The Gmina referendum is one of the main institutions of direct democracy in Poland. Its procedure laid down in the act of 15th September 2000. The referendum is an expression of inhabitants’ commitment and their concern about the functioning of a local community, as well as serving its basic needs and interests. The analysis of the political conflict in Wałbrzych during 2010-2011 shows, however, that the voting may play a different role. The main aim of the article is to present the correlation between the gmina referendum from 2011 and the conflict in question. The intention of the author is to establish whether the referendum exerted a real impact on the course and the results of the conflict in Wałbrzych, and if so, to what extent. The time frame of the article lies between, on the one hand, the local government elections of 2010 preceded by the election campaign, and, on the other hand, the repeated elections for the President of Town and for the Town Council of 2011.

Besides other aspects, one of the fundamental conditions of the modern political system is active and powerful civil society. Representatives of civil society and their increasing influence provide the background for increasing political participation and civic activism with the aim to make decision-making processes more effectual and having an impact on public policy actors. In that context, the objective of the article is to pay particular attention to one of the forms of participation, specifically using a comparative method to theoretically analyse the perspectives and limits of e-participation. The paper presumes the inevitable role of e-participation in the current modernisation of public administration processes which could overcome obstacles related to the participatory gap in post-communist countries.

One of the American myths, currently obsolete and mostly forgotten, is a vision of America as an Arcadia where the perennial human dream of personal freedom could come true thanks to the idealistic concept of life which is supposedly possible in the pre-industrial, pre-corporation and nonovercrowded society in the context of unspoiled, wild nature. Such vision had a powerful personal and intellectual impact on a famous 19th-century American writer, Henry David Thoreau. The author of the article thoroughly analyses this myth of the American Arcadia on the basis of all major publications of the writer, in particular, the essays Walking and Civil Disobedience, as well as the book Walden.

In recent decades, Mexico has hit the news headlines due to the high levels of violence, brutality and drug trafficking. Moreover, the links between political power, intelligence agencies, corruption and organised crime have been undeniable in the development of narcotrafficking and violence in Mexico. In this scenario, the following questions are emerging and are intended to be analyzed throughout this text: Why have drug traffickers managed to destabilize the Mexican government? How much responsibilities have the U.S. and Mexican intelligence agencies in the development of drug trafficking and violence? Can Mexico by itself control the development of drug trafficking? Is it possible to establish the rule of law and accountability mechanisms? Does the new government of Andrés Manuel López Obrador represent hope for the control of violence in Mexico?
En las últimas décadas, México ha encabezado los titulares en la prensa debido a los altos niveles de violencia, brutalidad y tráfico de drogas. Además, pocas veces se cuestionan los vínculos entre poder político, agencias de inteligencia, corrupción y crimen organizado en el desarrollo del narcotráfico y violencia en México. En este escenario, emergen las siguientes preguntas, las cuales se intentan analizar a lo largo del texto: ¿Por qué los narcotraficantes han logrado desestabilizar al gobierno mexicano? ¿Cuánta responsabilidad tienen las agencias de inteligencia de los Estados Unidos y México en el desarrollo del narcotráfico y la violencia? ¿Puede México controlar por sí mismo el desarrollo del tráfico de drogas? ¿Es posible establecer el Estado de derecho y los mecanismos de rendición de cuentas? ¿Representa el nuevo gobierno de Andrés Manuel López Obrador una esperanza para el control de la violencia en México?

Обґрунтовано положення про те, що сучасна західна демократія є своєрідним місцем перетину модерних політичних, економічних і національних інтересів. Зокрема, в процесі становлення капіталістичного суспільства політичні інтереси «середнього класу», що реалізується насамперед через колегіальні законодавчі органи напротивагу інститутам феодального абсолютизму та деспотизму, були нерозривно пов’язані з інтересами економічними, – масовою зацікавленістю у створенні фундаментальних засад вільної конкуренції, як показано у статті, формувало політичні інтереси широких верств населення та стало необхідною передумовою зародження західної політичної демократії, яка виникла за наслідками великих європейських та американської буржуазних соціальних революцій. Водночас, показано, що антимонархічна система поділу влад, базована на механізмі «стримувань та противаг», запровадження принципу рівності перед законом тощо, сприяють реалізації ідеалу держави «нічного сторожа» і, тим самим, активізують процес становлення національних ринків; саме завдяки цим політичним інститутам та виникненню громадянського суспільства, що гарантувало забезпечення невід’ємних прав і свобод та наповнення політичних інтересів демократичним змістом, як одного з найважливіших компонентів сучасної правової держави, відбувся індустріальний ривок передових капіталістичних країн. Саме тому у знаменитій «Декларації прав людини і громадянина», де йдеться про  потужні мотиви діяльності у політичній царині громадян правової держави, головною передумовою можливості реалізації подібних прав і прагнень проголошується те, що «джерелом суверенної влади є нація». Також доведено вкрай негативний вплив на демократизацію української державності та розвиток ринкової економіки, що зробило можливою російську агресію проти України, нинішній демонтаж провідними країнами ЄС і США моделі соціальної держави та «змішаної економіки», безпосереднім наслідком чого стала чергова світова фінансово-економічна криза; своєю чергою, неухильне наростання загальносвітової нестабільності та наявність потужної компрадорської п’ятої колони всередині України, потребують формування політичних інститутів і механізмів в нашій країні, які забезпечують максимальне врахування та реалізацію політичних інтересів національно свідомих громадян за допомогою ефективноїмоделі президенталізму, яка всі ці роки лише імітується в нашій країні. З врахуванням світового досвіду проаналізовано низку системних характеристик подібної форми політичногоправління та послідовного демократичного суспільного ладу.
The proposition that modern western democracy is a point of intersection of modern political, economic and national interests is substantiated. In particular in the process of becoming a capitalistsociety, the political interests of the “middle class”, which are realized primarily through collegial legislative bodies in opposition to the institutions of feudal absolutism and despotism, wereinextricably linked with economic interests – mass interest in the creation of ground foundations of free competition, as shown in the article, formed the political interests of the general population andbecame a necessary prerequisite for the emergence of Western political democracy that arose as a result of great European and American bourgeois social revolutions. At the same time it is shown that the antimonarchical system of separation of powers based on the mechanism of “checks and balances”, the introduction of the principle of equality before the lawcontribute to the realization of the ideal of the state “night watchman” and, thus, activate the process of becoming national markets; it was thanks to these political institutions and the emergence of civilsociety that guaranteed the assertion of inalienable rights and freedoms and the filling of political interests with democratic content as one of the most important components of a modern law state thatthe advanced capitalist countries pushed. That is why the famous “Declaration of the Rights of Freedom of Man and Citizen”, which refers to the powerful motives of activity in the political realm ofcitizens of the law state proclaims that the “source of sovereign power is the nation”. It is also proved that the extremely negative impact on the democratization of the Ukrainian statehood and the development of a market economy, which made possible the Russian aggression against Ukraine, makes the current dismantling by the leading EU and US countries a model of a social state and a “mixed economy”, which has consequently become the next financial world crisis. In turn, the steady increase in global instability and the presence of a powerful comprador fifth column in Ukraine, require the formation of political institutions and mechanisms in our country that ensure maximum consideration and realization of political interests of nationally conscious citizens through an effective model of presidentialism, which all these years is only being imitated in our country. In the light of the world experience, a number of systemic characteristics of such a form of political government and a consistent democratic social order have been analyzed.

Introductorily, it should be observed that the discussed problem’s significance is increasingly pressing as our interest drifts towards societies dominated by great, universalizing religions Islam being only one of them. From the above, a question arises of whether the notions of religion and democracy, as mentioned in the title, are reconcilable within a single order in the first place. In his deliberations, Bohdan Chwedeńczyk inclines to the view that three types of relations may be distinguished in this respect: religion favours democracy; is indifferent to democracy; or is harmful to democracy. The discussion of the above opinion has, respectively, developed threefold. In one point of view, religion is by nature contradictory to the democratic order, it is in a sense its direct opposite. In other words, we face a choice of opting either for religion or democracy. Supporters of an alternative viewpoint claim that in the long run, a democratic system is not viable without the basis of notions such as religion, and therefore religion does play a vital part in the social order. It serves members of the public by satisfying those of their needs that do not belong to the scope of duties performed by the state and its institutions. Finally, the third approach basically acknowledges the fact that no definitive claims can be made as to the possibility of agreement between religion and democracy. I must admit that the latter is closest to my personal stance in this respect. Naturally, through careful selection of examples, arguments to support the first or the second of the mentioned opinions can be easily produced. There have been numerous examples of academic and journalistic articles advocating one of the clear-cut standpoints, which seem not to leave much room for discussion. However, the issue becomes far more multifarious when taking into account the complexity of religious and political issues analysed in both theoretical and practical perspective.

Aim: This article describes ideas of Enlightenment thinkers about the building of a democratic state with responsible and rationally thinking citizens. The article starts with the ideas of Spinoza, formulated in the seventeenth century, and will end in our time, where democracy is under threat.   Design/Research method: The article relies on professional publications, both within the fields of philosophy and political sociology.   Conclusions/findings: The study concludes that the optimistic expectations about the increase of democracy and the stability of democratic institutions in the world are no longer valid.   Originality/Value of the article: Recent developments in the political field in the western world make this optimism questionable

This essay diagnoses the condition of contemporary liberal democracies. It assumes that the current crisis of democracy is not the result of an external ideological threat, but it is the result of the lack of a coherent vision of democracy itself. The author recognises that the key symptom of the contemporary crisis is the decreasing involvement of citizens in public life and their growing reluctance to participate in public debate. He claims that the reason for this is the increasing social polarisation. The article considers two forms of polarisation: vertical (on the line: politicians–voters) and horizontal (on the line of ideological social divisions). The first form is illustrated by Colin Crouch’s considerations, while the second one by Fareed Zakaria’s thoughts. What finds its manifestation in both cases is the phenomenon of citizens’ resignation from participation in the public debate; in the first case it is because of the lack of faith in the effectiveness of this type of opiniongiving mechanism, while in the second case it is because of the lack of recognition of other political and ideological options in society. These reflections are concluded in the postulate that the basic task facing democracy today is to maintain the public sphere as open as possible, i.e. not excluding any ideological position in advance. This kind of conclusion is illustrated with the concepts of Chantal Mouffe (political perspective) and Helmuth Plessner (philosophical-anthropological perspective).

It is obvious that the educational system shapes the skill of critical thinking, also in the sphere of the assessment of political phenomena. The educational background of a person determines the kind of decisions he or she makes. These decisions refer to political activity both defined as interest in political issues and manifested in the form of active political participation. The aim of this paper is to identify relations between holding a university degree and political subjectivity. The study, conducted with the use of a survey questionnaire, involved students from the University of Zielona Góra and from the Nicolaus Copernicus University in Toruń.

In the article the most important characteristics of the Internet communication were exposed, seen not only from perspective of political actors, but also from voters' perspective. Emerging possibilities of the new medium were exposed in comparison to the radio, television and press. It helped to emphasize a new dimension of political competition. This procedure allowed to indicate an increasing role of the Internet in politics. Everything was supported by appropriate empirical data, conclusions of research and practical examples. The author of the article, at the same time, made an attempt to identify the impact that the communication channel could have on the democratic system. Special attention was paid to classic issue, focusing on the possibility and the need for implementation of the ideals of direct democracy. In this context, the author exposed some potential dangers that the Internet, considered as a  tool, can carry.
W artykule wyeksponowane zostały najistotniejsze, zdaniem autora, cechy komunikacyjne Internetu, widziane zarówno z perspektywy aktorów sceny politycznej, jak również wyborców. Powstające możliwości nowego medium przedstawiono na tle radia, telewizji i prasy, dzięki czemu podkreślony również został nowy wymiar rywalizacji politycznej. Taki zabieg umożliwił wskazanie, poparte praktycznymi przykładami, wzrastającej roli Internetu w świecie polityki, co zostało dodatkowo podbudowane stosownymi danymi empirycznymi i  wnioskami badaczy. Autor publikacji podjął jednocześnie próbę wskazania wpływu, jaki omawiany środek komunikacyjny może mieć na system demokratyczny. Szczególną uwagą objęta została klasyczna problematyka, koncentrująca się tak na możliwościach, jak i potrzebie coraz pełniejszego wprowadzania w życie ideałów demokracji bezpośredniej. W tym kontekście nie zabrakło również rozważań mających na celu ukazanie potencjalnych zagrożeń, które Internet, traktowany jako narzędzie, może nieść w stosunku do jednostki.

After the collapse of the Soviet Union, and in the first democratic national elections of 1993, voter turnout in Latvia was 89.9 per cent. However, by the late 90s, participation levels had significantly decreased. Scholars have pointed out that this decrease was a result of people gradually learning the limits of democratic governance while tackling the feeling of political powerlessness and decreasing trust in politicians and political institutions - all of which have had negative effects on civil society and democratic ideals. Youths in particular were affected by the sum of all this, seeing, first-hand, income inequality, economic stagnation, corruption, and personal unemployment (or that of their parents). All this, combined with a lack of democratic traditions, has resulted in scepticism and political apathy. This paper shows that, since 2009, Latvia has seen a decrease in all forms of political participation, including a share of its youths who run as MP candidates in elections. The paper aims to clarify what would help bring Latvian youths back into politics.

The inauguration of Roh Tae Woo as president of the Sixth Republic of Korea in February 1988 can be considered as a turning point in South Korean political history. The five years of the Roh Tae Woo administration, 1988–1993, contained many of the first steps, albeit sometimes transitionally imperfect, toward democracy and an ultimate return to civilian rule of law, as well as greater political freedoms. According to Samuel P. Huntington, the Korean form of democratization was an example of transplacement, in which the government made concessions and opposition political groups accepted it to avoid mutual catastrophe. Furthermore, a case can be made for the mode of democratic transition in South Korea also being like Donald Share’s transition through transaction, Terry Lynn Karl and Philippe C. Schmitter’s transition by pact, and Adam Przeworki’s democracy with guarantees.

The role of the public sphere has increasingly come to the fore in studies concerning the state of democracy in Europe. Similarly the role of culture in formations and transformations not only of personal but of political identities as well has attracted attention. It is the purpose of this article to bring these areas together in a comprehensive approach to media, culture and democracy with a view of the public sphere as a crucial mediating field. Article focuses on the role of media in sustaining and developing democracy, a democratic dialogue and in fulfilling the role of media as the critical watchdog of the political system and other powerful players on the European scene. The concept of knowledge democracy is meant to enable a new focus on the relationships between knowledge production and dissemination, the functioning of the media and our democratic institutions. The emerging concept of knowledge democracy moreover obliges us to realise that the institutional frameworks of today’s societies may appear to be deficient as far as the above mentioned undercurrents, trends and other developments demand change. Democracy is without a doubt the most successful governance concept for societies during the last two centuries. It is a strong brand, even used by rulers who do not meet any democratic criterion. Representation gradually became the predominant mechanism by which the population at large, through elections, provides a body with a general authorization to take decisions in all public domains for a certain period of time. Fragmentation of values has lead to individualisation, to uniqueness but thereby also to the impossibility of being represented in a general manner by a single actor such as a member of parliament. More fundamentally media-politics destroy the original meaning of representation.

The aim of the article is to analyze a  referendum as the main institution characteristic of direct democracy at the national level in Poland. The article consists of two parts. First of them is connected with direct democracy before 1989, and the second one after 1989. Direct democracy has never been or is particularly esteemed in Poland. The referendum of 30 June 1946 was essentially instrumental and the initiators utilized it as a  way to hold power and legitimize it. The next referendum of 29 November 1987 also became part of the negative practice of politicizing this instrument of direct democracy. High expectationswere placed on the transformation period after 1989. The President’s referendum bill of November 1995 concerning the general granting of property rights to citizens was passed. This motion was approved because it was initiated by the President and then supported by the motion of a  group of the SLD Deputiesconcerning the sharing out of State property. Under such circumstances those submitting the motion had a  guaranteed majority necessary for taking an appropriate resolution. It became the grounds for the referendum which was held on 18 February 1996. The next referendum was the Constitution-approving one of 25 May 1997. The political scene was clearly divided into the supporters and opponents of the new Constitution. On 17 April 2003 the Sejm passed a  resolution on ordering a  nationwide referendum concerning Poland’s membership of the European Union.

This paper is based on the concept of environmental political philosophy and from its perspective, it highlights the weaknesses and contradictions of contemporary, existing democracies. It aims to formulate an outline of the concept of environmental democracy, following the accounts of M. Bookchin, R. Morrison and H. Skolimowski, as well as international environmental law enshrined in United Nations documents and resolutions. It is based on the hypothesis that the preservation of a democratic political system in a situation of a collapsing planetary system (the Anthropocene) requires improving the foundations of democratic theory with the insights of the Earth system sciences, particularly of political ecology and critical environmentalism. Through philosophical analysis, explanation and interpretation, this paper explores an environmental democracy that would, on the one hand, preserve the basic constitutional principles of current democratic constitutional regimes, and, on the other hand, reconcile them with the current state of understanding in the Earth sciences concerning the vulnerability of the planetary system. In a sense, J. Habermas’s understanding of human rights characterizes the concept of environmental democracy as a realistic utopia. The author concludes by drawing up the imperative of sustainability, which he sees as a guiding organizing principle of institutions and public policies for the climatic, demographic and economic regime of the Anthropocene.
