Art. 63 of the Constitution of the Republic of Poland of 2 April 1997 provides everyone with the right to submit petitions to state authorities. The procedure for considering petitions is specified by the Act on Petitions of 11 July 2014. According to the law, petitions can, in particular, take the form of a request to amend the law. The aim of the article is to focus on petitions concerning the amendment of electoral law against the background general information on the legal regulations in this regard. In the 8th term of office of the Sejm, which began on 12 November 2015, there were five petitions submitted to the parliament which concerned electoral issues. The petitioners proposed amendments in regard to the manner of electing senators to the Senate of the Republic of Poland and councilors in the communities of up to 100,000 residents, strengthening mechanisms that would counteract “electoral frauds”, electoral thresholds in the elections to the Sejm and mandatory voting.

This article discusses the rhetorical usage of the verb αικίζεσθαι (‘abuse’, ‘thrash’, ‘brutalize’) and its derivatives in petitions from Roman Egypt. Curiously, this description of violence only appears in petitions from the Roman period. Using theories of conflict resolution and social control, it is argued that the writers of these petitions, the majority of whom lived in villages in the Arsinoite nome, used the concept of aikia in an attempt to overcome the inefficiency of the Roman Egyptian legal system by augmenting the severity of the crimes they suffered. The usage of the verb αικίζεσθαι (often paired with the noun πληγαις) emphasized the brutality and socially transgressive nature of the attack and presented it as something that needed to be addressed by the authorities immediately, as it affected the entire social order. Over time the phrase πληγαις αικίζεσθαι became formulaic in its expression, suggesting that it was not just contained to a handful of petitions. Rather it was a linguistic phenomenon in itself that reveals the effects of the social and legal environment of Roman Egypt on the language of petitions.

Among the sixteen Ptolemaic texts (33–44) from the collection of the Greek papyri of the Department of Classics at Stanford are petitions, official correspondence, letters, a declaration of surety with royal oath – one the earliest dated texts in the collection (227 bc) – and an account. Most notable is the discovery of the upper part of P. K öln VI 261, a petition to the oikonomos Apollonios (33 + 18) about oil-contraband and prisoners of war. Another petition is addressed to the oikonomos Poseidonios (Prosopographia Ptolemaica I/VIII 1079) about the wool tax (34), while 35, a draft written with an Egyptian rush, reports an effraction at night with arson. The official correspondence deals with tax-farming and oil-bearing products.

The purpose of the article is to analyze the public administration mechanisms of electronic petitions (e-petitions), scientific and theoretical justification of recommendations to Ukrainian authorities on their improvement. The paper analyzes the approaches to defining the essence of the concepts of individual and collective e-petitions. The mechanisms of e-appeals (e-petitions) at the national and local levels have been studied. A comparison of the mechanisms of formation and submission of e-petitions in the Ukrainian legislation has been made. It is proposed to improve the interaction of national and local levels by redirecting petitions from local authorities to national executive bodies. The main shortcomings of the existing mechanism of public administration of e-petitions at the national level have been identified. In the process of analyzing the shortcomings of the organizational and legal mechanism, foreign experience and its possibility use in Ukraine were taken into account. Considering the identified shortcomings should further increase the level of civil society involvement in public administration of public affairs and, as a consequence, accelerate the democratization of Ukrainian society and Ukraine as a full member of the European community. In order to assess the level of availability of the electronic individual petitions tool, a study of the official web resources of central and local executive bodies was conducted and ways to improve the practical implementation of the e-petition tool in order to increase its accessibility were identified. The main identified shortcomings are: staffing issues (personnel quality); accessibility and transparency of e-democracy tools for citizens; lack of a unified approach to the implementation of e-appeals (petitions); lack of bottom-up redirection mechanisms; low civil society awareness of public authorities’ responsibilities and powers; lack of mechanisms for imperative execution of e-petitions, etc. Based on the analysis of international experience of implementation of e-appeals (e-petitions), the ways to improve national legislation have been proposed and the recommendations for central authorities, local governments and civil society organizations have been developed to improve the organizational and legal mechanism of public administration of e-democracy tools (electronic individual and collective petitions). The main ones are as follows: amendments to a number of legislative acts, including the conceptual and strategic level; taking into account the imperative implementation of e-petitions; actualization of the issue of administrative and criminal liability for non-compliance with the requirements of the legislation regarding the implementation of e-petitions.

The article is devoted to the analysis of two electronic petitions created by Russian Buddhists, one protesting the deportation of the Buddhist teacher Shivalkha Rinpoche, the other protesting so-called Buddha Bars throughout Russia. These two causes reflect to some extent the current relationships between different categories of Buddhists, such as the clergy and laymen or traditional and modern Buddhists. The article studies reactions of different communities to these problems and traces differences in Buddhist identifications, as well as the positive or negative impact these reactions have on the consolidation of Buddhists. Finally, I evaluate the efficiency and prospects of e-petitions as a problem-solving method for Buddhists in Russia.

The article is intended to present the procedural solutions adopted in the Polish Sejm’s Rules of Procedure, the purpose of which was to specify in detail the procedure for hearing petitions in the Sejm, and thus to put the constitutional right of petition into effect. The author refers to historical attempts to statutorily regulate the petition hearing procedure. Remarks on the current statutory basis for filing petitions with the Sejm and the rules on consideration of petitions by the Sejm bodies – the Marshal of the Sejm and the Petitions Committee, are presented in the context of parliamentary practice during recent years. The author presents statistical data on petitions submitted for consideration by the Petitions Committee and the most frequently used manners of processing them in the practice of petition handling. Comments for the law as it should stand regarding the procedure for hearing petitions in the Sejm, which have been the subject of consideration in recent years, are also presented.
Przedmiotem artykułu jest prezentacja rozwiązań proceduralnych przyjętych w Regulaminie Sejmu, których celem było dookreślenie trybu rozpatrywania petycji w Sejmie, a zatem realizacja konstytucyjnego prawa petycji. Autor nawiązuje do historycznych prób ustawowego uregulowania trybu rozpatrywania petycji. Uwagi dotyczące aktualnych ustawowych podstaw składania petycji do Sejmu oraz przepisy dotyczące wewnątrzsejmowego rozpatrywania petycji przez organy Sejmu – Marszałka Sejmu oraz Komisję do Spraw Petycji, są przedstawione na tle praktyki parlamentarnej ostatnich lat. Autor prezentuje dane statystyczne dotyczące petycji kierowanych do rozpatrzenia przez Komisję do Spraw Petycji oraz dominujące w praktyce rozpatrywania petycji sposoby ich załatwiania. Przedstawione są również uwagi de lege ferenda odnośnie do trybu rozpatrywania petycji w Sejmie, które były przedmiotem rozważań w ostatnich latach.
