and Electre III (software package Diviz).

There is a lot of methods which are currently used for assessment of urban public transport system development and operation e.g. economic analysis, mostly Cost-Benefit Analysis – CBA, Cost-Effectiveness Analysis - CEA, hybrid methods, measurement methods (survey e.g. among passengers and measurement of traffic volume, vehicles capacity etc.), and multicriteria decision aiding methods (multicriteria analysis). The main aim of multicriteria analysis is the choice of the most desirable solution from among alternative variants according to different criteria which are difficult to compare against one another. There are several multicriteria methods for assessment of urban public transport system development and operation, e.g. AHP, ANP, Electre, Promethee, Oreste. The paper presents an application of one of the most popular variant ranking methods – Electre III method. The algorithm of Electre III method usage is presented in detail and then its application for assessment of variants of urban public transport system integration in Cracow is shown. The final ranking of eight variants of integration of urban public transport system in Cracow (from the best to the worst variant) was drawn up with the application of the Electre III method. For assessment purposes 10 criteria were adopted: economical, technical, environmental, and social; they form a consistent criteria family. The problem was analyzed with taking into account different points of view: city authorities, public transport operators, city units responsible for transport management, passengers and others users. Separate models of preferences for all stakeholders were created.
Obecnie do oceny rozwoju i funkcjonowania systemu miejskiego transportu publicznego stosuje się wiele metod m.in. analiz ekonomicznych – w tym w szczególności analizę kosztów i korzyści (ang. Cost-Benefit Analysis – CBA), CEA, Analizę Efektywności Kosztowej, metody hybrydowe, metody pomiarowe (badania ankietowe np. wśród pasażerów oraz pomiary np. natężeń ruchu, napełnień pojazdów itp.), a także metody wielokryterialnego wspomagania decyzji (analizy wielokryterialnej). Celem ostatniej grupy − analiz wielokryterialnych − jest wybór rozwiązania najbardziej pożądanego z wariantowych rozwiązań według różnych kryteriów trudno porównywanych ze sobą. Istnieje wiele metod wielokryterialnych służących ocenie rozwoju i funkcjonowania systemu miejskiego transportu publicznego, np. AHP, ANP, Electre, Promethee, Oreste. W artykule przedstawiono zastosowanie jednej z popularnych metod szeregowania wariantów − metodę Electre III. Szczegółowo przedstawiono algorytm postępowania metody Electre III, a następnie jej zastosowanie do oceny wariantów zintegrowanego systemu miejskiego transportu publicznego (ZSMTP) w Krakowie. Za pomocą metody Electre III dokonano uszeregowania końcowego 8 wariantów ZSMTP od najlepszego do najgorszego. Do oceny przyjęto zestaw 10 kryteriów o charakterze ekonomicznym, technicznym, środowiskowym oraz społecznym, tworzących spójną rodzinę kryteriów. Problem rozpatrywano, uwzględniając różne punkty widzenia, tj. władz miasta, operatorów miejskiego transportu publicznego, zarządów transportu publicznego, pasażerów oraz innych uczestników ruchu. Dla wszystkich zainteresownych podmiotów stworzono oddzielne modele preferencji.
