The police is an institution dealing not only with the protection of public safety and order, detection of criminal offenses, and search for missing persons, but it also conducts activities aimed at maintaining public order in dangerous situations resulting from the violation of the law. It includes the broadly understood fight against terrorism and neutralizing individuals and terrorist groups. While ensuring public safety and order in public places, on roads, waters, and in rail or air traffic, police officers put their lives and well-being at risk every day, facing various threats. In almost every intervention, officers risk bodily injuries, which can often lead to disability, and in some particularly dangerous situations, even to the loss of life. The risk of injury is a consequence of the behavior of persons against whom official actions are taken to eliminate unlawful conduct. The awareness and presence of such threats cause fear and high levels of stress among police officers, which translates into the efficiency of their service and interventions. The solution to an attempted assault on a police officer, active resistance, or an assault with a dangerous instrument may be the identification and description of countermeasures that affect the level of personal safety of each police officer. The article presents and describes selected categories of threats that may occur during an intervention. Moreover, the author has analyzed the significant factors determining high effectiveness in counteracting and repelling all kinds of dangers the intervening officers may encounter

The death of a police officer entitles members of his or her family to financial compensation under the conditions laid down by the law, with survivor’s pension as a principal type of this compensation. If the death of a police officer occurred in connection with the performance of his or her duties, the survivo’s pension is payable to his or her family members based on more favourable conditions. A recently enacted law of 8 February 2023 introduced a new type of compensation, called a ‘financial benefit’, to which family members are entitled when a police officer deceases while performing duties in conditions threatening his or her life or health.

Ethical traditions of the Polish police are directly related to the history of this uniformed service. Starting from the interwar period until the present day, with the exception of the communist times when the State Police was replaced by the Citizen’s Militia, ethics has played an important role in the work of law enforcers. It provides basic principles, resulting from universal moral values, without which it is impossible to serve society and the homeland responsibly. The specificity of the professional ethics of this uniformed agency is directly related to its service-oriented character, based on intensive and often difficult interpersonal contacts. The present times witness the emergence of new challenges in the area of good standards of police ethics. In order to better recognize the ethical standards and see their importance in the work of the Polish police, it is worth referring to the standards of the State Police. They were a kind of quintessence of police officers’ moral and professional duties. They were based on such values as: God, Homeland, honour, truth, conscientiousness, responsibility, justice, reticence in speech, friendliness and obedience to the orders of superiors. These values are timeless and still topical, even in our modern times. Resignation from the above mentioned values may result in police officers pretending to respect ethical principles in their work, which was evident in the activities of the Citizen’s Militia. Therefore, the above fully justifies police efforts undertaken after 1990, which are expressed not only as concern for reliably developed legal regulations and operational directives to be followed while performing official duties, but also as compliance with the principles of police ethics, which are based on universal values (including the protection of human life and health, respect for human dignity, truth, responsibility and patriotism). This goal is to be achieved both through education on basic training and specialist courses, as well as thanks to police priests’ work.

Objectives This study’s objective was to examine association between sleep duration and sleep quality, and metabolic syndrome (MetS) and its components in Taiwanese male police officers. Material and Methods Male police officers who underwent annual health examinations were invited to join the study and eventually a total of 796 subjects was included in it. The study subjects were divided into 5 groups according to the length (duration) of sleep: < 5, 5–5.9, 6–6.9, 7–7.9 and ≥ 8 h per day, and the global Pittsburgh Sleep Quality Index was used to categorize their sleep quality as good or poor. To analyze the association between sleep problems and MetS, adjusted odds ratio and respective 95% confidence intervals (CI) were computed. Results The prevalence of MetS in Taiwanese male police officers was 24.5%. Abdominal obesity had the highest proportion (36.2%) among 5 components of MetS. More than 1/2 of the police officers (52.3%) had poor sleep quality. Police officers with higher scores of sleep disturbances had a higher prevalence of MetS (p = 0.029) and abdominal obesity (p = 0.009). After adjusting for age, low-density lipoprotein cholesterol, smoking status, alcohol drinking habit, physical habitual exercise, snoring and type of shift work, the police officers who slept less than 5 h were 88% more likely to suffer from abdominal obesity than those who slept 7–7.9 h (95% CI: 1.01–3.5). Sleep quality was not associated with MetS and its components. Conclusions The police officers who slept less than 5 h were more likely to experience abdominal obesity in Taiwan, and those with higher scores of sleep disturbances had a higher prevalence of MetS and abdominal obesity. It is recommended that police officers with short sleep duration or sleep disturbances be screened for MetS and waist circumference in order to prevent cardiovascular diseases.

The article is entirely devoted to issues related to restoration to service based on Article 42 of the Act on the Police. Restoration to service occurs by virtue of law upon the occurrence of the conditions referred to in Article 42(1) or (7) of the Act on the Police. Restoration to service does not, however, mean admission to the service. A police offi cer must declare readiness for immediate service in order for the supervisor to verify whether he/she has all of the qualities that are necessary to perform it. The conditions contained in Article 42(2) and (3) of the Act on the Police must be completed in order for the police offi cer to be appointed to an official post.

This paper focuses solely on issues related to the obligatory suspension of police officers from official duties. The relevant provisions are contained in Art. 39 (1) of the Act of 6 April 1990 on the Police. Suspension from official duties is obligatory when the stage of preparatory proceedings conducted against a police officer changes from in rem to ad personam. Such change automatically results in loss of impeccable opinion, which is a necessary condition for serving in the Police. Attention is focused on the objective to be achieved by the institution. The limits of the meaning of the phrase “initiation of proceedings against a police officer” were also indicated as a prerequisite for the application of the legal construction of Art. 39 (1) of the Police Act.

Undercover police operations are made use of for the most serious crimes when the possibilities of other police operational methods have been exhausted. This non-standard policing tactics carries many risks for the undercover police officers involved. This study aims to examine the risks behind covert operations conducted in Poland and determine to what extent experience influences the risk assessment and behaviour of police officers involved in such actions. The empirical research was done using a diagnostic survey method. The results of the study do not explicitly confirm the connection between police officers' experience and risk assessment. However, they allow for conclusions about their behaviour during undercover operations.

This article is entirely devoted to the issue of discharge from ser-vice in the Police under Article 41(1)(1) of the Police Act. Exemption on this legal basis requires that a medical committee must issue a medical certifi cate to the police offi cer, which states that he/she is totally incapable of serving in the Police. This must be a fi nal decision. Issuing a fi nal ruling requires the superior in charge of personal matters to discharge the police offi cer from offi cial duties in the Police, before he/she is dismissed from service. During the period of dismissal from offi cial duties, the police offi cer retains the right to full salary despite not performing service duties.

Being less researched and viewed negatively, it is not known what makes police officers motivated to consistently perform public service. Public Service Motivation (PSM) can be linked to motivated action within public sector organisations. Similarly to PSM, it has been hypothesised that a sense of community (SOC) is a crucial predictor of employee engagement. The research sample was 258 members of policemen using probability sampling with a proportional random sampling technique. Furthermore, the collected data were analysed with descriptive and inferential analysis techniques using path analysis. The analysis results show that public service motivation can significantly increase the sense of community and organisational citizenship behaviour. A sense of community is proven to influence organisational citizenship behaviour significantly. Meanwhile, the sense of community's significant importance mediates public service motivation's effect on organisational citizenship behaviour. The implications of this research indicate the vital role of public service motivation in increasing the sense of community and organisational citizenship behaviour. The current study also demonstrates that SOC predicts employee engagement more accurately than PSM. The findings shed additional insight and clarity on the predictive value of PSM on employee attitudes and behaviour and highlight the utility of community experiences in public service environments.
Chociaż nie do końca zbadany i określany jako negatywny, powód motywacji do konsekwentnego pełnienia służby publicznej przez funkcjonariuszy policji pozostaje niewyjaśniony. Motywacja w służbie publicznej (Public Service Motivation - PSM) może być powiązana z motywacją do działania w organizacjach sektora publicznego. Podobnie jak w przypadku PSM, postawiono hipotezę, że poczucie wspólnoty (Sense of Community - SOC) jest kluczowym wyznacznikiem zaangażowania pracowników. Badanie przeprowadzono na przykładzie 258 członków policji przy użyciu techniki probabilistycznej z proporcjonalnym doborem losowym. Ponadto zebrane dane zostały przeanalizowane za pomocą technik analizy opisowej i wnioskowania z wykorzystaniem analizy ścieżek. Wyniki analizy pokazują, że motywacja w służbie publicznej może znacząco zwiększyć poczucie wspólnoty i organizacyjne zachowania obywatelskie. Udowodniono, że poczucie wspólnoty znacząco wpływa na organizacyjne zachowania obywatelskie. Z kolei istotne znaczenie poczucia wspólnoty pośredniczy w wpływie motywacji do świadczenia usług publicznych na organizacyjne zachowania obywatelskie. Wnioski z tego badania wskazują na istotną rolę motywacji do świadczenia usług publicznych w zwiększaniu poczucia wspólnoty i organizacyjnych zachowań obywatelskich. Niniejsze opracowanie pokazuje również, że poczucie wspólnoty przewiduje zaangażowanie pracowników dokładniej niż motywacja w służbie publicznej. Odkrycia te rzucają dodatkowy wgląd i jasność na wartość przewidywaną motywacji służby publicznej dla postaw i zachowań pracowników oraz podkreślają użyteczność doświadczeń społecznych w środowiskach usług publicznych.

The aim of the article is to identify the process of human resource management and factors that influence officers’ motivation in selected uniformed services. This analysis concerns the Police, Border Guard and Customs and Fiscal Service. This choice was made due to the diversity of the tasks carried out by the officers of these services. The concept of uniformed services, characteristics of the analysed services and the requirements for officers, the process of employees recruitment and activities aimed at maintaining officers through appropriate motivation and promotion as a form of professional development were presented. Promotion to successive levels of work is not only an important element in shaping the HR policy but also a determinant of the position of a given officer in the organization. The layout of this work presents elements of multi-aspect status of an officer in each of the studied formations in the context of the characteristics of individual services.Purpose - Identification of the human resource management and factors that influence the motivation of officers in selected Polish uniformed services - the Police, Border Guard and Customs and Fiscal ServiceDesign / methodology / approach - Review of literature, reports on empirical research and applicable legal regulationsFindings - The basic mutual element of the Police, the Border Guard and the Customs and Fiscal Service is the use of uniforms and officers subordination system, but also the centralism of the organizational structure and hierarchical subordination. The activities of these services, including the implementation of the human resource management process, are regulated by relevant legal regulations. Service requirements, the scope of tasks, obligations and responsibilities, the process of employee selection, evaluation, promotion, but also retirement provisions are strictly determined. Similarities and differences in this area have been presented. The analysis of the results of empirical research allows to identify motivating and demotivating factors for officers.Originality/value - A comparison of selected areas of human resources management in the Police,  the Border Guard and the Customs and Fiscal Service was made. Artykuł przedstawia charakterystykę służby oficera prasowego Sił Zbrojnych i Policji. Poruszono w nim rolę rzeczników prasowych jako podmiotu odpowiedzialnego za współpracę z przedstawicielami mediów w zakresie informacyjnym jak również tworzącego wizerunek oraz kształtującej relacje reprezentowanej formacji mundurowej z mediami. Przedstawiono również rolę Wojskowej Służby Komunikacji Społecznej w kształtowaniu polityki informacyjnej i wizerunku Sił Zbrojnych. Ponadto zaprezentowano rolę rzeczników prasowych policji, którzy odgrywają szczególną rolę w kształtowaniu pozytywnego wizerunku służby policyjnej i formowaniu bezpieczeństwa publicznego.
