The objective of this article is to attempt to analyse the new regulations in The Law of the Ukraine in Elections of People’s Deputies of Ukraine of November 17, 2011 in the context of the guarantee of compliance with the principle of alternation in power. The authors ask questions is the answer to the following question: To what extent do the new regulations in electoral law guarantee the principle of alternation in power and to what extent do they contribute to the monopoly of the ruling party. Considering the research problem presented in the introduction it is necessary to state that, on the one hand, partial guarantee’s of the principle alternation in power is a characteristic trait of the Ukrainian electoral system, while on the other hand, aspiration of the ruling party to maintain its monopoly is also fairly evident.
Artykuł porusza zagadnienia analizy nowych zapisów ustawy o wyborach deputowanych do Rady Najwyższej Ukrainy z 17 listopada 2011 r. w kontekście gwarancji zasady alternacji władzy. Autorki stawiają pytanie o to w jakim stopniu nowe zapisy ordynacji wyborczej zapewniają zasadę alternację władzy a w jakim stopniu prowadzą do monopolu partii rządzącej. Autorki rozstrzygając postawiony we wstępie problem badawczy, doszły do wniosków, że specyfiką ukraińskiego systemu wyborczego jest z jednej strony częściowe zagwarantowanie zasady alternacji władzy, z drugiej wyraźne dążenie partii rządzącej do utrzymania jej monopolu. Daje to podstawy twierdzić, że przykład ten możemy traktować jako pewnego rodzaju hybrydę między antynomicznymi punktami continuum.

In the first place, the main identifications of residents of Austrian Galicia in the period between 1772 and 1918 are discussed; emphasised is the fact that diverse individual hierarchies of identification could be formed. Then, it is shown in what ways these identification directions surfaced in the specified local dimension – namely, in the town of Drohobycz (today Ukrainian Drohobych), in the specific historical moment – that is, during the 1911 election for the Vienna Parliament. On this occasion, the local elite carried out the election of their own candidate, contrary to what the majority of local dwellers demanded – which resulted in protest actions and unusual alliances between the locals. Given the exemplary occurrence with its limited place and time framework, the article seeks to analyse the sympathies and antipathies among the Galicians, which tended at times to be astonishing and not necessarily followed the lines of ethnic/national and political divisions. The argument has it that what was happening tended to be contrary to the image of the conflict that split the province’s three main ethnic groups, on the one hand, and the vision of a concordant coexistence between Poles, Ukrainians, and Jews, on the other.

The problem of media visibility of politicians and political parties is at the heart of the interest of political communication researchers. Theoretical reflections and empirical studies focus on numerous media presence determinants. At the same time, attempts to identify the media visibility of political actors in specific periods, such as the particularly important for democracy period of the election campaign preceding the parliamentary election, are relatively rare. This study is intended to fill that gap. It proposes a simple research tool in the form of a media visibility index, which makes it possible to calculate and compare the visibility of electoral committees in selected media during the election campaign. The tool was used to determine the visibility of electoral committees taking part in the 2019 parliamentary elections in Poland in two TV news services “Wiadomości” and “Fakty”, and three weekly opinion magazines “Newsweek”, “Polityka” and “Sieci”. The data to calculate the index was gathered through manual content analysis of the studied media conducted six weeks before the day of the parliamentary elections.

Primary elections are a new element in the ‘periodical table’ of Hungarian politics and were already used for the selection candidates in some instances in 2019. In preparation for the upcoming parliamentary elections in 2022, a cooperation scheme is taking shape among opposition parties, involving all currently decisive players on that political side. Entailing a scope broader than ever before, this cooperation also involves the organisation of primary elections for selecting the candidate for the Prime Minister and the candidates in single-member constituencies. The primaries are organised by the six opposition parties running together in the 2022 Hungarian parliamentary election. If held, it would be the first countrywide primary election in Hungary. This study looks beyond the specific solutions that may be applied in relation to the upcoming primaries. It provides a working definition of the term itself, briefly reviews the international and Hungarian antecedents of primaries, also outlining the reasons why this solution came to the fore in Hungary. Then the study sets out to predict the ‘evolutionary trajectory’ along which primary elections will become institutionalised here, spelling out the potential phases of development. In the latter context, this paper touches on the private law and public law implications of primaries and raises a scenario in which government parties also begin to apply this new political tool.

The victory of the National Front Party led by Ms. Marine le Pen within the European Parliamentary Election in France by May 2014 raised the question whether or not it signals the end of the French left-right bipolarized party system. This option remains uncertain. The far-right party of the 45-year-old daughter of National Front founder, Jean-Marie Le Pen, gained new voters, deepening the national audience of the extremist party geographically and in the different categories of the population. But the still remaining French “presidentialist” constitutional political regime continues to operate under a strong constraint in favor of bipolarization. Meanwhile, the possible presence of Ms. Le Pen as the two-qualified opponent for the second round of the presidential election is currently determining, and will continue to determine for the next two years, the political strategies of the 2017 future running candidates and parties.

The article presents the determinants of creating candidate lists in European Parliament elections in Poland. Its subject context is the evaluation of importance of selected factors with reference to the effect obtained in the election. The main study hypothesis assumes different patterns of creating candidate lists in EP elections in comparison to parliamentary elections, involving the combined occurrence of several determinants. The first of them is the tendency to fill the highest positions in candidate lists with popular people well-known in the media, who have an advantage over anonymous ones. The second factor is territorial bonds connecting candidates with the electoral district where they stand for election. Another determinant taken into consideration is the territorial form of the candidate list. The last important element of analysis is the concentration of support, determined by the position on the candidate list.

In 2019 a snap election was held to the bicameral National Assembly of the Republic of Belarus. The election was fully controlled by the authorities. Numerous cases of election law violations were recorded by independent observers. The intensity of the election campaign was low and the candidates were not guaranteed equal access to the media. As in the previous parliamentary election, mainly “nonpartisan” candidates loyal to the regime and several representatives of pro-regime parties were elected. No candidate from the political opposition gained a seat in the new parliament. According to ODIHR/OSCE’s assessment, the 2019 Belarusian parliamentary election did not meet international standards.

Before the parliamentary election in 2006 we focused on the tendency of the Czech soci- ety and especially media to exclude one of the parliamentary parties – the Communist Party – from the government and to actively construct its status as specific. We designate this tendency as anti-com- munism, a word commonly used in the Czech political communication. According to our outcomes, anti-communism was a remarkable trend at the pages of at least three Czech dailies: Mladá Fronta DNES, Lidové noviny and Hospodářské noviny. The anti-communism as performed in their content was not only a media representation of an all-society phenomenon. It was actively constructed and supported by the journalists, editors and publicists of these dailies. Especially the two fi rst mentioned newspapers can be perceived as actively anti-communist media both in the sense of their own involve- ment (the agenda setting, the content of editorials, etc.) and the manifest support of anti-communist voices (even PR information at the news pages). Právo, the fourth analyzed newspaper, can be by contrast characterized as anti-anticommunist or at least anti-antileftist trying to construct a more positive image of the Communist Party and challenging the anti-communist tendencies

Parliamentary elections has always been arousing extreme emotions in Poland. The 2005 and 2007 elections were widely addressed in the Polish media. Furthermore, the election campaign and the final election results attracted the attention of the British press, which was reflected in a number of articles published in the United Kingdom in 2005 and 2007 respectively. The main reason behind interest that the British press had in the political situation in Poland had to do with large population of Polish emigrants residing in the UK. The article is aimed at presenting the standpoint of one of widely-read English dailies which shapes not only the British foreign policy, but also the British public opinion, namely “The Guardian”. Through presenting the profiles of two main political parties running for the 2005 and the 2007 elections in Poland (i.e. Civic Platform as well as Law and Justice), “The Guardian” did its best to affect the results of the vote. The articles published in the daily not only described the political parties, but were also aimed at creating the image of Poland in Great Britain. Depending on the election results, the image of Poland and Poles was subject to change. “The Guardian”, British daily dealing with political matters, devoted much of its attention to parliamentary election held in Poland in Autumn 2005 and 2007. Before taking a good look at articles published in the newspaper, it is worth presenting the profile of the daily and political preferences expressed by its journalists. Originally “The Manchester Guardian”, “The Guardian” was first published in Manchester in 1821, and since 1961 has been coming out also in London. At the very beginning a weekly, now it is published Monday through Saturday and owned by world-famous Guardian Media Group plc., “The Guardian” boasts of being the first British daily produced entirely in colour. Having in mind the place and moment in history when it was first published, “The Guardian” is said to have liberal-democratic character, in other words to be in favour of the political programme outlined by British Labour Party. As for parliamentary election, since 1945 “The Guardian” has been a committed supporter of Labour Party or Liberal Democrats (an exception was election held in 1951 when the daily backed the candidature of Winston Churchill). Political sympathy expressed toward liberal parties is reflected in articles published by the daily. This was also the case with press coverage of two leading Polish political parties running for election both in 2005 and 2007, namely Law and Justice (PiS) and Civic Platform of the Republic of Poland (PO).
Wybory parlamentarne w Polsce budzą duże emocje. Wybory w 2005 i 2007 roku były szeroko opisywane prze polskie media. Kampanią wyborcza oraz ostatecznym rezultatem wyborów zainteresowały się także brytyjskie media. Zainteresowanie to znalazło odzwierciedlenie w artykułach prasowych, które ukazywały się w 2005 i 2007 w Zjednoczonym Królestwie. Głównym czynnikiem, dla którego prasa w Wielkiej Brytanii zainteresowała się sytuacją polityczną w Polsce była duża liczba emigrantów z Rzeczpospolitej przebywająca na terenie Wysp. Artykuł ma na celu przedstawienie stanowiska jednego z najważniejszych angielskich dzienników, który kreuje nie tylko brytyjską politykę zagraniczną ale także wpływa na opinię mieszkańców Wielkiej Brytanii – gazety “The Guardian”. „The Guardian” poprzez zaprezentowanie dwóch odmiennych wizerunków głównych partii politycznych w Polsce – które miały zmierzyć się w wyborach w 2005 i 2007 roku – Platformy Obywatelskiej i Prawa i Sprawiedliwości, starał się wpłynąć na wynik głosowania. Artykuły prasowe, które ukazywały się na łamach publikatora opisywały nie tylko partie polityczne, ale także miały na celu wykreowanie wizerunku Polski na Wyspach. W zależności od wyniku głosowania obraz Polski i Polaków ulegał diametralnej zmianie.

Transparentność struktury polskiego rządu w perspektywie sieci Celem artykułu jest analiza kryzysu konstytucyjnego, który miał miejsce w Polsce po wyborach parlamentarnych w 2015 r., w perspektywie sieciowej. Przeprowadzone badania koncentrują się na ukazaniu braku przejrzystości działań rządu Prawa i Sprawiedliwości podczas wskazanego kryzysu. Dzięki użyciu analizy sieci (SNA) jako głównej metody badawczej, w artykule analizie poddane zostały nieformalne relacje pomiędzy głównymi aktorami politycznymi, które w znaczący sposób wpłynęły na działania rządu w tym okresie. W tym celu podjęta została próba rekonstrukcji najważniejszych wydarzeń na polskiej scenie politycznej, odnoszących się do tematu badań, w badanym okresie czasu.
The aim of the paper is to analyze the constitutional crisis, which occurred in Poland at the end of 2015, shortly after the parliamentary election. Our research is focused on showing the low transparency of the Polish government during this political turmoil. We argue that there are many indirect connections and feedbacks between the main political actors which have an effect in the non-transparent structure of a government, which changes during political turmoil and more stable period of time. In this context the network analysis was used as a main research method to emphasize some of the personal connections between the main politicians.

Women’s rights in the 21st century are an ever-present issue in public debate and are often reflected in the electoral programmes of individual political parties. Both the right and the left side of the political scene promise equal rights of women and men in public life, counteraction of discrimination in respect of employment, support for families and provision of adequate health care. Upon examining the programmes of the parties that won representation in the 2019 parliamentary elections in Poland, it should be stated that the majority did address so-called women’s issues. Included in the portfolio of most party platforms were ways and means of dealing with such problems as: childcare, female health, equal pay for the same work irrespective of one’s sex, equal share of women and men in positions of public authority and effective counters to domestic violence.
Problematyka praw kobiet w XXI wieku jest stale obecna w debacie publicznej i znajduje odzwierciedlenie w programach wyborczych poszczególnych partii politycznych. Zarówno po prawej, jak i po lewej stronie sceny politycznej znajdziemy postulaty dotyczące równouprawnienia kobiet i mężczyzn w życiu publicznym, przeciwdziałania dyskryminacji w zatrudnieniu, wsparcia dla rodzin czy należytej opieki zdrowotnej. Analizując programy zwycięskich partii politycznych w wyborach parlamentarnych w 2019 r. w Polsce, należy stwierdzić, że większość z nich podjęła tzw. problematykę kobiecą. Kwestie te dotyczyły takich zagadnień jak: opieka nad dziećmi, zdrowie kobiet, ale też równa płaca za pracę tej samej wartości bez względu na płeć, równy udział kobiet i mężczyzn we władzach publicznych czy skuteczna walka z przemocą domową.

The article aims to show the main political-geographic trends of the 2020 parliamentary elections in Georgia. The political systems of the post-Soviet counties are still imperfect and fragile. Although international observers recognised the vote results in Georgia as legitimate, many opposition parties boycotted the parliament for almost six months. It took several western officials to engage in regulating the post-election crisis. The work focuses on analysing turnout and voting patterns pointing to the changes that occurred in the last decade. A geographical study of elections enables one to identify the merits and drawbacks of the electoral process from the regional standpoint. The findings of the work underline the complexity of the election outcomes. While certain legal and political changes bring Georgia closer to European democracies, the country still lags in terms of several electoral/geographical features.

In this article, we address the problem of measuring professionalism of political cam- paigns in European parliamentary elections. We use a comparative research design with party-level campaign data from two fairly similar EU member states, Germany and Finland, and two elections, 2004 and 2009. Th eoretically, our analysis is based on the so-called party-centred theory of profes- sionalism, which puts an emphasis on party characteristics in explaining the variance of campaign professionalism. We hypothesize that besides observing increasing party-level campaign professional- ism in time and higher levels of professional campaigning in Germany, professionalism is positively associated with a party’s size, its right-wing orientation and recent change of leadership. We found support for the time-eff ect and party size, whereas evidence in country comparison, ideological orien- tation and change of leadership was inconclusive, suggesting signifi cant diff erences among countries and elections. It also seems that the political left harbours the most professional parties. Th is calls for a re-evaluation of the party-centred theory of campaign professionalism.

Opis:
The article is based on the analysis of changes in voter turnout from 2000 to 2015. It considers all types of election, including presidential, parliamentary, local, and European parliament one within the territory of West Pomerania, detailing the municipal district of Szczecin; Police District, with Dobra (Szczecińska) commune, Kołbaskowo and Police; and Stargard District, with Kobylanka commune. Focusing exactly on this area is no coincidence and closely relates to the mobility of people. The analysis enabled the formulation of the following hypothesis: communes neighbouring cities attract politically conscious human potential; and the attempt at answering the research question referring to the observed phenomenon: whether the suburbanisation in Szczecin and neighbouring communes is a fact.
