The text is concerned with the history of police education in 1919–1939. The reconstruction of Polish statehood after World War I involved the establishment of a service responsible for security and order in the country in 1919. Parallel to the organisation of the State Police, work on the creation of a modern system of police education continued. Throughout the period of this force’s existence, many reorganisations were made in order to create a system that would ensure the professional preparation of police offi cers for service. The article presents only an outline of the changes related to police education in the interwar period, and does not fully exhaust this subject matter.

Sport has accompanied mankind since ancient times. It is thanks to sport that we are healthier and can enjoy life. The smallest sporting effort causes the body to produce endorphins that make us feel happy. Not without significance is the fact that sport, but in its professional dimension, prepares people who practice it to a great effort. In the face of threats, unforeseen events, people who practice sports can find their way around the situation and take appropriate actions. Therefore, just as police officers face difficult service in the present day, police officers had to face up to the challenges posed in the interwar period. In 1918 Poland regained its independence, and the authorities were responsible for ensuring the security of the country. Therefore, on 24 July 1919, the State Police was established by law. Due to the nature of the tasks performed, the police officers were required to be physically fit. In order to meet this challenge, pro-sports organizations were established, which by their actions were to raise the level of sports skills of both the society and the officers. The factor which was to motivate uniformed officers to work on their physical fitness was the introduction of the National Police Sports Competitions, which were nationwide in scope. Undoubtedly, this form of competition, as well as mobilization, led to the fact that on the basis of Police Sports Clubs, physical culture in the State Police significantly developed. The article presents the face of sport in the interwar period in the Polish State Police, its development and influence on the officers themselves, as well as its further importance in the history of sport in Poland.

For Venezuela, the COVID-19 pandemic has hit a country that already has been in a multidimensional crisis for years in circumstances of economic and social devastation, and authoritarian rule. However, the pandemic accelerated Venezuela’s transformation into a police state by introducing unsubstantiated pandemic restrictions that were enforced by the state security apparatus and abusive armed forces. The aim of the article is to show the instrumentalization of the COVID-19 pandemic in the area of radicalization of the Maduro regime and to answer the questions in which areas of the state’s functioning and in what dimension the Nicolás Maduro regime used the pandemic and the related restrictions on civil rights to strengthen its authoritarian power, radicalize the activities of the security services, violate human rights, and to transform Venezuela into a police state.
W przypadku Wenezueli pandemia COVID-19 uderzyła w kraj, który już od lat znajdował się w wielowymiarowym kryzysie, narastającym w warunkach dewastacji gospodarczej i społecznej oraz rządów autorytarnych. Stan pandemii przyspieszył jednak przekształcenie Wenezueli w państwo policyjne, umożliwiając wprowadzenie nieuzasadnionych ograniczeń pandemicznych, które były egzekwowane przez państwowy aparat bezpieczeństwa i dopuszczające się nadużyć siły zbrojne. Celem artykułu jest ukazanie instrumentalizacji pandemii COVID-19 w obszarze radykalizacji reżimu Maduro oraz odpowiedź na pytania, w jakich obszarach funkcjonowania państwa i w jakim wymiarze reżim Nicolása Maduro wykorzystał pandemię i powiązane z nią ograniczenia praw obywatelskich w celu wzmocnienia autorytarnej władzy, radykalizacji działań służb bezpieczeństwa, łamania praw człowieka i przekształcenia Wenezueli w państwo policyjne.

Although the genesis of women police dates back to 1925, not much information on the activities of this formation has been preserved until today. It is known that it was established on the initiative of the Polish Committee for the Fight Against Trafficking in Women and Children and its main goal was to fight prostitution, to prevent women from being taken out of the country and exploited for work as prostitutes, and later also to take care of children. The formation was supervised by lt. Stanisława Filipina Paleolog. Her duties included controlling female police officers in terms of their task performance, as well as taking care of new candidates. In the article, on the basis of archival documents, the author analyses control reports and protocols drawn up during that period, on the basis of which it is possible to reconstruct, at least partially, the history of Polish female police officers in the late 1930s.

The text concerns the names of Polish police forces, their symbols, semantics, etymology and the way they are written down (spelling). The article contains historical and linguistic content. The reconstruction of the Polish state in 1918 made it possible to establish the police as a typical organisation. The Seym passed an act establishing a new, uniform police force (the State Police) on 24 July 1919. It was the first Polish police organisation to survive formally until 1944. In post-war Poland, the traditional functions (tasks) of the police were taken over (performed) by the Citizens’ Militia. Contrary to its own name, the militia did not have the status of civic activism for the common good, but was a state body, centralised, hierarchical, rejecting the principle of nonpoliticality and linked to the security apparatus. The modern police are the heir not only of the State Police, but also of all previous Polish police forces. To sum up, the article brings closer and commemorates the important moments of our history, giving an idea of the changing reality of everyday service and the role of police in the various forms of the political system.

The interwar period was a difficult one for the Polish state authorities. In parallel with the reconstruction of the Polish state and national identity, the foundations of Polish law were being laid. In a short interval, many significant organisational changes were taking place, which also included the State Police. During this period, the administrative apparatus in Poland was considerably streamlined, and efforts were also made to build its own model of internal organisation of the state. Between 1919 and 1939, the structures of the State Police were reorganised several times. Social, religious and nationality problems or cultural differences in the newly established statehood were among the indirect causes of crime. Accordingly, among other things, a criminal police force was established to combat it. The purpose of this article is to discuss its organisation and activities in the interwar period and to give the most important legal changes that took place for this formation. The author formulated the following research hypothesis: the reorganisation of the structures of the State Police was fundamental in terms of the organisation and activities of the criminal police. In the analysis, the dogmatic-legal method was used and, due to the time scope, also the historical-legal method.
Okres dwudziestolecia międzywojennego był trudny dla polskich władz państwowych. Równolegle z odbudową państwa polskiego i tożsamości narodowej tworzono fundamenty polskiego prawa. W krótkich odstępach czasu dokonywano wielu istotnych zmian organizacyjnych, które objęły również Policję Państwową. W tym okresie znacznie usprawniono aparat administracyjny w Polsce, dążono także do budowy własnego modelu organizacji wewnętrznej państwa. W latach 1919–1939 kilkakrotnie przeprowadzano reorganizację struktur Policji Państwowej. Problemy społeczne, wyznaniowe, narodowościowe czy różnice kulturowe w nowo powstałej państwowości stały się pośrednimi przyczynami przestępczości. Do walki z nią powołano między innymi policję kryminalną. Celem niniejszego artykułu jest omówienie jej organizacji i działalności w okresie dwudziestolecia międzywojennego i podanie najważniejszych zmian prawnych, których dokonano dla tej formacji. Autor sformułował następującą hipotezę badawczą: reorganizacja struktur Policji Państwowej miała zasadnicze znaczenie w zakresie organizacji i działalności policji kryminalnej. W analizie posłużono się metodą dogmatyczno-prawną, a ze względu na zakres czasowy – również metodą historyczno-prawną.

The purpose of this paper is to attempt to explain the activities of the Communist Party of Western Belarus in Vilnius during the fi rst half of the thirties of the twentieth century. The author’s aim is to show the organisation, theory and practice of this illegal party. Further-more, the intention is to present the activities of Vilnius police towards communist sym-pathizers and activists. Founded in 1923 in Vilnius, the Communist Party of Western Belaruswas a branch of The Communist Party of Poland. This organization like the polish communist party was illegal. Its aim was to combat the Polish state and to perform electioneering for the Union of Soviet Socialist Republics. Although the name of the party could indicate a desire for independence of Belarus, in practice it was for the removal of the north eastern provinces of the Second Republic of Poland to the USSR. CPWB activity had a special dimension in Vilnius. As the region’s largest city and former capital of the Grand Duchy of Lithuania, Vilnus was home for many nations, religions and cultures. Moreover, Vil-nius was the most important fi eld for communist action. Given the number of inhabitants, industrialized multi-ethnic character, communists had the opportunity to develop wide subversive and conspiratorial work. In addition, the city was the great centre of production and distribution of communist publications, which allowed the spread of propaganda in both its administrative boundaries and in the Vilnius Voivodeship.

The necessity of cooperation is dictated by steadily increasing number of threats, which creates the need for continuous cooperation of numerous entities which, by law, possess the ability to support each other in counteracting these threats remaining in the scope of cognizance of cooperating entities and elimination of the consequences of these threats. On the basis of the agreements, the SFS cooperates with various entities involved in rescue operations, including the Police. Cooperation of the SFS and the Police exists in the area of joint rescue operations, public order enforcement, evacuation, training and exercises, as well as in the scope of prevention. Given the data on cooperation so far, it should be stated that most frequently the cooperation between the SFS and the Police occurs in relation to handling road accidents. In the Polish legal system, permanently perfected, there are various standards regulating the sphere of state security, ensuring which on an appropriate level is one of numerous conditions for the secure existence of the state. Improvement of said system is dictated by the common belief that the security was not, is not, and, undoubtedly, will never be a fixed term, but one that must be constantly strived for. The predominant role in this process is played by public administration, including the State Fire Service. Preparation of the State Fire Service to fully and effectively fulfil the connected with it duties is possible primarily due to the proper organization of cooperation.

Artykuł analizuje system bezpieczeństwa Insurekcji Kościuszkowskiej, włączając okres funkcjonowania Rady Zastępczej Tymczasowej i Rady Najwyższej Narodowej. W ramach pierwszego organu zostały omówione Wydział Policyjny oraz Wydział Dyplomatyczny. W ramach drugiego Wydział Bezpieczeństwa. Większa część pracy zostało poświęcona organom i instytucjom powstałym po 10 maja tj. w okresie funkcjonowania RNN. W poczet tych instytucji zapisano Wydział Bezpieczeństwa (do którego włączono Policję) oraz Deputację Indagacyjną czy Deputację do Indagowania Szpiegów Cywilnych i Wojskowych. Koncentrowały się one na rozliczeniu się ze zdrajcami oraz szukaniem szpiegów.
In this article author analyses a security system of Kosciuszko Insurrection, including a period of activity of The Temporary Replacement Council and The Supreme National Council. Within the scope of the first of above – mentioned authorities they were described Police and Diplomatic Department. The bulk of the article was devoted to authorities and institutions that where appointed after 10th of may 1794. Those authorities and institutions included Security Department which included The Police as well as crime Investigating Commission or The Commission to Track Civilian and Military Spies Those commissions were focused on dealing with traitors and searching for spies.
В этой статье анализируется система безопасности во время восстания Костюшко, в том числе период функционирования Совета Временной замены и Высшего Национального Совета. В рамках первого органа были обсуждены Департамент полиции и Дипломатический департамент. В рамках второго – Департамент безопасности. Большая часть работы была посвящена органам и учреждениям, созданным после 10 мая, то есть в период существования Высшего Национального Совета. К этим учреждениям были причислены Департамент безопасности (в который включалась полиция) и Отдел допросов или Отдел допросов гражданских и военных шпионов. Они сосредоточились на борьбе с предателями и поиске шпионов.

The term “police” (Polish: policja) derives from the Greek politeia, originally meaning the state system. Starting in the fifteenth century, and especially in the seventeenth and eighteenth centuries, it became synonymous with the word “administration” sensu largo. In Poland, from the eighteenth century onwards, despite the lack of reception of the principles of the Western European police science, it also began to be used in this sense. Attempts to defi ne “police” were made by Polish political writers, from Stanisław Leszczyński to the authors of the political reform of the state at the Four-Year Sejm. The term was understood broadly, in the case of most writers as meaning the internal order of the state, but also in the sense of the so-called service administration, thus the fi re police, building police, medical police, road police, etc., i.e. everything that contributed to the welfare of society. The administration of justice was oft en included in the scope of police responsibilities. Both supporters and opponents of state reform, admirers of the republican form of government and proponents of the idea of a strong state modelled on absolute monarchies wrote about the police. Most Polish authors, however, understood the police not as a means to strengthen state power, but as a way to ensure “proper order”, i.e., security, peace and the comfort of the public.

This article presents the material scope of public safety and public order in the context of the Polish police jurisdiction. The considerations are based on the assumption that safety, as one of the social rights, is an inalienable human right while human rights are the product of moral and political agreements between people. When attempting to define the material scope of the notions of "public safety" and "public order", it should be noted that both in the process of making and applying the law and in the legal literature, the use of the term "public safety and order" has been accepted. Nevertheless, the concepts of public safety and public order are not unequivocal. The relevant literature presented in this article is dominated by approaches that define both public safety and public order as a desirable state. Most often, public safety is related to the functioning of the state and its citizens, while public order refers to a narrower sphere of complying with norms and maintaining the efficiency of public institutions . Both concepts are of an administrative nature, i.e. they are concerned with issues related to the implementation and observance of regulations in force in a given country. Public order, just like public safety, is also a certain internal condition of a state, as no organised community can allow its members to exercise their will without any restrictions. Rules governing the conduct and coexistence of community members are defined by appropriate norms, such as customs, moral and religious principles or legal norms, all of which are subject to permanent changes, which in turn makes it necessary for the institutions established to protect public order and safety to adapt by systematic improvement of their organisation in the functional dimension.

We live in a time when terrorism is everywhere, having become a permanent element of modern world’s landscape. Hardly a day passes without mass media notifying us of yet another terrorist attack. States create laws aimed at making the functioning of the society orderly and protecting citizens against actions aimed at disturbing social balance and interfering with their peaceful and safe life. Under the above-indicated act, the Minister of the Interior and Administration is in charge of most anti-terrorist tasks. He has at his disposal tools, in the form of units subordinate to him, with which such tasks can be performed. Said units include: Police, Border Guard, Government Protection Bureau, State Fire Service. Units subordinate to the Minister of the Interior and Administration are charged with very important tasks as far as preventing and combating terrorist threats are concerned.

Objectives Employees of uniformed services (EoUS) were screened for cardiovascular risk factors. Material and Methods A total of 1138 EoUS (age M±SD 49.9±6.0 years) and 263 controls (age M±SD 54.4±9.7 years) under the care of the cardiology clinic in Gdańsk, Poland, were included in the study. Medical history and blood samples were collected, and a physical examination was performed. Ten-year cardiovascular risk of death was calculated using the systematic coronary risk evaluation (SCORE) risk algorithm for high-risk countries. Results Significantly higher values of mean systolic and mean diastolic blood pressure, mean total cholesterol level and mean BMI were recorded among the EoUS compared to controls (M±SD 141.7±11.6 mm Hg vs. 135.5±11.0 mm Hg, p < 0.001; 90.1±5.9 mm Hg vs. 84.5±6.8 mm Hg, p < 0.001; 6.01±0.76 mmol vs. 5.44±0.87 mmol, p < 0.001; 29.3±4.7 vs. 29.0±4.1, p < 0.001, respectively). Smoking cigarettes was most frequently reported by the youngest group (20–39 years old) – 47.7% and it was significantly higher in the entire EoUS group compared to control group (35.5% vs. 16.7%, p = 0.001). The occurrence of observed risk factors (blood pressure ≥140/90 mm Hg, total cholesterol concentration >5 mmol, smoking,) was significantly higher among EoUS compared to controls (92.1% vs. 57.8%, p < 0.001; 89.0% vs. 66.9%, p < 0.001; 35.5% vs. 16.7%, p < 0.001, respectively). In the male group, the mean calculated ten-year risk of fatal cardiovascular events, the percentage of high calculated risk, and very high risk were higher in the EoUS group compared to controls (M±SD 4.44±3.49 vs. 4.23±3.86, p = 0.001; 23.7% vs. 20.2%, p = 0.007; 7.4% vs. 6.5%, p = 0.03, respectively). Conclusions The prevalence of all identified risk factors was found to be higher among employees of uniformed services when compared to the control group. The presence of these risk factors within the population of uniformed service employees results in a greater risk of mortality from cardiovascular diseases.

Opis:
The paper attempts to outline issues of systemic interplay in the field of public security. Given the importance of public security for the society both in the collective and individual dimensions, the issue of interplay as an element required to streamline the security system appears to be of incomparable importance. The state security system as a construct created to assure the optimum security level (i.e. one that is socially desirable) may not be perceived as a static value, because neither the security environment nor the public security entity are made that way. Systemic interaction is one of the elements that make the public security system gain flexibility features, and makes it adapt to variable conditions of its functioning, which is a direct result of the need of effective implementation of its functions. In this respect it is vital that it is created within the systemic dimension so that it has a direct impact on fulfilment of the function assigned to the public security system, and not merely on the apparently effective involvement of the potential ascribed to it.
Celem artykułu jest nakreślenie problematyki systemowego współdziałania w obszarze bezpieczeństwa publicznego. Z racji wagi, jaką stanowi bezpieczeństwo publiczne dla społeczeństwa zarówno w wymiarze zbiorowym, jak i indywidualnym, problematyka współdziałania, jako elementu mającego w konsekwencji usprawnić system bezpieczeństwa, wydaje się być niezwykle ważną. System bezpieczeństwa publicznego jako twór skonstruowany z myślą o zapewnieniu optymalnego (pożądanego społecznie) poziomu bezpieczeństwa nie może być wartością statyczną, gdyż takie nie jest ani środowisko bezpieczeństwa, ani też podmiot bezpieczeństwa publicznego. Systemowe współdziałanie jest jednym z tych elementów, które powodują, że system bezpieczeństwa publicznego wykazuje cechy elastyczności, dostosowując się do zmiennych warunków jego funkcjonowania, co wynika bezpośrednio z potrzeby efektywnej realizacji jego funkcji. Istotnym przy tym jest, by wykreowane ono było w wymiarze systemowym, by miało bezpośredni wpływ na wypełnianie funkcji nadanej systemowi bezpieczeństwa publicznego, nie zaś jedynie na pozornie efektywne angażowanie przypisanego mu potencjału.
