This article examines the education policy currently implemented in Poland through the lens of understanding, characteristics, and functions of public policy. The analysis is framed within a metatheoretical perspective, referencing the concept of long duration. To illustrate the practice of education policy as a form of public policy, determinations have been made regarding the nature of public policy, its theoretical foundations, aims, and practical priorities. The conclusion highlights selected examples of actions and phenomena that illustrate how education policy deviates from public policy principles, along with research examples that provide theoretical foundations for the desired changes.
Rozważania zamieszczone w artykule dotyczą spojrzenia na politykę edukacyjną realizowaną współcześnie w Polce przez pryzmat rozumienia, właściwości i funkcji polityki publicznej. Powyższe analizy osadzone zostały w perspektywie metateoretycznej i odniesione do kategorii długiego trwania. Aby pokazać na czym polega uprawianie polityki edukacyjnej jako polityki publicznej poczyniono ustalenia dotyczące tego, co to jest polityka publiczna i jakie są jej źródła teoretyczne, a także cele oraz priorytety jej uprawiania. W konkluzji wskazano wybrane przykłady działań i zjawisk dotyczących negowania polityki edukacyjnej jako polityki publicznej, a także przykłady badań, stanowiących źródło teoretyczne pożądanych zmian.

In Poland, both corporate and civil society partners are engaged in many types of dialogue on public issues (public policies of the state). Those types largely correspond to the models of dialogue held in Western Europe. The author puts forward a claim that development of dialogue in Poland is hampered not by structural (legal and organisational) arrangements, but by its low level of advancement, at least in some dimensions. Its intensity is reduced by small amount of expertise circulating within its mechanisms, by imperfect methods of argument presentation, low level of mutual persuasion (confrontation) or limited access of social partners to participation in decision-making in the state (due to statist model of the state functioning). The application of dialogue mechanisms in public policies in Poland remains limited due to numerous barriers stemming from a variety of sources. They result from the way of functioning of some social life structures (statism and clientism) and political life institutions (strong politicisation), as well as from long term cultural factors (lack of the dialogue culture in the past).

The economic crisis is forcing us to revise many of the tenets of neoclassical economic theory. Gradually, 'mainstream economics' is being fleshed out with several elements of economic heterodoxy. Hence, much more so than previously, economic theories are 'absorbing' the findings of other social sciences. Revision in the area of theory has hitherto had little impact on economic policy. Indeed, when something new appears, such as 'new industrial policy' for instance, it is usually an attempt to breathe life into old concepts that have been abandoned in practice. The aim of this paper is to consider the foundations of economic policy in the context of current theoretical research and current economic challenges.

While entering the transformation period, Poland started changes in economics, which was run by the state and was characterized by the lack of market equilibrium and low degree of satisfying the nation’s needs. The change of the state’s role in the economic system became the major challenge for Poland, which started transformations of the system in 1989. The ending of this major phase of transformation can be gauged not only by the degree of state’s withdrawal from the role of the owner and a manager, and replacing this role by a stable set of systemic rules, but also by introducing new market organizing institutions and the degree of financial independence of economic entities from the domination of politics.

In our paper a very simple model is used to analyze the relationship between trade globalization, inequality and economic policy. Although the local government exclusively maximizes the welfare of the marginalized (unemployed) people, the inequality of relative consumption between employed and unemployed will increase with intensified trade liberalization. In contrast to this result the relative income inequality may fall in certain situations.

The article omits the role of the Krakow Festival Office in the Krakow cultural system. Krakow Festival Office is the institution which organizational profile and a kind of proposed cultural events is quite different from the traditional cultural institutions that have been characterized so far. Krakow Festival Office implements projects that are far broader and far more expensive than other institutions. It is difficult not to notice that Krakow Festival Office is privileged when considering international cultural projects in the Strategy of Culture Development in Krakow. Theatres and exhibition institutions have some chances for growth considering the statements in the Strategy. However the situation of libraries and cultural houses ma get worse. The strength of cultural institutions lies also in the strength of cultural houses and libraries. It seems though that the authors of the Strategy neglect the role of institutions mentioned above in the social capital building. Reading the Strategy of Culture Development in Cracow one may have justifies doubts whether the interests of the local citizens are sufficiently taken care of. It seems that the Strategy centrates more on promotional marketing for the Krakow brand and ess on the cultural needs of Krakow’s citizens. Both directions of cultural policy do not exclude each other. The proper research on the needs of Krakow’s citizens is missing. Thus it is difficult to rationalize the spending on culture in Krakow including the need of Krakow’s citizens as well as the investment in the promotion of culture in Krakow in the international area.

The objective of the paper is to carry out preliminary review of project management approach introduced into the sphere of public management in Poland by the EU programming policy. One of driving forces of this new approach as a result of the EU infl uence was to develop new culture within the Polish public management system. Key element of  the new culture is delegating part of public policies delivery for the NGO sector on project basis. Our review indicates quite complex picture with some key features of particular importance: a) project approach enforced trends for professionalization and growing up of size/budgets of some NGOs through high procedural and fi nancial requirement to be met by NGOs to apply and successfully implement projects; b) however, the same  equirement created a formal institutional wall for smaller organizations; c) it seems that some concerns related to overdependence of NGOs to donors at the expense of bottom-up identifi ed areas of interventions proved to be to overdue. Programmes provides really wide spectrum of “translation” of local needs into EU programmes languages.

Purpose: This article informs readers about the theoretical and practical origins of the behaviorally informed interventions (BIPI), analyzes examples of the BIPI from different policy sectors and strategies they offer for policy and regulatory design, and discusses applications and implications of BIPI for public interventions. Methodology: This paper is based on a review of literature, as well as an inspection of administrative practices in OECD countries. It encompasses a systematic analysis of scientific papers from the SCOPUS database and a query carried out at the library of George Washington University. Findings: The traditional approach to public policy research is based on rational choice theory. It offers limited support, because by assuming perfect rationality of policy decisions, it overlooks existence of systematic errors and biases of human decision-making. The authors argue that behaviorally informed public interventions (BIPI) might contribute to improving the effectiveness of a number of public measures – regulation, projects, programs, and even entire policies. Practical implications: The behavioral approach allows decision-makers to better understand the decisions and behaviors of citizens, as well as to design more effective interventions with minimum effort by adapting the existing solutions to real decision mechanisms of citizens. Originality: By combining the concepts of traditional approach with the growing behavioral approach, the authors aim to propose a new theoretical framework (BIPI) to be used as a tool for policy design, delivery and evaluation.

The problem of enclaves/enclaves in the theory of IR opens an interesting field of study, not only because of the actual phenomena and processes accompanying the formation of said entities, but also due to inaccuracies and variances in the very terms in use, especially in the field of public policy. The Kaliningrad Oblast is either an enclave (from the point of view of the EU, NATO, as well as Poland and Lithuania), or an exclave (from the point of view of the Russian Federation). The status of the region as perceived by the Western countries and organisations differs from the Russian standpoint. The Kaliningrad Oblast always would be a region of external influences of the West, an element of their foreign, security and economic policies, while for Russia Kaliningrad is a sphere of its domestic governance, although shaped by many international determinants resulting from its geographical location. This paper is aimed at examining public policy of the EU and neighbouring countries towards the Kaliningrad Oblast in the context of its specific geographical location and legal status. Possibilities of the region’s incorporation in the EU’s neighbourhood is also emphasized in the paper as an important factor affecting the position of the Kaliningrad Oblast.

Co-production of public services is an increasingly popular tool in public management, although it is still a new phenomenon in Poland. Despite the attention researchers give to co-production, some significant gaps remain. In this article, the author attempts to examine the legal possibility of implementing co-production by the Polish local government by local initiative and Solecki Fund. The article aims to examine how major Polish cities gathered in Union in Polish Metropolises used local initiatives. The next step in research is to find out how Solecki Fund is spread among rural areas according to statistical data. It is proved that only a handful of local governments in Poland are truly engaged in co-production. However, Solecki Fund can be shown as an excellent example of citizens’ engagement. It is presented a possible agenda on what can be done to make co-production more popular and used on a regular basis not only in metropolitan but also rural areas.

RESEARCH OBJECTIVE: The objective of this study was to understand the elderly care policies approved in Brazil and to identify how the epidemiological profile of the population, especially the elderly is included in the curriculum and activities of the various undergraduate programs in the health area of UNESC. THE RESEARCH PROBLEM AND METHODS: The question is whether curricular guidelines and institutions address this need. It is a collective production, with a qualitative approach, based on a documentary analysis of the legislation and policies of the elderly in Brazil. Likewise, the documentary analysis of the Curriculum Guidelines of UNESC undergraduate programs was carried out as well as a survey of image records of activities carried out with seniors to illustrate some projects and actions developed. THE PROCESS OF ARGUMENTATION: The analysis related to the subject described is based, on the one hand, on the study of the literature related to the issues discussed (theoretical aspect of the publication) and, on the other hand, on the results of the analysis of public policies, curricular guidelines, course contents and the relevance of practical actions to the studied subject. RESEARCH RESULTS: The results of the research indicate that in the scope of the University the graduate courses in the health area began to rediscover the professional formation from the principles of SUS and the national and regional epidemiological aspects, including the needs of the elderly, mainly from the approval of the attention to the elderly. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The university has to tease more and more on the subject with its teachers, giving those tools for teaching gerontology and geriatrics and the need for a qualified formation.

Objective: New public governance is one of the most popular paradigms in public administration management. The aim of this article is to examine the co-production of public services, which is gaining interest in many European countries, including Poland, and to find out how co-production is defined, what the reasons to pay attention to this tool are, how we can distinguish between different models of co-production and, last but not least, what the possibilities and drawbacks of introducing it into practice are. Research Design & Methods: The article is a literature review based on the most important public management journals. Findings: In conclusion, the author shows new ways of defining co-production and presents a proposal for further research strategies for the co-production of public services. Implications / Recommendations: The meaning of co-production of public services has varied over the last few years due to the fact that various new elements have emerged. Therefore there is still a huge field, to cover such as conducting research about the use of social media in the co-production of public services. Contribution / Value Added: The most recent literature review about co-production was conducted by Vooberg in 2014. As a result, this article refreshes the knowledge about it and proposes a new research agenda for the future.
