Political participation is one of the most important democratic ideals. Democracy cannot function properly without citizens’ involvement. Moreover, low turnout can be a threat to democracy. There are two theoretical arguments why low voter turnout could matter in Central Eastern Europe. Firstly, countries in this region are still in a process of democratization. In such systems legitimacy of a regime by definition cannot be strong. Thus any device enhancing legitimacy, including widespread participation, is desired. Secondly, in non-democratic systems abstaining is one of the most common and well-known ways of de- legitimizing a regime. Therefore the main purpose of this paper is to analyze the relation between electoral turnout and legitimacy of democratic regime in Central Eastern Europe. In the first part I briefly discuss alternative models of democracy, which differently define the role of electoral participation. In the second part both legitimacy and turnout are discussed, while in the third part results of empirical analyses, reporting relations between the two variables are presented. The hypotheses are to be tested on the Consolidation of Democracy data.

Massive student protests in South Africa in the past few years, largest since the times of the anti-apartheid struggles, raised several questions for political scientists. Are we witnessing a generational change? Or are they a sign of a broader global shift towards “assertive citizenship” present in advanced democracies and democratizing countries? To answer these questions, this paper examines the levels of political support and nature of political participation among the young generation. The paper also points out that generational change is not immediately visible in public opinion polls but is a process of a gradual narrative construction. Protests brought with them a challenge to the founding narrative of a united Rainbow Nation and reconciliation with the past, leading to a fracture in democratic stability. For the democratic project to succeed, it is essential that the national project in South Africa does not fall apart.

Using data from a nationally representative survey in Poland, this study looks at the links between post-election attitudes, ideology and conspiratorial distrust toward public sphere. The reference point is an argument made by Joseph Uscinski and Joseph Parent. They provide evidence that conspiracy theories are more popular among election losers in the United States. Data presented in the article shows a limitation of the argument and the special role of anti-system party in the Polish parliamentary election of 2015. Therefore, the more comprehensive understanding of conspiracy theories within the field of political science is discussed.

Democratic consolidation is a complex problem area. In this article it is analyzed, first, from the perspective of the concept of support for democracy, originally conceptualized by David Easton and then elaborated by Hans-Dieter Klingemann and Russell Dalton. Second, since democratic institutions and procedures do not operate in a void, the social context of civil society, social engagement and political parties are analyzed. As far as possible, the empirical analyses are conducted according to a complex and ramified theoretical model based on these concepts. Eleven European countries are analyzed including seven established democracies, three of which are historically Catholic countries (Spain, Italy, Ireland). In light of the importance of the communist legacy, the data for Germany are presented separately for western and eastern lands. The data presented in this article are derived from the most recent, publicly accessible research containing comparable information on all 11 countries, with a few minor exceptions.

Over the last decade the Global Positioning System has become a global, multifunctional tool which provides services that are an integral part of U.S. national security as well as the security of other highly developed countries. Economic development, transport security as well as homeland security are important elements of the global economic infrastructure. In 2000 the United States acknowledged the growing significance of GPS for civilian users and stopped intentionally degrading accuracy for non-military signals that are known as “Selective Availability”. Since then, commercial applications of satellite systems have been proliferating even more rapidly, and therefore, their importance in everyday life has greatly increased. Currently, services that depend on information obtained from the Global Positioning System are the driving force behind economic growth, economic development and the improvement in life safety. This economic development would not be possible without the financial and political support of the US government to maintain the operation of the GPS system. Therefore it is important to have knowledge about the intentions of the US government how system GPS will be developed in the future. Decisions taken in the last 3 months are the subject of this article.

According to the social psychological literature, egoistic relative deprivation impairs well-being but has at most little impact on political protest and engagement. We considered this view incomplete and over-simplifying. It was predicted that egoistic relative deprivation itself may impair democracy by increasing support for populism, and that the postulated relationship will be mediated by dysphoric affect, political alienation, and political paranoia. The empirical basis of the article were three studies carried out on nationwide random-quota samples of adult Poles: in 2002 (N = 1500), in 2010 (N = 800), and in 2017 (N = 2000). It was found that support for populism systematically depends directly on dysphoric affect and political paranoia, which are strengthened by egoistic relative deprivation. In 2017, with populist political groupings in power in Poland, the role of political alienation turned out to be ambiguous. Political alienation slightly strengthened political paranoia but directly lowered support for populism. In conclusion it was noted that in Poland's history and in the contemporary Polish mentality there is a great potential for negative affect, pessimism and bitterness. Relative deprivation experienced today successfully maintains this potential.

This paper focuses on attitudes of Poles toward military interventions exercised by Polish troops in foreign countries. Specifically, we study the impact of age, generations, political biographies, and political orientations on mass support for military actions that have been framed in public debate and in the media as attempts to curtail or eliminate terrorism. Using data from the Polish Panel Study, POLPAN 2003–2008, we demonstrate that support for military actions depends on views on the political nature of terrorism, life experiences related to age/period, generational effects as defined by demographic cohorts and historical events, political biographies, and stances toward democracy and a market economy. These results are robust for 2003 and 2008. Although there is a significant decline of support for military actions through time, opinions expressed in 2003 strongly influence those expressed five years later. The longitudinal nature of our data allows us to show the effects of interactions of time-related variables on support for military actions in the most recent period, 2008. Effects of age on support for military action in 2008 depend on individuals’ stances on this issue in 2003, after the invasion of Iraq. Among those who were strong supporters of military action in the past, current support does not diminish with age. Among those who did not support military action in the past, however, current support quickly decreases with age.

The fast-growing Latino community in the United States became one of the most influential voting groups of this decade. The article shows how President Obama used the endorsement of Hispanic celebrities through viral videos and fundraisers to win among this community, while acknowledging and comparing this case to Donald Trump’s presidential campaign in 2016, during which he could not count on the celebrities of Latin descent. The article tries to answer the question whether Hollywood can or cannot influence the ethnic voting groups and why this way of canvassing is only possible for the Democratic Party.
Latynoamerykanie przez zwiększanie swojej liczebności mają coraz większy wpływ na wyniki wyborów w Stanach Zjednoczonych. Artykuł pokazuje, w jaki sposób Barack Obama wykorzystał poparcie celebrytów latynoskiego pochodzenia, by zdobyć głosy tej grupy społecznej. Jednocześnie rezultat badania porównano z kampanią Donalda Trumpa z 2016 roku, będącego w zupełnie innej sytuacji. Czy Hollywood faktycznie jest w stanie wpłynąć na wynik wyborów przez manipulację zachowaniem wyborczym wybranych grup etnicznych? Czy taki sposób prowadzenia kampanii wyborczej to jedyna droga dla Partii Demokratycznej w XXI wieku? Na te oraz wiele innych pytań autor stara się odpowiedzieć, opierając się na teoriach marketingowych.

This article is a retrospective look at the research experiences of the two authors, who began their study of ethnic issues in Poland at the beginning of the 1990s. They discuss the place and role of the anthropologist in the research process, the social and political context of activities in the field, the researcher’s position in relation to the research subjects, power relations, positioning, and the prevailing forms of discourse. Their aim is to show the challenges and dilemmas facing a researcher of ethnic minorities, with the necessity of choosing a strategy of engagement or distance and the consequences of that choice.
Artykuł jest próbą retrospektywnego spojrzenia na doświadczenia badawcze dwóch autorek, które rozpoczęły swe badania nad problematyką etniczną w Polsce na początku lat dziewięćdziesiątych XX wieku. W centrum ich uwagi znajduje się namysł nad miejscem i rolą antropolożki/antropologa w procesie badawczym, społecznymi i politycznymi uwarunkowaniami działań podejmowanych w „terenie”, usytuowaniem w relacji do badanych, pozycjonowaniem, relacjami władzy czy też  obowiązującymi formacjami dyskursywnymi. Kluczowe jest ukazanie wyzwań i dylematów, przed jakimi staje badaczka/badacz mniejszości etnicznych — w obliczu wyboru strategii zaangażowania bądź zdystansowania podczas badań oraz konsekwencji dokonywanych wyborów.
