Objectives: The core aim of this paper is to improve our knowledge base on the innovation process comparing how public and private organisations can develop abilities to innovate in order to cope with the challenges created by the changing priorities of the political market, the intensification of global competition and the higher speed of the technological changes. The authors intend to identify and compare the creative/learning capabilities of the workplaces in the EU-27 countries. Research Design & Methods: In testing empirically the various types of jobs our analysis uses the data sets of the fourth (2005), fifth (2010) and sixth (2015) waves of the European Working Conditions Survey (EWCS). The EWCS is a crosssectional survey taken in every five years since 1990, organised by the European Foundation for the Improvement of Living and Working Conditions (Eurofound, Dublin). The recent editions of this survey cover more than 40,000 workers in the EU member states and in various other European countries (Eurofound, 2017). We used a cluster analysis in order to identify three clusters of jobs in Europe and their prevalence in different countries and country groups. Findings: The data from the European Working Condition Surveys (2005, 2010 and 2015) shows that in the public administration boosts creative workplaces in all countries. The ability of organisations to mobilise their internal resources into efficient and dynamic routines depends on intangible resources (e.g. creativity) and less on such traditional tangible factors such as physical or financial sources. Powering public sector innovation is inhibited by the following major factors: unfavourable institutional settings; weak innovation leadership; lack of systematic knowledge of the innovation process; and a shortage of the systematic data collection at both the EU and Member State levels. Implications & Recommendations: The increasing rate of creative jobs may speed up the implementation of the “High-Engagement Civil Services” to improve both efficiency and quality of work in the public sector. A more profound and evidence-based understanding of the innovation processes at the workplace level would allow us to exploit the full potential thereof in terms of positive impacts on both employment and job quality. Contribution & Value Added: Despite the fact that innovation studies have been at the heart of socio-economic research for decades now, relatively little attention has been paid on innovation in the public sector. This research topic has gained more importance only in the 2010s and thus there is often a lack of empirical evidence for this sector, which plays a crucial role in all developed economies as a major employer as well as the main actor shaping the regulatory environment. This article is among the first attempts aimed at giving insights into the job characteristics of public sector organisations.

RESEARCH OBJECTIVE: The main goal of this explorative study is to investigate the public perception of private healthcare providers in Kurdistan region in Iraq. Moreover, the research aims to test the questionnaire and research technique (face-to-face) interviews in terms of their usefulness and adequacy for a further representative survey, which is planned in the upcoming years. THE RESEARCH PROBLEM AND METHODS: The research problem is to analyze patients’ perception and satisfaction from healthcare services offered by private hospitals in Kurdistan region of Iraq. THE PROCESS OF ARGUMENTATION: Developing countries have an increasing difficulty in providing cheap and effective healthcare sector for the entire society. In this regard, the autonomous regions like Kurdistan are in a doublydisadvantaged position, as they have to overcome the problems of poor infrastructure, while designing a new health system, at the same time struggling with military conflict with ISIL. RESEARCH RESULT: The research result show surprising gaps in public knowledge about the private hospitals and their healthcare service quality. The study finds, among other, that the easiest way to improve patients’ satisfaction is to improve hygiene and cleaning standards in private hospitals. Although these findings are purely explorative, they should be taken into the account when designing a research project which should produce representative, reliable findings for the entire region. CONCLUSIONS, INNOVATION AND RECOMMENDATIONS: As there is no alternative to increase of the role of private providers in Kurdistan region, the regional authorities should monitor the quality of healthcare services offered by both public and private providers to ensure a reasonable standard of healthcare system. Thus, the further studies on healthcare market in Kurdistan should include comparisons between private and public providers.

The adoption of the New Law for Local Government Financing is currently underway in a Serbian Parliament procedure. The goal of the new law is the creation of clear government regulations which will define the system of financing for local government entities. This will furthermore create an environment of stability and predictability with regard to revenue planning when preparing local government entities’ budgets, as well as achieving a vertical balance when distributing revenues amongst various state levels. Additionally, these goals are reflected in the establishment of a system to increase the share of public investment in the total expenses of counties and cities, as well as in the vertical balance with regard to the distribution of revenue and jurisdiction at various state levels. In that sense, it is preferable to understand financial models such as public-private partnerships, which have still not, to an adequate degree, been adopted in Serbia, but one which could potentially contribute to the introduction of additional sources of local government financing. In order to better perceive the current capacities of this model of financing local government in Serbia, a study was conducted during the spring and summer of 2016, taking into account a sample of 150 examinees. The results of the study indicate very low human resource and technical capacities in local government with regard to realizing and comprehending the concept of public-private partnership.

The article focuses on the issues and problems caused by the economic crisis of 2008 for public-private partnership (PPP). The challenges faced are presented from the point of view of a public entity, a private partner and a financial institution, as well as the relationships between these parties and the influence of economic issues on these relations. The most crucial of these challenges seems to be: the pressure on public finance and growing difficulties in financing the public infrastructural investments, the rise of the economic risk of investments and the necessity of sufficient and appropriate transfer and management of risk, and finally – the lack of interest of financial institutions to finance long-term liabilities. The aim of the author is to provide a precise description and diagnosis of the issues mentioned above, which might improve the strategic management of PPP market as well as management of projects. The article is based on experience, documents and working papers concerning the countries and markets of the European Union but the presented conclusions should be of more universal nature.

Over the last two decades the attention given to the research on Public-private partnerships (PPPs) has been steadily increasing. Literature surveys on the research trends of PPP in English language publications suggest some emerging trends in the topics dedicated to the PPP. A similar compilation of PPP literature is not readily available on the grounds of national scientific research. That is why the aim of the article is to present contemporary trends that are being developed in Poland in the PPP filed. The indication of possible further research in the area of PPP is also an essential issue tackled in this article.

This article presents the main difficulties surrounding private enforcement of antitrust law in Poland, currently the key implementation problem in the field of antitrust law. Whereas the basic standards concerning the public pillar of antitrust enforcement have already been established, either in the European Community (EC) or in its Member States, the private pillar of antitrust enforcement has not yet been fully developed. The fact that private enforcement of antitrust law is possible, and in fact equal, to public enforcement is not yet commonly recognized. In response to the European Commission’s White Paper on Damages actions for breach of the EC antitrust rules, private enforcement of antirust law is presently under intense discussion in EC Member States. This article should be considered as one of the contributions to this debate. It presents the main legal framework of private enforcement of antitrust law in Poland. In order to do so, it directly refers to the Polish Act on competition and consumer protection, the Civil Code and the Civil Procedure Code. This article also discusses Polish case law in this area. It aims to assess whether existing Polish legal provisions are, in fact, sufficient to ensure effective private enforcement of Polish as well as EC antitrust law. The article refers to the main proposals of the European Commission’s White Paper. It is concluded that private enforcement of antitrust law is indeed possible in Poland on the basis of currently applicable procedural rules, even if there are no special instruments designed to facilitate it. However, it cannot be expect that in the current legal climate, private parties will eagerly and frequently apply for damages in cases of a breach of Polish antitrust law. Antitrust cases are special in many aspects and, thus, they require specific solutions in procedural terms. This article aims to pinpoint those areas, where the Polish law needs to be changed in order to develop and promote private enforcement of antitrust law in Poland.

The delicate balance between the private and the public sphere affects families in a unique way, whose social place is to be found at the border of the two. Families are fundamental resources for the public – primarily due to their capacity to reproduce – however, they also rely strongly on the frameworks provided by the public. The latter affects especially the time schedule of families. Two current events have also challenged the sensitive balance between the two speres. The COVID-19 pandemic pushed certain public roles and activities over to the private sphere due to social distancing rules and compulsory lockdowns. Meanwhile, the energy crisis caused by the war delegates these public roles and activities to the private sphere.

Opis:
Public-Private Partnership (PPP) is a form of cooperation between the public sector and the private in order to carry out projects or services traditionally supplied by the public sector. This mode of investment is most commonly applied to the creation of technological infrastructure projects. According to the author PPP will allow coastal tourist communes (gminas) to speed up the implementation of the communication infrastructure, and the sport and recreational infrastructure which are presently major barriers to the development of the tourist economy. This is further confirmed by examples presented in this work.

This article concerns distinct contexts of schooling for migrant children who are enrolled in private and public educational institutions in Poznań, Poland. In my study, I recognized that although the schools have different methodologies and languages of instruction, teachers expect the same obvious and predictable patterns of migration – either the children will stay in a country permanently or the children will immigrate somewhere else. This factor – educator expectations – can have more consequences on migrant children’s experiences than the differences between type of school – public or private. The exploratory fieldwork was conducted twice, once in 2010 and once 2013, in the same schools with the same group of students and teachers. In the article, I tried to address some obvious and unobvious practices of schools concerning migrant children, such as the myth of the language barrier as a main obstacle to learning, the lack of basic knowledge about countries of origin, the ignorance of multiculturalism as well as the phenomenon of individual treatment in both types of schools. In the recommendations, I give suggestions on how to perceive a migrant child as a strong and influential personality and how schools could conform to liquid migrations.

To identify the main differences prevailing in public-private partnership agreements included in individual sectors of the economy. The study is based on a comparison of 135 public-private partnership contracts concluded until the 31st of July 2019 in various economic sectors. The components of PPP proceedings were analysed that is type of entity, voivodship, duration of the contract period, implementation status, legal basis for the selection of the private partner, and gross investment expenditure. The data has been compiled by sector, which allows a broader view of the PPP aspect as a specific form of public procurement implementation. Descriptive statistics, standardization of variables and Spearman's rho correlation coefficient were used to conduct the study. The most diverse voivodships are the Masovian voivodship and the Pomeranian voivodship, in which PPP covers as many as 9 different areas. In all sectors, except for energy efficiency, where the only legal basis was PPP in PZP (Article 4. paragraph 2), there was diversity in the choice of a private partner. As for the type of contracting entity, municipalities are the only contracting entity in the following sectors: education, water and sewage management, housing, revitalization. There are many PPP analyses in the literature on the subject, but they do not refer to the sector analysis including the main components of the contracts included in the PPP.

The role of the public and private sector in health care systems remains one of the crucial problems of these systems' operation. The purpose of this research is to identify the relationships between the performance of health systems in CEE and CIS (Central and Eastern Europe and Commonwealth of Independent State) countries, and the mix of public-private sector in the health care of these countries. The study uses a zero unitarization method to construct three measures of health system performance in the following areas: (1) resources; (2) services; and (3) health status. The values of these measures are correlated with the share of public financing that represents the public-private mix in the health systems. The data used is from World Health Organization’s Health for All Database for 23 CEE and CIS countries and comprises the year 2010. The results show that the performance of health systems in the countries investigated is positively associated with a higher proportion of public financing. The strongest relationship links public financing with performance in the area of services production. For policy makers, these results imply that health systems in post-communist transition economies could be susceptible to a decreasing role of the state and that growing reliance on the market mechanism in health care can deteriorate the operation of these systems.

The accession of Poland to the European Union influenced Polish Public Procurement Law significantly. But Poland proved to be a quick learner and created Public Procurement System, governing not only public procurement sensu stricto, but also the award of concession contracts and Public-Private Partnerships, despite of the fact that rules concerning concession contracts and PPPs were absent at EU level. Thus there is no room left for legal uncertainty or any distortions in the functioning of the public procurement market in Poland. But after ten years Public Procurement System in Poland is still changing and will be a subject to major amendments during next two years.

The purpose of this paper is to study how requirements management could be utilized in connection to a service performance measurement system. Public private partnership (PPP) in Finnish Defence Forces’ (FDF) catering operations is studied as a case example. There are two research questions, which are studied: Firstly, do catering operations create KPI’s, which enable inter- functional co-operation and service development? Secondly, do these KPIs support both efficiency and effectiveness of PPP catering operations? Evidence from the previous studies on the subject indicates that there should be a single “power-by-the-hour” metrics unit, which enables a transparent follow-up of the performancebased operations. This research highlights requirements value in creation of economic efficiency and effectiveness from the end-user point-of view and reciprocal value creation between inter-functional service systems. This research’s results show that focus on portion control can produce information, which enhances inter-functional co-operation between PPP stakeholders.

The research explains the background of an alliance model which is a new collaborative project concept in urban infrastructure investments and reviews stakeholder views of applied alliances based on a case study analysing project experiences in the city of Tampere, Finland. The alliance model is considered a potential solution for some of the chronic productivity and other problems of the building industry and the classic difficulties in public-sector investment projects, but the model fits a purpose primarily only in publicly funded, technically challenging and sufficiently large projects. The alliance model has initiation, development and implementation phases, and of these phases, the interviewed experts named the development phases as particularly critical, as team spirit, shared ethos, and joint goals must all be built in that phase before the actual collaboration between contract parties can be initiated.

Research background: Researchers traditionally assume that learning is a product of experience. In general, it means that learning can only take place through the attempt to solve a problem and therefore only takes place during activity (Arrow, 1962). On the ground of organizational theory, it has two implications. First, we can agree that repeated activity requires less effort. Second, we can argue that firms undertake activities, with which they have been the most successful in the past and that they expect to be the most successful in the future. Purpose of the article: The aim of the research is twofold. Firstly, this article aims to investigate if we can identify a relationship between the experience in PPP projects and the performance of initiatives of this kind. Secondly, the article aims to provide an interpretation of the relationship between experience and PPP performance. Methods: This research investigates factors influencing the survival of PPP projects in Poland over the period 2009?2015. Cox proportional hazard model is utilized to distinguish between PPPs that succeeded to the operation phase and those that were canceled on the procurement stage. Findings & Value added: The research confirms the existence of a positive relationship between experience in PPP and the outcome of a PPP development.
