The ability to manage other people’s behavior has always intrigued philosophers. The fate of each human being and each community depend – in a way that is not easy to measure – on other people. Who are these “other people”? Why can they determine the direction of our thoughts and actions? What relation takes place between them, those who manage, and us, who are willing to be obedient? Which part of our social subjectivity are we willing to give up for the sake of these “others”? Such and many more important questions mark what may seem as an undefined framework of a never-ending, inconclusive discourse. However, once we decide to take an active part in this discourse, we need to take a responsibility to frame the subject matter, at the very least in a conventional manner, remaining aware that when each argument and each statement are equally relevant in terms of their content value, none is worth attention since they all are deprived of their explanatory value.

We live in the twenty-first century, which witnessed by far the most intensive marketing of politics, and traditional approaches (The Great Man Theory, ‘situational’, ‘relational’) to the process of emergence of political leadership are simply not enough. Cooperation between leaders and their followers is determined by cultural and social context, specific political situation of the time, patterns of social behavior. Development of new information technologies and dissemination of the means of mass communication have introduced another factor to the analyzed process, forced by civilisational changes. These changes initiated the processes shaping the emergence of a fourth approach to political leadership, which we may call ‘reactive’. Reactivity is an active process of management of the changing image of the leader, responding to the evolving social preferences, and subsequently disseminated through the media.

The results from the Polish parliamentary elections in 2015 showed a significant change in the behaviour of the electorate. Two completely new political groups have entered the Sejm. For the very first time in the history of the Third Polish Republic, a new balance of power emerged, which excluded the left-wing parties from political discourse without assigning them a parliamentary mandate [Dudek 2016: 687]. In the face of this turn of events, it is difficult to maintain the thesis concerning the "freezing" of the circulation of political elites in the current political system. The Modern political party was established on 31 May 2015 [Kim jesteśmy?] while the Kukiz'15 political movement formed only three months before the parliamentary elections [O stowarzyszeniu – władze krajowe i okręgowe]. These two political organisations were able to overcome the electoral threshold and achieve unexpected success in such a short period of time and without an extensive party structure or significant financial base. The mobilisation of the electorate took place outside the parliamentary structures. In view of this, is the phenomenon of 'over-parlamentisation' [Żukiewicz 2011: 343] involved in the creation of political leaders still valid? Is it to be believed, that in the face of ever more frequent grassroots social initiatives, the real political struggle still only takes place within the parties and political leaders who are not traditional participants of political party games but who appear as activists associated with other areas of public life?On the other hand, the changes that take place in the electorate do not directly translate into the reorganisation of party structures. The tendency to block political advancement by the already established political elite still persists. Traditional political parties are afraid of this new situation, which can significantly harm their interests. Impeding these changes may seem to be an obvious reaction, inscribed in the rules of political struggle [Żukiewicz 2011: 345]. However, the constant increase in tension between the demands and expectations of the electorate and the offer of these parties may indicate that the current balance of power will not last for long. Upcoming transformations cannot be avoided however attempts should be made to control them. For this reason, leaders of traditional political parties should decide on utilising such a mechanism for selecting leaders as it would not exclude them from the political space while at the same time be a guarantor of power.Being part of the 21st century, we have all witnessed and participated in the intensification of globalisation processes as well as the generational change and the popularisation of ideas related to the information society. The significant increase in the importance of the phenomenon of mediatisation of politics causes a reversal of the hierarchy of attributes and predispositions which are desired by society [Schulz 2004: 87-101]. The image of political leaders on social media begins to outweigh their actual leadership skills. There is a danger that the new mechanism responsible for creating party structures will indeed facilitate the circulation of the elite, but unfortunately at the expense of the quality of potential leaders. That is why it is so important that the transformation process of the political power system proceeds as designed, and not in a chaotic manner, succumbing to bottom-up trends.In addition, external factors of an international nature make it difficult to conduct research on the latest political phenomena. The changes currently occurring in society require new research perspectives and approaches. Traditional theories concerning the political system and the understanding of party structure may turn out to be insufficient.

Scientific discussion on political leadership increasingly takes on the form of interdisciplinary argumentation, in which different research perspectives, models and explanatory conceptual grids overlap. This state of affairs is on the one hand dictated by the contemporary trends in scientific research, especially in the broadly defined social sciences, where the cognitive, explanatory or descriptive relevance is achieved only by taking into account a broader, inter-disciplinary nature of scientific knowledge. In this sense, a thorough, reliable research practice consists primarily in crossing the formal borders of scientific disciplines, where researchers renounce the “complex” of detailed and firm definitions of their own subject of study to turn instead towards integration of knowledge from various, often very different, areas. The above is mainly due to the dispersion of objective scientific knowledge, which is conditioned, among others by: scientific and technical progress, the phenomenon of intertextuality (modern researchers in humanities concentrate their research eff ort on the texts and practices associated with this phenomenon, which means that their primary method in analyses of political phenomena is to fortify the text – specifically, to prepare the scientific text in such a way as to meet the standards of scientific writing and withstand criticism in the absence of the writer); as well as conceptual-theoretical pluralism present in social sciences. On the other hand, it is the result of scientific analysis of the given forms and practices of leadership, where nowadays greater attention is paid to the multi-dimensionality of leadership processes in politics, related to: the multi-level nature of concepts and research (meso, micro and macro-theoretical level analyses) and the need to take into account a large number of variables in the study of leadership (personality and environmental, situational, institutional factors, economic, political or religious variables). The consequence of this state of affairs is the multi-paradigm character of leadership, which in this case means that very often highly different ways of defining and explaining the complex relationship between a particular political leader and followers co-exist within the discipline. In addition, the multiplicity of paradigms of political leadership is a feature demonstrating the interdisciplinary nature of knowledge generated by political science, where various claims, theses, observations or conclusions complement each other, for example those originating in disciplines such as sociology, law, psychology, management sciences and cultural studies.

One of the most important aspects of academic life is cooperation between researchers from different centres. Different levels of experience, approaches and paradigms enable researchers to observe the complete image of categories. The Political Leadership Section of the Polish Political Science Association has been formed during the Second Nationwide Congress of Political Science in Poznań (2012). The Association’s Board has established it on February 7, 2013. Since that day the section integrates scholars from different universities interested in issues of political leadership, it supports development of this research field in Poland, it collects published monographs, editions and papers relevant to this field and it coordinates development of teaching standards in education on political leadership. The section’s activity and its role in Polish academic community proves that this topic has become a significant aspect of social sciences in the country.

This study fundamentally highlights that ethnicity (as a non-pejorative concept) has indeed once contributed remarkably to the leadership highpoints of Nigeria. The current national position however is that ethnicity has been generally sidelined in the open leadership configurations of the country but without definitive positive replacements. Ethnicity (by populist consent) has thus become immensely abhorrent in the national developmental thoughts of the Nigerian nation. Consequently, the paradoxes that mark ethnicity and the Nigerian leadership narrative are greatly deep-rooted and intriguing. Development, which ethnicity was claimed to have stunted, nonetheless currently remains highly elusive. National developmental strides have in this regard also, continued to gravely border on national experimentation. The study adopts logical argumentation as its methodology and the elite theory as theoretical framework to postulate that the country’s political class should see as its most critical function, the creation of an enabling template for the emergence of a truly, ethnically myopic leadership that would eliminate the current contradictions and urgently engender the requisite and self-evident form of national development. The foundation of this new focus the paper concludes should be the local government environment.

Th is article empirically measures the role of “contextual intelligence” (Nye, 2008) to evaluate eff ective political leadership based on intuitive factors dealing with political situations over time. Th is study includes a case study that analyzes the importance of the use of contextual intelligence related to the leadership of the president of the Murcia region (Spain), Ramón Luis Valcárcel, one of the most popular presidents who served as a Spanish regional leader for the longest amount of time. Data were gathered from three representative surveys conducted in three consecutive regional election campaigns (2003, 2007, 2011) to measure the extent to which Valcarcel’s leadership public perceptions were associated with his strategic link to specifi c issues and attributes. Results showed correlations between his public image and perceptions about public prioritized issues each time and attributes connected with citizen expectations demonstrating the eff ectiveness of the contextual factors for constructing political leadership along time.

This contribution focuses on analysing political communication in Italy during the 2022 national elections, with particular attention to the TikTok platform, where prominent Italian political leaders have appeared. To this end, we used a combination of social analysis tools, including Fanpage Karma and Blogmeter Live Insight. The collected data were scrutinized using a multidisciplinary approach that combines Political Communication Theory and Media Analysis. The aim is to explore the role of pop culture in political communication and understand how this phenomenon influences political participation and users’ choices. Furthermore, the possible consequences of the growing popularity of pop political communication on political representation are examined, as well as whether this is a momentary or long-lasting phenomenon.

Since 2002, the Justice and Development Party and its undisputed leader, the current leader of the state, Recep Tayyip Erdoğan, have enjoyed unwavering support on the Turkish political scene. The processes taking place in Türkiye are referred to as the “erdoganisation of Turkish politics.” It is happening both at the level of the state’s internal policy and foreign policy, referred to as “Erdoğan’s foreign policy.” These processes are proceeding in parallel with the growing role that Erdoğan plays in his own party. He became the undisputed leader of the party, and then of the entire state. He is also positively evaluated in the societies of other Muslim states. In the case of Türkiye, an important issue that required analysis was the adaptation of institutional solutions to the changing position of individual entities and paying attention to strengthening the role of the individual/leader within the political system of the state.
Od 2002 r. na tureckiej scenie politycznej niesłabnącym poparciem cieszy się Partia Sprawiedliwości i Rozwoju i jej niekwestionowany lider, obecnie przywódca państwa Recep Tayyip Erdoğan. Zachodzące w Turcji procesy określa się mianem „erdoganizacji tureckiej polityki”. Następuje ona zarówno na poziomie polityki wewnętrznej państwa, jak i polityki zagranicznej, określanej jako „polityka zagraniczna Erdoğana”. Procesy te postępują równolegle ze wzrostem roli, którą Erdoğan odgrywa we własnym ugrupowaniu. Stał się on bowiem niekwestionowanym przywódcą partii, a następnie również całego państwa. Jego postać oceniania jest również pozytywnie w społeczeństwach innych państw muzułmańskich. W przypadku Turcji ważną kwestią wymagającą analizy stało się dostosowanie rozwiązań instytucjonalnych do zmieniającej się pozycji poszczególnych podmiotów i zwrócenie uwagi na wzmocnienie roli jednostki/przywódcy w obrębie systemu politycznego państwa.

The article is concerned with analyzing the character of the model of Serbian political leadership with respect to its endurance over an extended period. The author traces the analogies between the leadership models of Serbian leaders active in different periods and historical contexts: Prince Miloš Obrenović (1780–1860), Prime Minister Nikola Pašić (1845–1926) and President Slobodan Milošević (1941–2006). Over this extended period, the type of leadership remained relatively constant in response to a certain set of expectations that reflected the values regarded as fundamental by Serbian society, and in particular: stability of social relations, egalitarianism, collectivism, and conservatism. As this set of values changed little over the examined period, the archetype of Serbian leader as an advocate of egalitarianism, a warrior and a tribune of the people, that had emerged in response to Ottoman domination, remained relevant.

Contemporary leadership practices in politics are full of emotions, which, on the one hand, may be a manifestation of various types of expressions or moods in the individual and collective dimension, and on the other hand, are an important source of political mobilization or an instrument enhancing effectiveness in the election competition. In this article inducing and politicizing savagery among followers – defined as an emotional social engineering strategy for articulating given goals and interests – will be treated as a populist manifestation and an expression of planned radicalization of political competition. The aim of the article is a meta theoretical reflection on the instrumentalisation of wildness in the leadership of the right-wing populist – Donald Trump. A practical rationale for discussing collective savagery in politics will be the attack on the Capitol in Washington on January 6, 2021. This event will serve as an example to explain the political exteriorization of the confrontational Trump followers, thanks to which the right-wing populist leader not only articulated his own goals, shaped public self-presentation or theatrical political presence, but also redefined and challenged the existing rules and principles of democratic political culture.

The aim of the article is to define the political leadership of Recep Tayyip Erdoğan and present the attributes and factors, which primarily influenced the effectiveness of his leadership in the Turkish society. Erdoğan has a strong and unquestioned position in his own party as well as on the Turkish political scene. For a significant part of the society, he is an irreplaceable person and the best leader in the history of the country. Factors which have a major influence on his success are of social, economic and cultural nature. He is a leader, who can easily turn a crisis to his own advantage and convince his followers to support his own arguments. Erdoğan’s activities, which were firmly focused on economic issues, health care reforms and Turkey’s integration with the European Union, enabled him to gain the support of even this part of the society whose values are distant from the ones he accepts. At the same time, he represents a confrontational attitude towards political opponents and often expresses his reluctance towards them.
Celem artykułu jest zdefiniowanie przywództwa politycznego Recepa Tayyipa Erdoğana, przedstawienie jego atrybutów oraz czynników, które w głównej mierze wpłynęły na skuteczność przywództwa w tureckim społeczeństwie. Erdoğan posiada silną i niekwestionowaną pozycję we własnej partii i na tureckiej scenie politycznej. Dla znacznej części społeczeństwa jest postacią niezastąpioną i najlepszym przywódcą w historii kraju. Czynniki, które w głównej mierze wpływają na sukces jego przywództwa mają charakter społeczny, ekonomiczny oraz kulturowy. Jest to przywódca, który z łatwością potrafi przekształcić kryzys w korzyść dla siebie i przekonać zwolenników do własnych racji. Działania Erdoğana mocno skoncentrowane na kwestiach gospodarczych, reformach służby zdrowia i integracji Turcji z Unią Europejską pozwoliły mu zdobyć poparcie nawet tej części społeczeństwa, której wartości odbiegają od przyjętych przez niego wartości. Russia’s continuing aggression against Ukraine is exceptional both in terms of its scale and its global implications. A peaceful and prosperous future for Ukraine, neighbouring states and indeed the entire continent, depends upon two interrelated factors. The first is Ukraine’s ability to win, with Western support, the war initiated against it by the Russian Federation under Putin. This would bring about a new global opening, ending the Moscow-Beijing anti-Western axis in world politics. The second factor is Ukraine’s ability to take advantage of the constitutional moment that will present itself as attention shifts from the military effort toward the process of state reconstruction. Presenting the situation of Ukraine in regional, historical, and global context, we draw attention to specific challenges and choices that state elites will face post-war. We explain the internal and external implications of these choices to show why Ukraine should seize its upcoming constitutional moment. Drawing on both political theory and real world examples of constitutional revolutions, we explain the factors involved in the effective exploitation of the constitutional moment. We suggest that, channelled to constructive purposes, the demands and aspirations of Ukrainian citizens may help propel the political and economic reforms needed to secure social trust and a stable future. We conclude that multi-level political and civic engagement in a new constitutional process will be indispensable for reconstructing the institutional foundations for peace, democratic governance and the rule of law in post-conflict Ukraine.

Opis:
It is usual to associate the word “demagogue” with bad political leadership. At worst, it is also usual to think about a leader that uses deception and feeds on the more primal emotions of the people to get what he wants. But, in reality, answering the question of what a demagogue was is far from easy. Thus, this paper hypothesizes that there is no substantial difference between a demagogue and a rhetor in Athenian democracy. As its method, the paper analyses the context of use of the term by the different actors as to shed some light on their intentions. First, the paper examines the concept of “demagogue” and how the term appears in the democratic tradition, by focusing on its usage in the works of authors such as Aristophanes, Lysias and Thucydides. Next, it refers to the way in which adversaries of Athenian democracy, especially deriving from philosophy, used the term. As this paper will show, there is a significant difference between the two usages, the former being descriptive and the latter pejorative. Finally, the paper concludes that both in the descriptive and pejorative sense, being a demagogue meant to be a rhetor, a leader of the demos.
