In 2009, the Republic of Moldova created an alternative to the communist leadership. In 2013, the Alliance for European Integration was replaced by the Alliance for Pro-European Governance, which secured two issues: the signing of the Association Agreement between the Republic of Moldova and the European Union, and the interests of local oligarchs. After the parliamentary elections in 2014, as an alternative to the increasingly powerful Igor Dodon’s Party of Socialists, another coalition, the Political Alliance for European Moldova was created and ‘sealed’ by embezzling $ 1 billion from Moldovan banks (12.5% of GDP). The coalition formed in January 2015, was replaced by the re-launched Alliance for European Integration, and then by another coalition without a definite name in January 2016. This extremely expanded political activity is a backdrop for the façade of democracy and the subsequent parliamentary elections scheduled for 2018. The pro-European coalitions in the Republic of Moldova discredited themselves in front of the society as strongly as their predecessors (the communists), causing a state of general disintegration.

The article examines the changes that took place in the Czech party system from the moment of the political transformation of 1989/1990 to the last parliamentary elections in 2017. It is based on a survey of data on the results of the elections to the Czech National Council and the Chamber of Deputies. The interpretation of the data allows answering several research questions: is the Czech party system stable, and if so, is it possible to determine it model? Are the inevitable model changes sudden or evolutionary as a consequence of an observable trend? Is it possible to distinguish and define the stages of functioning of the Czech party system? To what extent does the party system of the Czech Republic have roots in the party system of Czechoslovakia and did the disintegration of the federal republic significantly affect its change?

The paper deals with specific links between presidential and parliamentary elections in contemporary France. The main goal is to demonstrate that the timing of the two types of political events is a significant factor preserving the configuration of a pro-presidential majority fact as one of the possible variants of French semi-presidentialism. This raises the question of the role of both elections as instruments for controlling the process of setting up a space of political rivalry that could be perceived as optimal from the viewpoint of ruling camps. The author analyses possibilities to provide the convergence of presidential and parliamentary elections under the conditions of a seven-year presidential term as well as after its shortening to five years in 2000. Hence, of particular importance is the impact of some mechanisms used in this field on the institutional logic of the French political system. Specific application of constitutional tools and some normative changes introduced in previous years cause the extent of the aforementioned control to be now much greater than in the first decades of the Fifth Republic. Looking at the convergence of both types of elections from the perspective of the evolution of the existing political system, the author argues that it is legitimate to divide the whole period of the Fifth Republic into three sub-periods: 1. the absence of electoral convergence (1958–1981); 2. partial electoral convergence (1981– –2002); full electoral convergence (since 2002). Due to the acceptance of the pro-presidential paradigm, the latter formula is now definitely preferred and supported by legal regulations, which affects the flexibility of French semi-presidentialism (significantly reduced, but not fully eliminated, probability of cohabitation).

This article analyses the parliamentary elections held in the Republic of Moldova in 2021, as a result of which the right-wing party, formerly in opposition, won, and was able to form its own single-party government with a parliamentary majority, which has not happened in Moldova exactly 20 years – since 2001. In this article the basic positions of the “left” and “right” political camps in the Republic of Moldova before the elections are analysed; as well as the mechanics of the electoral campaign and the voting process in different socio-geographical profiles. In 2021 The Republic of Moldova, for the first time in many years, faced the phenomenon of “overturning elections”; understanding the mechanics of which contributes to the development of a much better political and electoral process in general. At the same time, despite the special nature of the 2021 elections, the electoral political process in the Republic of Moldova continues to show several fixed tendencies, such as the geographical polarization of Moldovan voters residing in the EU or Russia, and the overall objective decrease of interest in the electoral process in general, regardless of the degree of the political and social representation of the political parties represented in the elections.

In 2019 a snap election was held to the bicameral National Assembly of the Republic of Belarus. The election was fully controlled by the authorities. Numerous cases of election law violations were recorded by independent observers. The intensity of the election campaign was low and the candidates were not guaranteed equal access to the media. As in the previous parliamentary election, mainly “nonpartisan” candidates loyal to the regime and several representatives of pro-regime parties were elected. No candidate from the political opposition gained a seat in the new parliament. According to ODIHR/OSCE’s assessment, the 2019 Belarusian parliamentary election did not meet international standards.

Opis:
The paper is devoted to the role of the French Senate (under the constitution of the Fifth Republic) as an organ that can remain a tool in the hands of opposition to the government. It has been pointed out that in the French formula of the semi-presidential system, which was created as a result of the rationalisation of a parliamentary model, bicameralism may be the field of special expansion of the executive which aims at the effective implementation of its own legislative activities. The author argues that this has a particularly negative impact on the status of the parliamentary opposition. This is the case even when the opposition has a majority in the Senate. The French second chamber, although the body is relatively strong, can be neutralised in legislative proceedings designed to implement the government’s programme. The author analyses the problem of marginalising the parliamentary opposition in relation to the two major political arrangements of the Fifth Republic: the so-called majority effect (the executive branch is politically homogeneous) and cohabitation (the executive branch is politically divided).
Artykuł jest poświęcony roli francuskiego Senatu (pod rządami konstytucji V Republiki) jako organu, który może stanowić narzędzie w gestii opozycji antyrządowej. Wskazano, że we francuskiej formule systemu semiprezydenckiego, która została stworzona w efekcie racjonalizacji systemu parlamentarnego, bikameralizm może stanowić obszar szczególnej ekspansji egzekutywy, która dąży do efektywnego wdrożenia swoich własnych zamierzeń legislacyjnych. Autor dowodzi, że ma to szczególnie negatywny wpływ na status opozycji parlamentarnej. Jest tak nawet wtedy, gdy opozycja dysponuje większością w Senacie. Francuska izba druga, choć jest to organ relatywnie silny, może być neutralizowana w procesie ustawodawczym zmierzającym do implementacji programu rządowego. Autor poddaje analizie problem marginalizacji opozycji parlamentarnej w odniesieniu do dwóch podstawowych układów politycznych V Republiki: tak zwanego efektu większościowego (władza wykonawcza jest politycznie jednorodna) oraz koabitacji (władza wykonawcza jest politycznie podzielona).

This article renders justice to Alain Peyrefitte, a French Gaullist minister who conducted, in parallel with official duties, a personal project of being an observer of his times as did his models Tocqueville (for the native USA) and Custine (for Imperial Russia) during the XIXth century. In spite of his an apparent success as a minister who served several times, as well as by his election at the Academie Francaise, Peyrefitte was under attack on the breach throughout during his whole life, with enemies both from within the Gaullist camp (like Jacques Chirac), and outside (leftist intellectuals never acknowledged his works). As De Gaulle himself, Peyrefitte was the target of two assassination attempts, which in a way proves his capacity to disturb conventional mindframes. His works are quite varied and always bring new approach.
