    Aim/purpose – The main purpose of the paper is the identification of opportunities and threats for city logistics development from a local authority perspective. Design/methodology/approach – The paper presents the original results of surveys conducted among city logistics experts from all over the world and among representa- tives of twelve EU capital cities. Findings – According to the study the most important opportunities for cities are stakeholders’ willingness for cooperation, as well as a good and long cooperation with them. It shows that a local authority cannot introduce any solutions in the field of city logistics without cooperating with other stakeholders. Therefore, the lack of cooperation can be a threat. The other threat highlighted by the majority of studied cities is the lack of standards on data collections. Without information in real time on problems and activities undertaken by various stakeholders in the field of city logistics it is very difficult for strategic and tactical decisions to be made by a local authority. Research implications/limitations – The most significant limitation of the research was the sample of respondents. Despite the fact that the questionnaire was sent to 28 EU capital cites only 12 out of them have completed and returned the questionnaire. A further problem arises from the lack of standards on collecting information on city logistics by cities. As a result of it many European cities do not collect this information or do it in a fragmentary way. Originality/value/contribution – The research results introduced in the paper make a contribution to the theoretical and practical knowledge on city logistics development. It fills the gap related to the external factors affecting the development of city logistics. The author’s concept of the framework for city logistics development with the inclusion of threats and opportunities and the set of questions can be a useful tool for local authorities as well as enriching the theoretical background for city logistics strategic planning.

Jednym z istotnych wniosków zaprezentowanym w artykule jest stwierdzenie, że wczesne zbudowanie odpowiedniego potencjału i zaplecza strukturalno-organizacyjnego, metodologicznego, naukowego oraz własnego programu rozwoju jest warunkiem zapewnienia regionowi znaczącej pozycji konkurencyjnej.

    The COVID-19 pandemic has been compared to world wars or other tragic events in terms of the death toll it has taken and huge economic losses it has caused. It is not a finished process, so it is difficult to predict the scale of its impact. According to IMF estimates, the contraction of the world economy will be much greater than in the years of the financial crisis of 2008–2009. The negative effects in different countries may depend on the severity and extent of the applied lock-down or interventions undertaken by governments. Changes taking place in various sectors of the economy are of a different nature. The effects of the pandemic can be also seen in the insurance segment. The aim of this article is to find answers to the following research questions: To what extent did the COVID-19 pandemic affect the situation on the insurance market? In which areas are its consequences particularly visible? What kind of opportunities and threats does the pandemic bring from the perspective of the insurance market? Methodology. The analysis used available scientific publications, reports prepared by the Polish Financial Supervision Authority, Polish Insurance Association and entities conducting brokerage activities or selected consulting companies. The result of the research. In a few days, in March 2020, a real revolution took place on the insurance market. The insurers faced the need to introduce completely remote customer service. They also had to launch new tools, which in many cases were still in the testing phase and which they did not have the opportunity to use on a large scale. With the onset of the pandemic, they were quickly implemented. It was related to additional funds, huge commitment and discipline of all employees, liquidators, agents, sales departments, and administration. Consequent on this, clients gained full access to all services and insurance products, without leaving home. On the other hand, pandemic has led to the significant changes within the demand for the insurance services and customers’ expectations, but also to growing scale of damages and compensation paid to the clients leading to the higher insurance premiums.

    Opis:
    Companies which do not follow traditional internationalization path, but start international activities immediately after their founding, are called born global companies in the international literature. This relatively new type of international entrepreneurship can be challenging due to limited international experience and lack of resources. It seems even more difficult to internationalize a venture directly from Europe to the Chinese market. The purpose of the paper is to analyze potential opportunities and threats for European born globals entering the Chinese market. The study shows that the main opportunities provided by the Chinese market are: its size, rapid growth (which is, however, slowing down), increasing consumer middle class, modern infrastructure, cheap workforce supply, improvement in workforce qualifications and political stability. Unfortunately, there are also some threats of rapid internationalization in the Chinese market which are caused by cultural, social and political differences. The main threats of the Chinese market are: rising costs, slowing market growth, increasing competition, HR problems, dumping, protectionism and legal issues (including intellectual property rights, corruption, lack of transparency, certifi cation and requirements concerning technical norms).

    In the modern world, conditions in various spheres of human security are changing at a very fast pace. How non-traditional events are interpreted and the kind of approach to all kinds of transformations may be conducive to a higher frequency of beneficial effects of these changes. The appropriate nature and level of security culture can contribute to perpetuating beneficial trends in solving specific problems, to dealing more effectively with difficult situations, treated as challenges, which can often result in opportunities, and not only as threats. The responsibility of officers of various services, not only for themselves, but also for their subordinates, as well as for decisive decisions resulting from legal conditions, has an even greater impact on the need for strong consolidation of individual judgements, verdicts or decisions. Relying on a personal security culture in various types of situations can more often have a positive impact on the functioning of the entity and their environment, provided that this security culture is of an acceptable character and high level. The author points out that a favourable culture of security for uniformed personnel and citizens will be conducive to a higher level of security.

    Migration issues have been at the forefront of international discussions since 2015. They have been considered from the perspective of both human rights and the interests of individual states. The latter seem to have prevailed, leading to a kind of offensive against admittance of third-country nationals. Restrictive regulations introduced into national legislations, combined with reluctance towards international legal initiatives promoting concerted efforts to assist and protect migrants and eliminate the underlying causes of migrations, have resulted in adoption of zero-tolerance immigration policies. In this paper, the author sets out to assess the immigration policy of the Republic of China on Taiwan. Having recognized that its labor shortages cannot be compensated for by internal migration, the country has significantly remodeled its approach to immigration. The answer to the question about the relevance and efficiency of the proposed legal solutions will be used to indicate possible solutions for EU Member States planning to reform the common migration and asylum policies. The analysis uses methods commonly applied in social studies in general, and legal and political studies in particular. While legal analysis and systems analysis are the key research methods, comparative analysis has been used as well.
    Od 2015 roku naczelne miejsce w dyskusjach toczonych na arenie międzynarodowej zajmują kwestie migracyjne. Rozważane są zarówno przez pryzmat praw człowieka, jak i interesów poszczególnych państw. Te ostatnie zdominowały dyskusje, prowadząc do swoistej ofensywy skierowanej przeciw możliwości przyjmowania obywateli państw trzecich. Restrykcyjne rozwiązania prawne wprowadzane do prawa krajowego, sprzeciw wobec międzynarodowych inicjatyw prawnych, podkreślających konieczność solidarnego działania na rzecz pomocy i ochrony osób migrujących oraz likwidacji przyczyn masowych przemieszczeń ludności, skutkują przyjmowaniem przez poszczególne państwa polityki zerowej imigracji. Celem niniejszego artykułu jest ocena polityki imigracyjnej Republiki Chińskiej na Tajwanie, która dostrzegając niedobory siły roboczej i brak możliwości ich uzupełnienia przy pomocy migracji wewnętrznej, przemodelowała w znaczący sposób podejście do imigracji. Odpowiedź na pytanie o zasadność i skuteczność proponowanych rozwiązań prawnych posłużyć ma do wskazania rozwiązań możliwych do zastosowania przez państwa członkowskie Unii Europejskiej, dyskutujące nad reformą wspólnych polityk: imigracyjnej i azylowej. Rozważania prowadzone będą przy wykorzystaniu metod charakterystycznych dla nauk społecznych, w szczególności nauk prawnych i nauk o polityce. Kluczowe znaczenie przypisano metodzie analizy prawnej i analizy systemowej, zastosowano również metodę porównawczą.

    The use of new information and communications technology (ICT) by young children is a source of controversy in many countries. It is extremely important to understand the impact of new digital devices (i.e., tablets) on child development. This article explores the occurrence of ICT in the context of child development, learning, and socialization. Specifically, this article focuses on technologies used in early childhood education, including how these new technologies are defined, in what ways they shape childhood (opportunities and threats), their role and potential in early childhood education, as well as the skills that children gain through ICT use. To this end, this article examines both Polish and international literature in the field of psychology and pedagogy regarding the complexity of ICT, the protection of children from the threats of ICT use, and the practical implications of ICT use for parents, teachers, and policy makers.
    Powszechne używanie przez małe dzieci nowych technologii informacyjno-komunikacyjnych wywołuje kontrowersje w wielu krajach. Niezwykle istotne wydaje się zrozumienie wpływu nowych urządzeń cyfrowych, takich jak np. tablety na rozwój dziecka. Celem rozważań jest analiza zjawiska nowych technologii (TIK) jako kontekstu rozwoju, uczenia się i socjalizacji małego dziecka. W artykule skoncentrowano się na technologiach używanych we wczesnej edukacji: jak są definiowane, w jaki sposób wpływają na dzieciństwo (możliwości i zagrożenia), jaka jest rola i potencjał TIK we wczesnej edukacji, jakie nowe kompetencje zdobywają dzieci w kontakcie z TIK. Artykuł jest przeglądem polskiej i zagranicznej literatury psychologicznej i pedagogicznej, wskazano w nim na kompleksowość roli TIK i ochrony dzieci przed zagrożeniami, zawiera także implikacje praktyczne dla rodziców, nauczycieli i decydentów.

Chociaż prezentowany tekst omawia kwestie współpracy gospodarczej, jego głównym celem nie jest jednak prezentacja dynamiki tych stosunków, ale refleksja nad szansami i zagrożeniami dla Ameryki Łacińskiej wynikającymi ze współpracy gospodarczej między Chinami i Ameryką Łacińską. Artykuł omawia zatem możliwości i zagrożenia w wielu aspektach, podając różne argumenty i liczne przykłady. Wnioski z tego artykułu dotyczą zarówno pojawiających się wyzwań, jak i perspektyw współpracy.
    This article raises the issue of China–Latin America economic relations in this century. During the first two decades of the 21st century, there has been a significant increase in trade between China and Latin America, and China’s investments in Latin America have increased. Although the presented text discusses the issues of economic cooperation, its primary objective, however, is not to present the dynamics of these relations, but to reflect on the chances and risks for Latin America resulting from economic cooperation between China and Latin America. The article thus discusses the area of opportunities and threats in numerous aspects, giving various arguments and numerous examples. The conclusions of the article refer both to emerging challenges and the prospects for cooperation.

    Purpose: The article focuses on defining the concept of new technologies as well as presenting selected technologies that have a significant impact on reality. The aim of the article is to draw attention to the phenomenon of the increase in the importance of robots and artificial intelligence and presenting the opportunities for world development resulting from the escalation of the phenomenon of creating new technologies and threats to the development of the modern world in the context of these technologies. As a result, the rapid development of the modern world was assessed. Design/methodology/approach: The results of the analysis allowed to determine what the main technologies dominate the life of society and determine to what extent a person is able to give up their personal data for comfort. Findings: The article shows the essence of new technologies in the modern world and the direction and speed of its development in this aspect. The article defines the impact of new technologies on social reality and provides a general analysis of new technologies and artificial intelligence. The information contained in the article determines the importance of new technologies and their autonomy in social life, and indicates the level of comfort in the loss of privacy. Originality/value: The information contained in the article defines the concept of new technologies and presents selected technologies that have a significant impact on reality.
