The adoption of the New Law for Local Government Financing is currently underway in a Serbian Parliament procedure. The goal of the new law is the creation of clear government regulations which will define the system of financing for local government entities. This will furthermore create an environment of stability and predictability with regard to revenue planning when preparing local government entities’ budgets, as well as achieving a vertical balance when distributing revenues amongst various state levels. Additionally, these goals are reflected in the establishment of a system to increase the share of public investment in the total expenses of counties and cities, as well as in the vertical balance with regard to the distribution of revenue and jurisdiction at various state levels. In that sense, it is preferable to understand financial models such as public-private partnerships, which have still not, to an adequate degree, been adopted in Serbia, but one which could potentially contribute to the introduction of additional sources of local government financing. In order to better perceive the current capacities of this model of financing local government in Serbia, a study was conducted during the spring and summer of 2016, taking into account a sample of 150 examinees. The results of the study indicate very low human resource and technical capacities in local government with regard to realizing and comprehending the concept of public-private partnership.

Over the last two decades the attention given to the research on Public-private partnerships (PPPs) has been steadily increasing. Literature surveys on the research trends of PPP in English language publications suggest some emerging trends in the topics dedicated to the PPP. A similar compilation of PPP literature is not readily available on the grounds of national scientific research. That is why the aim of the article is to present contemporary trends that are being developed in Poland in the PPP filed. The indication of possible further research in the area of PPP is also an essential issue tackled in this article.

The article focuses on the issues and problems caused by the economic crisis of 2008 for public-private partnership (PPP). The challenges faced are presented from the point of view of a public entity, a private partner and a financial institution, as well as the relationships between these parties and the influence of economic issues on these relations. The most crucial of these challenges seems to be: the pressure on public finance and growing difficulties in financing the public infrastructural investments, the rise of the economic risk of investments and the necessity of sufficient and appropriate transfer and management of risk, and finally – the lack of interest of financial institutions to finance long-term liabilities. The aim of the author is to provide a precise description and diagnosis of the issues mentioned above, which might improve the strategic management of PPP market as well as management of projects. The article is based on experience, documents and working papers concerning the countries and markets of the European Union but the presented conclusions should be of more universal nature.

Opis:
Public-Private Partnership (PPP) is a form of cooperation between the public sector and the private in order to carry out projects or services traditionally supplied by the public sector. This mode of investment is most commonly applied to the creation of technological infrastructure projects. According to the author PPP will allow coastal tourist communes (gminas) to speed up the implementation of the communication infrastructure, and the sport and recreational infrastructure which are presently major barriers to the development of the tourist economy. This is further confirmed by examples presented in this work.

Opis:
To identify the main differences prevailing in public-private partnership agreements included in individual sectors of the economy. The study is based on a comparison of 135 public-private partnership contracts concluded until the 31st of July 2019 in various economic sectors. The components of PPP proceedings were analysed that is type of entity, voivodship, duration of the contract period, implementation status, legal basis for the selection of the private partner, and gross investment expenditure. The data has been compiled by sector, which allows a broader view of the PPP aspect as a specific form of public procurement implementation. Descriptive statistics, standardization of variables and Spearman's rho correlation coefficient were used to conduct the study. The most diverse voivodships are the Masovian voivodship and the Pomeranian voivodship, in which PPP covers as many as 9 different areas. In all sectors, except for energy efficiency, where the only legal basis was PPP in PZP (Article 4. paragraph 2), there was diversity in the choice of a private partner. As for the type of contracting entity, municipalities are the only contracting entity in the following sectors: education, water and sewage management, housing, revitalization. There are many PPP analyses in the literature on the subject, but they do not refer to the sector analysis including the main components of the contracts included in the PPP.

The purpose of this paper is to study how requirements management could be utilized in connection to a service performance measurement system. Public private partnership (PPP) in Finnish Defence Forces’ (FDF) catering operations is studied as a case example. There are two research questions, which are studied: Firstly, do catering operations create KPI’s, which enable inter- functional co-operation and service development? Secondly, do these KPIs support both efficiency and effectiveness of PPP catering operations? Evidence from the previous studies on the subject indicates that there should be a single “power-by-the-hour” metrics unit, which enables a transparent follow-up of the performancebased operations. This research highlights requirements value in creation of economic efficiency and effectiveness from the end-user point-of view and reciprocal value creation between inter-functional service systems. This research’s results show that focus on portion control can produce information, which enhances inter-functional co-operation between PPP stakeholders.

The research explains the background of an alliance model which is a new collaborative project concept in urban infrastructure investments and reviews stakeholder views of applied alliances based on a case study analysing project experiences in the city of Tampere, Finland. The alliance model is considered a potential solution for some of the chronic productivity and other problems of the building industry and the classic difficulties in public-sector investment projects, but the model fits a purpose primarily only in publicly funded, technically challenging and sufficiently large projects. The alliance model has initiation, development and implementation phases, and of these phases, the interviewed experts named the development phases as particularly critical, as team spirit, shared ethos, and joint goals must all be built in that phase before the actual collaboration between contract parties can be initiated.

Research background: Researchers traditionally assume that learning is a product of experience. In general, it means that learning can only take place through the attempt to solve a problem and therefore only takes place during activity (Arrow, 1962). On the ground of organizational theory, it has two implications. First, we can agree that repeated activity requires less effort. Second, we can argue that firms undertake activities, with which they have been the most successful in the past and that they expect to be the most successful in the future. Purpose of the article: The aim of the research is twofold. Firstly, this article aims to investigate if we can identify a relationship between the experience in PPP projects and the performance of initiatives of this kind. Secondly, the article aims to provide an interpretation of the relationship between experience and PPP performance. Methods: This research investigates factors influencing the survival of PPP projects in Poland over the period 2009?2015. Cox proportional hazard model is utilized to distinguish between PPPs that succeeded to the operation phase and those that were canceled on the procurement stage. Findings & Value added: The research confirms the existence of a positive relationship between experience in PPP and the outcome of a PPP development.

Performance features of coal mining enterprises in terms of organization of the marketing activity have been studied, including: constant fluctuations of the market of coal products; economic sensitivity to the irregular demand for coal (surplus or deficit), influence of seasonal factors on the formation of the material flow of coal products; uneven development of consumption and production of coal in Ukraine; reduction of volumes of marketable and sold coal products, increase of coal in stock in the national coal mining enterprises; differentiation of consumers by different categories; direct supply of coal products is the best distribution channel; change of contractual relations between the enterprise and consumers of coal products; debts for the sold coal products; restriction of financial resources of national coal enterprises. The mechanism of implementation of public-private partnership is improved during management of marketing activity of coal mining enterprises of different forms of ownership based on a syndicate as a form of business, which shall contribute to a prompt response to changes in demand for coal, distribution of risks between coal enterprises of public and private sectors and their minimization, organization of continuous supply and secured channels of distribution of coal products for national coal-mining enterprises.

This paper aims to present and discuss the already existing studies and try to uncover possible potential for further research on the topic of financial resources in public–private partnership (PPP) projects. The article presents the main relevant papers regarding financial resources and examines how deep the topic of financial sources has been explored in both academic and practical literature. Moreover, the article reviews Poland’s PPP market and, particularly, types of used financial sources. The ‘Literature review’ results show that there is a gap in studying the private sector and financial resources, especially in Polish PPPs. We attempt to close this gap by summarising the main factors that influence the choice of the source of financing PPPs. The Polish case shows that the main source of financing of PPP projects in Poland is bank loans and many projects have partial funding from various European Union (EU) programmes. Policymakers should pay attention to other financial resources in PPPs. Moreover, it would be fruitful to extend the Polish database of PPP projects with new factors that can simplify ex-post and ex-ante analysis.

The accession of Poland to the European Union influenced Polish Public Procurement Law significantly. But Poland proved to be a quick learner and created Public Procurement System, governing not only public procurement sensu stricto, but also the award of concession contracts and Public-Private Partnerships, despite of the fact that rules concerning concession contracts and PPPs were absent at EU level. Thus there is no room left for legal uncertainty or any distortions in the functioning of the public procurement market in Poland. But after ten years Public Procurement System in Poland is still changing and will be a subject to major amendments during next two years.

Strategic partnerships or public-private partnerships (hereinafter referred to as PPPs), as a model for long-term cooperation between the public and private sectors, are increasingly being applied in today’s unpredictable times due to the speed and efficiency of preparation as well as implementation of various projects. In local and regional activities where the public sector is confronted with various issues related to the implementation of domestic and EU projects, the PPP model is an example of how the private sector can be involved in addressing insurmountable challenges and activities with its rapid and smart adaptation. The aim of this paper is to explain the theoretical significance of the PPP model with particular emphasis on local and regional self-government, as well as to demonstrate its positive and negative aspects. The theoretical framework provides a clear definition of PPP or strategic partnership and explains its growing role and importance in Croatia. A concrete example of a PPP model of a local government and a Higher Education Institution from Zagreb is presented through the paper. The above example is presented as a model of strategic cooperation and shows how a more efficient and effective public service such as studying in one city can be obtained. The role and importance of such and similar projects is increasingly expressed precisely in the light of the needs of the local population, who are ultimately the ones creating the offer and demanding for their money the highest level of public services in their local communities.
Strateško partnerstvo ili javno-privatno partnerstvo (u daljnjem tekstu: JPP) kao model dugoročne suradnje između javnoga i privatnog sektora sve više dobiva primjenu u današnjem nepredvidivom vremenu zbog brzine i učinkovitosti pripreme te provedbe raznih projekta. U lokalnim i regionalnim aktivnostima gdje se javni sektor suočava s raznom problematikom realizacije tuzemnih i EU projekta, model JPP je primjer kako se privatni sektor svojom brzom i vještom prilagodbom može uključiti u rješavanje nepremostivih izazova odnosno aktivnosti. Cilj ovoga rada je objasniti teorijski značaj modela JPP s posebnim naglaskom na lokalnu i regionalnu samoupravu te je svrha objasniti njegove pozitivne i negativne aspekte. Teorijski okvir rada daje isto tako jasnu definiciju JPP ili strateškog partnerstva te objašnjava njegovu sve veću ulogu i značaj u Hrvatskoj. Kroz rad je prikazan konkretan primjer modela JPP jedne lokalne samouprave i Visokoobrazovne institucije iz Zagreb. Navedeni primjer prikazan je kao model strateške suradnje te kako se može doći do učinkovitije i efikasnije javne usluge kao što je studiranje u jednom gradu. Uloga, važnost i značaj ovakvih i sličnih projekta sve je više izražena upravo u vidu potreba lokalnog stanovništva koji su u konačnici oni koji kreiraju ponudu te zahtijevaju za svoj novac najvišu razinu javnih usluga u svojim lokalnim sredinama.

Celem pracy jest zbadanie, w jaki sposób rola uniwersytetów w rynku zamówień publicznych i w partnerstwie publiczno-prywatnym jest postrzegana przez zamawiających i wykonawców. Zweryfikowano, czy podmioty uczestniczące w zamówieniach publicznych i partnerstwie publiczno- -prywatnym widzą potrzebę współpracy z uczelniami oraz czy istnieje związek między deklarowaną potrzebą współpracy a oceną rzeczywistych działań podejmowanych lub oferowanych przez uczelnie. Źródłem danych jest badanie przeprowadzone między marcem a majem 2020 r. wśród 520 instytucji reprezentujących wykonawców i zamawiających w zamówieniach publicznych. Najwyżej oceniono działalność uczelni publicznych w zakresie zamówień publicznych i partnerstwa publiczno-prywatnego w województwach lubuskim i śląskim (opinia zamawiających) oraz lubelskim i warmińsko-mazurskim (opinia wykonawców). Za pomocą modeli regresji logistycznej zweryfikowano, że istnieje pozytywna zależność między oceną działalności uczelni a deklarowaną potrzebą współpracy między uczelnią a analizowanym podmiotem.

The paper describes the importance of governmental actions of a country or a region to form and stimulate the VC industry. The state support has the key value for the development of VC industry. It proceeds from the need of anincrease in competitiveness of the national industry in the conditions of a high competition in the world market. The region of CEE possesses a developed legal and regulatory system that diminishes operational risk and enhances the effectiveness of developing markets. However, there are weaknesses of this region that can be obstacles for VC investments inflow. The paper shows the problems of the VC environment in CEE that are able to explain, at least partially, the condition of the VC industry and its lag behind the developed countries, and gives some practical suggestions in order to enhance the VC development in the region.
W artykule omówiono znaczenie działań rządowych danego kraju lub regionu pobudzających branżę VC. Wsparcie państwa ma istotną wartość dla rozwoju branży VC. Wynika to z potrzeby zwiększenia konkurencyjności przemysłu krajowego w warunkach wysokiej konkurencji na rynku światowym. Region Europy Środkowo‐ Wschodniej posiada rozwinięty system prawny i regulacyjny, który zmniejsza ryzyko operacyjne i wzmacnia efektywność rynków rozwijających się. Jednakże istnieją również słabe strony tego regionu, które mogą być przeszkodą dla napływu inwestycji VC. W artykule przedstawiono problemy otoczenia VC w Europie Środkowo‐Wschodniej, które są w stanie wyjaśnić, przynajmniej częściowo, stan branży VC i jego opóźnienie za krajami rozwiniętymi, jak też daje wiele praktycznych sugestii w celu zwiększenia rozwoju VC w regionie.

The necessity of deep democratization of state influence on the system of social education has been analyzed. The reasons for contradictions between the development needs of the new educational system and the existing administrative practice have been revealed. The paper indicates the need for state structural and functional compliance, the education system and its partners on the part of civil society and the market. Purpose: Our task is to identify the role of agents of the external and internal educational environment, which are participants in the decentralization of state influence on the education system. The author focuses on the peculiarities of students as the main client, payer and consumer of education services. Organizational interaction is fully executed only if there is a constant feedback in the management of the education system, which can be provided by civil society and its government bodies involved in the management of the education system. Methods: To characterize the main provisions we take into account the interdisciplinary approach and the general scientific principles of objectivity and systematicity as well as logical-semantic, systemic and prognostic approaches in studying and generalizing the problem. Results. The study reveals contradictions between the needs for developing a new education system and existing administrative practices. Democratization is seen as a mechanism to weaken the state's influence on the development of university autonomy.
