The book ‘A Game on the Future of Public Services in Poland’, edited by Wiesława Kozek and published in 2011 by University of Warsaw Publishing House, comes exactly on time to deliver up-to-date comparative information about the public sector restructuring in Europe and its impact on the quality of the public services. The editor and the authors of nine chapters (Wiesława Kozek, Agnieszka Maciuk-Grochowska, Beata Radzka, Julia Kubisa, Damian Podawca, Piotr Ostrowski, Joerg Flecker, Christoph Hermann) draw from the results of three-year project PIQUE (Privatisation of Public Services and the Impact on Quality, Employment and Productivity), as well as research of the Sociology of Work and Organisation Unit of the Institute of Sociology, University of Warsaw. The PIQUE project was carried out in the years 2006–2009 and founded by the European Commission 6th Framework Programme. Based on the project’s results, the book cover four sectors, electricity, postal services, local public transport and health services/hospitals in six European countries (Austria, Belgium, Germany, Poland, Sweden and the UK). The sectors were chosen to reflect the diff erentiated levels of liberalisation and privatisation and the variety of regulatory solutions. Obviously, the main focus of the book is on Poland, but the authors pay particular attention to the international contextualisation of their sectoral and company cases.

The steady increase in public sector spending on the purchase of goods and services in public procurement is more noticeable. The aim of this article is to present the possibility of optimization of the public logistic and to show its potential areas of application. The examples of the application of public logistics presented in this paper show its great importance and justify its rapid growth. Aim/purpose – The purpose of this article was to identify the information and communication technology (ICT) tools fostering the co-production of social services, acknowledging that the technological environment is an important contextual condition enhancing the development of co-production. Design/methodology/approach – The method used was systematic literature review (SLR). Findings – As a result of the review, the catalog of solutions and tools offered by information and communication technologies was presented. The results of the research carried out indicate that the co-production of social services is favored by the use of such ICT tools as mobile applications, crowdsourcing, open data, big data, real-time data collection and analysis, gamification, and social media. Research implications/limitations – The main implication of the research is the comprehensive catalog of ICT tools that can be used to facilitate social service co-production. ICT tools also favor the emergence of new forms of co-production; there-fore, the acquaintance of these tools can accelerate this process. The study is constrained by several limitations. The study is constrained by several limitations. First, applied methodology, which is qualitative, analyzes secondary data. Second, the co-production in the social services area includes many and various services, and ICT application and impact can differ by specific type of service. Originality/value/contribution – This paper contributes to research on the co-production of social services, particularly in terms of the use of new technologies in this process, in two ways. First, the development of the catalog of ICT tools favoring social service co-production. Their application fosters the involvement of contextual actors, increasing the efficiency, effectiveness, and quality of social services. In this way, the social service co-production contributes to better addressing the citizens’ needs, increasing their quality of life and well-being, and unleashing their potential. Second, by taking the PSL perspective and situating factors favoring co-production within a service ecosystem framework, this paper draws attention to public value emerging from new relations, extensive dialogue, deliberation, common arrangements, and collaborative activity in virtual communities.

Subject and purpose of work: This article aims to identify the spatial diversity of Polish municipal services companies operating pursuant to the Commercial Companies Code. Materials and methods: The data from the database Structural changes of national economy entities in the REGON register was used. To evaluate the spatial diversity in the occurrence of municipal services companies, this article employed an indicator of the number of municipal capital companies per commune. Results: Although there is a clear spatial diversity among municipal services companies, their number in Poland increased significantly during the period 2005-2015. The majority of these companies operate in the most industrialised and urbanised regions. Conclusions: The form of a capital company in the municipal economy sector is the most suitable for a large scale of conducted operations. A small scale of operations, characteristic mainly of rural communes, predisposes them for applying the form of a budgetary establishment.
Przedmiot i cel pracy: Celem artykułu jest identyfikacja przestrzennego zróżnicowania przedsiębiorstw gospodarki komunalnej w Polsce działających na podstawie Kodeksu Spółek Handlowych. Materiały i metody: Wykorzystano dane pochodzące z bazy Zmiany strukturalne podmiotów gospodarki narodowej w rejestrze REGON. Do oceny przestrzennego zróżnicowania występowania przedsiębiorstw komunalnych wykorzystano wskaźnik liczebności komunalnych spółek kapitałowych na gminę. Wyniki: Liczba spółek komunalnych w Polsce w okresie 2005-2015 znacząco wzrosła, aczkolwiek wyraźne jest ich zróżnicowanie przestrzenne. Najwięcej takich przedsiębiorstw działa w najbardziej uprzemysłowionych i zurbanizowanych regionach. Wnioski: Forma spółki kapitałowej w gospodarce komunalnej jest najbardziej odpowiednia przy dużych rozmiarach prowadzonej działalności. Niewielka skala prowadzonej działalności charakterystyczna głównie dla gmin wiejskich predestynuje je do wykorzystania formy zakładu budżetowego.

Goal – The aim of the paper is to assess to what degree the advancement in the implementation of instruments from the area of the so-called performance budgeting contributes to the rational management of public expenditure structure. Research methodology – Qualitative research based on descriptive analysis using extensive subject literature (chiefly foreign) composed of monographs, journals, scientific studies, and reports of international institutions helps the author solve research problems and achieve the paper’s objective. Among the methods used are also deductive and inductive reasoning, and comparative analysis. Qualitative studies employ the method of systemizing statistical information, based on analysis of reference statistical data, and the methodology of statistical dependence. Score – The research results show that irrespective of the detailed legal provisions introduced at the EU level under the modified Stability and Growth Pact, the decisions regarding the structure of expenditures are made on the basis of election platforms. The structure of expenditures cannot be modelled because it depends on the political decisions made in individual countries. Additionally, no impact of performance budgeting on the structure of expenditures in the euro area countries has been found. The two identified groups-spending on defense and housing policy – are rigid expenditures and cannot be part of fiscal consolidation in the short term. Uniqueness/value – Not only does the paper discuss concepts related to the models of contemporary economic processes, but it also contributes to the debate on the extent of state interference in the sector of financial institutions in the global economy. The conducted research is an original attempt to explain the mechanism of the analysed phenomenon and to illustrate its progress in the changing economic environment.

Co-production of public services is an increasingly popular tool in public management, although it is still a new phenomenon in Poland. Despite the attention researchers give to co-production, some significant gaps remain. In this article, the author attempts to examine the legal possibility of implementing co-production by the Polish local government by local initiative and Solecki Fund. The article aims to examine how major Polish cities gathered in Union in Polish Metropolises used local initiatives. The next step in research is to find out how Solecki Fund is spread among rural areas according to statistical data. It is proved that only a handful of local governments in Poland are truly engaged in co-production. However, Solecki Fund can be shown as an excellent example of citizens’ engagement. It is presented a possible agenda on what can be done to make co-production more popular and used on a regular basis not only in metropolitan but also rural areas.

The aim of this article is a multi-faceted analysis of efficiency of public services provision on the example of Polish local governments and on the basis of local governments ranking published by daily newspaper “Rzeczpospolita”. The ranking list shows the local governments which care the most about development and quality of life. The established research period 2007–2013 will allow to answer the questions: did the leaders of ranking change and did the financial crisis in 2008–2009 have a significant impact on quality of life, and therefore on the efficiency of public services provision in the researched local governments? In the first part of this article the author considers the difficulties in defining the quality of life and public service efficiency. This chapter also presents research methods on the efficiency of public services provision used in the literature. The next part of the article includes the characteristic of local governments ranking list as a wide dataset, which characterizes efficiency of public services provision. The third part contains the analysis of the effectiveness of public services provision in the Polish local governments divided into three categories: cities with district rights, urban and rural municipalities, rural municipalities. In the last chapter of the article, a reader can be find the characteristic of the best fifteen cities with district rights in the public services provision and thus in developing the quality of life of residents.

The reforms driven by New Public Management (NPM) led to the introduction of management principles in local governments, marketisation and outsourcing. They made the greatest impact in the United Kingdom, but were also put in place in other European countries such as Ireland, Sweden, Germany, and – to the least degree – in France (compared to other countries discussed in this paper). There is a risk that NPM-inspired reforms may come to lose sight of the underlying social purpose of public services. NPM has not however become a new, universal model for public sector management. Issues tackled in the debate concerning the reform of public services have moved (mostly in the UK) beyond the concerns of NPM towards the emerging concept of networked community governance.

The article focuses on the issues and problems caused by the economic crisis of 2008 for public-private partnership (PPP). The challenges faced are presented from the point of view of a public entity, a private partner and a financial institution, as well as the relationships between these parties and the influence of economic issues on these relations. The most crucial of these challenges seems to be: the pressure on public finance and growing difficulties in financing the public infrastructural investments, the rise of the economic risk of investments and the necessity of sufficient and appropriate transfer and management of risk, and finally – the lack of interest of financial institutions to finance long-term liabilities. The aim of the author is to provide a precise description and diagnosis of the issues mentioned above, which might improve the strategic management of PPP market as well as management of projects. The article is based on experience, documents and working papers concerning the countries and markets of the European Union but the presented conclusions should be of more universal nature.

The text deals with the definition of public services and their scope in Belarus and Poland. As a result of the conducted research, it was found that it is difficult to accept one criterion indicating that the given services are public. A permanent criterion of non-payment for the services provided cannot be accepted, as there are public services which are paid for. A wide group of beneficiaries may indicate that it is a service or product of general interest. A comparison of the scope and services of public utility in Belarus and in Poland shows their wider scope present in Belarus. The aim of the study is to investigate: − whether the scope of public utility has evolved in the last thirty years, after the political transformation that took place in Poland and Belarus, − what scope of public utility services is provided by the public administration in Poland and Belarus, − whether services of general interest can be provided by private entrepreneurs in these two States. Conducting the research required the use of a comparative research method aimed at comparing the legal regulations regarding the conduct of activities in the field of public utility in Poland and in Belarus. The historical-legal method was also used to show the evolution of the scope of public utility services through the change of legal regulations.

Contemporary management concepts in public organisations emphasize the adaptation and implementation of selected management methods tested in commercial sector organisations. They are used to improve the processes of providing public services and to ensure savings, especially in terms of the level of costs. One such instrument is variable cost accounting, which, through the gross margin value, allows to assess both the ability of an organisation to provide specific services and to ensure the widest possible range of services, as well as to identify those who are responsible for the functioning of selected responsibility centres. The study attempts to present an algorithm of conduct ensuring the effective use of variable cost accounting in the process of improving the operation of public organisations.
Współczesne koncepcje zarządzania organizacjami publicznymi kładą nacisk na adaptację i wdrożenie wybranych metod zarządzania sprawdzonych w organizacjach sektora komercyjnego. Ich wykorzystanie ma na celu usprawnienie procesów świadczenia usług publicznych i zapewnienie oszczędności, zwłaszcza w zakresie poziomu kosztów. Jednym z takich narzędzi jest rachunek kosztów zmiennych, który poprzez wysokość marży brutto pozwala ocenić zarówno zdolność organizacji do świadczenia określonych usług i zapewnienia ich jak najszerszej różnorodności, jak również zidentyfikować osoby odpowiedzialne za funkcjonowanie wybranych centrów odpowiedzialności. Wskazane w opracowaniu rozwiązania pozwoliły na przedstawienie algorytmu postępowania zapewniającego efektywne wykorzystanie rachunku kosztów zmiennych w procesie doskonalenia funkcjonowania organizacji publicznych.

Artykuł dotyczy kwestii jakości usług publicznych. Poza aspektem teoretycznym dotyczącym jakości usług, zaprezentowano również wyniki badania oceny jakości usług realizowanych przez gminę Zbrosławice. Badanie objęło 3 rodzaje usług: dostawę wody, odbiór odpadów oraz budownictwo komunalne. Wyniki umożliwiły sformułowanie wniosków dotyczących oceny tych usług oraz rekomendacji dla ich rozwoju i doskonalenia.

Co-creation of public services implies new roles and responsibilities that, at least potentially, change the balance of control. In this way, it aligns closely with democratic renewal. This paper draws on the outcomes of a collaborative innovation project Co-creation of Service Innovation in Europe (CoSIE) funded under Horizon 2020. CoSIE built upon the idea that public sector innovations can be best achieved by creating collaborative partnerships between service providers (public sector agencies, third sector organisations, private companies) and citizens who receive services directly or indirectly. CoSIE was implemented through ten real-life innovation pilots in different public services across Europe. Results showed how co-creative methods could promote democratic dimensions, increasing the civic participation of marginalised and often voiceless population groups (residents of depleted urban neighbourhoods, disabled people in remote rural areas, citizens adrift from the world of work, and non-EU migrants). Some CoSIE pilots were more successful than others in extending impact beyond their immediate localities and service contexts. The paper highlights common factors that helped share learning and evolve project innovations into the ‘modus operandi’ of institutions and societies.

Surveys performed among the residents of Zabrze indicate that in 2021 the majority of respondents (67%), wishing to use public services provided by the local government, still preferred to visit the office in person. Residents noticed negative aspects of direct service, such as queues of people waiting for the case to be completed (26%), excessive bureaucracy (24%) or lack of parking spaces (18%). However, they counted on help in completing the necessary formalities by officials who should be: professional (20%), communicative (18%) and kind (17%). The use of the digital platform (ePUAP) dedicated to customer service was reported by 32% of respondents. At the same time, as much as 40% of the respondents, in order to save time and to simplify procedures, declared their will to use innovative methods of remote contact with public administration (e.g. via social media). The COVID-19 pandemic showed that it was possible to increase (even by 250%) the number of cases handled remotely, which with over 90% of households in Poland with access to a computer network creates opportunities for integrated development as part of the Smart City idea. The aim of the paper was to identify the residents’ expectations related to the provision of public services by local administration. Precise determination of the ways of perception of both direct and remote customer service has not only an application value. It also allows for further research study on the management of local government, including the organization of management control, as well as social communication of local governments.
