In the global rankings of generalized trust, Poland occupies a low position. Polish people are rather distrustful. Analyses of trust endeavour to isolate (distinguish) distrust. Distrust is more and more often defined as a separate definition, not only as the opposite to trust. Analysis of distrust seems indispensable, in particular with reference to the public sector. Public sector organizations point out at building trust. The article is an attempt to systematize the concept of distrust through analysis of trust and separation of basic differences in both concepts (trust and distrust) was made. A great significance of distrust towards entities (organizations) of the public sector may be observed. The objective of the article and research was to prepare a theoretical basis for the studies on distrust in the Polish public sector. The paper includes theoretical frameworks, which may be used for a detailed research on the role and significance of distrust in the public sector. The paper is based on the literature review and generally available data.

Creativity of employee is a prerequisite of efficiency of public sector. To a significant extent its level is determined by the model of organizational management. Therefore, inspiring are the ways of creativity building in public sector institutions. In the opinion of the Author, management style plays a significant part in supporting the development of the competence of creativity. Thus, the article presents the analysis of the influence managers have on shaping creativity of their employees in public sector in Poland. Researching the opinions of 346 employees of public sector has been the basis of drawing conclusions that enable both evaluation and identifications of impediments to the impact of managers on creativity of employees.

The steady increase in public sector spending on the purchase of goods and services in public procurement is more noticeable. The aim of this article is to present the possibility of optimization of the public logistic and to show its potential areas of application. The aim of the article was to measure the level of effectiveness of Management Control using a survey method among employees of educational institutions in selected aspects of management practice. The article discusses the basics of the Management Control System in the context of considering its effectiveness in shaping the quality of educational services. The basic understanding of Management Control in the public sector was presented and similarities and inspirations from management methods used in business practice were analysed. The next part of the article presents the results of research among employees of educational institutions in the Mazowieckie Voivodeship. Conclusions from the research results concerned the perspective of the effectiveness of the Management Control System in public educational institutions.  The final conclusions discuss the weaknesses of Management Control and development elements constituting the basis for improving both the organizational aspects of educational institutions, as well as the level of human resources management.

This paper is focused on informal relations between state authorities and business, which exist in a peculiar Belarusian economic system, where the competition remains restricted, and the public sector based on large companies continues to play a crucial role. The author argues that the Belarusian public authorities have developed a broad set of informal rules which allow them to extract resources from small and medium private enterprises (SMEs) and control the expansion of the private sector He also argues that as long as informal extractive institutions designed and maintained by the state remain in place, the improvement of formal business regulations alone will not produce the expansion of the SME sector In author's opinion, an extra-legal extraction of funds and informal discrimination against small and medium private enterprises are embedded in the logic of the centrally planned economy, which Belarus has preserved after the fall of the Soviet Union. This dissertation may also help to understand how SMEs operate in many other economies of the post-Soviet area and what obstacles to the development they face.

Subject and purpose of work: This article aims to identify the spatial diversity of Polish municipal services companies operating pursuant to the Commercial Companies Code. Materials and methods: The data from the database Structural changes of national economy entities in the REGON register was used. To evaluate the spatial diversity in the occurrence of municipal services companies, this article employed an indicator of the number of municipal capital companies per commune. Results: Although there is a clear spatial diversity among municipal services companies, their number in Poland increased significantly during the period 2005-2015. The majority of these companies operate in the most industrialised and urbanised regions. Conclusions: The form of a capital company in the municipal economy sector is the most suitable for a large scale of conducted operations. A small scale of operations, characteristic mainly of rural communes, predisposes them for applying the form of a budgetary establishment.
Przedmiot i cel pracy: Celem artykułu jest identyfikacja przestrzennego zróżnicowania przedsiębiorstw gospodarki komunalnej w Polsce działających na podstawie Kodeksu Spółek Handlowych. Materiały i metody: Wykorzystano dane pochodzące z bazy Zmiany strukturalne podmiotów gospodarki narodowej w rejestrze REGON. Do oceny przestrzennego zróżnicowania występowania przedsiębiorstw komunalnych wykorzystano wskaźnik liczebności komunalnych spółek kapitałowych na gminę. Wyniki: Liczba spółek komunalnych w Polsce w okresie 2005-2015 znacząco wzrosła, aczkolwiek wyraźne jest ich zróżnicowanie przestrzenne. Najwięcej takich przedsiębiorstw działa w najbardziej uprzemysłowionych i zurbanizowanych regionach. Wnioski: Forma spółki kapitałowej w gospodarce komunalnej jest najbardziej odpowiednia przy dużych rozmiarach prowadzonej działalności. Niewielka skala prowadzonej działalności charakterystyczna głównie dla gmin wiejskich predestynuje je do wykorzystania formy zakładu budżetowego.

Self-governments are given new tasks without guaranteeing resources for their completion, an example of which is lowering the school obligation age. There are also some savings of the state budget at the expense of territorial selfgovernment. All these and other changes, including those planned in the near future, take place without compensating for the incomes lost by self-governments or additional costs. All this leads to serious tensions in self-government budgets, limiting their ability to finance investment. The Regulation of the Minister of Finance from 23rd December 2010 on detailed ways of classifying debt titles included in state public debt, also treasury debt (Journal of Law from 2010, No 252, position 1692) was issued on the basis of specially changed article 72, section 2 of the Act of 27th August 2009 on Public Finance (Journal of Law No 157, position 1240 with subsequent amendments).

The book ‘A Game on the Future of Public Services in Poland’, edited by Wiesława Kozek and published in 2011 by University of Warsaw Publishing House, comes exactly on time to deliver up-to-date comparative information about the public sector restructuring in Europe and its impact on the quality of the public services. The editor and the authors of nine chapters (Wiesława Kozek, Agnieszka Maciuk-Grochowska, Beata Radzka, Julia Kubisa, Damian Podawca, Piotr Ostrowski, Joerg Flecker, Christoph Hermann) draw from the results of three-year project PIQUE (Privatisation of Public Services and the Impact on Quality, Employment and Productivity), as well as research of the Sociology of Work and Organisation Unit of the Institute of Sociology, University of Warsaw. The PIQUE project was carried out in the years 2006–2009 and founded by the European Commission 6th Framework Programme. Based on the project’s results, the book cover four sectors, electricity, postal services, local public transport and health services/hospitals in six European countries (Austria, Belgium, Germany, Poland, Sweden and the UK). The sectors were chosen to reflect the diff erentiated levels of liberalisation and privatisation and the variety of regulatory solutions. Obviously, the main focus of the book is on Poland, but the authors pay particular attention to the international contextualisation of their sectoral and company cases.

The literature on financial sustainability is scattered in such a way that a synthesis is indispensable. The present study on an annotated bibliography of financial sustainability seeks to fill this particular gap by presenting a collation of published literature in the sphere. The sectorial analysis depicted that ability to cover the costs from its own resources and ability to pay debt were the key dimensions to measure financial sustainability. The majority of the studies were found in the public sector covering local governments and central governments particularly in such European countries as Spain, Italy and England. Earning enough resources, asset sustainability and the ability to repay obligations are the three dimensions to assess financial sustainability. The study also pointed out the key research areas, variables and analytical tools among other trends in the literature. The present study assists the future researchers in reviewing the literature on financial sustainability and developing research methodology.

The article analyzes the issues of efficiency, with special emphasis on measuring it in public sector units. The reason behind establishing units of the public finance sector is to satisfy the needs of the society, whereas the expenses paid to satisfy those needs are financed from public means. The measurement of the efficiency of such units is an important element used for assessing the degree of accomplishment of public tasks. The article offers a review of the issue and attempts at characterizing selected efficiency measures used in the units of the public finance sector.
Artykuł analizuje kwestie skuteczności, ze szczególnym naciskiem na pomiar w jednost-kach sektora publicznego. Powodem ustanowienia jednostki sektora finansów publicz-nych jest zaspokajanie potrzeb społeczeństwa, a koszty do zaspokojenia tych potrzeb są finansowane ze środków publicznych. Pomiar skuteczności takich jednostek jest ważnym elementem służącym do oceny stopnia realizacji zadań publicznych. Artykuł zawiera przegląd zagadnienia i próby scharakteryzowania wybranych mierników stosowanych w jednostkach sektora finansów publicznych.
В статье анализируются вопросы эффективности с акцентом на измерения в единицах государственного сектора. Причиной создания отделов в секторе государственных финансов является удовлетворение потребности общества, а расходы, уплачиваемые для удовлетворения этих потребностей, финансируются за счет государственных средств. Измерение эффективности таких единиц является важным элементом, используемым для оценки степени выполнения общественных задач. В статье содержится обзор вопроса и попыток охарактеризовать выбранные меры эффективности, используемые в единицах финансового общественного сектора.

Across the globe, public administrations are employing communication to develop programs to respond to the challenges of bringing society to the core of policy making and of searching for innovative ways to generate growth. But how much do these programs achieve, and to what extent are their consequences positive? Building on theorizing about intangible assets in the public sector and based on economic indicators as well as on survey data from 17 countries, this paper explores whether specific intangible assets that are citizens’ perceptions-based can operate as sources of growth. More specifically, the article looks at citizen engagement and trust, intangible resources that are built upon organizational behaviors as well as activated through communication. Results allow us to compare the relation of these resources with growth with the relation of tangible capital with growth in 17 countries. Based on findings, the article discusses implications for public sector communication.

Society is continuously impacted by accelerating technical and social changes that challenge individuals, organizations, and societies. This appears to lead to the emergence of negative organizational behavior patterns that impose high levels of demands on employees. Firstly, the purpose of this study is to qualitatively examine how three organizational challenges—organizational anorexia, organizational greed, and organizational narcissism—are expressed in the Swedish public sector. Secondly, the Swedish Armed Forces and the field of elderly care are compared to discover additional organizational challenges by carrying out comparisons. The sample of organizations used is described in the Methods section. The study’s main findings show that these three organizational challenges have been experienced in different ways in these organizations. A new organizational challenge has appeared, organizational temporality, describing participants’ perceptions of time when carrying out their assigned tasks.

Objectives: The core aim of this paper is to improve our knowledge base on the innovation process comparing how public and private organisations can develop abilities to innovate in order to cope with the challenges created by the changing priorities of the political market, the intensification of global competition and the higher speed of the technological changes. The authors intend to identify and compare the creative/learning capabilities of the workplaces in the EU-27 countries. Research Design & Methods: In testing empirically the various types of jobs our analysis uses the data sets of the fourth (2005), fifth (2010) and sixth (2015) waves of the European Working Conditions Survey (EWCS). The EWCS is a crosssectional survey taken in every five years since 1990, organised by the European Foundation for the Improvement of Living and Working Conditions (Eurofound, Dublin). The recent editions of this survey cover more than 40,000 workers in the EU member states and in various other European countries (Eurofound, 2017). We used a cluster analysis in order to identify three clusters of jobs in Europe and their prevalence in different countries and country groups. Findings: The data from the European Working Condition Surveys (2005, 2010 and 2015) shows that in the public administration boosts creative workplaces in all countries. The ability of organisations to mobilise their internal resources into efficient and dynamic routines depends on intangible resources (e.g. creativity) and less on such traditional tangible factors such as physical or financial sources. Powering public sector innovation is inhibited by the following major factors: unfavourable institutional settings; weak innovation leadership; lack of systematic knowledge of the innovation process; and a shortage of the systematic data collection at both the EU and Member State levels. Implications & Recommendations: The increasing rate of creative jobs may speed up the implementation of the “High-Engagement Civil Services” to improve both efficiency and quality of work in the public sector. A more profound and evidence-based understanding of the innovation processes at the workplace level would allow us to exploit the full potential thereof in terms of positive impacts on both employment and job quality. Contribution & Value Added: Despite the fact that innovation studies have been at the heart of socio-economic research for decades now, relatively little attention has been paid on innovation in the public sector. This research topic has gained more importance only in the 2010s and thus there is often a lack of empirical evidence for this sector, which plays a crucial role in all developed economies as a major employer as well as the main actor shaping the regulatory environment. This article is among the first attempts aimed at giving insights into the job characteristics of public sector organisations.

Objectives: The purpose of this paper is to create a model of public-sector and other-sector projects. Research Design & Methods: An extensive review of literature was performed. The snowball approach was applied for collecting relevant papers. Models of differences between public-sector organisations and other organisations were chosen as the reference models for building a model for project level. Findings: There are differences between managerial processes between public-sector and other-sector projects in all project management areas (integration management, scope management, cost management, schedule management, quality management, hr management, communications management, risk management, procurement management, and stakeholder management). Hence the most adequate model for explaining these differences is the dimensional model. Implications / Recommendations: Project managers will be able to better align their managerial methods to the sector in which project are implemented. For instance, in public-sector projects in the area of HR management motivation should be more focused on non-financial factors. Contribution / Value Added: The proposed model is the first, original, comprehensive model describing the differences between public-sector and other-sector projects.

Anhui is one of the leading knowledge-based regions of China, which relies on academic research innovation. This publication aims to present the factors that influence of plagiarism on Chinese students and also explores the common perceptions of students themselves on the idea and act of plagiarism in higher level education environments. The literature provided identifies two major facets of plagiarism, which are both internal and external factors. Qualitative evidence from students demonstrates that both internal and external factors encourage Chinese students to plagiarize during their studies due to the availability of the internet (ICT and Web), lack of teaching expertise, poor academic skills, pressure from family members and peer groups, and financial constraints. It was also found that personal pride played a significant role in catalyzing the decision to plagiarize. On the basis of the said literature and qualitative evidence, the authors provide relevant recommendations about overcoming the concerns of students regarding plagiarism at the university level.
